In eukaryotes, the messenger RNA (mRNA), the blueprint of a protein‐coding gene, is processed and packaged into a messenger ribonucleoprotein particle (mRNP) by mRNA‐binding proteins in the nucleus. The steps of mRNP formation – transcription, processing, packaging, and the orchestrated release of the export‐competent mRNP from the site of transcription for nuclear mRNA export – are tightly coupled to ensure a highly efficient and regulated process. The importance of highly accurate nuclear mRNP formation is illustrated by the fact that mutations (...) in components of this pathway lead to cellular inviability or to severe diseases in metazoans. We hypothesize that efficient mRNP formation is realized by a molecular mRNP packaging station, which is built by several recruitment platforms and coordinates the individual steps of mRNP formation. This paper aims to outline the ethical concerns regarding the use of antidepressant medication in children and adolescents. Recent debates surrounding this issue have focused on the link between selective serotonin reuptake inhibitor use and an increased risk of suicidal thinking/behaviour, and weighed that against the benefit of the alleviation of depressive symptoms. It is argued here that such an approach is simplistic. There are several serious risks surrounding antidepressant use in the young that ought to be included in the (...) equation, along with a consideration of the neuroethical concerns surrounding pharmacotherapy for affective disorders. Using the precautionary principle as a framework for analysis it is concluded that the risks are sufficiently serious and plausible that the prescribing of antidepressant medication to the young ought to be severely restricted; further it is imperative that the child and their parents are made fully aware of the risks, short-term and long-term, involved. Dieser Aufsatz ist eine Besinnung auf den Begriff Individuum, wie dieser in der Biologie gebraucht wird, und er beabsichtigt, den Inhalt dieses Begriffes theoretisch zu begründen. Es ist aber unmöglich für die nähere Bestimmung des Begriffes Individuum von der etymologischen Bedeutung „unteilbar” auszugehen, weil die biologischen Individuen nicht immer unteilbar sind. Beim Suchen nach einem richtigen Untersuchungsverfahren wird zunächst dargelegt, wie diese Untersuchung wesentlich ein Teil der theoretischen Biologie, also der Wissenschaft, ist, wenn man auch von deutlichen Zusammenhängen mit der (...) Philosophie und dem spontanen Denken sprechen kann. Deshalb wird die Methode, nach der wir vorangehen müssen, die induktive Methode sein, weil diese in der Wissenschaft mit Recht hoch eingeschätzt wird.Bei den grossen Vertretern der verschiedenen Richtungen in der Biologie, beiHaeckel, von Bertalanffy, Driesch undBergson, werden in ihre Auffassungen über Individuum und Individualität derartige Übereinstimmungen festgestellt, dass darin nach den Gesetzen der Induktion die wesentlichen Momente des biologischen Individuumbegriffes erkannt werden können. Ausserdem stimmen diese Momente mit dem Inhalt des Begriffs zusammen, wie der sich aus dem spontanen Denken ergibt.Diese Momente sind: Subsistenz, Einheit und Totalität, Tendenz nach einem geschlossenen System und schliesslich die Unmöglichkeit einer erschöpfenden Definition. In dieser Reihenfolge werden sie kritisch erörtert, und daraufhin werden folgende biologische Begriffsbestimmungen vorgeschlagen : Individualität ist die Tendenz des einzelnen Organismus nach ungeteilter subsistenter Totalität. Etwas ist Individuum in dem Masse, wo diese Tendenz verwirklicht ist.Durch einige Beispiele aus dem System und der Ontogenie wird die Anwendung dieses dynamischen Begriffes erläutert.Dans cette étude nous avons soumis à un examen l'idée d'individu, telle qu'elle est d'un usage courant en biologie. Nous avons cherché à fonder la théorie du contenu de cette idée. Pour en donner une définition plus exacte, nous ne pouvons pas prendre pour point de départ le sens étymologique d'„indivisible”, puisque les individus biologiques ne le sont pas toujours. En essayant d'abord d'établir la vraie méthode de notre recherche, nous avons expliqué que celle-ci est une branche de la biologie théorique, par conséquent de la science positive, bien qu'il y ait des rapports avec la philosophie et avec la simple pensée spontanée. Il nous