De essays die hier zijn verzameld, gaan alle op hun manier op zoek naar wat het betekent dat wij, modernen, 'subject' zijn geworden. Voor de moderniteit, in de christelijke middeleeuwen, was God het 'subjectum', dit wil zeggen de 'drager' waarin de mens zichzelf en zijn wereld gegrondvest wist. Met de moderniteit heeft de mens die rol van 'drager' en 'subject' overgenomen: de plaats waarin hij zichzelf en zijn wereld gegrond kon weten, was voortaan enkel en alleen nog zijn eigen eindige (...) 'zelf'. De essays die Marc De Kesel hier bijeenbrengt, stellen op diverse manieren de vraag naar wat het wil zeggen dat de plaats waar wij, modernen, onszelf treffen, niet langer de plaats is waar een God ons zou hebben geschapen en evenmin de plaats waar wij zonder meer bij onszelf aanwezig zouden zijn (en onze drager, ons eigen 'subjectum' zou zijn). Aan de hand van een aantal hedendaagse (Lacaniaanse, Bataillaanse en andere) denkschema's tracht hij aan te tonen hoe die plaats ons wezenlijk vreemd blijft, omdat wij drager-subject zijn geworden van iets dat ons in laatste instantie blijft ontsnappen; alleen moet dat 'transcendente' niet langer in een of andere verre God worden gezocht, maar in de banale woordenstroom waar ons dagelijks bestaan op drijft. De Kesels essays gaan vaak rechtstreeks in op concrete situaties, wat ze dwingt hun gedachtengang dicht bij de realiteit te houden. Dit kan een denken dat onze filosofische traditie niet schuwt, alleen maar ten goede komen. (shrink)

This paper addresses the principle of legal certainty, which was central in the work of Bob Brouwer. He both regretted and disputed the decline of this principle in the theory and practice of law, trying to defend it against the spirit of the time. I argue that this attempt was in vain, because it opposes recent developments in law, as is illustrated by a notorious case of the European Court of Human Rights. Moreover, these developments invoke a constructivist account of (...) legal certainty, which opposes Brouwer’s legal positivist account. Additionally, this meta-level shows that legal certainty in its classical form is indefensible, which – of course – does not mean that it is senseless altogether. On the contrary, the principle of legal certainty does have meaning in current legal systems, and it is the task of new generations of young scholars to try to get a grip on it. In doing so, they will undoubtedly make use of Brouwer’s work, which excels both in the depth of thinking and the clarity of writing. (shrink)

In studies on political decision-making, attention is often limited to domestic factors. However, this study demonstrates that international considerations can play a key role in the decision-making process. Since 1980, competence for environmental policy in Belgium is shared by the national government and the three autonomous regions. The 134 most important environmental measures which have been issued in Flanders since 1980, were studied, and international influence proved to be considerable. In 78 cases, the measure was brought into being due to (...) the environmental policy of the European Community. In 39 cases, there were influences from other sources of international environmental policy. This left only 17 measures which had no clear connection with international environmental policy. It seems that policy scholars have not yet fully realized the extent of this shift of power from the national to the international level, and have rather neglected the international decision-making process. In recent years, several authors have stated that emotions have come to play a more important role in political life, especially in political mass mobilisation. Ouring the 1990s, Belgium and other Western countries have indeed witnessed some spectacular examples of emotion-driven mobilisation. In this article, we argue that emotions are not an innovation in political mass-mobilisation. Various examples from the Belgian political history of the 19th and 20th centuries demonstrate that emotions have always been a key factor for explaining the (...) occurrence, the form and the outcome of political protest. The mobilising role of emotions cannot be considered as aquantitative innovation, and therefore the expression 'new emotional movements' does not seem warranted. We make the claim that these recent mobilisations are not typical because of their reliance on emotions, but rather because of their tendency toward de-institutionalisation. (shrink)

An analysis of recent environmental legislation in Belgium shows that only small part of it originated from direct pressure by the environmental movement. Although in recent years environmental groups were admitted to a number of advisory committees, this did not really made them a more powerful politica!l orce. Four reasons can be given for this relative weakness: 1) like all new social movements, the movement bas a weak organisational structure; 2) it's focus is on local disturbances to the environment; 3) (...) it's disruptive potential is limited, especially on the national level; 4) it has little format access to the decision making process. The main consequence of it's activities is an innovation of political culture. The movement is succesful in defining and constructing environmental problems, and forcing them on the public and political agenda, but it lacks the power to steer the decision making process on the issues it has created. An analysis of survey data on membership, pillarisation, voting behaviour and attitudes.Belgian society is traditionally portrayed as heavily pillarised, i.e. having a system of exclusive linkages between voluntary associations and political parties, resulting in the formation of a catholic, a socialist and a liberal 'pillar' within society. Recently, several authors have questioned the validity oft his model. Our survey of the Flemish population, however, shows that pillarisation is an enduring feature of Flemish society. Membership of voluntary associations, trade unions and (...) health insurance organisations remains ideologically motivated, and shows a high degree ofconsistency in this respect. Integration into a 'pillar' exerts a strong influence on voting behaviour, although this effect weakens in younger generations. Pillars also have significant, but weaker effects on attitudes like individualism, trust and solidarity. In the social capital research tradition, these differential effects of membership are often neglected. Although there are signs that pillarisation weakens in Fiemish society, the system certainly has not disappeared. (shrink)

