: Before he studied philosophy under Bertrand Russell, Ludwig Wittgenstein was trained as an engineer at the Technische Hochschule in Berlin. He then worked as a graduate research engineer at the University of Manchester, where he designed a variable volume combustion chamber and received a patent for an innovative propeller design in 1911. I argue that the methodology of contemporary aeronautical engineering research, involving the systematic use of experiments and scale models, affected the Bild theory of language in the (...) Tractatus Logico-Philosophicus. The principle of similitude, underlying the mathematical resolution of scale effect problems associated with wind tunnel research on models, is reflected in the law of projection in the Tractatus. ArgumentDuring the interwar period research on turbulence met with interest from different areas: in aeronautical engineering turbulence became a subject of experimental study in wind tunnels; in naval architecture and hydraulic engineering turbulence research was on the agenda because of its role for skin friction; applied mathematicians and theoretical physicists struggled with the problem to determine the onset of turbulence from the fundamental hydrodynamic equations; experimental physicists developed techniques to measure the velocity fluctuations of turbulent flows. In this paper (...) I describe the rise of turbulence in the 1920s and 1930s as a research field under the label of applied mechanics. Although the focus is on Germany, the international development of this research field is illuminated by the role which Ludwig Prandtl played as its acknowledged “chief” (G. I. Taylor). I argue that the multifaceted character of this research field calls for an epistemology and historiography which intrinsically takes the interaction of science and engineering into account. Although the advantages of flight at high altitude were early recognized, so also were the physiological problems standing in the way of its realization. The idea of surmounting such problems by means of a pressurized cabin was advocated as early as 1909, while the first attempt to translate the concept into actuality occurred in 1921. Neither it nor several successive attempts enjoyed any real success until a project launched by the U. S. Air Corps in 1935 produced a breakthrough aircraft (...) designated the XC-35. The major reason for the favorable termination of that venture was the thoroughness of the engineering involved. But it is equally notable that this was the first instance in the age of powered flight where there was an active collaboration between the scientists and engineers, a rather curious circumstance in view of the fact that the achievement of altitude record-setting balloon flights in the nineteenth century had owed a great deal to an interconnection of aeronauts and scientists' laboratories. This paper focuses on the physiological investigations which informed the XC-35 engineers while at the same time bringing into being a new aeromedical laboratory taking the first small step toward turning aeromedicine into space medicine. This is a comprehensive biography of Ludwig Prandtl (1875-1953), the father of modern aerodynamics. His name is associated most famously with the boundary layer concept, but also with several other topics in 20th century fluid mechanics, particularly turbulence (Prandtl's mixing length). Among his disciples are pioneers of modern fluid mechanics such as Heinrich Blasius, Theodore von Kármán and Walter Tollmien. Furthermore, Prandtl founded the Aerodynamische Versuchsanstalt (AVA) and the Kaiser-Wilhelm-Institut für Strömungsforschung in Göttingen, both of them seeds for the growth (...) of fluid mechanics in Germany. Yet Prandtl was also a representative of aeronautical research - from Imperial Germany via the Weimar Republic to the "Third Reich". Although not a party member, he assumed the role of a goodwill ambassador for Nazi Germany. This objective treatment of his career will be of interest to all scientists and historians wanting to learn more about Prandtl's influence and the early development of fluid- and aerodynamics. This work deals with the context of formation of Professor Dr. John Hadji Argyris in Germany during the 1930s and Switzerland during the 1940s. Using primary documentation, we elucidate publications with scientific theories of structural analysis made during his job as a member of a secret Commission in the Royal Aeronautical Society, in England. We explore the content of the serial publication of the Theorems of Energy and Structural Analysis of the Aircraft Engineering Journal, from 1954 and 1955, from (...) Argyris’s lectures at Imperial College, London, where he was a professor and director of the Department of Aeronautical Structures. The goal of this research is to analyze the systematic method of calculation of Argyris, starting from the theory of Computational Simulation. From this point of view, the conceptual mathematical model would be a computational model based on the unification of the concepts of Elasticity Theory and Energy Theorems formulated in matrix mathematics for communication with the computer. Wittgenstein had left off his studies as a promising young aeronautical engineer because, in the course of his engineering studies, (...) he had become obsessed with problems in the foundations of mathematics, the very problems Russell himself had tried to solve in his Principia Mathematica, a work he had completed just the year before. Wittgenstein, it seems, did not consider Russell's work to be the end of the matter, and so he had planned a book of his own on the subject. Although this work never materialized, Wittgenstein's interest in philosophy grew under his studies with Russell. And although Wittgenstein's early work in the philosophy of mathematics and logic were the initial impetus for his interest in philosophy, the events of his life soon led him back to the concerns which have always been central to the spirit of philosophy: How ought a man to live? What constitutes the good for man? What sort of life is a worthy or a beautiful one?It is likely that Wittgenstein's concern with these questions was heightened by what he saw in Russell, who followed a notoriously loose way of life outside of his academic studies. 1 If Wittgenstein ever wondered whether or not there was any connection between Russell's philosophical commitments and Russell's way of life, he never directly confronted Russell with the question. Bertrand Russell's work on the foundations of mathematics apparently played a decisive role in persuading Wittgenstein to abandon his aeronautical engineering studies in favor of philosophy. Wittgenstein's influence on Russell turned out to be profound as well: two years after they first met, Wittgenstein had delivered an objection to Russell's theory of judgment that was so devastating that it led to the abandonment of a major philosophical project of Russell's, leaving him reportedly “paralysed”. Two fundamental elements are pivotal to (...) the logicism of Russell's Principles of Mathematics: his conception of a proposition, and his commitment to the doctrine of the unrestricted variable. In addition to the ontological problems facing his theory of propositions, Russell also became convinced that his ontology of propositions contained fundamental logical problems, as he encountered recurring contradictions in his attempts to formalize a propositional logic that would comport with his philosophical theory. Humans interpret others. We are able to anticipate both the actions and intentional states of other agents. We do not do so perfectly, but since we are complex and flexible creatures even limited success needs explanation. For some years now Steve Stich (frequently in collaboration with Shaun Nichols) has been both participant in, and observer of, debates about the foundation of these capacities (Stich and Nichols 1992; Stich and Nichols 1995). As a commentator on this debate, Stich (with Nichols) gave (...) explicit and fair-minded sketches of the cognitive architectures presupposed by the various theories of mindreading. As a participant, Stich has mostly been a defender of the theory-theory, the view that normal human agents have an internally represented theory of other agents and they use that theory in interpreting other agents. The main recent rival to this position, simulationism, claims that agents use their own decision-making mechanisms as a model of those of other agents, and derive their predictions by modelling others in something like the way aeronautical engineers derive predictions from the use of scale models in wind-tunnels. Stich has been sceptical about this alternative, for on his view simulation theory makes mistaken predictions about both the development of interpretive competence and about the pattern of interpretive success and failure. He once recalled his delighted discovery as a schoolboy at Eton of J.B.S. Haldane’s book of essays, Possible Worlds; it changed his life, and after working as an aeronautical engineer designing aircraft during the war, he studied with Haldane and then went on to write his own series of career- inspiring books and essays for generations of students and professors around the world. The 1993 Introduction to the last edition of his 1958 classic, The Theory of Evolution, is an (...) elegant and lucid overview of the progress in biology during his career, an essay nobody else could have written. But then that is true of just about everything he wrote, such as the essays collected in Games, Sex and Evolution (1988), and his books, The Evolution of Sex (1978) and The Problems of Biology (1986). The DFG, short for ‘Deutsche Forschungsgemeinschaft’ , was founded in 1920 and re-founded after the 2. World War in 1949. This article concentrates on the activities of the DFG in the period between 1949 and the end of the sixties and on the two major programmes because until now it has not been known, how many — and more importantly — which studies in which disciplines had been financed by the DFG.All together almost 54.000 studies were accomplished with the support (...) of the DFG, whereas — in the ‘Individual Grants Programme’ — less than 3.000 proposals were declined . Till the end of the seventies the whole amount of money allocated for the ‘Individual Grants Programme’ was not fixed for the different disciplines in advance. Consequently every proposal submitted in the ‘Individual Grants Programme’ had to compete against all others for the overall allocated funds. Who — in other words: which of the disciplines — won this competition? The analysis shows a clear result. With regard to both, the number of successful proposals and the money received, the winner was medical science . Chemistry finished second with 15 percent and then biology a distant third , followed by physics and agronomy .Coming to the ‘Priority Programmes’, which were instituted in the middle of the 1950s, it must first be stated that here the topic is fixed in advance. The broad issue of investigation is devised by the DFG itself or — to be more precise — by the Senate of the DFG. In contrast to the ‘Individual Grants Programme’ the ‘Priority Programme’ can therefore be seen as an important instrument of the politics of research support. This leads to the following question: Which programmes did the DFG establish between 1954 and 1969? In other words: Which research topics or fields were, in the view of the DFG, the most important ones? The database again shows a clear result. Almost 50 percent of the money distributed overall and more than 50 percent of all programmes were benefitted to natural science, another fifth part to engineering technology . Medical science which was the most successful discipline in the ‘Individual Grants Programme’ received 16 percent of the funds. With regard to — first — the number of successful proposals within a Programme, — second — to the money received and — third — to the duration there were three frontrunner programmes: nourishment research, research on water and hydraulic engineering, and aeronautical research. And the humanities? The DFG didn't grant much relief giving only 7 percent to these disciplines. (shrink)

