A survey of 345 undergraduate business students from a medium-sized southeastern regional university and 164 undergraduates from a medium-sized university in the United Arab Emirates found that 71 % of all respondents admitted to academic misconduct in a recent 1-year period, a percentage similar to McCabe’s (2005) finding that an average of 70 % of undergraduate students admitted to recent academic misconduct. Business students from the Middle East were significantly less likely to perceive various academic misconduct behaviors as forms of (...) serious cheating compared to business students from the US. Hofstede’s (2001) cultural dimension of individualism/collectivism and Ajzen’s (Organizational Behavior and Human Decision Processes 50, 179–211, 1991) theory of planned behavior are discussed as likely explanations of reported academic misconduct differences between the two countries. Existing ethics guidelines, influential literature and policies on ethical research generally focus on real-time data collection from humans. They enforce individual rights and liberties, thereby lowering need for aggregate protections. Although dependable, emerging public health research paradigms like research using public health data raise new challenges to their application. Unlike traditional research, RUPD is population-based, aligned to public health activities, and often reliant on pre-collected longitudinal data. These characteristics, when considered in relation to the generally lower protective ethico-legal frameworks of (...) the Global South, including Africa, highlight ethical gaps. Health and demographic surveillance systems are examples of public health programs that accommodate RUPD in these contexts. We set out to explore the perspectives of professionals with a working knowledge of these systems to determine practical ways of appropriating the foundational principles of health research to advance the ever growing opportunities in RUPD. We present their perspectives and in relation to the literature and our ethical analysis, make context relevant recommendations. We further argue for the development of a framework founded on the discussions and recommendations as a minimum base for achieving optimal ethics for optimal RUPD in the Global South. (shrink)

Data-sharing is a desired default in the field of public health and a source of much ethical deliberation. Sharing data potentially contributes the largest, most efficient source of scientific data, but is fraught with contextual challenges which make stakeholders, particularly those in under-resourced contexts hesitant or slow to share. Relatively little empirical research has engaged stakeholders in discussing the issue. This study sought to explore relevant experiences, contextual, and subjective explanations around the topic to provide a rich and detailed presentation (...) of what it means to different stakeholders and contexts to share data and how that can guide practice and ethical guidance. A qualitative design involving interviews was undertaken with professionals working in public health institutions endowed with data, ethics committees, and advisory agencies which help shape health research in Africa. A descriptive form of thematic analysis was used to summarize results into six key themes: The role of HDSSs in research using public health data and data-sharing; Ownership and funding are critical factors influencing data-sharing; Other factors discourage data-sharing; Promoting and sustaining data-sharing; Ethical guidance structures; and Establishing effective guidance. The themes reveal factors regarding the willingness or not to share and an intricate ethical system that current discourse could reflect. Many of the concerns resonate with the literature, but a whole other gamut of people and process issues; commitments, investments, careers, and the right ethical guidance are needed to realize a sustainable goal of reaching ‘share’ as a default. We describe a general problem solving mechanism that is especially suited for performing a particular form of abductive inference, or best-explanation finding. A problem solver embodying this mechanism synthesizes composite hypotheses. It does so by by combining hypothesis parts as a means to the satisfaction of explanatory goals. In this way it is able to arrive at complex, integrated conclusions which are not pre-stored.The intent is to present a computationally-feasible, task-specific problem solver for a particular information processing task which is (...) nevertheless of very great generality. The task is that of synthesizing coherent composite explanatory hypotheses based upon a prestored, and possibly vast collection of hypothesis-generating “concepts”. The authors’ claim is nothing less than to have shown, in a new sense, and surpassing all other work in this area, how it is computationally possible for an agent to come to “know”, based upon the evidence of the case. Although Nietzsche's greatness is recognized more universally now than ever before, the nature of that greatness is still widely misunderstood, and that unfortunately means that before I discuss any of Beyond Good and Evil (henceforth BGE) in any detail, I must make some general remarks about his work, his development and the kind of way in which I think that it is best to read him. Unlike any of the other philosophers that this series includes, except Marx and Engels, Nietzsche (...) is very much concerned to address his contemporaries, because he was aware of a specific historical predicament, one which he would only see as having worsened in ways which he predicted with astonishing precision in the century since he wrote his great series of works. For he was above all a philosopher of culture, which is to say that his primary concern was always with the forces that determine the nature of a particular civilization, and with the possibilities of achievement which that civilization consequently had open to it. One of the reasons that The Birth of Tragedy, his first book, published when he was twenty-eight, created such a surge of hostility in the world of classical scholarship was that in it, whilst undertaking an investigation of what made possible the achievements of fifth century BC Greece in tragic drama, he felt it necessary to elicit the whole set of fundamental beliefs which the Greeks shared, and also to draw metaphysical conclusions from the fact that they were able to experience life in such a way that they needed great tragedies in order to endure it. A powerful feature of global health research is data‐sharing with regions which bear the heaviest burden of disease. It offers novel opportunities for aggregating data to address critical global health challenges in ways higher than relying on individual studies. Yet there exist important stratifiers of the capacity to share data, particularly across the Global North‐South divide. Systemic challenges that characterize sub‐Saharan Africa and disadvantage the region's scientific productivity threaten the burgeoning data‐sharing culture too. Like all endeavors requiring equal commitments under (...) unequal circumstances, a strong ethical impetus is needed to help reduce inequities and imbalances to encourage adherence. This article discusses mandatory data‐sharing in relation to peculiar challenges faced by sub‐Saharan African scientists to suggest ethical principles for rethinking and reframing solutions. We propose six principles which mirror guidelines from the Institute of Medicine and encapsulate principles from the Emanuel Framework, Nairobi Data Sharing Principles, and the COHRED guidelines. Red-2 is a computer program for red-cell antibody identification, a piece of "normal science". Abstracting from Red-2, a general problem solving mechanism is described that is especially suited for performing a form of abductive inference or best explanation finding. A problem solver embodying this mechanism synthesizes composite hypotheses by combining hypothesis parts. This is a common task of intelligence, and a component of scientific reasoning. German Philosophers contains studies of four of the most important German theorists: Kant, arguably the most influential modern philosopher; Hegel, whose philosophy inspired an enduring vision of a communist society; Schopenhauer, renowned for his pessimistic preference for non-existence; and Nietzsche, who has been appropriated as an icon by an astonishingly diverse spectrum of people.

