The interaction between philosophy and political parties is one of the most lively questions in the discipline of the history of philosophy and in the battle of ideas today. It affects both specialists in philosophy and representatives of other professions, particularly in the broad realm of creative intellectuals. It excites people of different generations living under different social systems and belonging to different and often opposed classes.

Third-party certification is an increasingly prevalent tactic which agrifood activists use to “help” consumers shop ethically, and also to reorganize commodity markets. While consumers embrace the chance to “vote with their dollar,” academics question the potential for labels to foster widespread political, economic, and agroecological change. Yet, despite widespread critique, a mounting body of work appears resigned to accept that certification may be the only option available to activist groups in the context of neoliberal socio-economic orders. At the extreme, (...) Guthman (Antipode 39(3): 457, 2007) posits that “at this political juncture… ‘there is no alternative.” This paper offers a different assessment of third-party certification, and points to interventions that are potentially more influential that are currently available to activist groups. Exploring the evolution of the Non-GMO Project—a novel certification for foods that are reasonably free of genetically engineered (GE) material—I make two arguments. First, I echo the literature’s critical perspective by illustrating how certification projects become vulnerable to industry capture. Reviewing its history and current context, I suggest that the Non-GMO Project would be better suited to helping companies avoid mounting public criticism than to substantially reorient agrifood production. Second, I explore the “politics of the possible” in the current political economy and argue that while neoliberalization and organizers’ places within the food system initially oriented the group towards the private sector, the choice to pursue certification arose directly from two industry partnerships. Consequently, current trends might favor market mechanisms, but certification is only one possible intervention that has emerged as a result of particular, and perhaps avoidable, circumstances. The article offers tentative delineation of alternatives ways that activists might intervene in agrifood and political economic systems given present constraints. (shrink)

This paper examines the legal conception of political parties. It does so by unearthing the history and ontology of the common law relating to political parties in international perspective. The flexibility of the unincorporated association, in which parties are understood through the private law of contract as networks of internal rules or agreements, rather than as legal entities, has proven to be a mask. In the common laws imagination, the ideal party is a ground-up (...) organization animated by its membership. But the law mandates no such thing, and in its statutory and constitutional conception intra-party democracy may be sublimated as parties need be no more than an electoral persona or brand. (shrink)

The Cameron Highland’s by-election held in January 2019 waskeenly contested by two major political coalitions in a district in Pahang. Itwas an election with a difference. The ruling coalition at the national level wasthe underdog contesting in a state controlled by BN/UMNO, the oppositionwhich, in turn, has been in shambles since GE 14, with only three of 13 partiesremaining in the coalition. The by-election created history by electing an OrangAsli as a member of parliament. The ruling coalition lostthe (...) by-election which was attributed to the use of race and religion by theopposition BN/UMNO in alliance with a party promoting race and religion.The candidate of the ruling coalition won the Chinese and some Indian votes.Based upon ethnographic fieldwork, targeted interviews, and documentarymaterials, this study analyses the Cameron Highland’s by-election by focusingupon several factors including the nature of the constituency, the party system,and the candidates campaigning highlighting the local and national issues. Thestudy found that racial issues did play a strategic role in the outcome of the byelection.The ruling coalition needs to manage the economy and address theissues faced by Malaysia’s myriad ethnic communities. The author presents the changing role of women and of the attitudes towards them in the PWP and the PSP in a midsize industrial town in Central Poland in the years 1945-1948. During the war, women of the PWP were promoted to the highest positions in the party structures, however, due to the quick reaffirmation of gender roles in the post-1945 period, they were relegated to lower posts. Their political influence was thereafter limited solely to the care sector which (...) was considered their natural domain. In turn, the PSP gained importance in the post-war period only after A. Tomaszewska, a woman and an influential prewar labour organizer, took charge of it in 1946. Feminist Policymaking in Turbulent Times offers a unique and timely reflection of the critical debates around the institutionalisation of feminist and gender-focused ideas and norms into policy. Many states and