The paper deals with basic characteristics of dogmatic thinking, taking into consideration especially the relation towards the creative essence of the human being. Discussing the development of human being and its perception in the conditions of desirable uniformity and limited freedom, the paper strives to point at the inevitability of continuous overcoming of given possibility and point out the meaning of candid, antidogmatic practices aimed at making the humanistic philosophy come to be. Referring to the basic assumptions of Danko Grlić’s (...) philosophy, the work examines the implications of Marx’s political instrumentalisation, draws attention to the one-dimensionality of dogmatic thinking and emphasises the antidogmatic nature of original Marxism. The article investigates the problem of the correlation between sense and communicative situation which characterizes philosophical and scientific texts. The analysis of ancient genre of “table-talk", which goes back to Plato's dialogue “Banquet", shows that the dialogue as a text construction form defines the philosophical sense of the text in coordination with communication features of a real table-talk (symposion). This communicative mechanism coordinates text (dialogue) and reality (symposion), and its action can be clarified by “format of text" concept. It is (...) determined by three essential characteristics of the text: the circumstances of his generation, communicative situation between the author and the reader, and the form of the text. The variety of formats in every cultural and historical situation is determined, in its turn, by the actual text culture.dentification and analysis of symposion format allows to trace the transformation of its textual expression of “Table Talk" through “aphorisms" of modern times to modern “abstract" and “round table materials". It is noted that the process of cultural transformation of the text reflects the changes in the social reality of the transition from the ancient symposion to the French salon in the seventeenth century and further to modern symposium. It is revealed the basic feature of the modern version of symposion format that is convergence, and sometimes interference of communicative and public dimensions of the text. (shrink)

The relevance of the research reflects the unity of the requirements of the Beijing Philosophical Congress "Learning to be a man" and the anniversary report of the "Rome Club" "Come On! Capitalism, myopia, population and destruction of the planet", which the transformation processes of the socio-sphere are revealed from the standpoint the need for a radical breakdown of the spiritual and moral world of man and his worldview. The foundation of these transformations is the transition in education, as the hippocrine (...) of our knowledge, the source that quenches thirst in them to the "new Enlightenment" as a decisive factor in the learning of a person to be him. This determined the purpose and objectives of the article. The purpose of the article is to substantiate the natural and necessary character of the formation of the "new Enlightenment", to reveal the architectonics of its content. Research objectives : in the context of the goal to uncover the factors that determine the need for a transition in education to the "new Enlightenment", its qualitative difference from the Enlightenment of the 17th-18th centuries; to characterize the new content of "connectedness" in education based on the use of new information technologies; analyze the process of formation of a new spiritual and moral outlook of a specialist on the universal values of humanity; focus the learner’s attention on focusing knowledge of sustainable development as a determining factor of the global problems of mankind through the interrelation of academic disciplines; an important component presents the demand for the formation of a new integral thinking, innovative in its essence and qualitatively different from the analytical one. It is noted that the transition to the path of integral thinking contributes to the connection, coordination and organization into a single whole of the fragments of the object under study. Such thinking is characterized by stability, reliability, variability; it is original in its connections with science and education, and methodological influence on individual and social consciousness. Integral thinking reflects a qualitatively new level of intelligence. Research methods: to achieve the stated goal and constructive solution of the tasks, the article used the method of abduction, analysis and synthesis, historical and logical, synergistic approach. The results of the research: a new paradigm of education is represented – the noospheric-information one corresponding to the factuality of the “new Enlightenment”, as its ability to reproduce itself on a changing scale. The change in the scale of the socio-sphere is due to its globalization processes. The content of the “new Enlightenment” is explicated as a qualitatively new level of formation of students' sustainable knowledge based on the integral innovative type of thinking based on the information resources of society, the use of modern educational technologies, as well as on the values of society, as the quintessence of its wisdom and public intelligence. Conclusions. Thus, the formation of a "new Enlightenment" is natural and necessary. This follows from the requirements of the “learn to be human” program, as well as from the development of an internally ordered education process. “New Enlightenment” also has an attribute of uniqueness, since it does not have anything to compare with, identify; it is an objective, essential, unique phenomenon; it is single, relative, determined by the previous development of education. It is based on the processes of intellectualization, innovation, informational content, humanism and is capable of solving constructively the tasks facing society. (shrink)

