This article focuses on the recent evolution of global policy agendas in two key parts of the communications sector: the internet and telecommunications. It explores the key regulatory governance ideas and practices that have come to the fore in shaping these fast-moving policy arenas. It sheds light on the ways in which selected global institutional contexts have played vital roles in shaping telecommunications and internet policy agendas as well as the resulting implications. In doing so, the paper explores a number (...) of key junctures in the evolution of policy at the international level, highlighting the positions of ‘Northern’ and ‘Southern’ hemisphere states at critical moments of change. The article contends that sectoral internationalization in telecommunications and the internet has reinforced – rather than created a context for positive change in – the traditional order of North-South relations in these parts of the global information economy and society. In this study we analyze daily data on television viewing in the Netherlands. We postulate hypotheses on supply and demand factors that could impact the amount of daily viewing time. Although the general assumption is that supply and demand often correlate, we see that for television this is only marginally the case. Especially diversity of program supply, often deemed very important in media markets, does not affect (positively or negatively) television viewing behavior. Most variation in television viewing can be attributed (...) to habit and to regular events (e. g. weekends, Christmas) and to unexpected events (e. g. the 9/11 WTC attack). We also find that weather conditions interact with program types, so that, for example, in winter times people favor entertainment programs even more, suggesting that people use television for mood management. In veel opzichten paste hij zich aan de Nederlanden aan: hij beheerste de taal, kleedde zich naar de gewoonten van het land, had een groot aantal Nederlandse boezemvrienden en invloedrijke relaties en trad uitvoerig in discussie met Nederlandse geleerden. De bekendheid die hij in Frankrijk had verworven, zorgde ervoor dat hij voortdurend in de belangstelling stond. Terwijl zijn denken juist (...) gebaat was bij rust. Die omstandigheden vond hij in Nederland.0Filosoof en schrijver Hans Dijkhuis herleidt aan de hand van vele bronnen zo exact mogelijk de verblijfplaatsen van Descartes en beschrijft diens omgang met tijdgenoten. Veel van de episodes en gebeurtenissen komen in andere biografieën niet of nauwelijks aan de orde, maar zijn van belang voor een vollediger inzicht in zijn leven en denken. Het is bijna niet voor te stellen hoeveel Foucaults studie Surveiller et punir in het verleden betekend heeft voor mij en een belangrijk deel van mijn generatie. Vanwege mijn Franse achtergrond – ik promoveerde in Straatsburg op een proefschrift over Albert Camus – kende ik Foucault en zijn werk al goed. Je kon met name in de zomer van 1967 gewoon niet om hem heen. In alle parken en cafés rond de universiteit zaten toen in Straatsburg studenten zijn dikke boek (...) Les mots et les choses ostentatief te etaleren. Ze hadden het met de titelpagina naar boven naast of voor zich liggen, of hielden hun kostbare schat, met weer de titel goed zichtbaar in de hand. Het kwam zelden voor dat ze erin lazen. Als buitenlander begreep ik er niets van. Mijn Franse vrienden legden het mij uit. (shrink)

Introduces contemporary American philosophy of technology through six of its leading figures. The six American philosophers of technology whose work is profiled in this clear and concise introduction to the field—Albert Borgmann, Hubert Dreyfus, Andrew Feenberg, Donna Haraway, Don Ihde, and Langdon Winner—represent a new, empirical direction in the philosophical study of technology that has developed mainly in North America. Can we sensibly attribute some of the happenings in our world to the agency of some of the things around us? We do this all the time, but there are conceptual challenges purporting to show that attributable agency, and specifically one of its most important subspecies, human free agency, is incoherent. We address these challenges in a novel way: rather than merely rebutting specific arguments, we discuss a concrete model that we claim positively illustrates attributable agency in an indeterministic setting. The model, recently introduced by one of the authors in the context of artificial intelligence, shows that an agent with a sufficiently complex memory organization can employ indeterministic happenings in a meaningful way. We claim that these considerations successfully counter arguments against the coherence of libertarian free will. (shrink)

