Winston Churchill said of democracy that it was ‘the worst form of government, except for all those other forms that have been tried from time to time.’ The same could be said of liberalism. While liberalism displays an unfailing optimism with regard to the capacity of human beings to make themselves ‘masters and possessors of nature’, it displays a profound pessimism when it comes to appreciating their moral capacity to build a decent world for themselves. As Michea shows, the (...) roots of this pessimism lie in the idea – an eminently modern one – that the desire to establish the reign of the Good lies at the origin of all the ills besetting the human race. Liberalism’s critique of the ‘tyranny of the Good’ naturally had its costs. It created a view of modern politics as a purely negative art – that of defining the least bad society possible. It is in this sense that liberalism has to be understood, and understands itself, as the ‘politics of lesser evil’. Jean-Claude Simard Les humanités numériques constituent un domaine en plein développement. On en donne ici un exemple en analysant le contenu d’une revue et l’évolution des idées qui s’y sont exprimées depuis son origine. Pour ce faire, on a retenu Philosophiques, l’organe de la Société de philosophie du Québec, une revue qui n’avait jamais encore fait l’objet d’une étude fouillée.L’examen détaillé de son contenu procède en trois étapes. Comme les études sur l’évolution récente des idées en philosophie québécoise (...) ne sont pas légion, on rappelle d’abord les résultats d’une recherche en ce domaine réalisée avec les moyens traditionnels de la philosophie (Simard 1998). Puis on soumet les articles de la revue à un double traitement computationnel, l’un de style plutôt déductif, l’autre plus inductif. Enfin, les résultats de cette double analyse sont comparés avec ceux de 1998, dont l’étude était menée sur un corpus composé d’ouvrages. Le constat est clair : l’analyse assistée par ordinateur complète et précise le résultat de recherches plus classiques. On conclut avec quelques perspectives sur les humanités numériques. (shrink)

The implementation of a diplomacy that could put more emphasis on democracy and human rights was not an easy process in Belgium. Treatment of these matters have taken a different perspective in Zaïre, Rwanda and Burundi, Belgium 's three most important African partners. Reasons for that are twofold. Fore one thing, the Belgian foreign affairs service has always been overloaded by mercantile preoccupations. Secondly, knowledge on Africa has been limited to short circle diplomatic contacts while no instruments were ever implemented (...) that could have ensured some following up of the African civil society at large.In the future, the continuation for a slow process of disengagement might be foreseable. New "partners" might come to the forefront such as South Africa while the U.S. and international financial organisations will definitely try to impose "good governance" together with a reasonable dose of human rights. In reviewing the Belgian policy towards Zaïre for the last two decades, one is struck by a certain politica! as well as economic withdrawal which has become more obvious since the end of the sixties. In the context of the «Mobutu Plan», the Marshall Plan for Zaïre, or in that of the two Shaba upheavals, Belgium, unlike France with respect to its former colonies, has choosen to align itself with big powers policies and international organizations, and to avoid taking too (...) strong stands in the rather confuse situation which prevails in Zaïre today. Although unanimity does no langer exist among the various Belgian pressures groups about what is tobe done in Zaïre, the official policy of the government is entrenched in a «wait and see» attitude which points to the deepening contradictions within Western states towards Africa in general and Zaïre in particular. The Tindemans report on the European union and the decision to organize direct elections for the European Parliament have been two important events in European afjairs in 1976. This article analyses the origins, developments and bearing of these two events.Although his mandate was initiated and encouraged at the highest level - that of the European heads of state -, Mr. Tindemans' attempt to propose concrete steps in order to achieve a real political union in Europe did not get through. It (...) received a rather cold reception from several states who opposed some of his proposals on different grounds.At the Conference of The Hague, Mr. Tindemans was able to get a formal support to his ideas, but no decision was taken to implement any of them.The decision to organize direct elections for the European Parliament, which can be seen as a concrete step toward the implementation of the long awaited European union, is facing the same kind of resistance at the national level. Although the Nine have all agreed to do everything possible to organize these elections in the spring of 1978, there are still unsolved problems which are both technical and political. Moreover, even if they are taking place, it is not at all sure that they will bring about substantive changes in the role and functions of the European Parliament. (shrink)

Algebraic theories for extensive measurement are traditionally framed in terms of a binary relation $\lesssim $ and a concatenation (x,y)→ xy. For situations in which the data is "noisy," it is proposed here to consider each expression $y\lesssim x$ as symbolizing an event in a probability space. Denoting P(x,y) the probability of such an event, two theories are discussed corresponding to the two representing relations: p(x,y)=F[m(x)-m(y)], p(x,y)=F[m(x)/m(y)] with m(xy)=m(x)+m(y). Axiomatic analyses are given, and representation theorems are proven in detail.

Aux initiatives actuelles pour tenter de faire de la musique avec l’intelligence artificielle, par exemple de Google ou des équipes d’Elon Musk, il manque l’essentiel : l’intention artistique et le feedback émotionnel. Telle est l’analyse de Jean-Claude Heudin, chercheur en intelligence artificielle et sciences de la complexité, mais aussi musicien et compositeur qui travaille sur un projet d’IA pour la musique électronique : Angelia.

L’objet est ici l’œuvre de connaissance telle qu’elle est ancrée dans son cadre historique. Cette histoire intellectuelle déborde les coupes disciplinaires. L’article en offre plusieurs exemples qui partent de la recherche de différenciations explicables entre des pratiques intellectuelles d’abstraction. Une séquence s’ouvre alors avec l’émergence d’une conception, puis la formation de théories et finalement (...) la consolidation d’un corpus de choses tenues pour évidentes. As well as the means of prevention, a broad spectrum of reflection and consideration is also devoted to past evil in the form of remembering, guilt and remorse. As responses (...) to evil, reprimand and punishment are two-edged weapons. Corrective measures are considered, such as moderate and constructive egoism, rather than "solutions" to eliminate evil.". Rights are not redundant elements of a plausible utilitarian theory and the right to life is an inseparable companion of the rights to nourishment and to medical care. The deeper reason for this thesis is the interdependence of values concerning vitality. In this perspective it is inconsistent to say that the (normal) newborn is unable to have a right to life, but has a right to be fed. The hidden premise of Singer’s rebuttal of involuntary euthanasia is a theory of (...) rights as vetoes against imposed benefits. Without openly subscribing to such a theory there is no answer to ‘logical slippery slope’ arguments and no protection against dangerous ‘quality of life’ considerations as a basis of decisions over life and death.
