Objective: Governments consistently aim to enhance services and establish online connections to efficiently deliver necessary information. This study aims to evaluate the future potential of digital libraries in public libraries in Pakistan by examining various projects that have introduced innovative approaches to foster the development of digital library services. Methodology: The analysis utilized the Amos 24 version, employing the Structural Equation Model (SEM) for assessing model fit indices and validating hypotheses. Additionally, Statistical Package for Social (...) Sciences (SPSS) version 24 was employed for Pearson correlation and factor analysis. Findings: The results suggest the appropriateness of discussing three out of the seven elements/factors used to assess competence improvement. The study reveals that public library managers can offer both physical and online workshops to community members, addressing emotional management for customers, including children and adults, during post-crisis information retrieval. Practical Implications: The study on public library user literacy skills, user behavior, and digital resources and services integrates the exploration and development of online databases to address challenges faced by public library management and users amidst the information explosion in academic and research activities. This contributes to enhancing the satisfaction levels of public library users. Originality/Value: Librarians are encouraged to conduct online workshops to address challenges faced by research students in information-seeking scenarios, focusing on improving reading and literacy skills, understanding user behavior, and optimizing digital resources and services through a study of online databases. Public Libraries (PLs) continue to contribute a great deal to user education in local communities. This paper analyzes the importance of PLs in driving community literacy through promotion of user education for the progressive improvement of the society. The paper stresses the relevance and value of PLs by reassessing the benefits they accrue by analyzing the impact of PLs on community and social education. As indigenous knowledge repositories, PLs play a significant role as community information service providers by (...) driving community literacy. The goal of this paper is to analyze the role played by PLs in driving community education and promoting information literacy in the society. PLs, being storehouses of knowledge, support user education by undertaking active part in community information services. The model helps in explaining and analyzing the efficiency of information search and retrieval process in PLs and how it affects user education and community literacy. The paper also discusses the relevance and value of PLs in this age of digital technology. The Telecommunications Act of 1996 is considered landmark legislation, especially in the area of universal service. However, the FCC performed even more groundbreaking activity. The FCC was given wide latitude by the Act to interpret the universal service provisions of the Act either narrowly or broadly; the FCC chose the latter. The FCC's interpretation of the Act will have a significant impact on the level of technology implementation and use in American classrooms and libraries. In March 1996, the FCC (...) issued a Notice of Proposed Rulemaking on Universal Service. The NPRM also established a Federal-State Joint Board composed of three FCC Commissioners, four state public service commission representatives nominated by the National Association of Regulatory Utility Commissioners, and one utility consumer advocate nominated by the National Association of State Utility Consumer Advocates. On November 8, 1996, the Joint Board released its Recommended Decision and the FCC adopted its rules based on that recommendation in May 1997. The FCC ruled that all eligible schools and libraties should receive discounts of between 20 and 90 percent on all telecommunications services, Internet access, and internal connections, subject to a $2.25 billion annual cap. In addition, any funds not disbursed in a given year may be carried forward and disbursed in subsequent years without regard to the cap. This provision, according to the FCC, will provide schools and libraries with the maximum flexibility to purchase the services that will meet their communications needs most effectively. In a separate section of the rules, the FCC defined "core services" as: • Voice-grade access to the public switched network, with the ability to place and receive calls • Dual Tone Multifrequency signaling or its functional equivalent • Single-party service • Access to emergency services • Access to operator services • Access to interexchange services • Access to directory assistance. • Support for toll limitation services for low-income consumers. However, as stated in the Act, the FCC was given the latitude to include additional services for schools and libraries. It could have chosen to provide schools and libraries with discounts on only core telecommunications services; core services plus some complement of additional services; or all telecommunications services. The FCC adopted the third option, that discounts be provided on all telecommunications services. It stated that this guideline would provide schools and libraries the maximum flexibility to purchase whatever package of telecommunications services they believe would meet their telecommunications service needs most effectively and efficiently. _Current Status:_ The FCC ruled that it will permit schools to begin using discounted services on January 1, 1998. The main roles of libraries are developing and providing access to collections of cultural heritage. While the specific policies necessary to accomplish these roles may vary across different types of libraries, these institutions have at their core a dual role in preserving and supporting access to documents illustrating an era of knowledge and culture. Libraries are thus significant institutions in the process of learning, but also in that of remembering and forgetting at a social level. This article (...) provides an overview of the structure and organization of the public library system in the last two decades of the Communist regime in Romania. As part of a larger information history project, the research discusses the characteristics of this system created to support mass education and the ways in which public libraries also became institutions of memory in Communist Romania. The description of the library system structure is enriched by an overview of the professional training available for librarians and descriptions of the main library services related to access to collections and memories. The analysis of archival materials and oral history interviews with librarians document how these services were implemented and delve into the challenges encountered. Partial access to knowledge and information was a core part of the offered library services. As a consequence, services that were part of the Communist library system could be a source of long-term memory impairment at the social level. (shrink)

The modern library derives from a vision of public service developed in the 19th century. At various times in the past a commercial service, an educational resource, a religious domain and a political institution, the library today exists in various forms, including all these but in addition the professional libraries held by law firms and scientific or technological associations, multimedia lending libraries and certain areas of the world-wide web.

