The scope of noninvasive prenatal testing (NIPT) could expand in the future to include detailed analysis of the fetal genome. This will allow for the testing for virtually any trait with a genetic contribution, including “non-medical” traits. Here we discuss the potential use of NIPT for these traits. We outline a scenario which highlights possible inconsistencies with ethical decision-making. We then discuss the case against permitting these uses. The objections include practical problems; increasing inequities; increasing the burden of choice; negative (...) impacts on the child, family, and society; and issues with implementation. We then outline the case for permitting the use of NIPT for these traits. These include arguments for reproductive liberty and autonomy; questioning the labeling of traits as “non-medical”; and the principle of procreative beneficence. Buddhist philosophy had its origins, there can be little doubt, in some seminal intuitions of Guatama, entitled the Buddha or enlightened one, who lived possibly from 563 to 483 bce, but probably about a century later. His thought evolved from the sramanic milieu of his period in which various other movements, such as Jainism, were included; but conceptually it included motifs from the tradition of brahmins. The Buddha was critical of brahmin ideology, but made use of ideas which were prevalent (...) in the society of the Gangetic plain, where most of his work was accomplished. ABSTRACT L. J. MacFarlane has contended that the right to strike is a keystone of democratic society. The right to strike is a right to free expression, association, assembly and power. And the right to strike is dependent upon the right to employment. MacFarlane denies that the right to employment is a universal right. I argue that unless the right to work is indeed universal MacFarlane's main contention is false. Forced unemployment is, amongst other things, the denial of full (...) citizen status, for the range of liberties that constitutes the right to strike is essential to full participation in democracy. It is only when the traditional liberty‐rights of free expression and striking are seen as being based upon such recipient rights as rights to media space and time and upon the right to work, that they can play their proper democratic role. This conception of those rights is missing from the work of Rawls and Nozick as well as from MacFarlane. (shrink)

This short essay reviews Robert Allinson’s edited collection, Understanding the Chinese Mind: The Philosophical Roots. It begins with remarks on the hegemonic stance of Western philosophy in the arena of what ‘philosophy’ means. It then draws attention to the need for Chinese (and, more broadly, Asian) society to occupy a new position in global conversations, philosophical or otherwise. The review then turns to brief synopses of each of the articles that feature in the collection, returning the conversation to the (...) broader question of how to promote the dialogue for which Allinson’s volume calls. The reviewer suggests that, in addition to setting up collaborative organizations, Western philosophers should think more seriously about what and how to learn from their Eastern counterparts, and Eastern philosophers should begin writing ethical and political works which translate their pragmatic concerns into real conclusions about the values of our global culture. In response to growing concerns of bias, discrimination, and unfairness perpetuated by algorithmic systems, the datasets used to train and evaluate machine learning models have come under increased scrutiny. Many of these examinations have focused on the contents of machine learning datasets, finding glaring underrepresentation of minoritized groups. In contrast, relatively little work has been done to examine the norms, values, and assumptions embedded in these datasets. In this work, we conceptualize machine learning datasets as a type of informational infrastructure, (...) and motivate a genealogy as method in examining the histories and modes of constitution at play in their creation. We present a critical history of ImageNet as an exemplar, utilizing critical discourse analysis of major texts around ImageNet’s creation and impact. We find that assumptions around ImageNet and other large computer vision datasets more generally rely on three themes: the aggregation and accumulation of more data, the computational construction of meaning, and making certain types of data labor invisible. By tracing the discourses that surround this influential benchmark, we contribute to the ongoing development of the standards and norms around data development in machine learning and artificial intelligence research. Each year millions of nonhuman animals are exposed to suffering in universities as they are routinely used in teaching and research in the natural sciences. Drawing on the work of Giroux and Derrida, we make the case for a critical pedagogy of nonhuman animal suffering. We discuss critical pedagogy as an underrepresented form of teaching in universities, consider suffering as a concept, and explore the pedagogy of suffering. The discussion focuses on the use of nonhuman animal subjects in universities, in (...) particular in teaching, scientific research, and associated experiments. We conclude that a critical pedagogy of nonhuman animal suffering has the capacity to contribute to the establishment of a practical animal ethics conducive to the constitution of a radically different form of social life able to promote a more just and non-speciesist future in which nonhuman animals are not used as resources in scientific research in universities. Situating Manuel Castells's three-volume work, The Information Age, within a broad tradition of classical social theory that has sought to come to terms with the emergence of new forms of social, economic and cultural life, critical consideration is given to a series of concerns, including questions of analytic perspective and in particular the relevance of the work of Marx; the concept of the network society; the movement from production to consumption as the primary medium through which individuals are engaged (...) within contemporary society; and issues of identity and community. In contrast to Castells's identification of an ethical foundation or spirit of informationalism, it is argued that an aesthetics of consumption is central to modern society in its informational capitalist phase