Deep learning and other black-box models are becoming more and more popular today. Despite their high performance, they may not be accepted ethically or legally because of their lack of explainability. This paper presents the increasing number of legal requirements on machine learning model interpretability and explainability in the context of private and public decision making. It then explains how those legal requirements can be implemented into machine-learning models and concludes with a call for more inter-disciplinary research on explainability.

This article shows how, starting from Schelling and Henry, one can build a radical critique of objectification and subjectification within humanities. This critique opens the way for the construction of a point of view of immanence, which is characterized by the experimentation of a constitution of affects in a process from which proceeds the subjectivity. This point of view of immanence questions the accepted attitudes in the production of social relationships and the norms that govern them, so as to increase (...) the attention to the vulnerability of these processes and their power to transform the affects. One of the first frameworks developed for understanding the relation of science and technology to the economy has been the linear model of innovation. The model postulated that innovation starts with basic research, is followed by applied research and development, and ends with production and diffusion. The precise source of the model remains nebulous, having never been documented. Several authors who have used, improved, or criticized the model in the past fifty years rarely acknowledged or cited any original source. The (...) model usually was taken for granted. According to others, however, it comes directly from V. Bush’s Science: The Endless Frontier. This article traces the history of the linear model, suggesting that it developed in three steps corresponding to three scientific communities looking at science analytically. The article argues that statistics is a main reason the model is still alive despite criticisms, alternatives, and having been proclaimed dead. (shrink)

The progressive dominance of historical-critical methods in the reading of ancient Chinese classics has led scholars to privilege micro levels of textual analysis. Consequently, the question as to whether laws of composition could be identified in this corpus has often been ignored, or considered irrelevant. Working on Chinese number symbolism as well as on rules governing “ring composition” in other cultural contexts, this article aims at fashioning anew the question of the possibility of an ancient Chinese “structural rhetoric” and at (...) envisioning the patterns that might have governed it. It specifically applies the approach it propounds to Huainanzi 淮南子, showing how numerology frames its structure and argument, the text being built after the image of the “roundness” of the Way and of the Ruler. It then endeavors to apply these results to the unearthing of “inter-structural” patterns that would help us to locate Huainanzi, Lüshi Chunqiu 呂氏春秋, the versions at hand of Zhuangzi 莊子, Lunyu 論語, or yet Laozi 老子 into a textual universe that shares correlated rhetorical features. The last sentence of Chapter 10 of the Analects describes a brief encounter between Confucius and a hen-pheasant, and it does so in puzzling terms, ridden with lexical difficulties. At the same time, intertextual references insert this fragment into the context of Confucius’ life mission as well as of Chinese mythological narratives. This contribution assesses the fragment’s meaning and significance: Confucius’ reaction to the hen-pheasant unveils his evolving understanding of the Heavenly Mandate bestowed upon him. The fragment thus forcefully concludes (...) the chapter in which it is inserted. Additionally, I put forward a hypothesis: the focus of this narrative, coupled with its positioning at the end of Chapter 10, induce us to postulate that it may have been purposefully located at the very center of the Analects, a proposition that reverberates on the way we look at the composition of the book. My main aim in this paper is to contribute to the elucidation of the nature of non-religious faith. I start by summarising several well-known arguments that belief is neither necessary nor sufficient for faith. I then try to identify the nature of the positive cognitive attitude towards p that is involved in having faith that p. After dismissing some candidates for the role, I explore the idea that faith and hope are similar attitudes. On this basis, I then advance a (...) new characterisation of faith. Finally, I turn to the question of the rationality of faith. I argue that faith is intrinsically irrational because it is an intrinsically incoherent propositional attitude, but that there is nonetheless a sense in which faith is neither intrinsically epistemically irrational nor intrinsically practically irrational. In this book, Benoît Dubreuil explores the creation and destruction of hierarchies in human evolution. Combining the methods of archaeology, anthropology, cognitive neuroscience and primatology, he offers a natural history of hierarchies from the point of view of both cultural and biological evolution. This volume explains why dominance hierarchies typical of primate societies disappeared in the human lineage and why the emergence of large-scale societies during the Neolithic period implied increased social differentiation, the creation of status hierarchies, and, eventually, (...) political centralisation. Répondre à la question de savoir comment comprendre un être dépourvu de langage implique de savoir quels types d’attitudes intentionnelles, et avec quels contenus, il est possible de lui attribuer. On examinera ici trois réponses « différentialistes » à cette dernière question, d’après lesquelles une différence de catégorie ou de nature sépare, s’agissant de ces attitudes et de leurs contenus, les êtres pourvus de langage, tels les humains, et ceux qui en sont dépourvus, tels les animaux. On discutera en particulier (...) du plus solide des arguments de Donald Davidson en faveur d’un différentialisme fort : l’argument de l’indétermination, d’après lequel de notre incapacité à attribuer un contenu déterminé à toute croyance animale supposée il suit qu’il ne faudrait pas attribuer aux animaux la moindre croyance. En s’appuyant sur les analyses wittgensteiniennes de Peter Hacker, on rejettera l’une des trois prémisses de cet argument tout en défendant les deux autres, ce qui conduira à avancer un différentialisme modéré. Following the end of the apartheid system, South Africa was transformed into a multiracial and democratic state in the nineties. The South African constitution now endorses linguistic and cultural diversity which mirrors its population. Francophony as an institution is of major interest for South Africa more to support its proactive trade and diplomacy in the Francophone area than to help develop the French language which is mainly spoken by a recently settled Francophone African community. Il revient enfin sur le dialogue possible entre ces réflexions contemporaines et les considérations du théologien luthérien Paul Tillich sur la santé.