The present research studies more thoroughly and extends from global perspectives the ideas elaborated in a former study dedicated to that which was named there – related to libraries, but not exclusively – symbolic marketing, embodied and objectified as a metaphor. “Living”, active and efficient metaphor. The analyses focus, on the one hand, on the theoretical, conceptual – and even philosophical – aspects of “symbolic marketing”. On the other hand, applying these theoretical considerations, we present and examine as a (...) case study the journal entitled Philobiblon (http://www.bcucluj.ro/philo/), edited by the Lucian Blaga Central University Library (Cluj, Romania), and the marketing procedures associated with it. To make libraries economically independent and socially competent knowledge organizations, libraries need to innovate and adopt entrepreneurship-intrapreneurship business models which would attract investments from the private sectors. To transform libraries into productive, innovative knowledge organizations, librarians must take the initiative to think out of the box. This paper addresses these issues and analyses the intrapreneurship attitude to library operations. Purpose– This paper aims to consider selected results from the Arts and Humanities Research Council -funded “Managing Access to the internet in Public Libraries” project, from 2012-2014. MAIPLE has explored the ways in which public library services manage use of the internet connections that they provide for the public. This included the how public library services balance their legal obligations and the needs of their communities in a public space and the ethical (...) dilemmas that arise.Design/methodology/approach– The researchers used a mixed-method approach involving a review of the literature, legal analysis, a questionnaire survey and case studies in five public library authorities.Findings– UK public library services use a range of methods to regulate internet access. The research also confirms previous findings that filtering software is an ubiquitous tool for controlling access to and protecting library users from “inappropriate”, illegal and harmful internet content. There is a general, if sometimes reluctant, acceptance of filtering software as a practical tool by library staff, which seems to contrast with professional codes of ethics and attitudes in other countries. The research indicates that public library internet access will be a valued service for some time to come, but that some aspects of how public library services regulate internet access is currently managed can have socially undesirable consequences, including blocking legitimate sites and preventing users from accessing government services. Education could play a greater part in helping the general population to exercise judgement in selection of materials to view and use. This does not preclude implementing stricter controls to protect children, whilst allowing public libraries to continue providing a social good to those who are unable to otherwise participate in the digital age.Research limitations/implications– The response to the survey was 39 per cent meaning that findings may not apply across the whole of the UK. The findings of this study are compared with and supplemented by other quantitative sources, but a strength of this study is the depth of understanding afforded by the use of case studies.Originality/value– This paper provides both a quantitative and qualitative analysis of how internet access is managed in UK public libraries, including how library services fulfil their legal obligations and the ethical implications of how they balance their role in facilitating access to information with their perceived role as a safe and trusted environment for all members of their communities. If we hope to see values of equality and democracy embodied in our societies’ institutions, then we have a range of good reasons to favor expansive public provision of goods and services, and to oppose many forms of privatization. While Joseph Heath is right to argue that there are at least some forms of ‘anodyne privatization’, and while he is also right to argue for a more nuanced philosophical debate about the different dimensions of choice between forms of (...) public and private provision, Heath fails to register various regards in which private provision can undermine these central public values. We often have strong egalitarian and democratic reasons to protect zones of decommodification; to resist the imposition of user-charges; and to favor insourcing and direct public procurement over various forms of outsourcing of public services. Public libraries provide a totemic illustration of some of the deep virtues of collective public provision in democratic societies. Overall, our reasons to reject privatization are stronger and more diverse than theorists such as Heath might have supposed. (shrink)

This work serves as an introduction to both the theoretical and practical aspects of using computers to improve the delivery of social services. Though many practitioners believe that computerization dehumanizes clients and should be avoided, John Murphy and John Pardeck demonstrate how, through a holistic approach to computer use, this problem, and others like it, can be averted. By providing practitioners the opportunity to sharpen their conceptual skills in computer technology, this book promotes a rational understanding of the possible (...) uses and limitations of computers in social service agencies. Unlike other, technically-oriented works in this field, Murphy and Pardeck's work focuses on the philosophical justification of computer use, along with the conceptual or symbolic nature of computerization. They fully illustrate how to create the organizational conditions necessary for computers to improve social-service delivery, and they do so in a manner that is easily accessible for both general classroom and professional use. Among the topics addressed are the technological world-view, Western philosophy, and knowledge; computer mediated therapy; ethical issues related to computerized service delivery; and construction of a socially responsible technology. This work will be a unique and important resource for courses in computer applications, policy analysis, and social service administration, as well as a useful reference source for human service agencies and practitioners. El documento pretende brindar una aproximación histórica al servicio de extensión bibliotecaria en las bibliotecas. ABSTRACT The Library Extension Service is the appropriate method a library has to expand into the community in a way that users who don’t visit it use its services and documents. However, just a few people know its history and development through time. A bibliographic review is shown along with the current state of this service. The elements included in it