Voter surveillance for digital campaigning is perceived as enacted from above. Political parties are “all-seeing actors” combining access to the Voters’ Registry with digital tools to maximize voter turnout. At the same time, new forms of lateral surveillance emerge as citizens voluntarily participate in the data collection process to help political parties achieve their electoral goals. This article examines the reconfiguration of the concepts of crowdsourcing and political participation through the use of voter-surveillance applications. Theoretically, it explores how crowdsourced voter (...) surveillance (CVS) builds on the emancipatory rhetoric of political participation and crowdsourcing while relying on social, technical, and political surveillance infrastructures. Empirically, it maps the information flows and knowledge hierarchies afforded by Elector, a CVS app used by the Likud party in the Israeli election of March 2020. The findings indicate that contrary to the logic of crowdsourcing as democratizing knowledge and participation, CVS cultivates controlled individuals and normalizes lateral surveillance as a ritualistic and desired form of political participation. The article therefore describes the type of political action that CVS constructs as Little Samaritan Brothers: citizens who collectively resign their rights and the rights of their peers for the party’s success. Christopher Wellman and some allied scholars argue that a ‘samaritan theory’ can justify state coercion. They also suppose that states may provide robust, social egalitarian welfare provisions for a variety of reasons that would arise within samaritan states. However, the most promising reasons—samaritanism itself, natural socialism, relational equality, and anti-crime paternalism—cannot support robust provision without discarding the strong presumption favoring individual liberty which must motivate the samaritan theory. In this paper I review and provide a qualified defence of Samaritanism—Christopher Heath Wellman's novel approach to the old-fashioned problem of political obligation. I outline Wellman's theory, clarifying the details, and defend an amended version against a variety of objections concerning, successively, an alleged conflation of duties of care and beneficence, a difficulty concerning the distinction of perfect and imperfect duties, a problem deriving from the 'particularity requirement', and related issues deriving from the international applications of Samaritan values.

In this paper, I revisit the question of how and in what sense can individuals comprising a group be held responsible for morally reprehensible behaviour by that group. The question is tackled by posing a counterfactual: what would happen if selfish individuals became moral creatures? A game called the Samaritan’s Curse is developed, which sheds light on the dilemma of group moral responsibility, and raises new questions concerning ‘conferred morality’ and self-fulfilling morals, and also forces us to question some (...) implicit assumptions of game-theory. It is nearly universally presumed that redistribution can be carried out effectively only at the national or even global level, because local redistribution will be negated through personal mobility: recipients will move to high-paying jurisdictions while taxpayers will move away from those jurisdictions. To avoid this situation requires redistribution to be concentrated at national and not at local levels. In contrast to this standard line of argument, we explore how redistribution might be carried out more effectively at local levels than (...) at the national level. To explain this reversal from standard analytical implications, we integrate three concepts that are not present in the standard analysis. These concepts are the Samaritan’s dilemma, co-production, and polycentricity. It is interaction among these three concepts that reverses the implications of the standard analysis of redistribution. When Jesus meets the Samaritan Woman at Jacob’s well in John 4, it is a meeting between two colonial subjects in the Roman Empire. In this encounter we find the Samaritan Woman as a triply marginalised body, a woman subject to multiple, intersecting forms of oppression within her patriarchal context. Identified as a Samaritan Woman, Jewish rabbis regarded her as unclean, impure, and being menstruous from birth. It can also be deduced that she is an outcast in (...) her own society because she comes to draw from the well at noon, the hottest part of the day when people did not usually fetch water. This Samaritan Woman is nameless, landless and powerless in an imperial, colonial and patriarchal context. The poem of Diana Ferrus, I’ve come to take you home, in memory of Sarah Baartman, highlights how Baartman was dehumanised and treated as a sexual object by European colonisers. Through a postcolonial reading of John 4, I consider the intersections between the Samaritan Woman and the early life of Sara Baartman in their respective colonial contexts and invite the reader, as the poem invites Baartman, to come home to Africa and resist Western European imperial and colonial patterns and tendencies.Contribution: This article has interdisciplinary implications. This is an interdisciplinary study in the sense that it offers a biblical interpretation of John 4 that is informed by the life of Sara Baartman that has been uncovered through anthropology, history and sociology. It is also integrating the field of postcolonial biblical hermeneutics with the theory of intersectionality. (shrink)