non-governmental organisations are increasingly invested in 'feminist policymaking' at the domestic and international levels. Yet, this liberal (feminist) agenda is also vastly disputed by critical, intersectional and decolonial voices on the one hand, and by anti-gender movements around the world on the other. This study explores the entry of new and small parties into the party system in Albania, focusing on the period from 1990 to 2017. It is a comprehensive exploration of the Albanian political landscape from 1991 to 2017, focusing on the role of electoral systems and how they influence party politics. The study underscores the necessity for strong, stable political parties in a thriving democracy and investigates how the electoral system either facilitates or hinders the representation (...) of small and new parties. It investigates the influence of institutional factors, as well as the challenges and strategies related to political survival that these parties face. The analysis reveals how the two-round majority system typically fosters a two-party system, whereas a proportional system can lead to a more fragmented party landscape, often necessitating coalitions for effective governance. The impact of these dynamics was observed during several key periods in Albanian political history, noting the consequences of changes in the electoral system on the party system. The paper also highlights how major parties often manipulate the electoral system, through practices such as gerrymandering, to their own advantage, leading to potential distortions in representation. Is there a political philosophy of conservatism? A history of the phenomenon written along sceptical lines casts doubt on the existence of a transhistorical doctrine, or even an enduring conservative outlook. The main typologies of conservatism uniformly trace its origins to opposition to the French Revolution. Accordingly, Edmund Burke is standardly singled out as the ‘father’ of this style of politics. Yet Burke was de facto an opposition Whig who devoted his career to assorted programmes of reform. In (...) restoring Burke to his original milieu, the argument presented here takes issue with 20th-century accounts of conservative ideology developed by such figures as Karl Mannheim, Klaus Epstein and Samuel Huntington. It argues that the idea of a conservative tradition is best seen as a belated construction, and that the notion of a univocal philosophy of conservatism is basically misconceived. (shrink)

This article interrogates the interface between the older Pentecostal movement and politics in Zimbabwe. The country continues to face political violence and a breakdown in rule of law. The Zimbabwean populace is asking whether the Zimbabwean Pentecostal movement is ready and able to exercise its prophetic role in promoting real peace and democracy. Many Zimbabweans are asking this question, because the track record shows that whilst most mainline churches have been consistent in becoming the voice of the voiceless, some (...) Zimbabwean Pentecostal churches seem to have been sitting on the fence for too long by adopting a middle of the road stance, thereby avoiding a head-on confrontation with the corrupt Zimbabwe African National Union–Patriotic Front government. In this article, I argue that for many decades the Zimbabwean Pentecostal movement has taken what one might refer to ironically as a ‘smart approach to politics’–in which the image of the ZANU–PF government is sanitised by espousing what I call a ‘spiritualised political theology.’ I use this critique, whilst remaining cognisant of the fact that the primary motivation of the movement on which I focus in this article, was evangelism, not politics. Thus, for the purpose of this research, the Zimbabwe Assemblies of God Africa of Apostle Ezekiel Guti was sampled to investigate its prophetic voice in a polarised political environment. This article examines the history of Apostle Guti’s political subterfuge based on the reflections of his pastoral letters referred to as the ‘Ten-days prayer letters’ issued since 1975 up to the time of writing this article. It is important at this early stage to outline that these letters were not political statements or meant to address politics only but theological letters addressing different social ills including politics. Thus, reading this letter one shall see that Apostle’s political subterfuge demonstrated a continuous oscillation of a theological position on how the church should relate to politics. Furthermore, I undertake a brief examination of other few millennial Zimbabwean Pentecostal churches to see if this political subterfuge transcended elsewhere thereby propagating a spiritualised political theology.Contribution: What is key to note is the fact that the Zimbabwean Pentecostal movement remained insignificant with regard to democratization agenda even after the removal of President Mugabe. The above claim is evidenced by the Zimbabwean Pentecostal church founders’ continuous political subterfuge authenticated by a propagation of a spiritualized political theology. (shrink)