cover regular publications, web sites and electronic journals published from the XVIII century to the present time. The public health measures implemented in response to the COVID-19 pandemic have resulted in a substantially increased shared reliance on private infrastructure and digital services in areas such as healthcare, education, retail, and the workplace. This development has (i) granted a number of private actors significant (informational) power, and (ii) given rise to a range of digital surveillance practices incidental to the pandemic itself. In this paper, we reflect on these secondary consequences of the pandemic and observe that, (...) even though collateral data disclosure and additional activity monitoring appears to have been generally socially accepted as inevitable consequences of the pandemic, part and parcel of a larger conglomeration of emergency compromises, these increased surveillance practices were not directly justified by appeals to solidarity and public health in the same way that the instigating public health measures were. Based on this observation, and given the increased reliance on private actors for maintaining the digital space, we argue that governments have a duty to (i) seek and ensure that there are justifications for collateral data disclosure and activity monitoring by private actors in the context of (future) public health emergencies like the COVID-19 pandemic, and (ii) regulate and provide accountability mechanisms for and oversight over these private surveillance practices on par with governmental essential services that engage in surveillance activities. For a special library serving its parent organization, the design and use of classification schemes primarily need to support work activities. However, when the Prince Vivadhanajaya Library at the Bank of Thailand decided to open its doors to the public in 2018, the redesign of classification that serves both internal staff work and the public interest became a challenging task. We designed a classification scheme by integrating work centered classification design approach, classification as communication framework and the service (...) design approach. The design process included developing empathy, ideation and implementation and evaluation. As a result, the new classification scheme, including seven main classes and thirty-seven level-one subclasses and twenty-two level-two subclasses, was primarily based on the organization’s strategic plans, mapping with JEL Classification Codes, Library of Congress Classification (LCC) and Library of Congress Subject Headings (LCSH). The classification scheme also includes geographical code, author cutter number, publication year, volume number and copy number. Follow up interviews with twenty-three participants were conducted two years later to evaluate user experience as well as the staff’s opinion of the new classification scheme. The feedback addressed favorable outcomes and challenges to be used for the next iteration of the library service design process. (shrink)

The COVID-19 pandemic has forced libraries to shift their service-delivery model online, infiltrating countless interactions–from storytime to reference questions to social groups–into digital mediation, typically by third-party platforms outside the library’s control, generating mineable, persistent digital traces. One community particularly vulnerable to the impacts of surveillance is the queer community, where an outing, at least in the United States, imposes a potential loss of housing and employment and may subject the outed person to violence. Libraries–particularly public and (...) school libraries–have once again become sites of conflict and resistance, with queer people and materials increasingly coming under attack both physically and legally. A primary shield by which libraries try to protect their patrons from such attacks is “privacy.” Librarians, as professionals, proclaim a commitment to privacy embedded in such documents as the American Library Association’s Library Bill of Rights and the International Federation of Library Associations and Institution’s Statement on Privacy in the Library Environment. However, these ideals exist in broader systems–including legal and cultural structures–which constrain and complicate abstract commitments to privacy. This article examines the challenges of queer digital privacy within libraries in the United States, focusing on the polysemous, boundary-crossing nature of queerness, the digital and the material, privacy, and libraries (as both concepts and institutions). In particular, this article demonstrates how binary-bound, individual-rights-oriented legal approaches to privacy have arisen, and been mediated, by cis-heteronormative patriarchal values and how the sociotechnical materialities in which they occurred (such as paper-based recordkeeping) are fundamentally incompatible with queer privacy needs. A new model of the public library is outlined that explicitly links it to its role in support of civil society. The model argues that the ongoing “chaining” of public libraries to direct government oversight and control is deleterious to their ability to actualize their potential. Purpose In this paper, faculty librarians at an academic institution explore the ethical dimensions of conducting research with user-generated social networking service data. In an effort to guide librarian-researchers, this paper first offers a background discussion of privacy ethics across disciplines and then proposes a library-specific ethical framework for conducting SNS research. Design/methodology/approach By surveying the literature in other disciplines, three key considerations are identified that can inform ethical practice in the field of library science: context, expectation, and value analysis. (...) For each of these considerations, the framework is tailored to consider ethical issues, as they relate to libraries and our practice as librarian-researchers. Findings The unique role of the librarian-researcher demands an ethical framework specific to that practice. The findings of this paper propose such a framework. Practical implications Librarian-researchers are at a unique point in our history. In exploring SNSs as a source of data to conduct research and improve services, we become challenged by conflicting and equally cherished values of patron privacy and information access. By evaluating research according to context, expectations, and value, this framework provides an ethical path forward for research using SNS data. Originality/value As of this paper’s publication, there is no existing ethical framework for conducting SNS research in libraries. BackgroundInformed consent forms for clinical research are several and variable at international, national and local levels. According to the literature, they are often unclear and poorly understood