One of the most important theoretical and ideological tasks of Marxist philosophy is the critical study of the philosophical thought of the West. In the second half of the 1970s and beginning of the 1980s, the ideological struggle on the international arena entered a new stage. It was characterized by the turn of the forces of imperialist reaction away from the politics of detente to the politics of the "cold war," to the active opposition to the forces of peace, democracy, (...) and socialism. The struggle of ideas has swung back and forth in the context of, on the one hand, a resurgence of reactionary anticommunist tendencies, and the stimulation and expansion of antimilitary movements and the struggles of the peoples for peace and socialism on the other. The article is devoted to the life and work of the first Even composer P.M. Starostin in the context of the development of national composition schools of the East. The purpose of the study is to review the life and work of the Even composer P.M. Starostin. The object of the study is the professional musical art of the Even people, the subject of the study is the creative heritage of the first Even composer. The research is based on comparative (...) and typological methods, taking into account the theoretical developments of Russian musicologists in the field of studying the patterns of development of young national composer schools. The main conclusions include the following. The formation of the first Even composer P.M. Starostin took place within the framework of the Yakut national School of composition. The main source of P.M. Starostin's creativity was the rich Even folklore: epic tales, ritual genres, song lyrics. The creative heritage of P.M. Starostin is distinguished by originality and genre originality: from large forms – operas and cantatas to chamber-vocal works and compositions for children. The geography of the spread of young national composer schools has advanced to the north-east of Russia, where the Yakut National Composer School is currently functioning quite actively. The Yakut National School of Composition is already becoming a new center itself, on the periphery of which the prerequisites for the formation of national composition schools of the small peoples of the North living in the Arctic zone are being formed. The experience of reviewing the work of the first Even composer P.M. Starostin, considered by us in the article, marks this process. The novelty of the research lies in the fact that for the first time data on the life and work of the Even composer P.M. Starostin are introduced into scientific circulation. Until now, his name has remained virtually unknown to musicology. Such a review is being conducted for the first time. (shrink)

In the article, the scenario-moulding is evaluated through the linguistic and conceptual accessibility of the future and the moral challenges of doing and allowing harm to the future participants of the practical discourses rooted in the present-centered scenarios. The viability of the scenarios is suggested to be defined by the alienation from the present and past imaginative contexts, as well as by overcoming the projections of humanity exclusiveness through inversible forecasting with the shift from human power to vulnerability as the (...) key issue in scenario-making. The eccentric approach to the future makes it possible to review both intergenerational and intragenerational perspectives of the future through the chronological distance and yet-inexistent subjects’ expectations and needs simulation. Taking to account the impact of the past, present and future otherness implies the three-dimensional assessment model involving metaphorical evaluation of the past-rooted patterns as paradise lost, illusions of the accessible futures as paradise found, and refusal of the futurized present expectations for the yetunknown imaginative future contexts as paradise conceptually postponed. The approach can find its practical application in tailoring and evaluating migration solutions and scenarios. (shrink)

The article highlights the theoretical foundations of information support of public administration. The paper considers and analyzes effective information and telecommunication systems for implementing information security in public administration, including the development and implementation of a scientific approach to it. The research focuses on the amount of information that moves in the information system of public administration activities and provides authorities received mutually reinforcing effect "economies of scale" that is traditional in costs by increasing the scale of production.

The purpose of the article is to explore the gender aspect of the modernization of Tunisian society from modernism to postmodernism, which defined the cultural concept of the twentieth century. The article conducts a comprehensive study of gender aspects of the modernization of Tunisian society since the beginning of this modernization in 1900 of the XX century. to the beginning of the XXI century; for the first time the periodization of the women's movement in Tunisia in the period of modern (...) history is presented and substantiated; analyzed the history of the impact of political and legal reforms of the Tunisian government on changing the gender situation in society; reflects the specifics of gender ideas and practices of Tunisian society in historical retrospect. The degree of influence of the French colonial regime on the modernization of Tunisian society in a gender context is determined; an analysis of the specifics of gender relations in Islamic society. It is proved that Islamic democracy was presented as a guarantor of the real emancipation of women, provided that she retains the primary status of wife and mother. This principle, due to the socio-cultural traditions of Tunisian society, was in fact basic in gender perceptions and for this period. Biographies of the leaders of the Tunisian movement show that their social self-realization was usually directly ensured by the status of the wife of a politician. (shrink)