Friedrich Nietzsche (1844–1900) was born in the village of Röcken, in Prussian Saxony, the son and grandson of Lutheran ministers. He studied theology and classical philosophy at the University of Bonn, but in 1865 he gave up theology and went to Leipzig. Then he discovered the composer Richard Wagner and the philosophers Schopenhauer and F. A. Lange (author of History of Materialism and Critique of its Present Significance, 1866). He won a prize for an essay on Diogenes Laertius, the biographer (...) of ancient Greek philosophers, and was appointed associate professor of classical philology at Basel, when he was only twenty-four. He became a full professor the following year. His principle writings between then and 1879, when illness made him resign from the university, were The Birth of Tragedy (1872) and Human, All Too Human (1878). After his resignation his principal writings were Daybreak (1881), The Gay Science (1882), Thus Spoke Zarathustra (Parts 1 and 2 published 1883, Part 3 published 1884, Part 4 issued privately 1885, published 1892), Beyond Good and Evil (1886), On the Genealogy of Morals (1887), The Wagner Case (1888) and Twilight of the Idols (1888). Nietzsche became insane in January 1889, and vegetated until his death in 1900. His madness was probably tertiary syphilis, which he may have contracted while ministering to sick soldiers in 1870 as a medical orderly in the Franco-Prussian war. (shrink)

In a once-famous article, ‘The Elimination of Metaphysics through the Logical Analysis of Language’, first published in 1932, Rudolf Carnap wrote: The harmonious feeling or attitude, which the metaphysician tries to express in a monistic system, is more clearly expressed in the music of Mozart. And when a metaphysician gives verbal expression to his dualistic-heroic attitude towards life in a dualistic system, is it not perhaps because he lacks the ability of a Beethoven to express this attitude in an adequate (...) medium? Objectives The study uses a qualitative empirical method to define Health Research for Development. This project explores the perspectives of stakeholders in an international health research partnership operating in Ghana and Tanzania. Methods We conducted 52 key informant interviews with major stakeholders in an international multicenter partnership between GlaxoSmithKline and the global health nonprofit organisation PATH and its Malaria Vaccine Initiative program,. The respondents included teams from four clinical research centres and various collaborating partners. This paper analyses responses to the (...) question: What is Health Research for Development? Results Based on the stakeholders’ experience the respondents offered many ways of defining Health Research for Development. The responses fell into four broad themes: i) Equitable Partnerships; ii) System Sustainability; iii) Addressing Local Health Targets, and iv) Regional Commitment to Benefit Sharing. Conclusion Through defining Health Research for Development six key learning points were generated from the four result themes: 1) Ensure there is local research leadership working with the collaborative partnership, and local healthcare system, to align the project agenda and activities with local research and health priorities; 2) Know the country-specific context - map the social, health, legislative and political setting; 3) Define an explicit development component and plan of action in a research project; 4) Address the barriers and opportunities to sustain system capacity. 5) Support decentralised health system decision-making to facilitate the translation pathway; 6) Govern, monitor and evaluate the development components of health research partnerships. Overall, equity and unity between partners are required to deliver health research for development. (shrink)