Adentra o conteúdo da publicação seriada dos Teoremas de Energia e Análise Estrutural do periódico Aircraft Engineering, em 1954 e 1955, a partir das suas aulas (...) proferidas no Imperial College, em Londres, onde era professor e diretor do Departamento de Estruturas Aeronáuticas. O objetivo desta pesquisa é analisar o método de cálculo sistematizado de Argyris, a partir da teoria da Simulação Computacional. Por essa perspectiva, o modelo matemático conceitual seria um modelo computacional com base na unificação de conceitos da Teoria da Elasticidade e dos Teoremas de Energia formulados em matemática matricial para comunicação com o computador. It has been argued that the Internet and social media increase the number of available viewpoints, perspectives, ideas and opinions available, leading to a very diverse pool of information. However, critics have argued that algorithms used by search engines, social networking platforms and other large online intermediaries actually decrease information diversity by forming so-called “filter bubbles”. This may form a serious threat to our democracies. In response to this threat others have developed algorithms and digital tools to combat filter bubbles. (...) This paper first provides examples of different software designs that try to break filter bubbles. Secondly, we show how norms required by two democracy models dominate the tools that are developed to fight the filter bubbles, while norms of other models are completely missing in the tools. The paper in conclusion argues that democracy itself is a contested concept and points to a variety of norms. Designers of diversity enhancing tools must thus be exposed to diverse conceptions of democracy. (shrink)

