Today’s food production and consumption go hand in hand with immense damages to humans and nature. Change is needed, but where to start and which direction to go? This article tries to give an interdisciplinary answer by taking recourse to a vision, that is, an ideal image of the future which is drawn upon ethical reflection and beyond the limits of actual political and economic constraints. The main purpose of this paper is to show that generating and discussing visions (...) can be a powerful process in order to regain ability to act in the face of the complex challenges of our time and that Education for Sustainable Development plays an important role to enable current and future generations to become actors of change. First, a students vision on agriculture and society in 2050 is presented, followed by a theoretical examination of visions, their potentials, limits and practical implications. Subsequently, the results of a field analysis of current innovative solutions to local agriculture are given. These include intercultural gardens and community supported agriculture. Claiming that a sustainable development can only be reached if people are not only able to envision a desirable future, but to develop small scale, locally adapted solutions as answers to challenges such as climate change, this paper then focuses on the competence oriented educational concept of ESD. Here, an approach of integrating ethics in the course of studies of agricultural sciences implemented by a student’s initiative serves as practice example. (shrink)

Gene editing in agriculture and food (GEAF) is a nascent development with few products and is unfamiliar among the wider US public. GEAF has garnered significant praise for its potential to solve for a variety of agronomic problems but has also evoked controversy regarding safety and ethical standards of development and application. Given the wake of other agribiotechnology debates including GMOs (genetically modified organisms), this study made use of 36 in-depth key interviews to build the first U.S. based (...) typology of proponent and critic priorities for shaping public trust in GEAF actors and objects. Key organizational actors provide early and foundational messaging, which is likely to contribute heavily to public salience, comprehension, and decision-making as potential consumers reflect upon their experiences, envision future outcomes, and consider the reputation of those trying to influence them. As is documented in our results, the trust-building priorities of these groups often stand in opposition to one another and are influenced by distinct motivations for how the public will come to trust or distrust GEAF actors and objects as more products are developed and enter the market. The paper investigates the characteristics of the global restructuring of the agricultural and food system that has occurred in recent years. Emphasis is placed on the emergence of the “Food and Natural Resource Question” and its relation to the “Agrarian Question.” It is argued that rather than being separate issues, these are two aspects of a unified process occurring at the global level. Moreover, it is argued that the transnational unity of the agrarian question and the food (...) question mandates a reconstruction of the arena within which production takes place. This phenomenon in turn generates a set of limits to domestic political institutions and locally generated social demands. The implications of the emergence of the international arena as locus of political action is discussed vis-a-vis the local level of socio-political action. (shrink)

