The increasing interest in problems of the theory of international relations is a consequence of objective processes occurring in the world, of the needs of social practice, and of the necessary rise in the role and weight of international relations in the life of human society. Questions of international relations today occupy a central place in the decisions and materials of the Twenty-Fourth Congress of the CPSU, for, as was stated in the Report of the Central Committee of the CPSU, (...) Under present conditions, many of the most important tasks in the development of the world revolutionary process, of the building of socialism and communism, are settled directly in the sphere of international relations. In this paper I argue that, since institutions must reflect the societies in which they are placed, a socialist health-care system cannot be understood unless democratic socialism—which would assure all of basic necessities of existence, full education and health-care to all members of the community—is not incompatible with a flourishing market for other products. In contrasting single with multiple tiered health care systems, I suggest that a single tiered system in which all have equal access to health (...) care and none can buy more, is most consistent with the ideals of democratic socialism. This paper is a reflection on the legitimacy of commonly accepted opposition of the notions of “capitalism” and “socialism”. The leading thesis is that although they can be considered as antinomies, their real referents should not be treated analogously. Capitalism, as understood by its very name, emerged in the second half of the 19th century and evolved constantly from this moment, often changing its main features. Socialism, in contrast, was created as a notion opposing the capitalistic reality of the 19th (...) century. Yet it never really existed in this form. B a c k g r o u n d. Deng Xiaoping is considered the main architect of socialist reforms and the founder of China's modernization theory. He mastered and developed the socialist system, trying to adjust it to the national conditions of China. Deng Xiaoping believed that it was by following the course of "socialism with Chinese characteristics" that China would transform from a poor country into a highly developed one. The article provides a theoretical reconstruction (...) of the main content of Deng Xiaoping's concept of "socialism with Chinese characteristics." The main philosophical and socio-political aspects of the concept of building socialism with Chinese characteristics are presented in a systematic form in the context of the foundations of Chineseization of Marxism. M e t h o d s. In the article, a historical-logical approach was used to reveal the specified research topic, which allowed us to determine the socio-political prerequisites for the emergence of Chineseized Marxism. An interdisciplinary approach made it possible to carry out a theoretical analysis of social, economic, and political changes in modern China, which were caused by the proposed theory of Deng Xiaoping's "socialism with Chinese characteristics". Systemic, structural-functional, and constructivist methods, as well as methods of synthesis and generalization, were also applied. R e s u l t s. Because of the above, the purpose of this study was to carry out a theoretical reconstruction of Deng Xiaoping's theory of building "socialism with Chinese characteristics" and to find out how his ideas influenced the development of modern China after the completion of the "Great Leap Forward" and the "Cultural Revolution" of Mao Zedong. The key features of Deng Xiaoping's proposed theory of "socialism with Chinese characteristics" were established, including the idea of democratization of society and implementation of the legal basis of state functioning; the beginning of a new period of "reforms and openness"; determining the course for socialist modernization; following Marxism-Leninism and the ideas of Mao Zedong. C o n c l u s i o n s. In conclusion, it can be noted that the main feature of Deng Xiaoping's ideas was that they were inextricably linked with the national and cultural traditions of Chinese civilization, starting from Confucianism and the gradual synthesis with Marxist ideology. Evaluating the theory of Deng Xiaoping, it can be defined as a relatively complete scientific system that covers the fields of philosophy, political economy, and scientific socialism, it contains the doctrine of socialist ideology, and the doctrine of the essence and ways of socialist development, theories of the reform of socialist political and economic systems, the theory of building a socialist country. The socialist system has suffered a major historical defeat. The economy has found itself at the epicenter of the crisis. It was socialism's economic insolvency that gave powerful impetus to the reevaluation of socalled socialist values in the area of ideology, politics, and culture in the mass consciousness of the people, even if they had previously consciously or by inertia accepted the mythology of the socialist world view in its Soviet interpretation.

