Human enhancement issues are not merely academic: the technologies and trends involved give rise to new needs and social demands, provide opportunities for individuals and society, and present new risks. They also challenge crucial cultural notions, social concepts and views of the human condition, and may cause new forms of social pressure and social exclusion. This chapter reports on a systematic attempt by the European Technology Assessment Group (ETAG), conducted on behalf of the Science and Technology Options Assessment (STOA) panel (...) of the European Parliament, to suggest policy options on the issue of human enhancement. It outlines and discusses a number of strategies for dealing with the issue in a European policy context, identifying a reasoned pro‐enhancement approach, a reasoned restrictive approach, and a systematic case‐by‐case approach as viable options. Under poor circumstances, co-residence of a grandmother is generally considered to be beneficial for children. Empirical evidence does not unequivocally support this expectation and suggests that the grandmother’s importance depends on the family’s circumstances. We study the relationship between grandmother’s co-residence and children’s schooling in sub-Saharan Africa under a broad range of circumstances. Results make clear that the effect of a co-residing grandmother varies but is almost always positive. Grandmothers over age 60 are most effective in helping their children. They (...) are particularly important for girls, and when the mother is deceased or not living in the household. Grandmothers are less effective in situations with few opportunities, as in very poor regions or in communities with few schooling opportunities. Our findings indicate that providing support to grandmothers should not be overlooked when designing policies aimed at strengthening the position of women and children in the sub-Saharan African context. How can political theory help us understand and solve the political questions of our time? This introduction to political theory illuminates its relevance and applicability and clarifies what is at stake in debates over welfare, terrorism and civil liberties, minority rights, abortion and euthanasia, freedom of speech and a range of other issues.

Abusive practices in elite women’s artistic gymnastics have been the focus of discussions about how to eliminate or reduce them. Both coaches and parents have been named as key actors in bringing about change. Our focus is on parents and their ability to safeguard their daughters in WAG. Parents are not independent actors, however, but are part of a larger web consisting of an entanglement of emotions and technologies and rationalities used by staff, other parents, and athletes, bounded by skill (...) development plans and by coaching expertise and authority. This entanglement may limit the ability of parents to bring about change. We draw on a Deleuzian notion of assemblage, Foucauldian concepts of discourse and governmentality and Ahmed’s assertion about the entanglement of discourses and emotions to explore how parents are disciplined into accepting dominant discursive practices of sport clubs for elite athletes. The data were drawn from a project called the Parental Awareness Program that was designed to make parents aware of practices in competitive WAG that may not be in their child’s best interest. Participants were parents of young gymnasts who had been identified as “talented” and who were members of an elite gymnastics club. The data analysis was based on focus group discussions with a total of 22 parents and semi-structured interviews with 8 parents. The results suggested that although parents problematized many practices during PAP, processes of governmentality involving an assemblage of discourses about coaching expertise, families, talent, enjoyment, long term skill development plans and its associated time demands, together ensured parental consent for dominant practices. The data suggested that a reduction of abusive practices lies in part in critical examinations of skill development plans that are presented as regimes of truth and are kept in place by emotions and the authority accorded to coaching expertise. These processes curtail parents in their ability to safeguard what is in the best pedagogical interest of their daughter. (shrink)

The in 1945 established Christian Social Party showed some important differences in comparison with the prewar Catholic Party. The structure of the CVP-PSC was unitary, based upon individual membership instead of the prewar federation of « estates ». With this unitary structure, the founding fathers of the CVP-PSC tried to avoid the conflicts between the estates, a permanent cause of criticism and disurtity in the Catholic Partyduring the interwar period. In spite of the new organizational structure of the CVP-PSC, new (...) methods of informal recognition of the estates were introduced for the aggregation of their claims and their representation within the party.The way this informal recognition of the estates in the CVP-PSC was solved, is briefly described in the first part of this article. Subsequent to the survey of the evolution of the political position of the estates and their relation to the CVP-PSC, the composition of the lists of candidates in the CVP-PSC for the general elections of 8 november 1981 is discussed. Special attention is paid to the balancing in number and the ranking ofcandidates from the estates. Finally, the representation of the estates in the parliamentary group of the CVP-PSC is calculated for the general elections of 1974, 1977, 1978 and 1981. (shrink)