À partir d’une rencontre avec la «sino-théologie», l’auteur tente une double ressaisie: du rapport entre sagesse et révélation tel qu’il nous est loisible de le penser aujourd’hui; du régime de la sagesse chinoise et, par extension, d’autres expressions de la «sagesse des peuples» à la lumière d’une herméneutique renouvelée. Il suggère quelques chemins par lesquels «sagesse» et «révélation» peuvent être comprises comme des catégories «ouvertes», ne recevant sens et pertinence que d’être référées à une constante reprise à neuf. This article argues for the need to recover the concept of political myth in order to understand the crucial phenomena of our epoch. By drawing on Blumenberg’s philosophical reflections on myth, it proposes to understand political myth as the continual process of work on a common narrative by which the members of a social group can provide significance to their political conditions and experience. In order to show how this understanding of political myth can throw light on important aspects of (...) contemporary politics, the article analyses the work on one of the most conspicuous political myths of our time: the clash of civilizations. By reconstructing the mechanisms through which this myth works, the article shows how a paradigm that has been strongly criticized as too simplistic and scientifically inadequate could have turned into a successful political myth, i.e. into a self-fulfilling prophecy. The current SARS-CoV-2 crisis raises questions about the challenges faced by nation states and international organisations in offering a coordinated international response to the pandemic, and reveals the great vulnerability of European countries, which are implementing lockdown measures and imposing restrictions on international travel, for the most part on a unilateral basis. Such measures run counter to the prevailing approach of the previous two centuries that developed an international public health space. This article examines the measures adopted by European states (...) in order to contain 19th-century cholera pandemics, which took shape through the development of an international maritime quarantine system, based primarily on the implementation of national regulations and local decision-making. This regime was quickly viewed as ineffective and out of step with liberal ideas that urged a “laissez-faire” approach to public health matters. In its stead, a long-term trend developed towards easing quarantine measures. Nation states supported the internationalisation of the fight against pandemics, which chiefly consisted of externalising quarantine measures to the East in order to eliminate them in Europe. This process was based on a subtle dialectical relationship between the construction of an international public health space and the affirmation of state sovereignty, and continued into the 20th century with the progressive creation of international institutions responsible for advancing global health. The following article is the result of a collaboration between a painter and a woman philosopher. They worked previously on an experimental documentary film about objects and art objects, which was realized at Palais de Tokyo. The painter had illustrated in black and white fictions of philosophy, written during a festival on lost films organized by UNdocumenta in South Korea, and then he made photographs of oil paintings of the English translation. This article about painting and philosophical ethics is their (...) first common text. It aims to show that there is no interdiscipline or passage known between the philosophical work and the painting. The philosopher can not imitate the recognition of the painter nor the painter to repair the philosophical non-encounter. The question then is: What can ethics in this non-symmetrical space? Rather than being a product of philosophy, it is what organizes this space between recognition and non-encounter. It is an ethics for philosophy, rather than the other way around. Ethics force to greet the other philosophers without the grudge of the loss necessary to the invention and allows the painter to know the distances that make him feel the recognition. This ethical space is unknown and can not be covered by the artist's philosophy of access or pre-nomination by indexes. Ethics is this unknown, i.e. it is a sense-without-sign, it is without rules-said but process of indexation and acceptance of the loss. (shrink)