Marketing communication in modern times is similar to the propaganda model, i.e. persuasive communication in all possible fields of exploitation. The last three decades in Central and Eastern Europe constituted a time of transformation in many areas of social, political and economic life. Thanks to immanent changes depending on the economic situation and the clash of demand and supply, it was possible to create functional models in three selected time intervals distinguished by the author (socialism, transformational period and capitalism). The (...) use of functional models gives the opportunity to indicate how many changes have taken place in such a short period of time both in terms of consumer mentality and in satisfying the needs of producers. The basis for the application of this type of operationalization of the idea is the statement that “the functional model consists in mapping the functioning of a given system. It should give an idea of the functions and processes taking place in a given system” (Sabryła, Trzciniecki 1986). Socialists believe that equality, community, and economic democracy can only be achieved by a system of joint ownership in the means of production. These property rights do not, as such, pass judgment as to what rights individuals have to their own person. Libertarians believe that individual liberty and autonomy are only coextensive with a set of stringent rights to the person and its powers. These property rights do not, as such, pass judgment as to what rights individuals have to (...) the external world. Bringing libertarianism and socialism together is therefore, in principle, possible. This paper takes this further step, by sketching a constituiton that reconciles individual autonomy with radical equality of condition. To those libertarians drawn to socialist values (such as the pioneers of nineteenth-century anarchism), the paper offers a reconciliation that is arguably more true to these values than left-libertarianism. To those socialists drawn to libertarian values, it offers an alternative to left-libertarianism that avoids the pitfalls of statism. (shrink)

Rosa Luxemburg offers a democratic criticism of this view, arguing that the dominating effects of a capitalist economy undermine the ability of liberal democracy to actualise its ideals of freedom and equality. Drawing on Luxemburg’s writings, this article theorises a model of socialist democracy which combines support for public ownership and control of the means of production with a plural (...) multi-party electoral system and a defence of civil liberties. It recovers Luxemburg’s conceptualisation of a socialist democracy as the extension of democratic principles to major social and economic institutions currently governed by nondemocratic authority structures. It defends this version of socialist democracy from the liberal objection that it violates citizens’ property rights and the Marxist objection that it retains the dominating structures of the state and a coercive legal system. Socialism grew up in opposition to capitalism, just as liberalism developed in reaction to feudalism. Both liberalism and socialism combined potent critiques of the existing socio‐economic order with blueprints for a desirable future society. However, liberalism provides a rather more coherent body of thought than does socialism, and its theories are linked with the emergence of a dominant system combining capitalism and liberal democracy. By contrast, no widespread socio‐economic order has as yet emerged which can be confidently or closely (...) associated with the ideas of socialism. What should a free economic system look like? Socialists have long held that a universal human emancipation requires replacing capitalism with socialism. However, it has recently been argued that Property‐Owning Democracy (POD) safeguards freedom while allowing us to keep key features of capitalism. I challenge that claim by showing that the institutional features that make capitalist workplaces unfree are shared with POD. As a result, POD is insufficient for a free economic system. This book examines the historical development—in practice and theory—of governance in socialist systems. With more than a century of such development from many parts of the world, including the Soviet Union, China, and the DPRK (North Korea), it is possible to gain much from careful study of their political systems.But what is the nature of this socialist governance? It is abundantly clear that the type of governance in socialist countries had never before been seen in human history. (...) How does this governance work? What was the political theory that arose from the practice? How did this type of governance develop over time and in light of specific conditions?These are the questions that Socialism in Power sets out to answer. It does so not by using methods developed for studying Western liberal nation-states, but by deploying Marxist-Leninist analysis. Not an abstract Marxism, but concrete Marxism, as it was applied and developed in light of the particular historical conditions of the countries in question.The book begins with careful analysis of the works of Marx and Engels, with a particular emphasis on Engels, who was crucial in establishing the basic principles of socialist governance. Next, the book focuses on the Soviet Union, which was the first country in human history to experience socialism in power. The rarely studied DPRK (North Korea) comes next, as a transition to East Asia, followed by a number of chapters on China, which arguably has the most developed form of socialist governance. Scott Arnold's recent paper, “Marx and Market Socialism,” advances a provocative thesis: market socialists are advocating an economic system that has a strong, internally generated tendency to revert to capitalism. They are, in short, “capitalist roaders”.