Introduction. The article examines the dynamics of electoral competition over four electoral cycles from 2005 to 2019 as exemplified by forming representative bodies of local self-government in the city of Chelyabinsk. Particular attention is paid to the impact that the transition of Chelyabinsk to a twotier model of forming local self-government bodies in 2014 had on the electoral competition. The purpose of the paper is to study the dynamics of electoral competition in municipal elections in Chelyabinsk before and after the (...) 2014 reform. Methods. The empirical basis of the study is the database “Electoral competition in the elections of municipal deputies of Chelyabinsk (2005—2019)”, which includes 414 observation units. The analysis of the empirical material is carried out according to the method of G.V. Golosov’s triangle of relative sizes, proposed for classifying party systems and adapted for analyzing elections in single-mandate constituencies. Scientific novelty. The author suggests a methodology for analyzing electoral competition in singlemandate constituencies. For the first time, the phenomenon of “controlled competition” is analyzed on the basis of 4 municipal elections cycles. Results. The analysis makes it possible to speak about fluctuations in electoral competition, its decline in 2009 and 2014 compared to the 2005 elections and increasing by the 2019 elections Conclusions. The “controlled competition” was formed in Chelyabinsk in the period preceding the reform of 2014. The reform introduced a level of local self-government, the effectiveness and necessity of which is not obvious with the existing design of the electoral system. In the course of the reform, the principal-agent model of relations between local self-government bodies and state authorities was finally consolidated. The reform contributed to conserving the “controlled competition”. (shrink)

Small cities have a unique socio-economic and cultural potential for developing Russian regions, which is manifested in their unique features: com- pactness, historical heritage, the existence of rare industries and the local economy. At the same time, today in Russia the realization of their potential is primarily hindered by the existing system of politi- cal institutions and practices. The purpose of the work is to analyze the economic potential of small cities. The paper explores the potential for the devel- opment (...) of small cities in relation to the Russian context. So, the authors consider the features of small cities and highlight their economic, social and political problems. As illustrated by the successful ones, the potential of small cities in various sectors of the economy (primary, secondary and tertiary) is analyzed. The practical significance of the study lies in the possibility of using the studied experi- ence in developing the potential of small cities in various sectors of the economy in the practice of Russian management. As a result, it is concluded that small cities as such can be economically and socially efficient settlements, that is, they can be a completely competitive urbanized unit. However, the tools for the development of such territories should be focused on supporting the promising areas of development, providing an opportunity for independent and responsible development. The article presents results of an ongoing study of centers of intellectual innovations in post-Soviet Russia. Using the European University at St. Petersburg as the main object of their analysis, the authors demonstrate how new models of academic careers, which became available in the 1980s and 1990s, were eventually institutionalized as new models of knowledge production and educational practices. Supported by American foundations, this private university had to invent a new institutional structure and to position itself within the field of (...) higher education, still mostly dominated by the state. Theorizing of forced migration and refugees has been paralyzed by excessive reliance on migration theory. This article suggests the need to transfer conceptualizations of forced migration to sociological theories of violence. To that end, a preliminary step is argued to be indispensable: the affirmation of the force factor as a vital concept for meaningful theorization of refugee phenomena. Conceptual and empirical reasons are offered to resurrect the force factor’s centrality. First, I suggest the need to resolve the conceptual residuality of (...) “forced migration” in sociological theory, proposing manageable terminology for the task at hand. Second, I sketch conceptual and empirical reasons that the force factor is a viable and urgent candidate for our theoretical toolkit. Finally, I assess in depth the shortcomings of three prominent relativization conditions: (1) unwitting severity; (2) processual dilution; and (3) political-economic indeterminacy. By overcoming onerous relativization habits, we open horizons for coercion-centric theoretical insights on forced migration. (shrink)