In de vroege jaren tachtig van de vorige eeuw publiceerde Benjamin Libet de resultaten van experimenten waarmee hij volgens velen de illusie van een vrije wil aantoonde. Wat Libet liet zien, was dat hersenactiviteit te meten is die indicatief is voor een aankomende handeling kort voordat iemand de bewuste intentie vormt die handeling uit te voeren. Op het moment dat we bewust de ‘beslissing’ nemen een handeling uit te voeren, zijn onze hersenen al bezig geweest die handeling voor te bereiden; (...) de bewuste beslissing komt als mosterd na de maaltijd. ‘Vandaag ga je toch niet hardlopen, met zo'n rotweer?’ Vraag van een collega aan een andere collega. ‘Natuurlijk wel,’ klonk het antwoord. ‘Net met dit regenweer vind ik het heerlijk om er eens tegenaan te gaan.’ Dat antwoord beviel me wel. Vorige winter heb ik het nog zo vaak mogen meemaken tijdens het fietsen. Een geselende wind, ijskoude regendruppels, opspattende modder: bij het begin van een trainingsrit roept dat vraagtekens op naar de zin van dit gedoe. Dat duurt hooguit een (...) uur. Dan worden je twijfels overstemd door wat je lichaam je zeer nadrukkelijk influistert: dit is genieten. Van binnen in je lijf lijken allerlei explosieve stofjes naar buiten te willen. Editors' introduction to 'James Woodward: Causal and explanatory asymmetries'.

_Reflections on Technology for Educational Practitioners_ describes the main ideas of fourteen philosophers of technology and how these ideas are used or can be used in technology education.

Teaching about technology, at all levels of education, can only be done properly when those who teach have a clear idea about what it is that they teach. In other words: they should be able to give a decent answer to the question: what is technology? In the philosophy of technology that question is explored. Therefore the philosophy of technology is a discipline with a high relevance for those who teach about technology. Literature in this field, though, is not always (...) easy to access for non-philosophers. This book provides an introduction to the philosophy of technology for such people. It offers a survey of the current state-of-affairs in the philosophy of technology, and also discusses the relevance of that for teaching about technology. The book can be used in introductory courses on the philosophy of technology in teacher education programs, engineering education programs, and by individual educators that are interested in the intriguing phenomenon of technology that is so important in our contemporary society. Au début du mois d'août 1934, Husserl fut invité par Emanuel Radl à prendre part au huitième Congrès international de philosophie qui devait se tenir à Prague du 2 au 7 septembre de la même année. La situation politique allemande interdisait que Husserl et d'autres philosophes se rendissent à l'étranger, aussi Radl demanda-t-il à Husserl de lui envoyer une communication épistolaire destinée à être lue lors des débats. Husserl rédigea donc une lettre, la « Lettre pragoise » — qu'on lut (...) en séance et qui fut publiée d'abord dans le quotidien Prager Tageblatt, puis dans les Actes du colloque² —, mais, outre cela, un texte plus long consacré au même thème : la tâche actuelle de la philosophie. C'est ce texte dont on lira ici la traduction. De multiples péripéties et des circonstances diverses ont empêché que Husserl envoie à temps ce texte plus achevé; quelques indications données par lui-même dans sa correspondance³, avec Patocka notamment, montreni qu'il n'en était pas entièrement satisfait et qu'il souhaitait revoir au moins le début. Ces remaniements vont peu à peu déboucher sur la célèbre conférence de 1935 (Vienne) sur la crise des sciences européennes, qui est fort proche du présent texte bien que le point de départ n 'en soit plus désormais l'interrogation sur le rôle de la philosophie, mais la critique des sciences. Quoi qu'il en soit, la « conférence de Prague » inaugure la série des textes qui aboutiront à la dernière grande œuvre de Husserl, La Crise des sciences européennes et la phénoménologie transcendantale dont l'essai qu'on va lire est, en quelque sorte, la toute première esquisse. Tristan Murail est, avec Gérard Grisey, un des deux grands représentants de ce qu'il est convenu d'appeler la "musique spectrale". L'expression indique une référence constante à la structure microscopique des spectres sonores : c'est la vie intérieure des sons, avec leur harmonicité ou inharmonicité, leurs transitoires d'attaque ou d'extinction, qui constitue chez Murail le modèle par excellence pour construire des formes musicales. Cet ouvrage - le premier entièrement consacré à l'œuvre de Murail - évoque sa situation esthétique face à d'autres (...) courants de la musique d'après 1945. Un long entretien donne la parole au compositeur, pour retracer un parcours qui l'a mené de Messiaen à Scelsi et au-delà, ainsi qu'au pédagogue (Murail enseigne depuis plusieurs années aux Etats-Unis). Une analyse approfondie de l'une de ses pièces marquantes, L'Esprit des dunes, permet d'entrer dans son atelier, de suivre le processus de création qui conduit de l'analyse des sons à l'invention des formes. Enfin, Tristan Murail lui-même revient en détail sur chacune de ses œuvres, nous livrant son regard rétrospectif en un document précieux. (shrink)