In the last decade the international situation has been marked on the one hand by refugee crisis, and on the other by right-wing populist reaction to it. This constellation forces a new playground for the traditional philosophical cosmopolitan–nationalist debate. The moral and political issues raised in this new context concern duties to “strangers at our doors”, and these duties and the awareness of them are the first step in a cosmopolitan but realistic direction. Cosmopolitanism now has to start as “ (...) class='Hi'>samaritan” cosmopolitanism, openness to and engagement for the close and present strangers. Once the present urgent problems are on the way to be solved, we should turn our attention to deeper causes of the crisis. These causes are the evils traditionally discussed by cosmopolitan authors, from dramatic North-South inequalities, to exploitation and warmongering done by the richest countries. The initial samaritan motivation naturally leads to attention to deeper issues, and toward a more ideal cosmopolitan theory. The resulting Samaritan-to-deeper-measures model fits well with Ypi’s engagement with the principle/activism divide, and offers a way of understanding, and hopefully, overcoming it. At the meta-level it connects the appeal to empathy as the relevant moral sentiment and the more rationalist, contractualist justification of global justice. (shrink)

In late 2012, Hurricane Sandy hit the East Coast of the U.S., causing much suffering and devastation. Those who could have easily helped Sandy’s victims had a duty to do so. But was this a rightfully enforceable duty of justice, or a non-enforceable duty of beneficence? The answer to this question is often thought to depend on the kind of help offered: the provision of immediate bodily services is not enforceable; the transfer of material resources is. I argue that this (...) double standard is unjustified, and defend a version of what I call “Social Samaritanism.” On this view, within political communities, the duty to help the needy—whether via bodily services or resource transfers—is always an enforceable demand of justice, except when the needy are reckless; across independent political communities, it is always a matter of beneficence. I defend this alternative double standard, and consider its implications for the case of Sandy. (shrink)

The Department of New Testament and Related Literature for the past 100 years has had a proud tradition of practicing life-giving theology. From very early on, several members of the department were critical voices against exclusive and discriminatory narratives of their time. Representing the voices of the disadvantaged, excluded and marginalised people, they critiqued systemic injustices, envisaged inclusive believing communities, advocated an open society with equal opportunities for all and called for social justice. This article shows that the current members (...) of the department are upholding this proud tradition in their research and publications. Common to the current trend in the department is the avoidance of a literal reading of texts by paying attention to the historical and social contexts of texts and using all possible approaches in reading the text from as many angles as possible. This approach has led to new avenues to reread texts with concomitant new interpretations. As an example of this approach, a rereading of the so-called parable of the Samaritan is presented, challenging its dominant and universally accepted interpretation. The article concludes with a statement of intent linked to the vision of the department, that is, to practice and teach life-giving theology that counters individualised and unreflective ways of living by articulating and embracing a theology that leads to a flourishing life for all creation. This article traces the meaning of κατάλυμά and πανδοχεῖον in available Roman-Egypt papyri, the LXX, early-Jewish literature, and Greek writings to determine the meaning of πανδοχεῖον [inn] used in Luke 10:34. It is argued that a lexical study of κατάλυμά and πανδοχεῖον and available information on travel in the ancient world indicate that there is no evidence for the so-called non-commercial inns in the ancient world and that commercial inns and innkeepers, in principle, were all ‘bad’. In conclusion, the implications (...) of this understanding of πανδοχεῖον and πανδοκεύς (Lk 10:34, 35) for the possible intended meaning of the parable are discussed, a conclusion that begs further research regarding the identity of the protagonist in the parable. Interest groups are advancing new statutory provisions to limit the liability of persons involved in equine activities. The first statute was adopted in Washington State five years ago, and subsequently twenty-nine other states have proceeded to adopt legislation regarding this issue. The new statutes, termed “Equine Liability Statutes,” provide immunity from liability for injuries and death arising from ordinary risks of equine activities. Drawing from policies involving the provision of assistance for needy interest groups and voluntary social prerequisites, two recommendations (...) may be proffered. First, the good samaritan and recreational use models suggest that the statutes might require a donation to offset the loss of participants' rights before a person could qualify for the statutory dispensation. Second, an additional safety prerequisite regarding a helmet to encourage action to reduce head injuries may be appropriate to foster safer equine activities. (shrink)

