Paru en 1937 aux Etats-Unis sous le titre An Inquiry into the Principles of the Good Society et traduit en francais l'annee suivante, La Cite libre n'a, malgre sa grande notoriete, jamais ete republie depuis. On mesurera la necessite intellectuelle de sa reedition en rappelant que son auteur, l'influent chroniqueur et repute sociologue Walter Lippmann (1899-1974), a ete une personnalite politique americaine de premier plan (conseiller du president Wilson, introducteur de l'expression guerre froide...), passe du socialisme au liberalisme dans (...) une acception mi-americaine, mi-europeenne. La Cite libre inaugure une critique conjointe du despotisme collectiviste de l'Etat-providence et des illusions dogmatiques du liberalisme economique de laissez-faire - au nom d'un liberalisme renouvele a construire. L'echo rencontre par le livre a ete tel qu'a ete organise a Paris fin aout 1938 un colloque Walter Lippmann, auquel participerent deja Hayek et Aron, et qui s'acheva sur la publication d'un agenda du neoliberalisme. Actuellement, un nombre croissant de specialistes de philosophie et de sciences politiques francais interesses par les origines du neo-liberalisme voient dans La Cite libre et le colloque Walter-Lippmann le debut d'une sequence fondamentale d'histoire des idees aux prolongements contemporains evidents. This paper examines the relationship between The Good Society by Walter Lippmann and the ordoliberal ideals. The first part analyses the core elements of a new liberalism – centered on the axiomatic theory of the competition to which the subjects and their jobs must be aligned by the representative government. The second part shows how this approach used by Lippman is in the background of the Colloque Walter Lippmann, that took place in Paris in 1938, and that (...) is often considered as the moment in which the neoliberal discourse emerged. Eventually, the third part focuses on the idea of the neoliberal government of society and on the meaning of the Liberalism Agenda developed during the works of the aforementioned Colloque. (shrink)

Le « néolibéralisme » français est né dans les années 1930, plus précisément lors du Colloque Walter Lippmann de 1938 organisé par le philosophe Louis Rougier, dans le contexte de l’imminence de la guerre. L’objectif de cet article est de comprendre comment, face à la menace totalitaire, la pensée néolibérale française de cette période a conçu la démocratie. On comparera pour ce faire les conceptions de deux fondateurs de ce courant : celle de Rougier, qui préférait parler de (...) « libéralisme constructeur », et celle de Louis Marlio, qui parlait de « libéralisme social ». Ces deux expressions sont-elles équivalentes et sont-elles sous-tendues par une même conception de la démocratie? (shrink)

Les années 1930 et 1940 marquent une période de crise pour le libéralisme. Des auteurs aussi divers que Friedrich Hayek, Wilhelm Röpke, Walter Lippmann ou encore Michael Polanyi et Louis Rougier se réunissent lors de deux événements fondateurs, le colloque Walter Lippmann en 1938 et la création de la Société du Mont-Pèlerin en 1947, pour repenser le libéralisme. Cette refonte du projet libéral les pousse à établir un diagnostic relatif à la crise du libéralisme, remontant, pour les (...) auteurs mentionnés, à la Révolution française. Cet article se propose de montrer la cohérence du projet néolibéral à partir de leur diagnostic historique dans cette période de crise. En effet, en critiquant la Révolution française et ses effets comme participant d’un rationalisme néfaste, ayant donné naissance aussi bien au laissez-faire qu’aux divers collectivismes, les néolibéraux reprennent explicitement des concepts des critiques de la révolution, au premier rang desquels Edmund Burke. Le concept de tradition, compris comme recouvrant des règles sociales et juridiques ayant lentement évolué de façon à constituer des dispositifs de coordination permettant nos actions, est ainsi très largement repris et valorisé par les néolibéraux. Nous interprétons ainsi la théorie néolibérale à partir de cette recatégorisation du concept de tradition, et pointons les affinités des positions néolibérales avec le conservatisme philosophique. Ce rapprochement fait apparaître plusieurs tensions conceptuelles entre d’une part un évolutionnisme culturel et d’autre part la défense de valeurs occidentales substantielles. (shrink)

Physicians often struggle with ethical issues surrounding intervention in their relatives’ health care. Many editorials, letters, and surveys have been written on this topic, but there is no systematic review of its prevalence. An Ovid Medline search was conducted for articles in English, written between January 1950 and December 2010, using the key words family member, relatives, treatment, prescribing, physician, and ethics. The search identified 41 articles (editorials, letters, and surveys). Surveys were reviewed to explore demographics of these treating physicians (...) and reasons for and against intervention. Physicians often intervene directly or indirectly in the health care of relatives. The most common reasons were convenience, cost savings, and the perception of having greater knowledge or concern than colleagues. Lost objectivity, fear of misdiagnosis, and inability to provide complete care were the main considerations against intervention. The characteristics of treating doctors were nonspecific. Most surveys recommend against this practice except for emergencies or minor ailments. This review included only a few surveys with small sample size and only assessed scientific literature written in English after 1950. Survey data may be biased by physicians’ self-reporting. In conclusion, most doctors occasionally intervene in their relatives’ care. The decision to do so is determined by multiple factors. Physicians should treat only short-term or minor illnesses within their scope of practice. Future research should evaluate doctors’ attitudes toward their relatives, medical student feelings about treating family, and intervention frequencies of medical and nonmedical professionals.