The research is devoted to the morphology that V.N. Ilyin developed in the work Static and Dynamics of Pure Form and other archival texts. Morphology is central to the philosophy of V.N. Ilyin, but it remains an unexplored subject. The article’s author explores the morphology of the philosopher from a historical and philosophical point of view. In addition to apparent influences (G.W. Leibniz, E. Husserl, N. Lossky), the article’s author revealed the connection of V.N. Ilyin’s ideas with the history of (...) Western European philosophy and his attitude to medieval thinkers. The author considered how V.N. Ilyin understood and assessed his modern philosophy and its results by the middle of the twentieth century. V.N. Ilyin especially paid attention to phenomenology and its connection with morphology, analyzing phenomenology's influence on existential philosophy. In addition to phenomenology, V.N. Ilyin highly appreciated the intuitism of H. Bergson and N. Lossky. The third main philosophical direction in the twentieth century for V.N. Ilyin was religious philosophy (Neo-Thomists and followers of H. Bergson), which aimed at creating axiology, a new system of values. V.N. Ilyin sought to combine various philosophical ideas in the project of morphology based on logic and scientific methodology. He stated the need to reform formal logic and create “metalogic” that would be more consistent with the philosophical tasks of the twentieth century. The morphology of V.N. Ilyin is based on the idea of synthesis and focuses on creating universal science. The comparison of various philosophical ideas of the twentieth century with morphology makes it possible to understand better his philosophical worldview, the course of his reflections, and the meaning of the morphological project. The relevance of the problem under study is due to the need to improve the practical skills and competencies of students in the course of training in order to prepare them for competition with other job seekers in employment. In this regard, this article is aimed at identifying the expediency of students’ participation in competitive selections and grants as a factor that creates conditions for effective practice-oriented learning. The leading method for the study of this problem is a pedagogical experiment, (...) which allows us to comprehensively consider the relationship between students’ participation in competitions and their further self-realization and development as young professionals. The article presents the results of monitoring the behavior of students who received an offer to participate in the university-wide competitive selection of student projects, implemented as part of the Program for Supporting Applied Research and Development of Students and Postgraduates of Petrozavodsk State University. The materials of the article can be useful for teaching staff in building a scheme for teaching students and services involved in the recruitment of personnel for large and medium-sized companies that require young professionals to have practical work skills, teamwork skills and creativity. The article discusses the philosophical views and ideas of Ivan I. Lapshin in order to introduce him as an original thinker who plays an important role in Russian Neo-Kantianism. Lapshin applied Neo-Kantian ideas in the areas of creativity, art, and literature. He sought to develop aesthetics and proposed the idea of ​​aesthetic transformation [The Russian word is perevoploshchaemost’, which can also be translated as reincarnation.—Trans.]. Having investigated the idiosyncrasies of Russian culture, Lapshin produced a special phenomenology of creativity, which aims (...) to reveal the essence laid down in different works of writers and composers. The phenomenology of creativity is the foundation of Lapshin’s philosophy; it allowed him to remain faithful to the basic principles of Neo-Kantianism while dialectically combining various aspects of human activity to express his own aesthetic program. Moral absolutes were perceived, by Solov'ëv, in a dual manner: a) from the side of content, of psychology, as when we speak of feelings, emotions, etc.; and b) under a formal aspect, as “ideas,” i.e. logically. Neither of these can be treated without relating to moral absolutes astrue, and without a rationalbelief in their truth, a truth that cannot be logically proved. In my opinion, our time has become keenly aware of the universally human value of Vladimir Solov'ëv's ethics, of (...) its humanist nature, oriented towards the everyday and the ideal tasks of man, and of the concrete direction of his philosophy of “practical idealism”. У статті досліджуються проблеми функціонування газового ринку України в контексті критеріїв ефективності, відкритості, транспарентності, міжнародної конкурентоспроможності. Оцінений потенціал нарощування власного видобутку газу із традиційних та нетрадиційних джерел з урахуванням природно-ресурсних, технологічних, соціально-економічних, управлінських і геополітичних факторів. Окреслені шляхи розвитку розвідки, видобутку, транспортування, зберігання й дистрибуції природного газу. Обґрунтована необхідність розширення та організаційно-правового оформлення міжнародного співробітництва зі світовими ТНК у цих сферах. Підкреслено критичну значущість для України активної політики енергоефективності й газозаміщення.