by participants. Within the H2020 project CORBEL—Coordinated Research Infrastructures Building Enduring Life-science Services—clinical researchers, researchers in ethical, social, and legal issues, experts in planning and management of clinical studies, clinicians, researchers in citizen involvement and public engagement worked together to provide a minimum set of requirements for informed consent in clinical studies.MethodsThe (...) template was based on a literature review including systematic reviews and guidelines searched on PubMed, Embase, Cochrane Library, NICE, SIGN, GIN, and Clearinghouse databases, and on comparison of templates gathered through an extensive search on the websites of research institutes, national and international agencies, and international initiatives. We discussed the draft versions step-by-step and then we referred to it as the “matrix” to underline its modular character and indicate that it allows adaptation to the context in which it will be used. The matrix was revised by representatives of two international patient groups.ResultsThe matrix covers the process of ensuring that the appropriate information, context and setting are provided so that the participant can give truly informed consent. It addresses the key topics and proposes wording on how to clarify the meaning of placebo and of non-inferiority studies, the importance of individual participants’ data sharing, and the impossibility of knowing in advance how the data might be used in future studies. Finally, it presents general suggestions on wording, format, and length of the information sheet.ConclusionsThe matrix underlines the importance of improving the process of communication, its proper conditions (space, time, setting), and addresses the participants’ lack of knowledge on how clinical research is conducted. It can be easily applied to a specific setting and could be a useful tool to identify the appropriate informed consent format for any study. Purpose The importance of smartphones in enhancing students learning, research and development is well-established in many published studies. Nevertheless, due to numerous challenges, Nigerian students are yet to reap from the benefits of smartphones in terms of accessing vital information for learning and development. Therefore, this study aims to develop a framework that will enhance Nigerian students’ ability to use smartphones for learning. Design/methodology/approach The SERVQUAL Theory Framework is adapted to actualize the research aim. Moreover, a qualitative research approach was (...) used to interview 60 students from 3 public universities in Nigeria. Purposive sampling technique was used to select the interviewees, and the interview data were analysed using thematic content analysis. Findings The findings identified the critical constraints that deter Nigerian students from reaping the full potential of smartphones for learning. The constraints are categorized into three groups which include telecommunication companies’ hiccups, such as high cost of internet, poor network services and coverage; government obstacles, such as high tax policies, insufficient electricity supply and lack of basic infrastructure; and university barriers, such as unavailability of Wi-Fi connection for students, lack of equipped university libraries and poor management. Originality/value Thus, a holistic Framework for Enhancing Students Smartphones Learning Ability was established to provide fundamental recommendations to the Nigerian Government, telecommunication companies in Nigeria and Nigerian universities to tackle the pressing issues hindering Nigerian students from using their smartphones for learning. The International Federation of Library Associations and Institutions (IFLA) is the leading international body representing the interests of library and information services and their users. It is the global voice of the information profession. The series IFLA Publications deals with many of the means through which libraries, information centres, and information professionals worldwide can formulate their goals, exert their influence as a group, protect their interests, and find solutions to global problems.

The rapid technological transition requires the adoptive approach to the digital conduct of public and private institutions. Countries and companies strive to integrate a balanced understanding of digital ethics and sustainability concepts from various standpoints, which results in a dispersed and uncategorized knowledge base. This work presents a literature review on digital ethics published from 2010 to 2020 in three technical libraries and one library maintained by the community of philosophers. The investigation process integrates a thorough review of (...) digital ethics concepts in the leading academic libraries using keywords representing various concept applications. This study’s outcome is a quantitative and sectorial categorization of works on digital ethics, followed by a holistic review of concepts, maturity level, and conclusions on each category. This work aims to understand the trends from a technological and philosophical perspective towards designing a sustainable digital ethical frame-work applied in digital services that fulfill sufficiency thresholds of justice and do not foster overshooting of planetary boundaries. The precarious rights of senior citizens, especially those who are highly educated and who are expected to counsel and guide the younger generations, has stimulated the creation internationally of advocacy associations and opinion leader groups. The strength of these groups, however, varies from country to country. In some countries, they are supported and are the focus of intense interest; in others, they are practically ignored. For this is reason we believe that the creation of a network of all these associations (...) is essential. The proposed network would act as a support for the already-existing policies of the United Nations’ High Commission for Human Rights, of independent experts, and of the Global Alliance for the Rights of Older People. All three have long ago recommended the creation of a recognized instrument for uniting presently scattered efforts. The proposed network, therefore, will seek to promote the international exchange of relevant expertise, and it will reinforce the commitments and actions that single countries are currently taking to meet these objectives. For example, informative public events can be organised to promote particular support initiatives and to provide an opportunity for new members of the network to be presented. The network will promote health for senior citizens, disease prevention, senior mobility, safe free time for seniors, alimentary education, protection against new risks and dangers, as well as equity in the services necessary for seniors to adopt new information and communication technologies. In the case of retired academic members, the network will promote equality with respect to continuing use of digital technologies (particularly email), continuing access to research libraries, and the guaranteed ability for seniors to fund their own research programs and to deliver free seminars. Şu anda ilgili Indexte Türkiye menşeili üç ilahiyat dergisi bulunmaktadır. İkinci olarak ESCI indekste yer alan Dergimizin Web of Science tarafından izlenmesine devam edilmektedir. Yaklaşık iki yıldır süren izleme sürecinin sonunda dergimizin AHCI veya SSCI indekslere kabul edilme durumu bu yılın sonuna kadar sonuçlanacaktır. Web of Science temsilcileriyle görüşmele-rimiz ve dergi olarak akademik, etik ve teknik her türlü gerekliliği yerine getirmiş olmamız nedeni ile olumlu bir sonuç beklemekteyiz. 