SummaryGrotius has a rudimentary theory of sociability. Only with hindsight has a remark about appetitus societatis been promoted to the starting point of a theory that flourished in the writings of later natural jurists. In this article, I address the issue of the appearance in Grotius's natural law of sociability [as the 1715/38 English translation of John Morrice renders appetitus societatis, following Barbeyrac's sociabilité]. Writing in the just war tradition, Grotius is first of all interested in finding out the conditions (...) for peace, and although injustice is a condition of war, it is not per se true that injustice is a perversion of society. Apparently, not all societies are perfect and the violence of war and the legal actions of peace are both instruments for achieving a greater modicum of justice in this world. Yet appetitus et custodia societatis is called the foundation of justice. Grotius achieved this context for sociability in phases, through a series of writings from c. 1600 until De iure belli ac pacis of 1625, and its revision of 1631. In this development the notion of fides plays an intriguing role, through which we can obtain a better understanding of the meaning of appetitus societatis in the later work. The present article is a sequel to a previous publication, on fides in De iure praedae. Analysing the genesis of appetitus societatis in De iure belli ac pacis, I argue that Grotius was changing his strategy over the years, without however arriving at a definitive solution to the question of what commits men to the pursuit of justice. Machines will attain human levels of intelligence by the year 2040, predicts robotics expert Hans Moravec. And by 2050, they will have far surpassed us. Wittgenstein's remarks about family resemblance in the Philosophical Investigations should not be construed as implying a comprehensive theory of universals. They possess, rather, a defensive function in his exposition. The remarks allow one, nevertheless, to draw certain general conclusions about how Wittgenstein thought about concepts. Reflection on the notion of family resemblance reveals that kinship and similarity considerations intersect in it in a problematic fashion.

I begin by looking at passages in Mill's System of Logic that circumscribe the range of logic as he understood the subject. His logic is clearly too narrow to be the arbiter of the extended arguments presented in his Utilitarianism, On Liberty, and The Subjection of Women. Looking at Mill's argumentative practice in those works we see that he is noticeably concerned to deal with objections, more so even than in giving arguments for his position. His practice is shown to (...) be consistent with his professed views about how opinions outside science and mathematics are to be justified. These views are stated primarily in On Liberty where Mill gives a standard of justification and proclaims the importance of dealing with objections as part of that standard. Given Mill's characterization of an art, or practice - also found in the Logic - it turns out that a case can be made that Mill's views on argumentation fit the criteria for an art, pretty much on a par with ethics as an art. In the sense that I give to 'argumentation theory' it seems entirely appropriate to say that implicitly Mill held a theory of argumentation, a theory distinct from other proposed theories of argumentation, and a theory worth further study and development. To understand the complex religious dynamics in a globalizing world, Arjun Appadurai's view on imagination as a social practice, Charles Taylor's view on social imaginaries, and John Dewey's view on moral imagination are discussed. Their views enable us to understand religious dynamics as a “space of contestation” in which secular and religious images and voices interact, argue, and clash. Imagination can be used in violent ways in service of extremist world images that spread over the world by the intensive use (...) of social media. This raises an urgent question for psychology of religion: what enables people psychologically to engage in religious pluralism, understood as negotiating and perhaps stimulating diversity in non-violent, constructive ways? It is argued that dialogical psychology helps us to understand the self as the anchor point and navigational system of the social imaginaries that are at play in religious dynamics. (shrink)

Sixteen essays discuss _De iure praedae_ – Hugo Grotius’s 1604-1605 commentary on booty –, its sources, circumstances and consequences, and explore how Grotius the humanist, the theologian, the jurist and the politician concur in this his first exercise in natural law and rights.

In this paper, the descriptive information contained in empirical laws is contrasted with common-sense descriptions of situations and behavior. According to the Hempel-Oppenheim-Schema, explanation is, essentially, conceived as a matter of deductive reasoning in which the fact to be explained is subsumed under one (or more) empirically valid generalizations or laws. However, this kind of explanation is necessarily based on intuitive processes of diagnosis and interpretation. It is argued that these intuitive processes enable the scientist to formulate descriptive sentences which (...) form the arguments of logically correct explanations. It is assumed that people produce common-sense descriptions of situation and behavior in correspondence with their subjective experience of other people's behavior and its determinants. In order to obtain intuitively adequate empirical generalizations and behavioral laws it is proposed that common-sense descriptions of behavior and situations should be integrated into the antecedent and/or consequent of laws. In such a research strategy the regularities between meaningfully interpreted situational and behavioral aspects can be studied. (shrink)