Modern democracy is impossible without political parties. They are necessary in the process of the construction of the political class and building of relations between politicians and ‘ordinary people’. So, in Poland in the twentieth and the twenty-first centuries the significance of parties is also very important. Their history is older than the history of the reborn Poland. Especially in Galicia, an autonomous province of the Hapsburg empire, we can see the activities of many (...) politicians. A part of them in 1895 declared the birth of the Popular Party which is a constant element of the Polish political scene. The second traditional current is the socialistic movement, which is also always legally active in Poland. These two camps represent, in simplification, the ‘two Polands’—the first more traditional, conservative and provincial, and the second more progressive, ‘European’ and urban. Actually, in the typical consciousness of a Polish citizen, the political representation of the ‘black’ country is the party Law and Justice of Jarosław Kaczyński, and the ‘red’ country admires the Citizen Platform with Donald Tusk as a leader. But probably the idea of a twoparty system, like in the Anglo-Saxon world, is still very distant to reality, because in the European continent, the tradition of pluralism in a policentric version is still very significant. In Poland, even in the period of the ‘real socialism’ this conception of the organization of political life was realized, though naturally in the specific version. There were three legal parties and the Polish United Workers’ Party (the PUWP) was the most important. From 1976, the PUWP in the light of the Constitution had the official hegemony in the Republic. It is possible to compare this situation with the period 1926–39, when, after the coup d’état by Marshal Piłsudski, the Government still won in the election and the official elite wanted to create a stable political force with a perspective of permanent rule. But we must remember that between the wars opposition always was legal. In our times of demoliberalism, this is quite normal (though under the Constitution, unconstitutional parties, for example, communist or fascist, are unacceptable); however, interesting is the fact that when you observe sine ira et studio the evolutional trend of the Polish political system, you easily find the tendency of the ‘stabilization’ of the party system in the way of legal operations. From 1997, the laws concerning political parties have changed the possibilities of the conquest of seats in the Seym. Actually, only the parties having 5 per cent (or 8 per cent in coalition) of votes can gain the representation in the Diet. So it is possible to claim that the little parties today are in a more complicated situation than in the first years after the ‘operation of Round Table’ in 1989. The contemporary system is maybe more stable, but less liberal. There are theoreticians who note the danger of the alienation of the political class in the situation of the renewal of the alienation of the political elite, which de facto is more connected with the state than with the society. Many theoreticians emphasize that in the future the role and the character of political structures will be profoundly different from today. Maybe they are prophets, but we can expect that the Polish political parties or ‘post-parties’ and also political structure as a whole will have many similarities with their actual equivalents, because the mentality of the Polish nation, including the politicians, is more or less enduring. In _Elementary Aspects of the Political_ Prathama Banerjee moves beyond postcolonial and decolonial critiques of European political philosophy to rethink modern conceptions of "the political" from the perspective of the global South. Drawing on Indian and Bengali practices and philosophies from the late nineteenth and early twentieth centuries, Banerjee identifies four elements of the political: the self, action, the idea, and the people. She examines selfhood in light of precolonial Indic traditions of renunciation and realpolitik; action in (...) the constitutive tension between traditional conceptions of karma and modern ideas of labor; the idea of equality as it emerges in the dialectic between spirituality and economics; and people in the friction between the structure of the political party and the atmospherics of fiction and theater. Throughout, Banerjee reasserts the historical specificity of political thought and challenges modern assumptions about the universality, primacy, and self-evidence of the political. In formulating a new theory of the political, Banerjee gestures toward a globally salient political philosophy that displaces prevailing Western notions of the political masquerading as universal. This essay weaves together the history of political and legal thought, contemporary democratic theory, and recent debates in legal scholarship to examine the ambivalent relationship between political parties and democracy. Celebrated as a structural necessity for the mechanics of democratic government, political parties are also handled with suspicion for their hybrid nature—neither entirely public nor completely private—and for their always-possible regression into factions. Anti-factionalism, I show, has been a powerful ideal driving constitutional imagination and (...) practice over the centuries, from antiquity (with its emphasis on parts and its horror over factions), to the age of democratic revolutions (with its signature anxieties about