This paper assesses the state of research ethics in low- and middle-income countries and the achievements of the Fogarty International Center's bioethics training program since 2000. The vision of FIC for the next decade of research ethics education is encapsulated in four proposed goals: (1) Ensure sufficient expertise in ethics review by having someone with long-term training on every high-workload REC; (2) Develop LMIC capacity to conduct original research on critical ethical issues by supporting doctoral and postdoctoral training and career (...) paths for research ethicists; (3) Make research training and review at LMIC institutions sustainable by identifying additional funding mechanisms and models; (4) Make institutional research systems more ethical and efficient through context-specific training integrated into all levels of scientific training. Software piracy has become recognized as a major problem for the software industry and for business. One research approach that has provided a theoretical framework for studying software piracy has been to place the illegal copying of software within the domain of ethical decision making assumes that a person must be able to recognize software piracy as a moral issue. A person who fails to recognize a moral issue will fail to employ moral decision making schemata. There is substantial evidence (...) that many individuals do not perceive software piracy to be an ethical problem. This paper applies social exchange theory, in particular equity theory, to predict the influence of situational factors on subjects' intentions to participate in software piracy. Consistent with the predictions of equity theory this study found that input and outcome situational variables significantly effect a person's intentions to commit software piracy. (shrink)

This essay examines several ethical and epistemological issues that arise when philosophers conduct empirical research focused on, or in collaboration with, community groups seeking to bring about systemic change. This type of research can yield important policy lessons about effective community-driven reform and how to incorporate the voices of marginalized citizens in public policy debates. Community-based reform efforts are also particularly ripe for philosophical analysis since they can demonstrate the strengths and shortcomings of democratic and egalitarian ideals. This type of (...) research also raises unique ethical dilemmas that challenge central tenets of research ethics. We focus on two foundational questions: What does informed consent mean in the context of community-based research when CBR may dissolve differences between researcher and research participant, and its parameters can be hard to delineate? And what ethical, democratic, and epistemic issues arise when conducting research with and on community groups, given potentially competing commitments to respect the epistemological contributions of all participants while also meeting research norms to warrant findings and conclusions? Our examination has two aspects: we grapple with these issues through examples from our work to reveal their significance in our own philosophic practice, and more broadly, to reveal their significance as problems within traditional research ethics. We believe that this approach will demonstrate the utility of philosophic engagement with dilemmas in research ethics as a reflective matter, and in the course of empirical research itself. (shrink)

While most of hume's criticisms of the doctrine of substance are epistemological and theory-Independent, We show that in "treatise" i.Iv.5, Hume develops a metaphysical criticism of the cartesian theory of substance. Using three of pierre bayle's arguments of his own ends, He argues that on an empiricist theory of meaning, The cartesian theory of substance is reduced to absurdity.

In this essay we argue that if the covering-law model of moral justification is correct, Hume's "is"-"ought" paragraph calls the possibility of a justifiable theory of moral obligation in doubt. In the first section we delineate Hume's doubts. In the second section we develop a skeptical solution to those doubts.

In this essay, I discuss the Chinese attitude towards caring for people within family first, using law only as a back-up. I demonstrate this both through negative/corrective applications of law, such as penal law, and positive/protective applications of law, such as those that protect human rights. I do not necessarily have a right to what is most beneficial to me, nor do I or the community necessarily benefit from the most fair punishment. In both cases, law protects fairness, while a (...) different kind of social care rooted in a smaller community enables a richer healing and nourishing of the person and community. With reference to Confucian philosophy and present scholarship, I address some differences between possessed rights and seeking a right way to care for people in situ, and between fairness and human potential. Instead of trying to show how the Chinese perspective has the seeds of a modern Western conception, I highlight a perpendicular value. (shrink)

Gossip is ubiquitous. Gossip allows important rules to be clarified and reinforced, and it allows individuals to keep track of their social networks while strengthening their bonds to the group. The purpose of this study is to decipher the nature of gossip and how it relates to friendship connections. To measure how gossip relates to friendship, participants from men’s and women’s collegiate competitive rowing teams noted their friendship connections and their tendencies to gossip about each of their teammates. Using social (...) network analysis, we found that the crew members’ friend group connectedness significantly correlated with their positive and negative gossip network involvement. Higher connectedness among friends was associated with less involvement in spreading negative gossip and/or being a target of negative gossip. More central connectedness to the friend group was associated with more involvement in spreading positive gossip and/or being a target of positive gossip. These results suggest that the spread of both positive and negative gossip may influence and be influenced by friendship connections in a social network. (shrink)