15 Haziran ve 15 Aralık’ta olmak üzere yılda 2 sayı ve 1 özel sayı yayınlamayı mis-yon edinmiş olan dergimiz yeni yayın döneminde de yoğun bir ilgiye mazhar olmuştur. 1ocak – 15 Mart 2020 döneminde Din Bilimlerinin birçok alanından 86 makale değerlendi-rilmek üzere dergimize ulaşmıştır. Yayın ilkelerimiz ve İsnad Atıf Sistemi gözönünde bulun-durularak gerçekleştirilen ön kontrolden sonra makaleler intihal tespit programı kullanıla-rak kontrol edilmiştir. Ön kotrolü tamamlanan ve benzerlik oranı %15’in altında olan maka-leler hakem değerlendirme sürecine gönderilmiştir. Bu sayımızda, söz konusu 86 çalışma içinden ön değerlendirme ve intihal taramasın-dan geçen, hakemlerimizin de akademik içerik açısından yayımlanmasını uygun bulduğu 25 orijinal araştırma makalesi sizlerin dikkatine sunulmuştur. Ayrıca bu sayımızda hakem süreci tamamlanan 14 makale Dergi Yayın Kurulumuz tarafından Aralık sayımızda yayın-lanmak üzere kabul edilmiştir. 15 Haziran 2020 itibariyle dergimizi tarayan ulusal ve uluslararası indeksler hakkın-da da sizlere bilgi sunmak istiyoruz. Jeffers Introduction Today's art museums are committed to completing major expansion and renovation projects, and vigorously carrying out their stated missions. 1 These missions typically are concerned with processes of acquisition, preservation, exhibition, and education. The National Gallery of Art, for example, is dedicated to "preserving, collecting, exhibiting, and fostering the understanding (...) of works of art." 2 Similarly, the Getty Museum at the J. Paul Getty Center seeks to "delight, inspire, and educate the public by acquiring, conserving, studying, exhibiting, and interpreting works of art." 3 Such processes are strategic, of course, and give direction and purpose to the range of programs and services offered by these institutions. Ensuring that visitors are surrounded by works of art, "at the highest quality," these processes also give rise to a particular view of the museum as an "object of reflection, contemplation, and discussion." 4Although unstated, I shall argue that art museums typically have other missions that are actively, if insidiously implemented through processes of representation (re-presentation), socialization, institutionalization, and commodification.The museum functions as a "socializing institution," that both represents and presents cultural assumptions, as well as social and aesthetic values to young and old alike. 5 These processes succeed in establishing an "ideology of aesthetic autonomy — the compartmental conception of fine art that segregates it to the separate realm of the museum." 6 Simultaneously, they present "ideology in material form." 7 The museum itself is a representation that tends to take on an independent and ultimately self-reflecting existence. Women Shame My own mother—with four children under the age of seven by the time she was twenty five—taught, nurtured, and loved us ferociously but struggled and utterly failed to keep us fed, sheltered, and safe. We clung desperately to her fragile dignity, grace, and laughter, against all the forces of a cruel and indifferent world. Yet, in the end she was crushed by the weight of our shame and our raw, unrelenting pain as my brothers and sister and I were bent and broken and taken from her; with scars that never faded; injuries, infections, and ailments for which we found neither respite nor repair; with feet mangled by cheap, used Salvation Army shoes; the gnawing void of hunger and insecurity clawing at our tender backs; public indignities and humiliations for which I still can find no words. I burned and choked and raged with shame, as our far more decent working-class colleagues and friends, in color-coordinated Sears sweater sets and matching tartan knee high socks, averted their eyes from our reluctant genuflections, while silently spooning their mac and cheese and sipping their Tree Top from tiny Dixie cups. In dilapidated and unsafe housing often without heat, hot water, or lights and with access to only public bathrooms, I developed a stubborn case of ringworm, scabies, and a series of painful urinary tract infections. When my second grade teacher would not excuse me every hour or so—because, as she said I was “willful”—I could not help but wet my pants in class. My schoolmates guffawed at my flea bitten legs, my ducttaped shoes, my crooked and ill-serviced teeth, and the way my siblings and I stank. Kids, teachers, and strangers stepped away from us intuitively and then, with great shows of distress, feigned concern and then outrage and disgust. Regularly our teachers excoriated us for our inability to concentrate in school and our refusal to come to class with proper school supplies, calling us out as greedy when we tried to take more than our share of free lunch. Whenever backpacks or library books came up missing, we were publicly interrogated and sent home to think about our offenses, often accompanied by notes that reminded my bewildered mother that she should be working twice as hard to make up for the discipline and order that had supposedly walked out the door with my father. The author was a Bengali officer of India's Foreign Service. On his first foreign assignment during 1948 - 1954, he came across rare manuscripts at the National Library in Bangkok covering Rabindranath Tagore's visit to Thailand in October 1927. Having learnt the Thai language and being a Tagore aficionado, this discovery was fortuitous. "As the Poet travelled mostly without a stenographer, a great many of his speeches would have been lost to posterity. Reports about the Siam visit available in India (...) then were extremely sketchy..... Besides the material on the Poets visit to Thailand, this book contains some other important documents not readily available. The main treatise is split into four chapters: Time to Awake: A Poets Warning, Tagores Conception of History, Message to Asia And Africa and The Toiler for Peace. These chapters show what Tagore considered to be the biggest problem of human history, how he warned humanity for more than half a