The paper argues first that, by not rescuing innocents in certain ways , God violates a weak Bad Samaritan principle that few would deny. This ‘Bad Samaritan argument’ appears to block the traditional free will defense to the problem of evil, since respecting the principle does not violate or show lack of respect for free will. Duties of beneficence are not well understood. Peter Singer has argued that the scope of beneficence should not be restricted to those who are, in some sense, near us. According to Singer, refusing to contribute to humanitarian relief efforts is just as wrong as refusing to rescue a child drowning before you. Most people do not seem convinced by Singer’s arguments, yet no one has offered a plausible justification for restricting the scope of beneficence that doesn’t produce counterintuitive results elsewhere. (...) I offer a defence of this restricted scope by introducing the notion of unique dependence, a notion that is both intuitively attractive and theoretically grounded. It explains why your reason to rescue the drowning child is more stringent than your reason to contribute to humanitarian relief, while blocking the conclusion that we have no reason at all to aid distant sufferers . This article argues that doctors and other health care professionals should be obliged to provide emergency treatment to those in immediate and nearby need regardless of the absence of any prior professional relationship between the parties. It concludes that the common law should accordingly recognize a specific duty of ‘medical rescue’. It examines some of the conventional objections to affirmative duties, finding them unconvincing in this particular context. It draws on two recent appellate decisions, one Australian and the other English, (...) for support, as well as on more general arguments concerning moral sentiment, professional ethics, public expectation, and respect for human rights. One of the most influential philosophical arguments in favour of the permissibility of abortion is Judith Jarvis Thomson’s violinist analogy, presented in ‘A Defense of Abortion’. Its appeal for pro-choice advocates lies in Thomson’s granting that the fetus is a person with equivalent moral status to any other human being, and yet demonstrating—to those who accept her reasoning—that abortion is still permissible. In her argument, Thomson draws heavily on the parable of the Good Samaritan, arguing that gestating a fetus (...) in some circumstances is what she calls a Good Samaritan act, and claiming that we are not morally required to be Good Samaritans. Here, I argue that Thomson has subverted the parable to justify an action that is the antithesis of its meaning. I contend that Christians are required to be Good Samaritans, and explain that for Christians, this entails abortion is impermissible in all circumstances. Further, I argue that the parable shows the fetus is our neighbour in need of our mercy and assistance, and consequently Christians should be actively involved in helping to ensure the unborn are protected, whether they are fetuses in danger of induced abortion or miscarriage, or surplus frozen embryos. The strained relation between Samaritans and Jews as a fruit of long-term process from the division of the United Kingdom of Israel (ca. 931 B.C.E) became a dominant issue since the post-exilic period and became more pronounced in the first century C.E. Beside the Old Testament, the story of their relation which was full of conflict can be traced to extra-biblical sources. One of them is Flavius Josephus’ works (ca. 70 to 100 C.E), i.e., Jewish War and Jewish Antiquities. The (...) root of the conflict is related to the presence of the Second Jerusalem Temple. The peak of the conflict is the construction of the Mount Gerizim temple in which some Jews regarded the adherents of the Samaritan cult as schismatic. The founding of this rival temple of Jerusalem aggravated the bad relations between Samaritans and Jews. The destruction of the Mount Gerizim temple by John Hyrcanus was a crucial incident for their relations. The conflict between Samaritans and Jews still continued in the Roman period. By historical approach, this study would setforth the examination of some Josephus’ accounts regarding the historical process of the estrangement and rivalry between Samaritans and Jews which resulted in the final split in second century B.C.E. Di samping Perjanjian Lama, kisah tentang relasi mereka yang penuh konflik dapat dilacak dalam sumber-sumber di luar Alkitab. Salah satunya adalah karya dari Flavius Josephus (sekitar 70 sampai 100 M), yaitu Perang Yahudi dan Sejarah Yahudi. Akar dari konflik itu adalah kehadiran Bait Allah Yerusalem Kedua. Puncak dari konflik itu adalah pembangunan Bait Allah di Gunung Gerizim di mana sejumlah orang Yahudi kemudian menganggap pengikut ibadah orang Samaria sebagai skismatis. Distributive justice on the income and on the service aspects is the most vexing modern day problem for the creation and maintenance of an all inclusive health care system. A pervasive problem of all current schemes is the lack of effective cost control, which continues to result in increasing burdens for all public and private stakeholders. This proposal posits that the responsibility and financial obligation to achieve an ideal outcome of equal and affordable access and benefits for all citizens is (...) misplaced. The Good Samaritan demonstrated basic ethical principles, which are revisited, elaborated and integrated into a new approach to health care. The participants are limited to individual contributors and beneficiaries and organized as a citizen carried, closed, independent, and self-sufficient self-governing cooperative for their own and the benefit of a minority of disadvantaged health care consumers. The government assumes oversight, provides arbitration, enforces democratic decision making, a scheme of progressive taxation, a separate and transparent accounting system, and a balance between income and reinvestment in health care. The results are a fair distribution of cost, its effective control, and increased individual motivation to take on responsibility for personal health as a private good and a sharpened focus towards community health. At the sociopolitical level the government as well as employers are released from the inappropriate burden of catering to individual health. (shrink)