and that as society has become more exposed to the consequences of informationalism and the associated globalization of capital, the prospect of living in an ethically responsible manner has diminished significantly. In the aftermath of the 1930s Great Depression, and as the Second World War was drawing to a close, Karl Polanyi concluded a critical analysis of market capitalism on an optimistic — and with the benefit of hindsight we can add premature — note, remarking that the ‘primacy of society’ over the economic system had been ‘secured’. Eighty years later, amidst the unresolved turmoil of another comparable global capitalist economic crisis and accumulating signs of a growing environmental crisis, both (...) a direct legacy of the operation of the ‘market economy’, the remedy advocated by governments and policy-makers is effectively a return to ‘business as usual’. Notwithstanding various manifestations of public expression of dissatisfaction with the consequences of global ‘free-market’ capitalism, which include increasing inequality, poverty, unemployment, depletion of scarce natural resources, environmental destruction, pollution and waste, the default policy setting remains to restore global economic growth, to generate further increases in production and cultivate ever-rising rates of consumption, even if the risk is ‘common ruin’. However, there are a number of realistic, progressive and radical alternatives proposed by critical analysts, including a political program for ‘de-growth’, a reinvention of communism and detailed policy proposals outlining the measures necessary to promote a transition to a ‘post-capitalist’ society with a sustainable economy. This article names some of the human under standings and ways of being that are fundamental to teaching and learning, which new educational tech nologies, especially the computer, tend to remake, reduce, or replace altogether in K-12 classrooms. The article asks questions and tells stories about students, teachers, and the authors themselves using computers for educational purposes, investigating three particular uses of technology in detail. The authors argue that new educational technologies change the meaning of words common to teachers' vocabularies, (...) especially words such as classroom community, knowing, and coming to know. AI systems play an increasingly important role in shaping and regulating the lives of millions of human beings across the world. Calls for greater _transparency_ from such systems have been widespread. However, there is considerable ambiguity concerning what “transparency” actually means, and therefore, what greater transparency might entail. While, according to some debates, transparency requires _seeing through_ the artefact or device, widespread calls for transparency imply _seeing into_ different aspects of AI systems. These two notions are in apparent tension with (...) each other, and they are present in two lively but largely disconnected debates. In this paper, we aim to further analyse what these calls for transparency entail, and in so doing, clarify the sorts of transparency that we should want from AI systems. We do so by offering a taxonomy that classifies different notions of transparency. After a careful exploration of the different varieties of transparency, we show how this taxonomy can help us to navigate various domains of human–technology interactions, and more usefully discuss the relationship between technological transparency and human agency. We conclude by arguing that all of these different notions of transparency should be taken into account when designing more ethically adequate AI systems. (shrink)

Social-media platforms have become a global phenomenon of communication, where users publish content in text, images, video, audio or a combination of them to convey opinions, report facts that are happening or show current situations of interest. Smart-city applications can benefit from social media and digital participatory platforms when citizens become active social sensors of the problems that occur in their communities. Indeed, systems that analyse and interpret user-generated content can extract actionable information from the digital world to improve (...) citizens’ quality of life. This article aims to model the knowledge required for automatic problem detection to reproduce citizens’ awareness of problems from the analysis of text-based user-generated content items. Therefore, this research focuses on two primary goals. On the one hand, we present the underpinnings of the ontological model that categorises the types of problems affecting citizens’ quality of life in society. In this regard, this study contributes significantly to developing an ontology based on the social-sensing paradigm to support the advance of smart societies. On the other hand, we describe the architecture of the text-processing module that relies on such an ontology to perform problem detection, which involves the tasks of topic categorisation and keyword recognition. The recent proliferation of AI scandals led private and public organisations to implement new ethics guidelines, introduce AI ethics boards, and list ethical principles. Nevertheless, some of these efforts remained a façade not backed by any substantive action. Such behaviour made the public question the legitimacy of the AI industry and prompted scholars to accuse the sector of ethicswashing, machinewashing, and ethics trivialisation—criticisms that spilt over to institutional AI ethics boards. To counter this widespread issue, contributions in the literature have (...) proposed fixes that do not consider its systemic character and are based on a top-down, expert-centric governance. To fill this gap, we propose to make use of qualified informed lotteries: a two-step model that transposes the documented benefits of the ancient practice of sortition into the selection of AI ethics boards’ members and combines them with the advantages of a stakeholder-driven, participative, and deliberative bottom-up process typical of Citizens’ Assemblies. The model permits increasing the public’s legitimacy and participation in the decision-making process and its deliverables, curbing the industry’s over-influence and lobbying, and diminishing the instrumentalisation of ethics boards. We suggest that this sortition-based approach may provide a sound base for both public and private organisations in smart societies for constructing a