La réception de la théologie politique de Johann Baptist Metz est un fait d’interprétation. Cette contribution présente tout d’abord la périodisation, apparue dans les années 1980, de l’oeuvre de Metz en trois phases: la période de la théologie transcendantale; la première phase de la théologie politique ainsi que sa deuxième phase. Décrire deux phases de la théologie politique délimitées par la formulation de la thèse centrale de l’oeuvre de Metz, selon laquelle la foi est mémoire de la souffrance de l’humanité, (...) permet de mettre en lumière la signification et les enjeux de la théologie politique. La deuxième partie de l’article s’intéresse à un aspect encore sujet à discussions de la réception de l’oeuvre de Metz: en réponse au refus postmoderne des grands récits, Metz et ses disciples présentent la théologie politique comme une théologie négative. Cependant, une telle réponse peut-elle être séparée d’autres affirmations déterminantes pour la théologie politique, en particulier celle selon laquelle le temps a une fin? (shrink)

In the late 1980s, a new conceptual framework appeared in the science, technology, and innovation studies: the National Innovation System. The framework suggests that the research system's ultimate goal is innovation, and that the system is part of a larger system composed of sectors such as government, university, and industry and their environment. The framework also emphasized the relationships between the components or sectors, as the ``cause'' that explains the performance of innovation systems. Most authors agree that the framework came (...) from researchers like Freeman, Nelson, and Lundvall. In this article, the author want to go further back in time and show what the ``system approach'' owes to the Organisation for Economic Co-operation and Development and its very early works from the 1960s. This article develops the idea that the system approach was fundamental to OECD work, and that, although not using the term National Innovation System as such, the organization considerably influenced the above-mentioned authors. This article offers a critical assessment of Cristina Bicchieri and Jon Elster’s recent attempt to distinguish between social, moral, and quasi-moral norms. Although their typologies present interesting differences, they both distinguish types of norms on the basis of the way in which context, and especially other agents’ expectations and behavior, shapes one’s preference to comply with norms. We argue that both typologies should be abandoned because they fail to capture causally relevant features of norms. We nevertheless emphasize that both Bicchieri (...) and Elster correctly draw attention to important and often neglected characteristics of the psychology of norm compliance. (shrink)

The paper defends the idea that strong reciprocity, although it accounts for the existence of deep cooperation among humans, has difficulty explaining why humans lived for most of their history in band-size groups and why the emergence of larger societies was accompanied by increased social differentiation and political centralization. The paper argues that the costs of incurring an altruistic punishment rise in large groups and that the emergence of large-scale societies depends on the creation of institutions that render control of (...) these costs possible through a social division of sanction. Since the November 1991 elections, it has become a common statement to argue that Belgium has entered a -possibly unprecedented- period ofchange and instability. This article focuses on the evolution of the electoral system and electoral behaviour, in order to test this widely agreed-upon judgement. All things considered, one observes that the electoral system has not been radically modified since World War II. In spite of the transformation of the country into a federal state and several severe conflicts, political decision-makers (...) have opted for the 'fine-tuning" of the electoral system instead of radical reforms.As far as electoral behaviour is concerned, the picture is less clear. On one hand, relying on various indicators, one does observe that the early 1990s were characterised by change and transformation. On the other hand, one cannot conclude that the amplitude of change or instability in the early 1990s has been "exceptional" or "unprecedented" as compared with earlier periods.Building upon this ambiguous diagnosis, the author speculates on the probability of a major breakdown of the Belgian political system at the turn of the century. My aim in this article is to elucidate the nature of a form of intellectual and practical neutrality that is not covered by existing accounts of suspension of judgment. After rejecting some inadequate characterizations of this attitude of neutrality, I provide a positive characterization of it: it is a successful effort to resist certain tendencies that are part of the dispositional profile of the doxastic state one is in on a given issue. I conclude by saying a few words about (...) the reasons for which this effort can be made, and by answering in the negative the question of whether all the attitudes that can be characterized as attitudes of committed neutrality are of the same type. In his most recent books, Piketty offers a global history of inequality in its economic, social, political, and intellectual dimensions, arguing that history is moved by the struggle of ideologies. To take part in this battle of ideas, he conceives a new ideal model of society, ‘participative socialism’, as an egalitarian alternative to the dominant neoproprietarian ideology and to the dangerous resurgence of nationalism and populism. This paper provides a new interpretation of Piketty’s view of history and of his participatory (...) socialism in light of Paul Ricoeur’s study of the dialectics of ideology and utopia. First, I present Ricoeur’s singular analysis of ideology and utopia, which he sees as two inseparable facets of social imagination. Then I show how Ricoeur’s concepts can be fruitfully applied to Piketty’s conception of history and to his conception of a new form of socialism for the 21st century, drawing lessons from history and forming a ‘good’ or ‘realist’ utopia. Finally, I demonstrate that this interpretation of Piketty’s socialism can help to better understand some of the criticisms he has received. (shrink)