faudra donc procéder d'après la méthode qui est surtout demandée par les sciences exactes, à savoir la méthode inductive.Chez les grands représentants des différents courants de la pensée en biologie, notamment chezHaeckel, von Bertalanffy, Driesch etBergson, nous rencontrons dans leurs conceptions sur l'individu et sur l'individualité des correspondances tellement frappantes que nous sommes autorisé à y voir, d'après les lois mêmes de l'induction, les éléments essentiels de l'idée d'individu biologique. Ces éléments s'accordent d'ailleurs avec le contenu de l'idée que nous nous en formons spontanément.Ces éléments sont les suivants: subsistance, unité et totalité, tendance à devenir un système clos, et enfin l'impossibilité d'une définition adéquate. Nous en avons fait la critique dans cet ordre. En suite nous avons proposé les définitions biologiques suivantes : l'individualité consiste en la tendance que possède un organisme naturellement isolé à devenir une totalité subsistante et non-divisée. On aura donc un individu dans la mesure que cette tendance a été réalisée.Enfin, nous avons illustré l'application de cette notion par quelques exemples empruntés au système et à l'ontogénie. This is a brief report on results reported at length in our paper [2], made for the purpose of a presentation at the workshop to be held in November 2011 in Cambridge on the Principia Mathematica of Russell and Whitehead ([?], hereinafter referred to briefly as PM ). That paper grew out of a reading of the paper [3] of Kamareddine, Nederpelt, and Laan. We refereed this paper and found it useful for checking their examples to write our own independent (...) computer type-checker for the type system of PM ([1]), which led us to think carefully about formalization of the language and the type system of PM A modern mathematical logician reading PM finds that it is not completely formalized in a modern sense. The type theory in particular is inarguably not formalized, as no notation for types is given at all! In PM itself, the only type annotations which appear are occasional numerical indices indicating order; the type notation we use here extends one introduced later by Ramsey. The authors of PM regard the absence of explicit indications of type as a virtue of their system: they call it “systematic ambiguity”; modern computer scientists refer to this as “polymorphism”. The language of PM is also not completely formalized, and it is typographically inconvenient for computer software to which ASCII input is to be given. The notation of PM for abstractions (propositional functions) does not use head binders; the order of the arguments of a complex expression is determined by the alphabetical order of the bound variables. For example ˆa < ˆb is the “less than” relation while ˆb < ˆa is the “greater than” relation (this is indicated by the alphabetical order of the variables). In PM , the fact that a variable is bound in a propositional function is indicated by circumflexing it. Variables bound by quantifiers are not circumflexed. SummaryBecause it is not generally appreciated that Hume's analysis of the causal tie as radically contingent or ‘irrational’ is bound up with his specialised theory of cognition, its historical position is widely misconceived. Résumé : Le PPBS a été conçu comme un instrument destiné à ceux qui décident de l'allocation des ressources publiques : il doit leur permettre de prendre de meilleures décisions. S'il est très difficile de repérer et de juger les choix que le développement du système a inspirés aux Etats-Unis, il n'en est pas mains certain que ses résultats tangibles sant maigres car la masse des anciens programmes, principale source potentielle de moyens nouveaux, n'a guère été remise en question.La valeur (...) intrinsèque du PPBS ne peut être mise en cause. Ce qui doit l'être, c'est la lenteur de son développement, qui demeure peu avancé. Cette lenteur s'explique, car le système ne peut produire des fruits dans une terre stérile qu'on n'a pas préparée.La brutalité et les maladresses de l'opération déclenchée en 1965 dans le gouvernement fédéral américain ne pouvaient que renforcer la résistance au changement et retarder, sinon compromettre, le succès final. Les perspectives demeurent heureusement favorables, puisque la nouvelle administration ne semble pas décidée à faire machine