decentralised, bottom-up, participative digital democracy. Foucault’s disciplinary society and his notion of panopticism are often invoked in discussions regarding electronic surveillance. Against this use of Foucault, I argue that contemporary trends in surveillance technology abstract human bodies from their territorial settings, separating them into a series of discrete flows through what Deleuze will term, the surveillant assemblage. The surveillant assemblage and its product, the socially sorted body, aim less at molding, punishing and controlling the body and more at triggering events of in- and ex-clusion (...) from life opportunities. The meaning of the body as monitored by latest generation vision technologies formed from machine only surveillance has been transformed. Such a body is no longer disciplinary in the Foucauldian sense. It is a virtual/flesh interface broken into discrete data flows whose comparison and breakage generate bodies as both legible and eligible (or illegible). (shrink)

According to several recent studies, a big chunk of college students in North America and Europe uses so called ‘smart drugs' to enhance their cognitive capacities aiming at improving their academic performance. With these practices, there comes a certain moral unease. This unease is shared by many, yet it is difficult to pinpoint and in need of justification. Other than simply pointing to the medical risks coming along with using non-prescribed medication, the salient moral question is whether these practices (...) are troubling in and of themselves. In due consideration of empirical insights into the concrete effects of smart drugs on brain and behavior, our attempt is to articulate wherein this moral unease consists and to argue for why the authors believe cognitive enhancement to be morally objectionable. The authors will contend that the moral problem with these practices lies less in the end it seeks, than in the underlying human disposition it expresses and promotes. Some might ask, what is wrong with molding our cognitive capacities to achieve excellence, get a competitive edge, or, as the whim takes us? In all of these occasions, the usage of smart drugs serves a certain goal, a telos. The goal is, broadly speaking, this: outsmarting opponents in an arms race for limited resources and thereby yielding a competitive edge. In plain words: competition is valued higher than cooperation or solidarity. What is wrong with striving for this goal? The authors submit that the question whether people really want to live in a society that promotes the mentality ‘individual competition over societal cooperation' deserves serious consideration. In developing their answer, the authors draw on an ‘Ethics of Constraint' framework, arguing that widespread off-label use of smart drugs bears the risk of negative neural/behavioral consequences for the individual that might, in the long run, be accompanied by changing social value orientations for the worse. Представлено концептуализацию измерений smart-общества как разумного, инновационного, интеллектуального, высокотехнологического. В основе smart-общества востребованным есть smart-человек, который работает в высоко инновационной среде, детерминированной информационно-коммуникационными технологиями. Центральная проблема данного исследования - анализ smart-общества, smart-управления, smart-бизнеса, smart-государства, в основе которых новое взаимодействие человека и общества. Главная задача – обосновать концептуализацию smart-общества в контексте измерений, в основе которых (...) человек как объект и предмет познания; исследовать понятийно-категориальный аппарат темы и эволюцию основных категорий в измерении «smart», а также востребованность человека как креатора инновационной среды. Методологической основой исследования является синергетический подход, в контексте которого новые реалии «smart», которые трансформируют социальные аспекты бытия человека и общества. Информационный подход к анализу социума исходит из синергетического, нелинейного видения путей разрешения общецивилизационных проблем. Методы - аантропологический и социоаксиологический методы и подходы позволяют раскрыть измерения smart-общества, в основе которого человек, образование, движение к «обществу инноваций» и знаний. Научная новизна исследования, что в нем впервые представлена концептуализация smart-общества в философском контексте и разработан ее поятийно-категориальный аппарат. Делается вывод, что прорыв в системе ИКТ определил глубинные содержательные изменения во всех сферах общественной и профессиональной деятельности, которые привели к появлению нового феномена smart-общества и smart-человека. Результаты исследования – формирование концепции smart-общества как высшей стадии цивилизационного развития человечества. In particular, out of the Langkawi International Dialogues, organised in Malaysia in 1995, 1996 and 1997, has emerged the (...) concept of ?Smart Partnership?, a new business philosophy for promoting ethical, win?win business practises at all levels of enterprise. The urgency of the study of "stem-education" as a factor in the development of "smart-society" is that this kind of society is a continuation of information and "knowledge society", which is developing on the basis of smart technologies. The concept of smart society is at the heart of modern state-owned development programs of South Korea and Japan. In South Korea, the National Social Agency has developed a "Smart Society Strategy" that introduces (...) the technological foundations of smart societies. The central issue of Smart-society is business, which makes managing more intelligent and activities aimed at using knowledge and innovation. The objectives of the study are to identify the "stem-education" endpoint through the use of electronic and collective technologies, which become more massive and effective, and through the use of natural, engineering and maternal education. It is no coincidence that this concept is documented in the Europe 2020 Strategy: Smart Growth Strategy, which includes the development of an economy based on knowledge and innovation, fosters sustainable growth, more efficient use of resources, and inclusive growth and strengthening of high employment. Countries such as the United States, China, Australia, the United Kingdom, Israel, and Singapore carry out state-of-the-art stem-education programs. The methodological basis of the study is systematic, structural, axiological, synergetic