The evolving Ebola epidemic in West Africa is unprecedented in its size and scope, requiring the rapid mobilization of resources. It is too early to determine all of the ethical challenges associated with the outbreak, but these should be monitored closely. Two issues that can be discussed are the decision to implement and evaluate unregistered agents to determine therapeutic or prophylactic safety and efficacy and the justification behind this decision. Many have been tempted to invoke a primitive notion of grounding to describe the way in which some features of reality give rise to others. Jessica Wilson argues that such a notion is unnecessary to describe the structure of the world: that we can make do with specific dependence relations such as the part–whole relation or the determinate–determinable relation, together with a notion of absolute fundamentality. In this paper I argue that such resources are inadequate to describe the particular ways (...) in which some parts of reality give rise to others, and thus that we do in fact need grounding. Kaplan and Craver claim that all explanations in neuroscience appeal to mechanisms. They extend this view to the use of mathematical models in neuroscience and propose a constraint such models must meet in order to be explanatory. I analyze a mathematical model used to provide explanations in dynamical systems neuroscience and indicate how this explanation cannot be accommodated by the mechanist framework. I argue that this explanation is well characterized by Batterman’s account of minimal model explanations and that it demonstrates (...) how relationships between explanatory models in neuroscience and the systems they represent is more complex than has been appreciated. Quine said that the ontological question can be asked in three words, ‘What is there?’, and answered in one, ‘everything’. He was wrong. We need an extra word to ask the ontological question: it is ‘What is there, really?’; and it cannot be answered truthfully with ‘everything’ because there are some things that exist but which don’t really exist (and maybe even some things that really exist but which don’t exist).

Orthodoxy says that the thesis that composition is identity (CAI) entails universalism: the claim that any collection of entities has a sum. If this is true it counts in favour of CAI, since a thesis about the nature of composition that settles the otherwise intractable special composition question (SCQ) is desirable. But I argue that it is false: CAI is compatible with the many forms of restricted composition, and SCQ is no easier to answer given CAI than otherwise. Furthermore, in (...) seeing why this is the case we reveal an objection to CAI: that it allows for the facts concerning what there is to be settled whilst leaving open the question about what is identical to what. Legal epistemology has been an area of great philosophical growth since the turn of the century. But recently, a number of philosophers have argued the entire project is misguided, claiming that it relies on an illicit transposition of the norms of individual epistemology to the legal arena. This paper uses these objections as a foil to consider the foundations of legal epistemology, particularly as it applies to the criminal law. We collect together some misgivings about the logic R of relevant inplication, and then give support to a weak entailment logic $DJ^{d}$ . The misgivings centre on some recent negative results concerning R, the conceptual vacuousness of relevant implication, and the treatment of classical logic. We then rectify this situation by introducing an entailment logic based on meaning containment, rather than meaning connection, which has a better relationship with classical logic. Soundness and completeness results are proved for $DJ^{d}$ with respect (...) to a content semantics, which embraces the concept of meaning containment. (shrink)

In this paper I analyse the implications of “flattening” the curve for long-term care residents in the Province of Ontario, Canada during the first wave of the SARS-CoV-2/COVID-19 pandemic. I then question what the role of healthcare systems are in the response to public health emergencies and problematize their status as entities in need of protection. The ethical implications of this are discussed in light of potential challenges raised by climate change.

According to an argument that I will call the argument from loose lips, we can safely reject certain notorious conspiracy theories because they posit conspiracies that would be nearly impossible to keep secret. I distinguish between three versions of this argument: the epistemic argument, the alethic argument, and the statistical argument. I, then, discuss several limitations of the argument from loose lips. The first limitation is that only the statistical argument can be applied to new conspiracy theories. The second limitation (...) is that no version of the argument suffices to rule out the existence of small initial conspiracies that have no need to add further conspirators. The third limitation is that no version of the argument is dialectically efficacious in the context of arguing with the relevant conspiracy theorists because nothing is said to address the alleged evidence that they cite. In this paper I argue that warrant for Lewis’ Modal Realism is unobtainable. I consider two familiar objections to Lewisian realism – the modal irrelevance objection and the epistemological objection – and argue that Lewis’ response to each is unsatisfactory because they presuppose claims that only the Lewisian realist will accept. Since, I argue, warrant for Lewisian realism can only be obtained if we have a response to each objection that does not presuppose the truth of Lewisian realism, this circularity (...) is vicious. I end by contrasting Lewis’ methodology with Forrest’s in order to illustrate a rival method that does not fall victim to the objection I lay against Lewis. (shrink)