arrière et que les Etats et Villes ont démarré sous de bien meilleurs auspices.La principale conclusion qu'imposent les expériences américaines est que toute juridiction intéressée par le PPBS doit impérativement développer, de la façon la plus générale, la volonté d'instaurer le système et s'assurer les moyens de le faire. C'est dire qu'il est peu sage d'engager la bataille sur tous les fronts à la fois : il faut tenter des percées. Mais c'est dire aussi combi en l'information et la formation sant essentielles. A cet égard, l'installation généralisée de certains éléments du système, à savoir la structure de programmes et le budget-programme, loin de présenter des inconvénients, peut constituer un excellent exercice en dehors de son utilité directe pour le preneur de décision. Het is niet makkelijk deze beslissingen op te sporen en te beoordelen welke in de Verenigde Staten getroffen werden onder invloed van de ontwikkeling van deze systeembenadering. Toch is het met vrij grote zekerheid te stellen dat de tastbare resultaten gering zijn omdat de veelheid aan oude programma's die tenslotte toch de voornaamste potentiële bronnen zijn van nieuwe middelen, nooit werden aangevochten.De intrinsieke waarde van PPBS kan daarom evenwel niet worden genegeerd. Wat wel dient aangeklaagd is de traagheid van zijn aanslepende ontwikkeling. Deze traagheid is te verklaren door het feit dat het systeem slechts vruchten kan afwerpen zo het ingeplant wordt in degelijk voorbereid terrein.De brutaliteit en de onhandigheden bij de operatie die in 1965 werd ingezet in het amerikaans federaal overheidsbestel konden niets anders dan de weerstand tegen de verandering versterken en afbreuk doen aan het uiteindelijk slagen van het systeem. Het doorslaggevend besluit uit de amerikaanse ervaringen terzake is wel dat elke instantie welke belangstelling heeft voor PPBS, nodig moet op zo breed mogelijk vlak de wil doen groeien om het systeem te ontwikkelen en er ook de nodige middelen toe ter beschikking stellen. Dit betekent tevens dat het weinig aan te bevelen is de strijd op alle fronten terzelvertijd aan te binden maar wel geleidelijk doorbraken te verwezenlijken. Dit brengt dan evenwel ook met zich dat informatie en vorming essentieel zijn bij deze strategie. In dit verband moet dan ook gezegd worden dat reeds het invoeren van sommige deelementen van het systeem, zoals de programmastructuur en het programmabudget, voor de beslisser nuttig kan zijn voor zijn persoonlijk inzicht en vorming.De te voeren actie dient nog slechts te worden toegespitst op het overtuigen van de verantwoordelijken. Ned BlockÕs influential distinction between phenomenal and access consciousness has become a staple of current discussions of consciousness. It is not often noted, however, that his distinction tacitly embodies unargued theoretical assumptions that favor some theoretical treatments at the expense of others. This is equally so for his less widely discussed distinction between phenomenal consciousness and what he calls reflexive consciousness. I argue that the distinction between phenomenal and access consciousness, as Block draws it, is untenable. Though mental states that (...) have qualitative character plainly differ from those with no mental qualities, a mental stateÕs being conscious is the same property for both kinds of mental state. For one thing, as Block describes access consciousness, that notion does not pick out any property that we intuitively count as a mental stateÕs being conscious. But the deeper problem is that BlockÕs notion of phenomenal consciousness, or phenomenality, is ambiguous as between two very different mental properties. The failure to distinguish these results in the begging of important theoretical questions. Once the two kinds of phenomenality have been distinguished, the way is clear to explain qualitative consciousness by appeal to a model such as the higher-order-thought hypothesis. Understanding Hume’s theory of space and time requires suspending our own. When theorizing, we think of space as one huge array of locations, which external objects might or might not occupy. Time adds another dimension to this vast array. For Hume, in contrast, space is extension in general, where being extended is having parts arranged one right next to the other like the pearls on a necklace. Time is duration in