The paper introduces a new model of argumentation, the Mixed Game Model, that no longer separates rule-governed competence from actual performance but starts from human beings and their ability of competence-in-performance. Human beings are able to orientate themselves in ever-changing surroundings and to negotiate diverging views in argumentative action games. Argumentation is thus described as a mixed game played by human beings according to principles of probability. These principles include constitutive, regulative and executive principles. Constitutive Principles focus on the basic (...) components of the game, that is, action, dialogue, and coherence as the interplay of different communicative means. Regulative Principles mediate between correlated human abilities and interests. Executive Principles guide the sequencing of action according to cognitive strategies. The mixed game no longer rests on pre-established harmony but describes performance as a non-equilibrial process of negotiation that mediates between order and disorder and is based on the integration of various parameters such as rationality, reason, persuasion and emotion. Purpose This paper aims to assess the usage pattern of telecentres, how rural women frame telecentres and barriers that limit use of telecentres. Further, the study examined the effects of demographic characteristics and location on telecentre usage. Design/methodology/approach The study used a sequential mixed research design in three rural districts surrounding telecentres: Kongwa, Sengerema and Kilosa districts. The study population comprised rural women who were users and non-users of telecentres. The study conducted six focus group discussions with 37 users and (...) six FGDs with 36 non-users in the first phase of the study in 2014; questionnaires were administered to 90 users and 90 non-users in the second phase of the study in 2015. Findings The primary use of telecentres among users was to access internet, followed by information and communication technology training courses and secretarial purposes. Rural women used internet for educational purposes, followed by news, information on health issues, job opportunities, social and entertainment issues. Rural women currently using internet were more likely to be better educated and have higher incomes at both bivariate and multivariate analysis. Users indicated that they faced the following barriers towards using telecentre: short duration of ICT training, frequent power outages, low speed of internet and few computers at the telecentres. Non-users were not using telecentres because of lack of ICT skills and language barriers. Originality/value This study provides empirical evidence to telecentres, libraries and other rural ICT initiatives to design rural ICT services that are gender-sensitive and demand-driven. (shrink)

This article investigates the discourse on child marriage as reflected in the entire corpus of official investigations Statens Offentliga Utredningar and government bills proposing legislative measures against child marriage in Sweden since the first motions on the issue were drafted in 2001. It analyzes them as instances of sexularism: a form of secularism where the secular is construed in relation to sexual emancipation and gender equality rather than in relation to politics or the public sphere. ABSTRACTThe essay analyses the potential for a negative hermeneutic in liturgical studies, taking as its basis Cyprian Krause’s ‘justification of the ritual in the face of the absurd’. It then examines consequent challenges for other theological subjects. The method of negative hermeneutics focusses on the limits of and gaps within the process of sense. This article explores how different aspects of negativity of sense can help to study otherwise ignored and liminal aspects of liturgy. IntroductionComplex systems theory stands for an approach in the social as well as natural and computational sciences that studies how interactions between parts give rise to collective behaviors of a system, and how the system interacts and forms relationships with its (...) environment. A typical example is the market economy, in which the order is emergent: it is the result of human action, but not the execution of any human design.2 Complex systems theory is currently a popular vehicle for understanding the complexities of the Internet; other examples of its application are as diverse as the stock market, ant colonies, epidemics, and the spread of business innovations. The focus in this article is on modeling social systems rather than physical or biological phenomena. [End Page 63]The mimetic theory developed by René Girard fits well with a systems perspective, as it has specific ideas about the drivers of human action (at the micro level) and cultural processes (at the macro level). The relationship has been explored earlier in several books and articles;3 in particular, in the work of the Centre de Recherche en Epistémologie Appliquée (CREA) in Paris. The systems perspective received a new stimulus in the 1990s in the form of complex adaptive systems (CAS),4 not least because of the agent-based computer simulations adopted at that time. The objective of this article is to introduce a special version of CAS, called complex mimetic systems (CMS), which builds on mimetic theory. The purpose of this article is twofold. On the one hand, the phrasing of mimetic theory in terms of CMS poses an interesting challenge to the theory to formalize its concepts and explicate possible limitations. On the other hand, CMS might be a useful contribution to the CAS field, as it incorporates concepts such as “social influence” that are very basic to but typically not spelled out in current CAS work.The structure of this article is as follows. In section 2, I briefly review the CAS literature and introduce the idea of complex mimetic systems. Section 3 describes a straw-man agent architecture for CMS, whereas in section 4, I move to the macro level and formalize the culture reproduction cycle. To illustrate the applicability of the CMS framework, I discuss in section 5 Ingo Piepers’s recent CAS analysis of the European international system in the period 1490–1945, and comment on it from a CMS perspective.2. Smart Contracts enable the automated execution of exchanges on the blockchain. From an ontological perspective, smart contracts create and automate the fulfillment of social commitments between actors. Whereas traditional deontic logic is used to make a legal determination in contractual multi-actor interactions, this paper focuses on the consequences of these actions resulting from that determination, thereby shifting the focus from monitoring to execution. The interactions between actors and the consequences in terms of commitments have not yet been formalized for smart (...) contracts. The perspective of smart contracts is interesting, since they are considered to be autonomous agents, able to generate automated actions. We use the Event Calculus as a formal logic to represent and reason about the effects of these automated actions and the resulting commitments. Since the Event Calculus deals with local events and the consideration of time, this approach enables the uniform representation of commitments, including their operations and reasoning rules. It posits that this method aids in discerning more and less appropriate approaches to reconciliation processes. Negative hermeneutics serves as both a technique and an ongoing journey of exploration, self‐assessment, and understanding our connection with otherness. By critically engaging with perspectives, it prompts deeper questions and fosters a heightened awareness of the limitations inherent (...) in one's viewpoint. Drawing from examples within the ongoing “Reconciliation and Beyond” initiative of the diocese of British Columbia, specifically Bishop Logan's “Sacred Journey,” the essay illustrates how this approach holds potential. It demonstrates how a focus on negative aspects—those initially resistant to conventional academic scrutiny, like silence and materiality—offers valuable insights into critical practices and academic implications. Furthermore, the essay analyses how a hermeneutical process involving receiving, deconstructing, and recreating can introduce innovative perspectives for understanding reconciliation efforts. Recent interest by scholars in the ocean and its complex geographies has not been directed much towards the everyday life of those on board fishing vessels and how they sense the nature around them. A large trawler for oceanic fishing is a highly efficient industrial production machine, carrying an array of equipment that mediates the connection between crew and nature. This article presents results from an experimental research project, where one of the authors joined a fishing trip on an Icelandic (...) factory trawler. The resulting rich set of ethnographic material reveals much about the particularities of being at sea. It is argued that the ship can be understood as a series of distinct taskscapes, each of which affords certain relations between human and non-human nature. (shrink)