In this special issue we will investigate, from the perspective of agricultural ethics the potential to develop a Responsible Research and Innovation approach to agriculture, and the limitations to such an enterprise. RRI is an emerging field in the European research and innovation policy context that aims to balance economic, socio-cultural and environmental aspects in innovation processes. Because technological innovations can contribute significantly to the solution of societal challenges like climate change or food security, but can also have (...) negative societal consequences, it is assumed that social and ethical aspects should be considered during the R&I process. For this reason, the emerging concept of RRI calls for ethical reflection on the nature, scope and applicability of responsibility and innovation in innovation practices in general, and the way social–ethical issues can be applied and addressed in agriculture. The concept of diversity is at the center of environmental and social movements. This paper discusses four aspects of diversity related to agriculture: biological, social, cultural, and product and suggests that viewing diversity solely as difference skirts the issues of redistribution of power and shifting social relations. Ecofeminist conceptions of diversity are discussed with a focus on seeds, forests, and sustainable agriculture. Many segments of society have systems of values arising from collective beliefs and motivations. For agriculture, and our food system, increasing production to feed the growing human population clearly is a core value. However, a survey we conducted, together with a previously reported survey, showed that the curricula of most U.S. colleges of agriculture do not offer ethics courses that examine the basis of this core value or include discussion of agriculture’s ethical dilemmas such as misuse (...) of pesticides, not progressing rapidly enough toward sustainability goals, relative lack of involvement in addressing diet-related health issues, and lack of commitment to reducing agriculture’s role as a contributor to global climate change. These surveys provide strong evidence that few students have an opportunity to learn ethical concepts and apply them to issues of importance to the agriculture/food system. We suggest that such issues are both growing societal concerns and serious ethical problems that demand attention if our agricultural/food system is not see its relationship with the public further imperiled. Further, we suggest that there is a need for, indeed an obligation of, the faculty of colleges of agriculture to embrace a thorough analysis and discussion of agriculture’s values and their ethical foundation. We offer our thoughts on why curricula of colleges of agriculture do not provide such opportunities and on the importance of agricultural faculties providing leadership in ethical analysis and discussion. In Turkey, the numbers of studies that deal with agriculture and food as a system and process, and that address the issue with an integrated approach are very limited. Besides, there is no empirical study available in the national literature in which agricultural and food system has been analyzed within the framework of applied ethics. The present study aims to investigate the characteristics of food and agricultural engineers and veterinary physicians in terms of their tendency to (...) carry out ethical evaluations when faced with issues falling under the field of agriculture and food ethics, and detect their capacity to identify ethical problems.A cross-sectional survey was employed in this study. Descriptive statistics like percentages and frequencies based on the scores from the scale were used. Data were collected via survey method from three occupational groups, namely, food and agricultural engineers and veterinary physicians working in 12 regions of Turkey, and analyzed using chi-square and score test. A total of 865 professionals from 55 different cities participated in the study. Data concerning participants’ level of ethics awareness regarding the identification and evaluation of ethical problems in the fields of food and agriculture were obtained. While the participating professionals could easily detect the problems in food and agriculture system that carried no ethical dilemma, they had difficulty in identifying issues that involved ethical dilemmas. It was also revealed that there was a significant difference between professionals in terms of their perception of ethical problems, demonstrating the need for a comprehensive ethics education to be imparted during and after under-graduate. The purpose of the study is to determine measures to improve the efficiency of the personnel management system in the civil service. The article highlights the issues of improving the personnel management system in the civil service, identifies the features of personnel management in the civil service, touches upon the moments of motivation and incentives for civil servants. The authors carried out a sociological study among the employees of the Ministry of Agriculture and Food of the Republic of (...) Buryatia. Scientific novelty lies in the proposed personnel management system, which, in contrast to the existing ones, reflects the specifics of the civil service and allows the most effective management decisions of personnel management. As a result, measures were identified that are aimed at efficient, fast and convenient work of the Ministry's employees, at retaining young specialists, effective motivation and interest of personnel in labor activities. The first European Congress on Agriculturaland Food Ethics was held at Wageningen University andResearch Center (WUR), Wageningen, The Netherlands, March 4–6, 1999. This was the inaugural conference forthe newly forming European Society for Agricultural andFood Ethics – EUR-SAFE – and around two hundredpeople from across Europe (and a handful of NorthAmericans) participated. Following theCongress/conference, a small (16 people), two-dayworkshop funded in part by the US National ScienceFoundation focused on similarities and differencesbetween the US and the EU regarding publicdiscourse/debate on (...) food biotechnology. Because the agriculture/food sectors appear to be driven by short-term economic and political forces, cheap energy, and agricultural-chemical technologies, waste and environmental/social problems in the agricultural/food sectors are estimated to cost the nation at least $150 billion per year. Most of the waste and environmental/social problems can be eliminated through better resource management policies and the adoption of sustainable agricultural practices.