general, where having duration is having parts occurring one aft (...) er another like the notes of a song. Hume’s diff erent view stems from his empiricism, his reliance on experience and observation as the foundation of our concepts. Nothing in our experience suggests a single vast array of locations. Rather, we simply notice that bodies are similar insofar as they have lengths that can be compared. Likewise, nothing in our experience suggests a single dimension of time. Rather, we simply notice that diff erent successions are similar insofar as they have durations that can be compared. Th eorizing that these observations show there to be a single multidimensional array goes well beyond the evidence for Hume. As a skeptic, he fi nds himself unable to assent to theories that stray too far beyond the deliverances of the senses. For Hume, the ideas of space and time are each a general idea of simple—partless— objects arrayed in a certain manner. He argues that the structures of the ideas of space and time refl ect the structures of space and time. Th erefore, space and time are not infi - nitely divisible, and they are ways simple objects are arrayed. Consequently, there is no such thing as empty space nor time without change. (shrink)

Die Frequenzkurven, die die lebendige Substanz charakterisieren, können als eine statische Beschreibung oder als das Ergebnis einer Entwicklung betrachtet werden.Im ersten Falle akzeptiert man ohne weiteres die gegebenen Verteilungen und man versucht, ihnen durch mathematische Gleichungen, die keine unmittelbare Wirklich-keitsbedeutung haben, nahezukommen. Das kausale Denken wird hier ausgeschaltet oder man gibt sich wenigstens mit nur sehr groben Analogien zufrieden.Verschiedene Methoden über die Genese der Frequenzkurven werden besprochen; dabei wird gezeigt, dass die Mehrheit der Fälle auf Hypothesen beruht, die biologisch wenig (...) begründet sind. Eine Ausnahme davon macht die Theorie vonJ. C. Kapteyn, weil er den Vorgang des Wachstums in die Genese einbezieht. Seine Methode weiter ausbauend kann man sich vorstellen, dass die Genese einer Frequenzkurve in erblich homogenem Pflanzenmaterial durch Variation der Wachstumsgeschwindigkeit zustandekommt.Auf solche Weise kann man in einem Koordinatensystem mit Länge und Zeit als Koordinaten ein “Deviationsraster” konstruieren.In einem experimentell untersuchten Fall ergab die graphische Methode mit völlig ausreichender Genauigkeit die schon gefundene Frequenz.Les courbes de fréquence qui caractérisent la matière vivante, peuvent être considérées ou comme une description statique ou bien comme le produit d'un développement.Dans le premier cas on accepte les distributions obtenues et on essaie de s'en rapprocher par des équations mathématiques qui n'ont pas une réalité effective. La théorie deM. J. C. Kapteyn fait exception parcequ'il introduit le processus de croissance dans la genèse. En poursuivant plus loin dans sa méthode on peut se figurer que la genèse d'une courbe de fréquence de plantes homogènes par hérédité s'expliquerait par des variations de vitesse de croissance.De cette façon on peut construire une “grille de déviation” dans un système en prenant longueur et temps comme coordonnées.Dans un cas essayé expérimentalement ce graphique donnait avec une exactitude assez grande la distribution de fréquence déjà trouvée. ZusammenfassungDie rechtliche Regelung der Fortpflanzungsmedizin ist dringend reformbedürftig. Das Embryonenschutzgesetz von 1990 erfasst die neuesten technischen Entwicklungen nicht, ist in manchen Bereichen unstimmig und lückenhaft, setzt die betroffenen Frauen, Paare und Kinder unnötigen gesundheitlichen Risiken aus, erschwert paradoxerweise die Durchsetzung von Kinderrechten und erzeugt Gerechtigkeitsprobleme und Rechtsunsicherheit für die betroffenen Paare und die behandelnden Ärztinnen und Ärzte.Das Embryonenschutzgesetz enthält zudem nur strafrechtliche Verbote. Diese erlauben keine angemessene Reaktion auf die medizinische Entwicklung und den gesellschaftlichen Wandel und werden der Komplexität der (...) Materie nicht gerecht.Diese Probleme müssen gelöst werden. Der Bundesgesetzgeber verfügt seit mehr als 20 Jahren über die Kompetenz zur Regelung der Fortpflanzungsmedizin. Er sollte in der kommenden Legislaturperiode ein umfassendes Fortpflanzungsmedizingesetz schaffen. (shrink)