In this article the spread of demonstrations - a political activity that situates itself in the middle on the scale of conventional - unconventional political action - is studied. The rare survey of the effective participation in demonstrations in Belgium shows that it is rather high. An extensive minority of some 20 to 25% ofthe Belgians declares to have participated in a demonstration. These figures modify the image of the passive, indifferent citizen that research of conventional political participation has shown. (...) The spread of the participation in demonstrations according to age and professional activity, moreover, differs from the pattern found in conventional participation. Demonstrating is typical behaviour of the younger age-categories and therefore of students, but also of farmers, blue collar workers and lower-ranked white collar workers.From this survey follow a number of results connected to the use of demonstrations and the number of demonstrators during the period 1953-74. Related statistics indicate that the number of demonstrations and demonstrators increases, the latter not to the same extent as the farmer however. Furthermore it appears that students, labor unions and agricultural organizations have often come to the streets to enforce their demands. Thematically speaking, particularly problems related to traditional cleavages in Belgian polities have been theobject of demonstrations: ideological, socio-economic and linguistic issues. Organizations active in the area of this cleavages are able to mobilize a great number ofdemonstrators. These organizations are for the most part pillarized and structurally well-developed. Nevertheless the division between issues and organizations during the period 1953-74 has become less unequal. During the sixties and the early seventies the share of traditional cleavages in the number of demonstrations and demonstrators is becoming smaller. New organizations areusing demonstrations more and more to put new issues on the political agenda. They have, however, not the same power to mobilise as do the pillarized organizations. (shrink)

In Belgium the multiple preferential voting system was for the first time applied to parliamentary elections in 1995. Since then the electorate has the possibility to cast a vote for several candidates figuring on the same party list.As a result of this voting system change, more voters used the possibilities offered by the preferential voting system than during the 1991 elections: almost 57% of the electorate of 1995 cast a multiple vote on candidates for the House of Representatives - this (...) was an increase of 8,6% compared to the 1991 results. For the Senate, the trend is even clearer: 59% of the electorate expressed their preference for one or more candidates of the Senate, resulting in an increase of 18,3% compared to 1991. Though one has to add that the above mentioned increases are only partly due to the election system change. Part of the increase is actually also due to a more accurate handling by the Ministery of Internal Affairs of the multiple preferential voting data figuring on the ballot-papers.Compared to previous elections the use of preferential voting was for the first time higher for the Senate than for the House of Representatives. Furthermore, the analysis showed that the use of the multiple preferential vote is varying from one constituency to another, from Flemings to Walloons and from one political party to another. At 13 June 1999, elections for the regional Parliaments, the federal Parliament and the European Parliament were held in Belgium.The percentage of voters casting a preferential vote at these elections increased again, reaching the highest score ever in Belgian history. On average, 60,9 % of the electorate expressed their preference for one or more candidates. Although voters have the possibility to cast a multiple preferential vote, this possibility is not used very much. A voter who cast a preferential vote, only (...) vote on average for 1,73 candidates.The further increase in preferential votes was a little surprise since strong limitations were imposed upon campaign expenditures and on commercial affichage. Political and social evolutions, such as individualism, anti-party feelings and mediatisation seem to have had a stronger impact upon preferential voting than these material limitations.The use of the preferential vote varies from one constituency to another, from Flemings to Walloons, and from one party to another. There were some notable evolutions. The voters of the extreme-right Vlaams Blok and of the green parties Agalev and Ecolo, who traditionally cast less preferential votes than voters of other parties, have dimished the gap between them and the other parties. Another important evolution is the decrease of pref erential voting in some constituencies in Wallonia. As for the Senate and the European Parliament, more Flemings now cast a preferential vote than Walloons do. The large constituencies used for these elections seem to attract very well-known politicians and as a consequence also very much preferential votes in Flanders.Despite the increase in preferential voting, the order of the list, composed by the party remained in most cases decisive whether or nota candidate was elected. While the importance of moral and national pluralism to John Stuart Mill and later liberals has been the subject of recent debate, little attention has been paid to Mill’s arguments that class and gender ascription fundamentally construct individual identity. Mill argues that the analysis of society in terms of its constituent groups and the power relations between them requires the representation by groups of their own identities and interests in politics — and thus lays the liberal foundations for modern identity (...) politics. Later Idealists and New Liberals, sympathetic to the idea of nationalist self-determination, define national communities as the only groups shaping individual identity, and relegate social groups to the expression of particular interests. The contemporary division in liberalism between identity and interest groups is a consequence of this shift. The recovery of Mill’s social pluralism establishes a liberal basis for deliberative democratic theories based on group differentiation and structures of power. (shrink)

The potential role of locus equations in three existing models of human classification behavior is examined. Locus equations can play a useful role in single-prototype and boundary-based models for human consonant recognition by reducing model complexity.