divisions), up through the present. However, this long historical process has not extinguished the long-lived concern with the nature and implications of party spirit, nor has it made party democracy completely safe from revamped forms of factionalism. Two manifestations of factional politics stand out in the contemporary political landscape: authoritarian regime changes and populist constitutionalism. While the former is easy to diagnose but hard to prevent, the latter exemplifies a torsion of the constitutional and democratic imagination from within. Despite their differences, both scenarios remind us that constitutions need to envision mechanisms to prevent parties from undermining the liberal democratic order they have been designed to serve. At the same time, they call for renewed attention to the study of parties in the domains of democratic theory and constitutional scholarship. (shrink)

In this essay I consider the potential of Machiavelli’s Florentine Histories to contribute to the enrichment of contemporary democratic theory. In opposition to both of the major groups of current interpreters of this text—those who see it as representative of a conservative turn in Machiavelli’s thought grounded in a newfound skepticism regarding popular political competencies, and those who see it as merely a re-presentation of the republican commitments of the Discourses on Livy—I argue that it reveals to us a (...) unique political potentiality, but one that is essential for the construction of an internally consistent Machiavellian theory of democracy. Specifically, through disclosing the historicity and contingency of the humors of the parts of the city, the Histories suggests the possibility of concretely actualizing a condition of social equality, thus overcoming the main democratic deficit of the Discourses—the perpetuation of inequality, as represented in the preservation of the existence of a class with a desire to oppress. The Democratic Party government, covering the period 1950-60, is seen as one of the most important stages on the road to democracy in Turkey. The Republican People’s Party, which ruled the country from the proclamation of the republic in 1923 to the end of World War II, found itself in opposition for the first time after the 1950 elections, and thus Turkish democracy was given a first chance to stand on its own feet. This work aims to read the era (...) through the eyes of French diplomats, giving an external and disinterested perspective on DP power and the Menderes government, a critical time in the history of Turkish democracy. The study is based on the thoughts and analysis about the DP’s representation of democracy and attitudes towards opposition from 1956 to the coup on May 27, 1960 written down by the 69th and 70th French ambassadors to Turkey, Jean Paul Garnier and Henry Spitzmuller. The reports that Garnier and Spitzmuller sent to Paris contain harsh criticism of the Menderes government for its authoritarian and anti-democratic practices and for its religious policies. These criticisms provide us with important clues about the ways in which the DP transformed the fundamental principles and policies of the Atatürk era. (shrink)

Recent scholarship on the idea of communism leads to questions of organization and what Michael Hardt refers to as “the problem of leadership.” Beyond the critical assessment of the crises of contemporary capitalism, and beyond the existing social democratic solutions, a psychoanalytically-informed Žižekian notion of the party offers solutions to ultra-left theories of networked horizontalism as well as versions of the party that repeat the problems of communist modernism. If the context of climate change, economic inequality and political authoritarianism (...) require that we reconsider “what is to be done” about global neoliberal capitalism, then the idea of the political party, understood in terms of Jacques Lacan’s Discourse of the Analyst, can provisionally occupy the place of a neutral knowledge of the objective demands of history that is premised on the experiences of the emancipatory left. Like the Analyst, the party does not stand in for or represent the people. However, through the fetishistic aspect of representation, as opposed to materially or ontologically-grounded guarantees for political power, the party registers a minimal difference from a technocratic University Discourse and an ultra-left Discourse of the Hysteric. This article examines a case study of international Communist propaganda during the Cold War. The Institute of Historical and Socio-Political Research, a historical propaganda organization affiliated to the Romanian Communist Party, succeeded in penetrating the Iron Curtain by distributing its works through a social network provided by the Italian Liberation Movement Institute, and in publishing its works in Italy, with the help of the Gramsci Institute, as well as publishers like Editori Riuniti and Nicola Teti. The ISISP established a (...) mutually beneficial partnership with various Italian actors: ISISP and the regime succeeded in publishing international propaganda; the Italian publishing houses were paid by ISISP to print and distribute their edited volumes, with the double advantage of keeping political ties with the RCP while also protecting their own limited finances. In 