This book starts from the proposition that the field of intelligence lacks any systematic ethical review, and then develops a framework based on the notion of harm and the establishment of Just Intelligence Principles. As the professional practice of intelligence collection adapts to the changing environment of the twenty-first century, many academic experts and intelligence professionals have called for a coherent ethical framework that outlines exactly when, by what means and to what ends intelligence is justified. Recent controversies, including reports (...) of abuse at Guantanamo Bay and Abu Ghraib, allegations of extraordinary rendition programmes and the ever-increasing pervasiveness of the ‘surveillance state’, have all raised concerns regarding the role of intelligence in society. As a result, there is increased debate regarding the question of whether or not intelligence collection can be carried out ethically. _The Ethics of Intelligence_ tackles this question by creating an ethical framework specifically designed for intelligence that is capable of outlining under what circumstances, if any, different intelligence collection activities are ethically permissible. The book examines three of the main collection disciplines in the field of intelligence studies: imagery intelligence, signals intelligence and human intelligence. By applying the ethical framework established at the beginning of the book to these three important intelligence collection disciplines, it is possible to better understand the ethical framework while also demonstrating its real-life applicability. Tomasello's moral psychology of obligation would be developmentally deepened by greater attention to early experiences of cooperation and shared social agency between parents and infants, evolved to promote infant survival. They provide a foundation for developing understanding of the mutual obligations of close relationships that contribute to growing collaborative skills, fairness expectations, and fidelity to social norms.

This essay brings postal history and postcolonial theory into an encounter, considering the history of the Post Office in South Africa, stretching from its emergence under Dutch rule at the Cape. Turning to postal history reread under the sway of postcolonial theory may enable a rethinking of apartheid, what apartheid carried from the systems of government and administration that preceded it, and though this remains at the edge of the essay, largely undeveloped but certainly there what, in turn, of apartheid (...) has been carried into post-apartheid South Africa. The essay forms part of an ongoing project that considers the relation between social institutions and subjectivity. (shrink)

The project from which this special issue emerges began in 2019 in a workshop at Rhodes University in the Eastern Cape, entitled, iMpuma-Koloni Bearings: An Other Cape? The call to this workshop brought together a group of scholars from various universities and locations in southern Africa who had a commitment to critical history, to reconsidering the implications of the discipline in the colonial and apartheid project, and to addressing a continued reluctance of the discipline to engage with the critique of (...) history. This paper is not about work or labour itself, and how it changes historically in South Africa, but about how the meaning of 'work' and 'labour' itself changes. What we want to suggest, is that an 'original' meaning of the tasks/duties associated with 'work' was 'woman': ukusebenza. What men did, does not constitute 'work' but something else entirely: raiding, moving, occasional, going etc.: ukuphangela. It is in the latter term, ukuphangela, that the term 'raid' emerges, and the argument draws on (...) this notion and meaning of raid to underscore the re-thinking of gender, the subject and her relation to work, and history. The paper operates in two registers, focusing on the historic meanings of work and labour in the Eastern Cape and tracing lateral translations of these meanings into East London in the 1950s. It argues that in re-thinking meanings of labour and work through multiple temporalities, and through the contested meanings of the isiXhosa terms ukusebenza and ukuphangela, these word fragments are read as 'entryways to a wordliness' that puts lateral universals and temporalities of work back into circulation. As such, we pose the question rather, following Anne Kelk Mager and Helen Bradford, of whether it is gender that is at the forefront not only of class and race struggles, but of what comes to constitute the meaning of 'work', a concept whose provenance and meaning changes, as we have noted, with the making of modernity, industrialisation/capitalism, and the 'Europeanisation' of the world.