century against the problems and perils into which the world has been thrown today, what remedies he suggested to counter them. The author also condensed the Poet's ideas about civilisation and culture, freedom, power, diplomacy, colonialism, military alliances, racial prejudice and nationalism." This book, when first published during the Poet's centenary celebrations in 1961, provided for the first time a full account of that visit. It has since been a reference source for many Indian and international scholars on Tagore, with citations in their publications. With increased attention in recent years to Tagore's views on Nationalism, a republication for wider availability would benefit both readers and scholars on Tagore's view of global events during the inter-War period. From its third story windows one can see the red cliffs of the nearby Navajo Nation, a 27,000 square mile reservation that reaches into Arizona, northern New Mexico, and the southern (...) edges of Utah. It is a vast, rural landscape that houses more than 350,000 Navajos. For many on the reservation, healthcare is provided by Indian Health Service hospitals such as GIMC."Are you going to stay?" is a common question for new doctors at GIMC. The Navajo know that their geographic location, while beautiful and attractive to many young providers, will also be the reason they leave. It is hard for doctors to be away from their own homelands. Aging parents get sick, [End Page 86] educational opportunities arise, and children who need to be near extended family are born. But to the Navajo, the story of an individual provider is not so important or memorable. All they know is that providers come and go."Are you here to experiment on us?" is yet another question. Years of exploitation and efforts to destroy traditional ways and language have made many Navajo wary of healthcare providers, no matter how genuine their intentions. Many are so fearful of the hospital—they regard it as "the place to go die."Yet despite this initial suspicion, the Navajo are welcoming people at heart, and tend to develop relationships of trust with their providers. Parents will begin to talk about their grief over a son that has committed suicide or a daughter who died from alcoholic cirrhosis. The elderly will tell you how they care for their five orphaned grandchildren while they can barely take care of their own diabetes. A carpenter tells you he has not worked in a year and feels worthless. An HIV-positive woman will tell you she has been sleeping in a dry river bed because she has no place to go. It quickly becomes apparent that as a physician you will be treating patients with enormous social challenges in addition to complex medical conditions.The origins of the Federal Government's involvement in the healthcare of American Indians and Alaskan Natives (AI/ANs) in the 19th century arose out of both legal obligation and concern for self- preservation. Health services were promised to AI/ ANs in exchange for land, settlements, and agreements. In addition, infectious diseases endemic on reservations as a consequence of crowding and abject poverty, including smallpox and tuberculosis, were seen as a major public health concern. The responsibility of Native American health was first granted to the War Department, then to the Bureau of Indian Affairs, and finally to the Public Health Service in 1955 under the heading of the IHS, or Indian Health Service (U.S. Commission on Civil Rights, 2004; National Library of Medicine, 1994).Since then, the IHS has had many successes. Vaccination rates have gone up, and rates of pneumonia and tuberculosis have gone down significantly. Maternal and infant mortality have declined, and life expectancy has increased (Indian Health Services, 1999). Nonetheless, these improvements remain overshadowed by glaring health disparities among AI/ANs across a broad spectrum of diseases, both communicable and non-communicable, acute and chronic. Native Americans experience higher rates of obesity, diabetes, and cardiovascular disease than the general United States population. They are also more likely to die from alcohol-related causes and in accidents. Life expectancy remains more than five years less than that of the general U.S. population (U.S. Commission on Civil Rights, 2004; U.S. Department of Health and Human Services, 2000).Underlying these health indicators is the continued impoverished status of most AI/ANs. In Navajo, almost half of the population lives below the poverty line. According to the Navajo Nation, the current unemployment rate is 42% (Navajo Nation Department of Economic Development, 2011). Reading room is equipped entirely and it will be open daily. !BiH Defense Ministry announced the second public notice for recruitment of soldiers in professorial military service of BiH Army Forces, valid to August, 4, BiH Defense Ministry stated. The announcement read that in total there are 541 vacancies in the military service for admission to professional service of BiH Army forces, where 202 vacancies are envisaged for Bosniaks, 204 for Croats and 135 for Serbs. Having in mind the fact that the candidates' documents were retained on which basis the candidates were called to testing on the public announcement, on March 27, these potential candidates can apply only by application form. This second edition of Basic Data of Plasma Physics is, in essence, a new book, for several reasons. First, so voluminous have been the research results in this area since the first edition of 1959 that the basic data themselves are greatly changed and enlarged. Second, whereas the earlier edition presented much of the material in verbal form, this one displays almost all of it in a consistent set of graphic figures. And, finally, this new edition is one of the (...) first implementations of computer-based information transfer, in which the basic data were searched out by means of a remote console tied into a central disk library containing an extensive collection of bibliographic information on physics literature.This last matter deserves further amplification, since the new techniques employed here are likely to be used more and more often in the future--because of the ever more rapidly expanding volume of research results just mentioned. Professor Brown, writing in Physics Today, summarizes his aims and methods:Any collection of data one can make these days is out of date before it is published. This is true, for example, of my Basic Data of Plasma Physics. In the book I tried to bring together in useful form the data of gaseous electronics and plasma physics upon which scientists base calculations and further work with basic parameters.Updating this book seemed an ideal computer experiment. I used the Information Retrieval Service of the TIP program not only to find material that has come out since publication of the book but also to arrange