Objective:This study explored the psychological and academic effects of studying online from the home vis-à-vis host country during the coronavirus disease 2019 (COVID-19) pandemic in the experience of international students at the University of Warsaw, Poland.Methods:A total of 357 international students from 62 countries (236 in the host country and 121 in the home country) completed an online questionnaire survey 2 months after transition to online learning. We studied students' levels of loneliness, life and academic satisfaction, acculturative stress, academic adjustment, (...) performance, loyalty, and perceptions of the online learning experience.Results:The country-of-residence variable had no statistically significant effects on most psychological and academic variables. Significant effects were observed only for two academic variables. Specifically, students who returned to the home country found online communication with other students more contributing to their online learning experience and exhibited higher academic adjustment than students who remained in the host country. This suggests the positive influence of (peer and familial) support on online learning experience from the home country. Furthermore, a significant difference in experiencing acculturative stress occurred for students in quarantine/self-isolation in the host country, which expands prior literature on the disruptive effects of social distancing on students' mental health. Finally, this study confirmed the expected increased levels of loneliness among self-isolating students in both countries, hence extending prior results to the home- and host-country contexts. No relationship between self-isolation and students' life or academic satisfaction was found, which is explained by the specific nature of the learning-from-home experience. (shrink)

he model theory of groups of unitriangular matrices over rings is studied. An important tool in these studies is a new notion of a quasiunitriangular group. The models of the theory of all unitriangular groups are algebraically characterized; it turns out that all they are quasiunitriangular groups. It is proved that if R and S are domains or commutative associative rings then two quasiunitriangular groups over R and S are isomorphic only if R and S are isomorphic or antiisomorphic. This (...) algebraic result is new even for ordinary unitriangular groups. The groups elementarily equivalent to a single unitriangular group UTn are studied. If R is a skew field, they are of the form UTn, for some S ≡ R. In general, the situation is not so nice. Examples are constructed demonstrating that such a group need not be a unitriangular group over some ring; moreover, there are rings P and R such that UTn ≡ UTn, but UTn cannot be represented in the form UTn for S ≡ R. We also study the number of models in a power of the theory of a unitriangular group. In particular, we prove that, for any communicative associative ring R and any infinite power λ, I = I). We construct an associative ring such that I = 3 and I) = 2. We also study models of the theory of UTn in the case of categorical R. (shrink)

We propose that a top priority of the cerebral cortex must be the discovery and explicit representation of the environmental variables that contribute as major factors to environmental regularities. Any neural representation in which such variables are represented only implicitly (thus requiring extra computing to use them) will make the regularities more complex and therefore more difficult, if not impossible, to learn. The task of discovering such important environmental variables is not an easy one, since their existence is only indirectly (...) suggested by the sensory input patterns the cortex receives – these variables are “hidden.” We present a candidate computational strategy for (1) discovering regularity-simplifying environmental variables, (2) learning the regularities, and (3) using regularities in perceptual and decision-making tasks. The SINBAD computational model discovers useful environmental variables through a search for different, but nevertheless highly correlated functions of any kind over non-overlapping subsets of the known variables, this being indicative of some important environmental variable that is responsible for the correlation. We suggest that such a search is performed in the neocortex by the dendritic trees of individual pyramidal cells. According to the SINBAD model, the basic function of each pyramidal cell is (1) to discover and represent one of the regularity-simplifying environmental variables, and (2) to learn to infer the state of its variable from the states of other variables, represented by other pyramidal cells. A network of such cells – each cell just attending to representation of its variable – can function as a sophisticated and useful inferential model of the outside world. (shrink)

This article serves as an introduction to central ideas and thoughts formulated by Valery Podoroga. The author undertakes a task of interpreting “anthropogram,” a key tool and procedure developed in Podoroga’s analytical anthropology. In order to clarify this notion, the article discusses a highly original conception of mimesis, first introduced in Podoroga’s book of the same name, as well as Podoroga’s own method of analysis, based on the experience of Russian literature. Examining the important function that the concept of death (...) has in Podoroga’s systematic, the author points to essential links between the philosopher’s mental strategy and the ideas of Russian formalism and deconstruction. The death becomes directly related to the mimetic capacity and deprived of its negative component. This is one more way to overcome metaphysics: to turn death into an analytical tool, which in the space of literature revives the archaic layer of sensuality, where thought and action come to be indistinguishable, and a sign of their plexus is anthropogram. We consider relational databases organized over an ordered domain with some additional relations — a typical example is the ordered domain of rational numbers together with the operation of addition. In the focus of our study are the first-order queries that are invariant under order-preserving “permutations” — such queries are called order-generic. It has recently been discovered that for some domains order-generic FO queries fail to express more than pure order queries. For example, every order-generic FO query over rational numbers (...) with + can be rewritten without +. For some other domains, however, this is not the case.We provide very general conditions on the FO theory of the domain that ensure the collapse of order-generic extended FO queries to pure order queries over this domain: the Pseudo-finite Homogeneity Property and a stronger Isolation Property. We further distinguish one broad class of domains satisfying the Isolation Property, the so-called quasi-o-minimal domains. This class includes all the o-minimal domains, but also the ordered group of integer numbers and the ordered semigroup of natural numbers, and some other domains.An important difference of this paper from the recent series of related papers is that we generalize all the notions to the case of finitely representable database states — as opposed to finite states — and develop a general lifting technique that, essentially, allows us to extend any result of the kind we are interested in, from finite to finitely representable states. We show, however, that these results cannot be transfered to arbitrary infinite states. (shrink)