The origin of the Samaritans re-examinedThe traditional approach to the study of the origins of the Samaritans as a group or a nation usually takes 2 Kings 17 to be a description of their origin. The aim of this article is to show that there is little or no evidence in 2 Kings 17 pointing in this direction. Several factors in history and in ancient literature make it almost impossible to come to any definite conclusion as to the origin of (...) the Samaritans as they are known to us in the New Testament. The article is on the exegesis of the parable of the Good Samaritan (Lk 10:25–35) and its relevance to the challenges that are being posed by COVID-19. Through the historical-critical approach, the article has concluded that the parable is relevant in troubleshooting the challenges that are caused by COVID-19, such as discrimination, stigma, hate and stereotypes. The article sees COVID-19 as teaching humanity the important lesson that no one can live in isolation, however powerful or economically strong they are. (...) Therefore, there is a need to take the opportunity of being a neighbour. Neighbourhood is understood as offering services to those in need and COVID-19 has presented a chance to the entire world to help someone with needs. A need-based world requires neighbours and this makes the parable relevant. Contribution: This article is a reflection of the challenges that are currently faced by people in response to the COVID-19 pandemic. It is within the scope of this theological journal that issues of identity, relationships, and theological reflection should be addressed, hence the article fits well within this scope. (shrink)

From an integrative approach of parable interpretation that combines ethical, evolutionary, historical, and psychological perspectives, the current research empirically examined the purely theorized assumption elucidating the behaviors of the priest, Levite, and Samaritan in the good Samaritan parable by the regulatory focus theory. In one experiment conducted during the COVID-19 outbreak, 93 Polish participants were randomly assigned to a simulated vignette of the good Samaritan parable where either the prevention or promotion regulatory focus was manipulated. The results (...) confirmed a certain favorable tendency to offer quasi-realistic help in both the regulatory focus conditions. The finding highlights a dynamic association in goal pursuit motivation and prosocial behavior in a pandemic context regarding the good Samaritan parable. The current study is among rare empirical research which reflects a challenge people respond to offer help in simulated scenarios as original as the good Samaritan parable. (shrink)

We design a project funding contract that provides optimal incentives to agents, in a setting where both principal and agent enjoy the benefits of the project in a non-rival form once completed but may differ in their valuation. To do so, we study optimal incentive payments in a dynamic principal-agent framework in which the principal cannot observe the agent’s investment, but only completed projects, and faces a Samaritan’s Dilemma: he cannot commit to terminate the contract before completion of the (...) project. The agent decides whether to undertake a investment or consume all received funds. We find that the optimal contract is stationary, and that either transfers equal to investment cost are incentive compatible or the cost of the contract is decreasing with the agent’s valuation of the projects. Given the intrinsic valuation of the project by the agent, he is always better off signing the contract in contraposition with the general moral hazard result. (shrink)