1992, Israel underwent a major constitutional reform, which provided Israel, for the first time in its history, with an effective system of separation of powers between the political branches of government. This reform was not intentional but, rather, a byproduct of the voluntary adoption by the two major political parties of open primaries as the method for choosing candidates on their lists for election to parliament. The adoption of the primaries system produced two major changes (...) in the Israeli constitutional and political order. First, it transformed the Knesset into an independent body and, hence, for the first time in Israel’s history, provided for a functioning system of checks and balances between the legislature and the executive. Second, it shifted power from the Jewish religious minority to the secular majority and even contributed to the increase in the relative power of the Arab parties. On a more general level, the Article demonstrates the impact different modalities of pre-selection of party candidates can have not only on the outcome of the elections and on the relative power relations among the parties, but, more importantly, on the structure and the functioning of the political system. Once proven, this impact requires public attention: legislative regulation of the pre-selection process may be required, indeed even constitutionally mandated, to ensure political checks and balances. The article reveals ideological-theoretical, methodological, and politico-ideological basic principles for an adequate analysis of the specifics of modern Chinese (Sinicized) Marxism. The attributive features of modern Chinese Marxism (Marxism with Chinese specifics (the adaptation of Marxism to the Chinese Context, Sinicized Marxism), as the most effective version in world history for correcting and modernizing the axiomatics of the Marxist-Leninist theoretical model of social development, as well as improving the ideology of the ruling Communist Party in order to increase the (...) effectiveness of its domestic and foreign state policies, have been characterized by means of concrete-historical and systematic comparative analysis of the ideational grounds and basic socio-philosophical postulates, political and ideological prescriptions of the program documents of the Communist Party of the Soviet Union and the Communist Party of China. This article explores the impact of the VASKhNIL conference upon the cultural policy of the Italian Communist Party (PCI) and Italian communist biology, with particular attention to the period between 1948 and 1951. News of the Moscow session did not appear in the Italian news media until October, 1948, and for the next three years party biologists struggled over whether to translate the official transcript of the proceedings, The Situation in Biological Science, into Italian. This struggle reveals the complex efforts (...) of the PCI to confirm the ideological and political connection with the Soviet Union, without completely alienating significant milieus of the democratic and antifascist culture in Italy. The apparent impossibility of doing both is indicated by the fact that the project was finally abandoned in March-April, 1951. The article is divided into three sections, each focused on different actors and their response to Lysenkoism. The first section outlines the features of the PCI's pro-Lysenko campaign, with particular regard to the intellectual militancy and organizational commitment of Emilio Sereni, head of PCI's Cultural Commission between 1948 and 1951. The second section analyzes the reaction of the three most important figures in Italian communist biology during this period, Massimiliano Aloisi, Franco Graziosi and Emanuele Padoa. The third section interprets the decision not to publish a translation of The Situation in Biological Science as a consequence of the conflicts between PCI cultural program and the editorial policy of the left-wing publishing house Giulio Einaudi Editore. The distinguished historian Steven Pincus has recently argued that “Patriotism” was a distinctive ideology in the middle of the eighteenth century that indicated “governmental activism” and support for “the British way of governing, grounded in the principles set forth in England’s Revolution of 1688–89.” By contrast, this essay shows that “Patriot” was more commonly used as a generic term for opposition politicians in eighteenth-century Britain. Moreover, for much of the century, the term was frequently associated with a slightly more precise (...) and substantial set of political arguments: those associated with the “Country party” platform. In its eighteenth-century guise, the Country party’s raison d’être was opposition to the growth of executive power since the Glorious Revolution. It was not a party as such but rather an opposition stance and a set of principles which occasionally brought together Tories, Whigs, and independent Country gentlemen as well as self-proclaimed Patriots. In the eighteenth century, “the Country” was especially scathing of the “financial revolution” and the growth of the fiscal-military state in the years after 1688–1689. By its continuous association with the Country party tradition, Patriotism and suspicion of the growth of executive power and government finance were intimately linked. (shrink)