In the article, the author examines five main, in his opinion, theories of human origins and finally proposes his own, which consists in the formation of the so-called "associative capacity", which is part of the overall development of the psyche, including the conscious and unconscious.

Martin-Löf’s type theory stems simultaneously from Frege and Russell’s logic-ontological ideas and Husserl’s phenomenology. The article examines this intermediate status of type theory using as examples Martin-Löf ’s syntactical-semantic method and the role of evidence and canonical objects in his approach. Martin-Löf borrows the syntactical-semantic method from Frege and extends it drawing on Husserl’s theory of meaning. In type theory this method leads to the identity (isomorphism) of syntax and semantics (formal logic and formal ontology). Unlike traditional formal logic the (...) type theory is an interpreted system from the very beginning. Being intuitionistic, Martin-Löf ’s theory is based on the notion of proof, not truth. From the meaning theory point of view, it is a variant of proof-theoretic semantics (Gentzen, Prawitz, Dummett) which understands meaning as an object constructed according to certain rules. So understood, the proof is based on evidence, which allows us to associate it with the theory of intentionality by Husserl. The article compares Martin-Löf ’s type theory with Husserl’s intentionality theory, especially with the latter’s noematic component. We may consider type-theoretical rules for constructing objects and operating with them as a concretization and formalization of the phenomenological notion of noema. Both are explications of the more general concept of meaning. The article discusses the interrelation between notions of sense and meaning (Sinn, Bedeutung) in Frege, Husserl and Martin-Löf. This reveals the uncertainty of Martin-Löf ’s position in relation to meaning theories of Frege and Husserl. (shrink)

The development of Russian culture predetermined three propensities which form the intellectual framework of Russian national philosophy—historicism, mysticism and aestheticism. The most significant conceptions of Russian philosophy, united by the idea and image of Sophia, are defined by this framework.There is no contradiction in Russian philosophy between rational and mystical modes of thought because they are complementary in this tradition. It is, however, necessary to redefine the conception of rationality.I would like to finish with Solovyov's words: “The idea of a (...) nation is not what it thinks of itself in time, but what God thinks of it in eternity”. The article examines the place of graphic design in modern post-industrial society, extending beyond purely applied art and aspiring to play the role of an expert in the interiors of human existence, determining the social and cultural status of an individual. It is argued that graphic design, organically integrating into contexts and actively responding to the challenges of such a social-decorative phenomenon as fashion, plays a significant role in shaping taste culture. This attests to the multiplicity of ambivalent cultural manifestations (...) of graphic design. Special attention is given to identifying the functional potential of graphic design in creating cross-cutting trends that, through non-verbal means of communication, can form and maintain social and cultural unity. In connection with this, an analysis of graphic design is carried out through the prism of philosophical communication, allowing the identification of graphic design as the most effective practice of nonverbal communication and information visualization in post-industrial society. It is determined that graphic design is capable not only of generating new meanings but also of creating communicative gaps. Given this specificity, the article particularly focuses on identifying the educational and upbringing potential of graphic design. It is demonstrated that the process of creating visual images and their subsequent interpretation by consumers of graphic information depends not only on the aesthetic taste, ethical beliefs, and humanistic orientation of the designer (visualizer) but also on their educational and upbringing potential. The necessity of strengthening humanistic orientations in modern Ukrainian design and art education is emphasized. (shrink)