Scholarly debates on sustainable consumption have generally overlooked alternative agro-food networks in the economies outside of Western Europe and North America. Building on practice-based theories, this article focuses on informal raw milk markets in post-socialist Lithuania to examine how such alternative systems emerge and operate in the changing political, social, and economic contexts. It makes two contributions to the scholarship on sustainable consumption. In considering semi-subsistence practices and poverty-driven consumption, this article argues for a richer, more critical, and inclusive (...) theory of sustainability that takes into consideration vernacular forms of exchange and approaches poor consumers as subjects of global history. Second, it revisits practice theories and infrastructures of consumption approaches to consider ruptures, discontinuities, and historical change in infrastructures as a way to account for inequalities and experiences of marginalization. In China, the transformation from a centrally planned economy to one dominated by market forces has been characterized by the devolution of authority from the center to localities. This is as true of the enormous state bureaucracy associated with the control of fertility as it is with the economic bureaucracies more often studied in transitional societies. Using observations from several field sites, the authors document how county-, township-and village-level family planning cadres have gone from being agents of the state to (...) autonomous actors who must negotiate between the ongoing demands of the central bureaucracy and the new opportunities available in the locales in which they work and dwell. They suggest that any serious change in the draconian restrictions on fertility that have obtained in China for almost thirty years is likely to derive from initiatives at the local level. Local actors have already begun to adjust to the tensions between responsibilities and available resources that have tended to induce paralysis in the upper levels of this long-standing state bureaucracy. The notion of ecological civilisation has become central to Chinese efforts to confront and deal with environmental problems. However, ecological civilisation is characterized by its proponents in different ways. Some see it as simply an adjunct to the existing system designed to deal with current ecological crises. Its more radical proponents argue for a socialist ecological civilisation that should be developed globally and transform every part of society, changing the way people perceive, live and relate to each other (...) and to nature, and the goals they aspire to. Ecological civilisation is a translation of the Russian notion of ecological culture, and tracing the history of ecology and the concept of culture in the Soviet Union, particularly in the 1920s, I will support this more radical view, arguing that ecological civilisation is not only underpinned by eco-socialism; it provides the means to clarify the meaning of socialism generally in a way that accords with deep assumptions of Marx’s critique of capitalism. That this notion has been officially embraced within China establishes a tradition of socialist thought that now has the potential to challenge and replace global capitalism. (shrink)

This study analyses Soviet socialism by applying Marx’s theory. The Soviet system did not realize Marx’s notion of non-instrumental production (abolition of labor) and hence inevitably developed into a new form of exploitation. Soviet socialism represented a revival of the ancient Asiatic mode of production, characterized by Marx as exploitation based on the negation of private property. Marx shows that Asiatic despotism was brought to Russia by the Mongolian conquest. The Mongols had adopted this despotism earlier, upon conquering China, (...) an Asiatic-despotic (hydraulic) river country. Lenin was aware of Russia’s Asiatic-despotic heritage and feared it might re-emerge under socialism. Following Marx, he adopted a socialist conception advocating an interim stage: a radical welfare state. This conception emerged victorious in the New Economic Policy (NEP). Yet, socialism as a modern version of Asiatic despotism, first developed by Trotsky, temporarily triumphed during the short War Communism period preceding the NEP. Under Stalin’s rule it ultimately prevailed. Marx’s legacy still points to the road to freedom. (shrink)

All varieties of socialism share this trait in common: they are systematic alternatives to capitalism. But why should a systematic alternative to capitalism be necessary? Has it not proven to be the most productive economic system in history? Has it not created social conditions in which the powers of human imagination, creativity, and scientific understanding have grown to wider scope than in any previous society? Has it not enabled human beings to extend their life span and live healthier and (...) more active lives than ever before? Has it not proven extraordinarily plastic, able to solve unforeseen problems in ways that its opponents continue to predict that it cannot, thus proving itself superior to any proposed alternative? These are difficult questions that anyone who claims that an alternative is necessary must take seriously. (shrink)