The phenomenon of corruption as a type of crime is immanently inherent in social and political reality. Sociality as a trans-societal universal form of human community is the environment in which corruption ties are born and function. The socio-political structure is organized as a collective effort, on the one hand, it overcomes disintegration, and on the other, it generates corrupt behaviour patterns. Corruption models of behaviour have an extremely wide scale of distribution and are characterized by active institutional expansion into (...) various spheres and institutions of modern society, they feed business relations and administrative activities, covering huge masses of the population. In the social system in which we live, the imaginary body is an able body. The able-bodied has established its representations that are the projection of able-bodied subjectivities. In this article, I shall develop a psychoanalytic account of physical disability in order to open up possibilities for physical disability beyond its position as castrated able-bodiedness. Psychoanalysis, to me, is not simply about `sexuality' but can also be used to analyse `physical disability', indeed all aspects of one's subjectivity. I shall propose (...) the appropriation of psychoanalysis to explain the construction of subjectivity, whether it is able-bodied or disabled, in a way that parallels the male/female dichotomy. Within an able-bodied symbolic, in which the able-bodied takes itself as normal, it is impossible to illustrate the multiplicity of the disabled. Following Irigaray's claim that the ambiguity of female sexuality does not conform to male notions of sexuality, I argue that the complexity of the disabled body does not fit into the able-bodied norm of subjectivity. In this article, I shall be drawing on Irigaray's theory of embodied subjectivity to argue against the masculine-able-bodied-based theory of subjectivity found in Freud and Lacan. (shrink)

The term dual use technologies refers to research and technology with the potential both to yield valuable scientific knowledge and to be used for nefarious purposes with serious consequences for public health or the environment. There are two main approaches to assessing dual use technologies: pragmatic and metaphysical. A pragmatic approach relies on ethical principles and norms to generate specific guidance and policy for dual use technologies. A metaphysical approach exhorts us to the deeper study of human nature, our intentions, (...) goals, values ideals and social relations when considering dual use technology. Use of science and technology (S and T) is determined by two components of human nature: human intentions and choices. We have drawn a distinction between specific measures, goals and intentions with respect to technologies in order to show that moral judgment about technologies must precede their use. Understanding of our intentionality and values, and our moral ideals, as a measurable, tangible part of the real world is important for the prevention of any possible harm from S and T. In the context of dual use technologies, we stress the importance of three main understandings of human nature: vulnerability, responsibility and narrative identity. These can become a strong ontological “antidote” to technology’s poisoning of modern man. Each new technology can be measured and compared with man’s values, traditions and societal norms. This can be done bearing in mind the concept that human nature is not dualistic, but pluralistic. A system of ethical principles that includes the principles of good intentions, the correspondence of goals and means, the balancing of risks and benefits, simplicity, and contextuality, will help ensure that technologies are more humanistic and friendly to human beings. In the article, the recent social-philosophical discussions on authenticity and autonomy have been reviewed through the optics of power. The latter is understood as the regulation of the actors’ state of being marked or unmarked in the social-cultural space. Another dimension of the optics is the adjustment of the access to power and representation of the groups in media-related and legal discourses. The visibility asymmetry has been considered through the social representation of the groups, with attention paid to the concepts (...) of recognition, exoticization and adaptation, power, and powerlessness. The immediate and terminated effect of visibility on social cohesion and integration processes in communities has been reviewed in this context. The distortions of visibility, such as invisibility and super-visibility, require estimation of the unmarked normalcy threshold for the communities; therefore, the Ukrainian perspective on the issue involved the analysis of the conflict-related massive protracted inner displacement in the country. Based on the situation descriptions and action plans suggested in the project on the Strategy of Integration of Internally Displaced Persons and Implementation of Long-Term Solutions to Internal Displacement until 2023, the distortions of visibility in the Ukrainian communities have been assessed. One of the suggested perspectives implies the possible impact evaluation of media-type visibility of the internally displaced persons and residents of the non-government-controlled areas in Ukraine on the scenarios of reintegration of the territories temporarily occupied by the Russian Federation and Russia-backed forces. The theoretical adjustment lies in finding the visibility theory gap and formulation of the further research question on the correlation between the group visibility and reconciliation being facilitated by the actors. Статичний і динамічний фокуси контролювання ситуації та особи з боку держави розглянуто через комплементарну, стратегічну та елімінуючі моделі, метою яких, відповідно, є контролювання простору і приналежності, дотримання універсалізованої норми і самопокарання через перетворення у векторі відповідальності. Cформульовано також нагальні для українського суспільства питання-виклики, що лежать на шляху до зняття суперечностей між конфліктним і нестабільним спрямуванням до відкритості та (...) збереженням ознак стагнаційного минулого. The topicality of the issue on communities being restructured as a result of migration processes, in particular in Europe nowadays, leads to academic discussions on identity transformations under the pressure of the migrations, as well as to integration rethinking. The approach to integration has changed significantly, and the idea of the Other as an individual or a group in need of being adjusted to the social-cultural space of We has faded away, while being substituted by the recent shift from diversity (...) to superdiversity, the nation-focused models of integration considered outdated. Integration emerges as a relation-based process aimed at communicative and discoursive discovering of the social and cultural markers disclosing the possibilities for citizens to reach social cohesion advantages, without the latter being instrumentally imposed through unifying efforts of those in power. The article dwells upon the questions, issues and conclusions of the recent discussion “Who needs integration?”; and the discoursive aspect of integration based on D- principle and migration-related aspects of its implementation has been paid due attention as well. Static and dynamic identity issues have been studied in the context of conflict-related migration situation in Ukraine. The challenges and practical discourses implying integration have been reviewed through the surveys’ data, 2017- 2019, on the protracted displacement, relations between displaced persons and host communities, tolerance and civic engagement. Post-conflict reintegration problems have been outlined in the conclusions, through the issues on “return vs. integration” choice, “red lines”, and educational means and limitations of influence on the restructured communities, – as the perspectives for further research in the framework of the study. Modern linguistics is characterized by the establishment and formation of a new promising direction, based on anthropocentric theory of speech genres. The popularity of this direction lies in the interest of the scientists in the phenomenon of virtual communication, which has a certain structure and differs in mechanisms of influence on the social content. The multidimensionality and richness of genre forms determine the need for a diverse approach to the study of speech genres in modern genology. The aim of the (...) article is to study and analyze the theory of speech genres in modern linguistics. The author presents the basic theoretical foundations of the study of the theory of speech genres. Taking into account the achievements of modern studies, the concept of speech genres is analyzed, features and functions of the visual elements of the speech genre are described. It is proved that the modern speech genre and its variety the virtual speech genre are an informational and communicative environment in which there is a certain styling, sphere of communication, speech behavior. The speech genre and the virtual speech genre belong to the written communication and rely on the fullest use of lexical, grammatical, graphic, and media means of speech, which foresees certain adjustments, as well as it differs by the form of dialogue and monologue. The Franco-religious scholar and Franco-philosopher still remains little known, despite the fact that his works on such issues have long been published. If in Soviet times he was considered a materialist, revolutionary-democrat, atheist, and anti-clerical, nowadays such topics are simply avoided. One of the most recent fundamental studies in the field of religious studies is the ethnology of religion. The author of the monograph and a number of publications on this topic, Lyudmila Fylypovych, states that Ivan Franko's contribution to the (...) study of ethno-religious problems is determined not only by the fact that he gave general theoretical definitions of religion, ethnicity, nation, ethno-confessionality, examined the history of ethno-confessional relations, and analysis, but also offered new methodological approaches to understanding the content and meaning of the historical process. Many scholars have already considered the interpretation of the Bible in the works of I. Franko, including Vera Sulim, Larisa Bondar, Oksana Zabuzhko and others. However, these studies touch upon some aspects of Frank's vision of the Bible, or consider individual works of thinkers written on biblical subjects, such as "Moses," "The Death of Cain," "The Legend of Pilate," etc. Let us try here to show that the work of Ivan Franko demonstrates not only a deep philosophical understanding of the (...) Bible, a new, not dogmatic reading of its ancient stories, but also an objective and scientific analysis of the knowledge about it that has accumulated in its time by world scientific criticism. The authors investigated the relevance of consequentialism in commercial space exploration as well as in the actively developing space market. The authors conclude that space expansion and colonization of space objects will lead to a revision of the foundational consequentialism provisions. Consequentialism, formed during the history of terrestrial civilization, loses its effectiveness under conditions of space commercialization. The basics of planetary thinking are different from those of cosmic thinking. Therefore, considering the meaning of the terms “cosmic expansion” and “colonization of (...) the cosmos” through the existing theory of consequentialism faces serious contradictions. There is a range of problems that are not explored in modern philosophy and ethics due to the lack of an empirical basis for philosophical analysis. (shrink)