the program so that the computer could continue in the future to retrieve relevant information....The Technical Information Project, upon which this experiment is based, has programmed 25 physics journals from the past few years and The Physical Review from 1959 onto the IBM 7094 operated by Project MAC. Project MAC uses a compatible time-sharing system that is available by standard telephone connections....The TIP program contains title, author, reference and entire bibliography of every article covered by the computer....Entrance into the TIP system is made by choosing a key word or words most likely to be contained in the title of an article in a specific subject....in the revision of Basic Data of Plasma Physics the material is created in an open-ended form so that anyone with access to the computer program can search the literature for material that will appear after the report is printed. This feature of the bibliographic search by computers provides a new dimension to the published literature in book form which, without this open-ended feature, is out of date quite generally long before the actual publication date. Pp. 181. $34.95, hardcover.Once again we are indebted to the University of South Carolina Press for a fine contribution from its Studies in Rhetoric/Communication series. Gregory Clark sets parallel aims: to apply Kenneth Burke's critical vocabulary (...) to cultural history, and to read American tourist sites and literature in the frame of Burke's notion of "identity" (147). Clark sees the American public landscape as "constituting in individual citizens a shared sense of common identity as members of a national public" (148). He claims that such shared experiences are as rhetorical as are more typical instances of public discourse. Thus American tourism has contributed to developing us into a national community.Clark supports his theme of rhetorical influence with six case studies: New York City, Shaker villages, Yellowstone National Park, the Grand Canyon, the Lincoln Highway, and the 1915 San Francisco Panama Exposition. While Burke's vocabulary offers a handy point of departure, the real news is in [End Page 172] Clark's discussion of the meaning and prominence of each of his six exemplars as cultural icons.This may be most evident (and endearing) as Clark recalls his own boyhood visits to Yellowstone, where he stood in the parking lot and was as captivated by the variety of license plates from across the country as by the hot springs and mudpots (69). This too was a celebration of nationhood. Equally fascinating is his consideration of the efforts of Stephan Mather, Mary Colter, and the Fred Harvey Company both to preserve national parklands and to develop a befitting "National Park Service Rustic" architectural style to enhance the natural landscape (this long before Disney's theme parks). Such typical excerpts almost cry out for Ken Burns or the History Channel to recreate the optimistic climate of a Romantic Post-Bellum civic culture depicted by Clark.The book becomes more tedious when its repeated invocation of Burkian terms tilts toward veneration. In his lifetime, Burke was unnerved by uncritical academic worship. He sought understanding, not deification. As he remarked, "They are an evangelical brood, bejeez. So... I [became] an observer at my own funeral."1 His wariness of academic enthusiasm is well taken. It does no disservice to Burke, for example, to recognize that his "identification" is a reworking of Vico's "ingenium" outfitted in creaky 1920s literary machinery.2 Shorn of some of the cumbersome Burkian baggage, the book's exemplars emerge as epideictic celebrations of the American tourist phenomenon and its part in shaping a national Romantic consciousness:And as rhetoric they traffic not in actions but in attitudes. People can encounter them without ever thinking of themselves as anything but spectators. Even in that role they are being educated... in matters of individual and collective identity.(148)Seen thus as reminders of our forebears' vision in pioneering the development of a national landscape trust, Clark's work edifies and opens us to the quiet excitement of meditative discovery. HuffAlmost a year after Hurricanes Katrina and Rita devastated his beloved New Orleans, Benjamin Wren, longtime member of the history department at Loyola University–New Orleans, died on July 20, 2006. Wren joined the Loyola faculty in 1970 and taught popular courses in Chinese history, Japanese history, and world history. He is best remembered for his unprecedented courses in Zen and the unique campus (...) zendo where he taught them. His courses integrated meditation practice, philosophical reflection, historical investigation, and a bit of group therapy into what many students have described as life-changing experiences.Wren was the son of an American Marine and a Hong Kong native who met in Tientsin, China. Growing up in the American South during the Great Depression and World War II, he encountered firsthand the racism and xenophobia that defined the Bible Belt as a distinct cultural region in the first half of the twentieth century. He entered the Society of Jesus when he was seventeen years of age and earned degrees from Spring Hill College, Saint Louis University, and the University of Arizona. Nearly fifty years later, he left the Jesuits and married Patricia Wren.Wren's professional life did not follow the path of the conventional academic career. For several years he taught in Jesuit high schools. After discovering a book on the Japanese art of flower arranging in a Texas public library, he pursued graduate studies in Asian religion and history. Like many of his generation, he was influenced by Jean Dechanet's Christian Yoga and Dom Aelred Graham's Zen Catholicism. He studied Zen with Yamada Roshi in Kamakura and ikebana with Sofu Teshigahara of the Sogetsu School in Tokyo. He initiated his Zen courses at Loyola partially in response to student unrest in the wake of the Kent State massacre.Wren published very little and did not easily negotiate the tenure process. His Zen among the Magnolias (1999) represents more personal testimony than scholarly argument. He did, however, have the extraordinary ability to stretch his students' imaginations and aspirations beyond the formal limitations of higher education and professional expectations. I saw this dimension of his [End Page 137] work very clearly when he served as the keynote speaker for Centenary College's 2004 one-day conference on "The Dharma in Dixie," a program featuring leaders and practitioners from Louisiana's Hindu and Buddhist communities. Wren's animated talk, fusing a whirlwind tour of Chinese history with a riveting critique of contemporary American culture, was by all accounts the highlight of the event.In Zen among the Magnolias, Wren wrote, "The two symbols used to write the word Zen are the