In this collection, twelve philosophers, historians, and political philosophers-scholars with a diverse set of disciplinary and political leanings-assess aspects of socialism in light of its recent reversals. Some of the essays consider what made the socialist project seem compelling to its advocates, examining the moral and political values that made socialism appealing to intellectuals. Others evaluate whether there are aspects of socialism that ought to be preserved, such as its quest for equality and community. Some essays examine whether free-market (...) systems need to be further modified in response to ongoing socialist critiques. Several others argue for the continuing validity of socialism in its social democratic incarnation, suggesting ways in which socialism may still have a productive future. In this article I discuss 'the transition' of Lithuanian health care. In order to illustrate the size of the difficulties the people of Lithuania presently face, I focus in particular on the problem of resource allocation. I believe my observations (both general and particular) reflect the experiences of other post-socialist countries, especially those nations which were directly incorporated within the former USSR. Certainly, the two other Baltic states -- Latvia and Estonia -- have a great deal in common with (...) Lithuania, both politically and culturally. Feminist philosophy is an engaged theoretical enterprise with a critical perspective on any philosophical positions which may perpetuate male dominance. It also seeks a general understanding of what needs to be changed in the social world so as to empower women. According to this general characterization, many socialist thinkers could be counted as feminist philosophers, since they assume that male domination has its roots in systems of private property and believe that empowering women requires constructing socialist alternatives to (...) capitalism. However, for the purposes of this article I will consider only those thinkers who wrote specifically about the relation between women's situation and socialism, thus setting aside writers like Rosa Luxemburg, Simone Weil, and Hannah Arendt, important though they may be for the development of anticapitalist thought in general. The collection consists of four parts: Part I presents three non-technical essays on economic development and economic systems. Four out of five essays in Part II deal with the theory and measurement of the so-called Index of Total Factor Productivity for several countries. The fifth essay is on the theory of index numbers. The first essay of Part III compares the American and Soviet patterns of economic development and finds that the path followed by each country might have been optimal (...) for it at the time. The second essay develops a general theory of a producer cooperative. The third essay discusses a method for avoiding monopolistic exploitation, under either system, without price control. Part IV presents three applications of economic theory to historical problems - in particular, to serfdom and slavery. The first, on 'The Causes of Slavery or Serfdom', has become a classic. The second challenges the widely accepted view that Russian serfdom had become unprofitable for the serf-owners before the Emancipation of 1861. The last shows that the oft-repeated estimate of the overcharge for land allotted to the former serfs by the Emancipation has little basis in fact. (shrink)

Thomas Piketty’s Capital and Ideology constitutes a landmark achievement in furthering our understanding of the history of inequality, and presents valuable proposals for constructing a future economic system that would allow us to transcend and move beyond contemporary forms of capitalism. This article discusses Piketty’s conceptions of ideology, property, and ‘inequality regimes’, and analyses his approach to social justice and its relation to the work of John Rawls. I examine how Piketty’s proposals for ‘participatory socialism’ would function not only (...) to redistribute income and wealth, but also to disperse economic power within society, and I discuss the complementary roles of redistribution and predistribution in his proposals, and Piketty’s place in a tradition of egalitarian political economy associated with James Meade and Anthony Atkinson. Having elaborated on Piketty’s account of the relationship between economic policy and ideational change, and his important idea of the ‘desacralization’ of private property, I develop ‘seven theses’ on his proposals for participatory socialism, examining areas in which his approach could be enhanced or extended, so as to create a viable twenty-first century version of democratic socialism. This paper examines some of the key characteristics of a socialist health care system using the example of the British National Health Service (NHS). It has been claimed that the NHS has socialist principles, and represents an island of socialism in a capitalist sea. However, using historical analysis, this paper argues that while the NHS claims some socialist ends, they could never be fully achieved because of the lack of socialist means. The socialist mechanisms (...) which were associated with earlier plans for a national health service such as a salaried service, health centres, elected health authorities and divorcing private practice from the public service were discarded in negotiation. Moreover, even these would have achieved socialism merely in the sense of distributing health care, without any deeper transformation associated with doctor-patient relationships and prevention. In short, the NHS is more correctly seen as nationalised rather than socialised medicine, achieving the first three levels of a socialist health service identified here. It can be said to have socialist principles in the limited distributional sense and has some socialist means to achieve these. However, it lacks the stronger means to fully achieve its distributional goals, and is very distant from the third level of a radical transformation of health care. (shrink)