This article is an attempt to take a philosophical approach to the powerful text of the parable of the Good Samaritan in light of the opportunities of the 21st century. The text starts with presenting variousways in which modern Christians can answer the question “who is my neighbour?” and comparing them to the typical response assumed by the effective altruism movement. On the basis of one of the interpretations, a framework is offered for determining whether the beneficiaries of help (...) in the cause areas of effective altruism can be categorized as neighbours. For this inquiry, the so-called "less demanding"interpretation is chosen since prima facie it does not seem to provide a justification for the thesis that all people fall under the category of neighbour. This article claims that due to the development of technology and research as well as due to the global increase in wealth, the less demanding interpretation of the parable of the Good Samaritan conceives of people distant in space as neighbours but not of animals and not of the unidentified people distant in time. It is argued that Christians have moral reasons and ways to support treating animals as neighbours, as well as to support cooperation for the sake of protecting future humanity, at least from the threats that are of human origin. The parable has much to say regarding holiness. It treats how to become holy and distinct acts of holiness, the exemplar of holiness, and the reality and effects of sin. In the history of interpretation, (...) the parable is taken to offer a model of the relationship between the fallen man and grace, the devil and the garment of virtue, the law and love, Christ and the Church. In short, the parable allegorizes salvation history.1I focus conversation about this parable through two interpretations-Pope Francis's Fratelli Tutti [FT], promulgated October 3, 2020, and William Langland's Piers Plowman [PP] circulating circa 1380. Some might hold that Francis's interpretation of the parable is ethical while Langland's is theological.2 Both interpretations of the parable are works of moral theology that intimate distinct understandings of what it means to embody [End Page 541] the Gospel and answer the universal call to holiness. In this essay, I outline the parable of the Good Samaritan as treated in Fratelli Tutti and Piers Plowman (first section), compare the major figures of the parable (second section), and compare their visions of charity (third section). In sum, I argue the encyclical sidelines crucial elements in the medieval figuration of the parable. Pope Francis elides critical issues of sin, agency, Christology, and the Church traditionally associated with this parable—all center on the Samaritan as Christ.Two Interpretations in OutlineFratelli Tutti's Parable of the Good SamaritanPope Francis's third encyclical, Fratelli Tutti, is unique in its genre. The encyclical includes all brothers and sisters in its scope of fraternity and social friendship and is addressed to all (§1). The inspiration for the encyclical includes St. Francis's visit to the Sultan some eight hundred years ago and the 2019 Document on Human Fraternity for World Peace and Living Together, a statement signed by Pope Francis and Sheikh Ahmed el-Tayeb, Grand Imam of Al-Azhar. Indeed, the joint document plays a critical role in the encyclical, sharing a common framework of a doctrine of creation and doctrine of God (FT §5). Because Pope Francis includes all of humanity in the audience of this encyclical and its sources of inspiration are broadly humanitarian, it is fair to raise a question about distinctively Catholic elements to the encyclical.The encyclical chapter devoted to the parable of the Good Samaritan (chapter 2 [§§56–86], treating Luke 10:25–37) intensifies these theological questions. Just as the encyclical is "addressed to all people of good will, regardless of religious convictions," likewise the parable is of universal relevance as it "is one that any of us can relate to and find challenging" (§56). Francis's interpretation of the parable encapsulates Fratelli Tutti's themes.The subject of the parable is, according to Pope Francis, the age-old problem of neighborly love (§57).3 The parable involves several figures: the wounded man lying on the wayside, the robbers, the passers-by, and the Samaritan.4 The wounded are the subject of the encyclical's first chapter. This research examines how two dimensions of moral intensity involved in a corporation’s external crisis response—magnitude of effectiveness and interpersonal proximity—influence observer perceptions of and behavioral intentions toward the corporation. Across three studies, effectiveness decreased negative perceptions and increased pro-organizational intentions via ethical judgment of the response. Moreover, the two dimensions interacted such that a response high in proximity but low in effectiveness led to more negative perceptions and to less pro-organizational intentions. This interaction was particularly pronounced if the corporation (...) portrayed itself as communal-oriented. The interaction was mediated by individuals’ ethical judgment, which was a function of the corporation’s perceived benevolent concern. We termed the interaction the Strategic Samaritan, for it was when the corporation tried to appear like a Good Samaritan, displaying proximity with victims but not accompanying it with effective help, that it was seen as acting with less benevolent concern. The debate concerning abortion abounds in miraculous narratives. Judith Jarvis Thomson has contrived the most celebrated set among related ones, to wit the “violinist analogy,” the “Good Samaritan” narrative, and the “Henry Fonda” allegory, by virtue of which, she intends, on the one hand, to argue that women’s right to autonomy outweighs the alleged fetus’s right to life, and on the other, to prove that no positive moral duties can be derived towards other persons alone from the fact that (...) a moral agent is ascribed certain rights. What this short paper endeavors to prove is that Thomson’s argumentation by analogy is a weak one, since neither the number nor the relevance of similarities invoked is adequate or satisfactory, while crucial parameters concerning the morality of abortion are being totally overlooked.