methods and approaches that have allowed disclosing stem-education as the leading trend in the world of educational space. Conclusion - It is proved that stem-education is an innovation that combines the traditions of natural and mathematical education, is based on the principles of fundamentalism and knowledge-based, combining technological, organizational, material and technical resources and human capital. As a result of the development of stem-education at the expense of ICT, business processes, governance, and management reform are undergoing change, leading to economic, social and managerial processes at a higher level in some of those societies. Smart society is a new quality of society in which the combination of the use of new technologies will allow people to improve the quality of their lives. This article presents philosophical and educational reflection of smart-society as a new model of the information society and presents its impact on human capital. It reveals timeliness of this topic, which is innovative and hardly developed. It analyses international experience in establishment and growth of smart-society and dimensions of axiological field of smart-society, which is based on axiological matrix of information and knowledge, which are considered and being civilized dimensions of modern society. The main idea is to prove the evolution of the information society to smart-society and the possibility of establishment of smart-society in Ukraine. The analysis of smart-society formation was made and its characteristics were defined, which claims priority role in the world information space formation and contribute to the competitiveness of Ukraine in the international information space. The city is considered in the works of Aristotle, Plato, Farabi, T. Mora, T. Kampanella. In the works of I.Sabsovich, N.Ohitovich the ecological ideas of town-planning, the concept of “garden city” became popular. The philosophical comprehension of the city's existence was considered by M. Antsiferov, V. Aleksashin, M.Kogan, D.Likhachev, Y. Lotman, M.Uvarov in his works. Among Ukrainian researchers, T. Voznyak, I. Voronin, O. Gladkogo, M.Preptonsky, T.Korienenko and others should be mentioned in the understanding of the existence of the city. Methods of research. Methods of structural-system, structural-functional analysis are widely used in the theory and practice of the “Smart-city” research. It allows to penetrate deeply into the phenomenon of the influence of Smart-technologies on the development of Smart-city in the information society. The result of the study. In order to solve the problems of the influence of Smart-technologies on the development of Smart-city in the information society, a concept for the smart technologies strategy development aimed at cooperation with leading companies of this industry and the production of domestic analogues in accordance with world standards. Conclusions. The rapid development of Smart-technologies gives the opportunity to bring the educational process to a new high level, which will provide a better training of specialists in the field of design. Getting of specialists are necessary for the formation and alignment of the country in the format Smart, as well as to increase Ukraine's competitiveness in the international arena. First, the basic ideas are explained and related to citizen participation in the context of implementation of a “society for all ages” concept disseminated by the United Nations. Next, the text discusses selected initiatives of the European Commission in the field of intergenerational programming and policies as well as features of the COST Action NET4Age-Friendly: Smart Healthy Age-Friendly Environments. The following (...) sections are focused on studying and discussing examples of projects and methodologies that have been aimed at: empowering facilitators of smart healthy inclusive environments, empowering citizens to deal with health emergencies, and supporting older people’s voices. In the article the concept of "Smart-technology" in modern design is considered, the influence of information communes and technologies on modern society is investigated. The rapid development, in particular, of smart technology, makes it possible to bring the educational process to a new qualitative level, which will provide better training of design specialists that are necessary for the formation and development (...) of the country in the form of Smart, as well as for the prosperity of our country. The article explores design artifacts, which are differentiated in the cultures of the industrial, post-industrial, information society. The concept of eco-design and smart technologies in the modern design of the city is considered. The scientific novelty and practical significance of the problem under investigation is that the problem of "Smart Technology" as a factor in the development of modern design is considered for the first time in the domestic literature and is of great importance for the transformation of the city and the training of specialists in this field. Reports in the popular press suggest that smart drugs or “nootropics” such as methylphenidate, modafinil and piracetam are increasingly being used by the healthy to augment cognitive ability. Although current nootropics offer only modest improvements in cognitive performance, it appears likely that more effective compounds will be developed in the future and that their off-label use will increase. One sphere in which the use of these drugs may be commonplace is by healthy students within academia. This article reviews the (...) ethical and pragmatic implications of nootropic use in academia by drawing parallels with issues relevant to the drugs in sport debate. It is often argued that performance-enhancing drugs should be prohibited because they create an uneven playing field. However, this appears dubious given that “unfair” advantages are already ubiquitous and generally tolerated by society. There are concerns that widespread use will indirectly coerce non-users also to employ nootropics in order to remain competitive. However, to restrict the autonomy of all people for fear that it may influence the actions of some is untenable. The use of potentially harmful drugs for the purposes of enhancement rather than treatment is often seen as unjustified, and libertarian approaches generally champion the rights of the individual in deciding if these risks are acceptable.