Стаття присвячена аналізу соціальних чинників реалізації гендерних стереотипів владного впливу. З'ясовано сутність гендерних стереотипів як соціальної категорії, їх функціональна спрямованість. Автор аналізує гендерні схеми, що базуються на кодуванні "своїх" та "чужих", їхнє значення в пізнанні соціальної реальності, визначає роль гендерних стереотипів у продукуванні й підтримці ієрархічних взаємовідносин у суспільстві. Визначено соціальний зміст гендерних ролей, їхнє значення у виробленні суспільних моделей поведінки.

The essential factors of implementation of gender identification in the context of social and communication interaction have been considered in terms of the social and philosophical analysis. The author focuses on the achievements of postmodern philosophy in terms of the scientific analysis that focused on the problem of understanding gender marking subjectivity not as immutable biological forms but as socially constructed conducted by certain types of social and communicative strategies. The author indicates that different social aspects of biological sex of (...) the individual associated with the process of public perception and the system of established socio-cultural relationship. These require the individual to a particular type of gender communicative behavior, the most appropriate in a particular society, and language becomes from an external tool in a tool of external means of formation of subjectivity, begins to define the essential contents of the subject. Language appears not only a way of individuals communication, but it is also organic strategy "involvement" of the subject in contemporary culture system, it acts as the key to his self-expression and identity. The author emphasizes that gender role is a differentiation of activity, status, rights and duties of individuals based on their gender; it belongs to the category of social roles and expressing certain social expectations. The value-regulatory system family, which brought up a specific person, has an influence on the formation of gender roles. In terms of the communication gender display is means of gender roles implementation. Gender identity should not be seen as attributive property of the individual, but it should be seen as a model of social and communicative behavior, that enables selection of the most effective communication strategies for social interaction and social causes of self-identity.