Online information intermediaries such as Facebook and Google are slowly replacing traditional media channels thereby partly becoming the gatekeepers of our society. To deal with the growing amount of information on the social web and the burden it brings on the average user, these gatekeepers recently started to introduce personalization features, algorithms that filter information per individual. In this paper we show that these online services that filter information are not merely algorithms. Humans not only affect the design of the (...) algorithms, but they also can manually influence the filtering process even when the algorithm is operational. We further analyze filtering processes in detail, show how personalization connects to other filtering techniques, and show that both human and technical biases are present in today’s emergent gatekeepers. We use the existing literature on gatekeeping and search engine bias and provide a model of algorithmic gatekeeping. (shrink)

Dil ve düşünme arasındaki ilişkinin ne kadar derine gittiği ya da gitmediği araştırılmıştır. Heidegger‘in dile, konuşmaya ve söze ilişkin görüşleri sunularak günlük konuşmanın sıradanlığı ve dilin şiirselliğinin özsel önemi arasındaki karşıtlık bir nebze de olsa giderilmeye çalışılmıştır.

Increasingly complex working environments of school principals inevitably led them to face moral dilemmas in daily life. The aim of this research is to reveal which kinds of moral dilemmas principals fall into mostly, how principals follow the road to making decisions in the moral dilemmas, and if the nature of management affects the decision-making process of their moral dilemmas or not. For data collection process snowball sampling was used. Semi-structured interviews and vignettes which were designed by researchers were used (...) for data collection. According to results, principals in Turkey have experienced moral dilemmas based on self-interests instead of ethic of critique which is experienced by Canadian principals. Moreover, taking into consideration the decision-making process, although principals in Canada follow the same procedure as the Turkish principals, they have two extra steps: “considering the students’ benefit” and “considering teachers’ and parents’ needs.” Lastly, it is seen that the Turkish and Canadian principals’ natures which affect the moral dilemma decision-making process are totally different. The possible reasons for these differences and suggestions were discussed within this context. (shrink)

In this article, the difference between human and animal in philosophy is mainly handled. This difference is thought over the concept of “the other” and Heidegger’s phenomenological distinction between human and animal. With respect to especially the views of Derrida and Levinas regarding to this matter, it has been attempted to exhibit this difference. Therefore, the two approaches -which were represented as the opposition of Derrida and Levinas- have been tried to clarify. After this, as a new approach to this (...) opposition, the concept of “embrace” is philosophically problematized. This examination which also can be read under the main heading of philosophy of body makes especially the dorsal and more generally the whole back surface of human body subject matter of philosophical interpretation. The concepts of dorsal and embracing which can also be considered from the angle of phenomenology of the body- are approached from evolutionary and psychologically. With this, the concept of embracing deepens the thought of being-together-with-others in a specific context. A special relation is constructed between the meaning that is giving to embracing and rubbing of the back and existing. (shrink)

The article which is presented here includes an analysis of concept of “care” which mostly has found itself a place in history of philosophy in different forms. Even though thinkers who gave a place to this concept in their works, the main interest is about what Herder and Heidegger said. It has been tried to show how concept of “care” is understood throughout the history of philosophy. Lastly, it has been tried if there is a possible and genuine interpretation.