Through an historical analysis of the transnational practices of economists during the Cold War, Johanna Bockman rejects the narrative that the revolutions of 1989 represented the victory of ‘Western economics’, and especially neoliberalism, over ‘East-European socialism’. Rather, Bockman shows that the space of exchange, as well as policy experimentation in socialist states such as Yugoslavia and Hungary, led to the articulation of alternative, decentralised, ‘market socialisms’ from the 1950s up until the 1980s. Instead of operating within separate and incommensurable (...) paradigms of ‘capitalist’ and ‘socialist’ economics, Bockman shows how neoclassical theory and its long tradition of comparing distinct economic systems became the centralepistemeallowing for the transnational exchange of ideas between economists of both the East and the West. This review-essay evaluates the book’s central claims but argues that the book stands on weaker ground when arguing that a reformed socialism was a viable option in Eastern Europe after 1989. Boltanski and Thévenot constructed in their seminal work On Justification the Orders of Worth framework as a research program for further empirical and theoretical development. This article suggests two methodological additions to extend the analytical capacities of the OW framework: The Socialism OW and the analytical adequacy axiom. The polito-philosophical Socialism OW, which acknowledges ' welfare' as its mode of evaluation and the higher principle of 'solidarity' as its test, is rooted in the political philosophy of Rosanvallon. In addition to (...) the systematic justification of the canonical text, this article also offers a tabular presentation for the construction of a new OW in relation to the axioms. In the article, first, the existing OW are put under scrutiny discussing the test category of solidarity, which was added and creates an analytic overload for the Civic OW. Second, analyzing the case of the German binary statutory health system, comprising of a private and a public healthcare, the capacities of the existing OW are discussed to identify a blank spot in the OW framework for empirical analysis. Accordingly, the descriptive analysis of the German binary health system is less about how the system is justified, and much more about understanding how given OW operate within it as coordinative devices. This systematic analysis of a situation of agreements, especially of investments in forms, amends the OW use for empirical analysis of critique and justification in a situation. (shrink)

What does the Soviet record tell us about the viability, effectiveness, and efficiency of socialism? There are several questions that arise if one examines the Soviet experience, in addition to the comparative systems aspect. One question relates to the impact of the experience of the Soviet Union on theories of socialism, and also vice versa: the impact and relevance of socialist theory in assessing the Soviet system. Then there is the important issue of the role of specifically Soviet- (...) Russian circumstances: traditions, political culture, and work ethic. A poet, Voloshin, wrote, “ Velikii Pyotr byl pervyi bolshevik ”. The eminent philosopher Nikolai Berdyaev also remarked that “Peter's methods were purely bolshevik.” Leftists of a Trotskyist persuasion argue that the Soviet Union under Stalin took the wrong turn, that the Soviet Union is not socialist at all, that it is “state capitalist” – run by a “new bourgeoisie,” a bureaucratic ruling class—and continue to manufacture other variants on this theme.While official Soviet ideology claims that the U.S.S.R. is socialist and is following the principles laid down by Marx and Lenin, this can be questioned. One can indeed show that many aspects of the Soviet economic and political scene are at variance with the anticipations of Marx and of Lenin. But from this, one need not draw the conclusion that there was a “revolution betrayed,” but rather that some of these anticipations were unreal or unrealizable. (shrink)