symbols for God and warfare. For us who come out of a Judaic/ Christian background, we have the tradition of Jacob fighting with God and emerging from the fight with a new name, Israel (He who has fought with God)" (p. 7). By the time he spoke at my institution, Wren was already engaged in his final battle with cancer. During the chaos of Hurricane Katrina, we lost track of each other. The history of the book is everywhere, so widely diffused that it merits comparison with the famously elusive Scarlet Pimpernel, whose pursuers sought him without success. Like that figure, book history passes among us in disguise, reluctant to reveal its presence even as it gains ever-greater recognition. In some quarters, it lurks within the domain of bibliography, a field of scholarship dedicated to describing the histories of printed texts and, in the service of this enterprise, concerned with the details of (...) book-making. Elsewhere, book history installs itself within descriptions of libraries and education, sharing, with the first of these, a concern for how old books were accumulated and classified and, with the second, for the many ramifications of literacy and the fashioning of schoolbooks. Together with the history of journalism it studies how news was disseminated and ponders the significance of periodicals, be these newspapers or magazines. Political history has been another convenient site of disguise in the wake of efforts to connect the public sphere and concepts of nation with the emergence of print culture. And, of course, book history has enjoyed a long and fruitful kinship with literary history, a relationship freshly energized in recent decades as literary historians turned to describing the rise and remaking of a canon and to emphasizing the mediations that all texts undergosociology of texts,” to borrow a phrase made famous by D. F. McKenzie. To this list we can add the version of intellectual history that reconstructs the reading of a person or group and employs this data to generalize about the coming of the Enlightenment and similar formations. Etzkorn its 22nd Franciscan Institute Medal in recognition of a lifetime of scholarship, editing and publication of texts on medieval philosophy and theology, with a special emphasis on the Franciscan intellectual tradition. The ceremony was held in the Trustees Room of Doyle Hall on the campus of St. Bonaventure University (...) and attended by over 100 scholars, students, friends and members of Dr. Etzkorn's extended families. The award ceremony began with a personal appreciation by Dr. Thomas Shannon, Ph.D., emeritus of the Worcester Polytechnic Institute (Worcester, MA), former member during the 1960s with Dr. Etzkorn of the Sacred Heart Province of Friars Minor (St. Louis, MO). It was followed by the formal laudatio of the honorée presented by former colleague and friend, Dr. Timothy B. Noone, Ph.D., of the Catholic University of America, the text of which is printed here. The event concluded with personal remarks by Dr. Etzkorn on his life as a scholar of the Franciscan tradition."Let us praise men of renown and our fathers in their generation." Sirach 44:1The wisdom of Sirach, the last of the Solomonic books of the Old Testament, would seem an appropriate place to begin this evening's festivities. No doubt, Gerry is squirming a bit in his chair, thinking in his customary humility that the words of Sirach are a bit too high for him. But we must learn to acknowledge what is true and great wherever it is, even when (or to put the matter correctly, especially when) the truth and greatness are found in ourselves. So there will be [End Page 259] no holding back on the present occasion, since the text from Sirach points out our path.We should start with a brief sketch of Gerry's life. Born in Kirkwood, Missouri in 1927, Gerry received his primary and secondary education in Missouri before attending the University of Dayton in the fall of 1944. After three semesters studying chemical engineering, he was drafted into the military, serving in the U.S. Army as part of the occupation forces of Japan after the surrender of August, 1945. This seeming irrelevancy actually became quite important in Gerry's life, for it was during his service in Japan that he encountered the Franciscans and decided to enter the Order after returning to the U.S. Once he had completed his degrees in philosophy and theology and been ordained, Gerry was sent to the University of Louvain, where he took his doctorate, producing a thesis that contained a partial edition of Roger Marston's hitherto unpublished Quodlibetal questions.This work at Louvain presaged in many ways the bulk of Gerry's work: he edited and studied a Franciscan medieval text from Latin manuscripts and studied its philosophical and theological doctrines. After returning from Louvain, Gerry taught for ten years at Quincy College and Seminary before leaving the Franciscans in 1971. But the Franciscans and he were far from being through with each other. Within two years Gerry arrived here to work with Fr. Gedeon Gàl on the Ockham Edition, then in the throes of its labors. Initially working as an Associate Editor on the Ockham Edition, Gerry eventually became Chief Editor of the Scotus Project, the successor project at the Institute to the Ockham Edition.During his twenty-two years at the Institute, Gerry kept up a steady pace of editions, some connected with the Institute's research projects and others springing from his own interests. Among the former, we must note three volumes of the Opera theologica of Ockham and four volumes of the Opera philosophica of Scotus; among the latter, we find the complete edition of Roger Marston's Quodlibetal questions, the edition of John Peckham's Quodlibetal questions, numerous articles containing briefer editions of lesser figures, and a volume of manuscript descriptions, analyzing manuscripts never before described in the Vatican Library. Following an extended period of neglect, the early 1840s saw a dramatic revival of interest in English church music and its history, which coincided with the period of heightened religious sensitivity between the publication of Newman‘s Tract 90 in early 1841 and his conversion to Roman Catholicism in October 1845. This article examines the activities and writings of three men who made important contributions to the reformation of the music of the English church that took place at this time: Rev. (...) Frederick Oakeley; Rev. John Jebb and the painter William Dyce. It pays particular attention to the relationship between their beliefs about and attitudes towards the English Reformation and their musical activities, and argues that such important works as Jebb‘s monumental Choral Service of the United Church of England and Ireland are best understood in the context of the religious and ecclesiological debates that were raging at that time.