The analysis of demonstration locations classified by degree of urbanization shows that demonstrating is an urban phenomenon. Seldom are demonstrations held in thinly populated residential areas. A demonstration can thus be considered among the farms of political action for which the participation stimulating factors are clearly more present in urban areas than in rural areas.The distribution of the demonstrations over the regions indicates that more demonstrating is done in Flanders than in Wallonia. Flemings and 'walloons, moreover, appeared in the streets (...) for different points of confiict during the period from 1953 to 1974.Demonstrations with ideological themes overwhelmingly, and communitarian themes mostly, occurred in Flanders ; demonstrations for socioeconomic purposes occurred mostly in Wallonia. Small, mass-produced pipe-clay figurines were popular devotionalia in the late medieval Low Countries. In this paper, focusing on representations of the Christ Child, I study the sensory and playful ways in which such objects were used as ‘props of perception’ in spiritual games of make-believe or role-play. Not only does this particular iconography invite tactile and playful behaviour, the figurines fit within a larger context of image practices involving visions and make-believe. Through such practices images were animated and imbued with (...) a divine power. Contemporary written sources suggest that, especially for women, ownership of and sensory engagement with small-scale figures provided them with agency. (shrink)

DNA replication is both highly conserved and controlled. Problematic DNA replication can lead to genomic instability and therefore carcinogenesis. Numerous mechanisms work together to achieve this tight control and increasing evidence suggests that post‐translational modifications (phosphorylation, ubiquitination, SUMOylation) of DNA replication proteins play a pivotal role in this process. Here we discuss such modifications in the light of a recent article that describes a novel role for the deubiquitinase (DUB) USP7/HAUSP in the control of DNA replication. USP7 achieves this function (...) by an unusual and novel mechanism, namely deubiquitination of SUMOylated proteins at the replication fork, making USP7 also a SUMO DUB (SDUB). This work extends previous observations of increased levels of SUMO and low levels of ubiquitin at the on‐going replication fork. Here, we discuss this novel study, its contribution to the DNA replication and genomic stability field and what questions arise from this work. (shrink)

This paper tests the comparative effectiveness of spokes-characters, both ‘celebrity’ and ‘non-celebrity’, in promoting healthy versus non-healthy foods. An experimental study among 6- to 7-year-old children in Belgium demonstrates that adding a spokes-character to a food product increases the appetite, the wished-for frequency of consumption and the expected number of purchase requests for that product. This finding holds true for healthy foods as well as for unhealthy foods. The effect of the celebrity spokes-character exceeds that of a similar gnome. Nevertheless, (...) the latter is also capable of promoting the healthy and unhealthy products. These findings suggest that using ‘celebrity’ spokes-characters to promote healthy foods to children might indeed be an effective strategy to change children’s diets. Even the use of similar, non-celebrity spokes-characters could be quite fruitful. (shrink)

ABSTRACTMemory bias is a risk factor for depression. In two independent studies, the efficacy of one CBM-Memory session on negative memory bias and depressive symptoms was tested in vulnerable samples. We compared positive to neutral CBM-Memory trainings in highly-ruminating individuals and individuals with elevated depressive symptoms. In both studies, participants studied positive, neutral, and negative Swahili words paired with their translations. In five study–test blocks, they were then prompted to retrieve either only the positive or neutral translations. Immediately following the (...) training and one week later, we tested cued recall of all translations and autobiographical memory bias; and also measured mood, depressive symptoms, and rumination. Retrieval practice resulted in training-congruent recall both immediately after and one week after the training. IntroductionBrain tumours frequently cause language impairments and are also likely to co-occur with localised abnormal slow-wave brain activity. However, it is unclear whether this applies specifically to low-grade brain tumours. We investigate slow-wave activity in resting-state electroencephalography in low-grade glioma and meningioma patients, and its relation to pre- and postoperative language functioning.MethodPatients with a glioma infiltrating the language-dominant hemisphere and patients with a meningioma with mass effect on this hemisphere underwent extensive language testing before and 1 year after surgery. EEG (...) was registered preoperatively, postoperatively, and once in healthy individuals. Slow-wave activity in delta- and theta- frequency bands was evaluated visually and quantitatively by spectral power at three levels over the scalp: the whole brain, the affected hemisphere, and the affected region.ResultsGlioma patients had increased delta activity and increased theta activity before and after surgery. In these patients, increased preoperative theta activity was related to the presence of language impairment, especially to poor word retrieval and grammatical performance. Preoperative slow-wave activity was also related to postoperative language outcomes. Meningioma patients showed no significant increase in EEG slow-wave activity compared to healthy individuals, but they presented with word retrieval, grammatical, and writing problems preoperatively, as well as with writing impairments postoperatively.DiscussionAlthough the brain-tumour pathology in low-grade gliomas and meningiomas has a different effect on resting-state brain activity, patients with low-grade gliomas and meningiomas both suffer from language impairments.