Emerging as an intersectional response to social inequalities perpetuated by the mainstream food movement in the United States, the food justice movement is being used by marginalized communities to address their food needs. This movement relies on an emancipatory discourse, illustrated by what I term intersectional agriculture. In many respects, the mainstream food movement reflects contention between marketization (corporate agriculture) and social protectionist (local food) discourses, while the role of food justice remains (...) somewhat unclear as it relates to the mainstream movement. Each movement attempts to restructure the ways in which food is distributed, consumed, and produced, impacting the social, cultural, political, economic, and environmental dimensions of food. Using the lens of Nancy Fraser’s triple movement framework, I construct an interpretation of food justice as the emancipatory pole of what I term the triple food movement to explore the role of food justice as it relates to the mainstream movement. Specifically, I draw upon the cases of black farmers and queer people in the U.S. creating and (re)creating spaces to address their community food needs and counter systems of domination constructed around race, class, gender, sexuality, agriculture, and food. Much of the developing world, including Kenya, is rapidly urbanizing. Rising food and fuel prices in recent years have put the food security of the urban poor in a precarious position. In cities worldwide, urban agriculture helps some poor people gain access to food, but urban agriculture is less common in densely populated slums that lack space. In the Kibera slums of Nairobi, Kenya, households have recently begun a new form of urban agriculture called (...) sack gardening in which vegetables such as kale and Swiss chard are planted into large sacks filled with topsoil. This paper examines relationships among sack gardening, social capital, and food security in Kibera. We used a mixed methods approach, combining qualitative interviews with a household survey, as well as focus group discussions with both farmers and non-farmers. We present evidence that sack gardening increases social capital, especially for those households that undertake sack gardening in groups. We also find that sack gardening in the Kibera slums has a positive impact on household food security by improving household dietary diversity and by reducing the need to resort to painful coping mechanisms that are used during food shortages. The main economic activity of the people of Eritrea is agriculture: crop production and livestock herding. Agriculture mainly comprises mixed farming and some commercial concessions. Most agriculture is rain-fed. The main rain-fed crops are sorghum, millet and sesame, and the main irrigated crops are all horticultural crops like bananas, onions and tomatoes and cotton. The major livestock production constraints are disease, water and feed shortages and agricultural expansion especially in the river frontages. The agricultural sector employs eighty (...) percent of the working population, but its production has not managed to cover internal food demand and is forced to cover nearly 50 per cent of its annual cereal requirements through imports-commercial and food assistance. Like most African countries, Eritrea is also a victim of the problem of food insecurity. In good years the country produces only about 60 per cent of its total food needs and in poor years, it produces no more than 25 per cent. On average, once in 10 years, the country is threatened with famines. Annual crop production depends on rainfall that is variable and unevenly distributed from year to year. Therefore, the primary goal of Eritrea is to guarantee food security by introducing modern technology, irrigation, terracing, soil and water conservation, with less dependence on rainwater. Thus the Government has articulated its food policy, which stresses national ownership of grant food assistance and to achieve food security in the coming five years. The policy indeed encompasses all sectoral policies and represents the Government's engagements with regard to food security. Despite the general trends of improvement in the economy of Eritrea, it has not yet fully recovered, and thus will still continue to require variable degrees of food assistance for the coming few more years. Based on this historical and recurrent food insecurity in Eritrea, an attempt is made in this paper to assess the agriculture development and food policy in the country. Furthermore, the paper captures the available food security policy proposals of Eritrea and eventually draws conclusions. (shrink)

This chapter examines the role of narratives in our understanding of the relationship between food, agriculture, and the environment. Narratives are the most comprehensive way of representing things that have a historical dimension. They are crucial for putting events into context, portraying characters, and depicting scenarios. The chapter argues that environmental ethics needs to embrace the “narrative turn” in order to account for the diversity of ethical issues surrounding food, agriculture, and the environment, as well as (...) to connect overarching stories about food systems to our everyday lives. It identities several narratives commonly seen in the United States that frame the way we understand food and environmental issues. A narrative approach provides an alternative to theory-driven environmental ethics toward practical, non-academic focus on actual problems and solutions. (shrink)

Food security is becoming an increasingly relevant topic in the Global North, especially in urban areas. Because such areas do not always have good access to nutritionally adequate food, the question of how to supply them is an urgent priority in order to maintain a healthy population. Urban and peri-urban agriculture, as sources of local fresh food, could play an important role. Whereas some scholars do not differentiate between peri-urban and urban agriculture, seeing them as (...) a single entity, our hypothesis is that they are distinct, and that this has important consequences for food security and other issues. This has knock-on effects for food system planning and has not yet been appropriately analysed. The objectives of this study are to provide a systematic understanding of urban and peri-urban agriculture in the Global North, showing their similarities and differences, and to analyse their impact on urban food security. To this end, an extensive literature review was conducted, resulting in the identification and comparison of their spatial, ecological and socio-economic characteristics. The findings are discussed in terms of their impact on food security in relation to the four levels of the food system: food production, processing, distribution and consumption. The results show that urban and peri-urban agriculture in the Global North indeed differ in most of their characteristics and consequently also in their ability to meet the food needs of urban inhabitants. While urban agriculture still meets food needs mainly at the household level, peri-urban agriculture can provide larger quantities and has broader distribution pathways, giving it a separate status in terms of food security. Nevertheless, both possess potential, making them valuable for urban food planning, and both face similar threats regarding urbanisation pressures, necessitating adequate planning measures. (shrink)

While we are currently experiencing a renaissance in philosophical work on agriculture and food ( Barnhill, Budolfson, & Doggett 2016 ; Thompson 2015 ; Kaplan 2012 ), these topics were common sources of discussion throughout the three-thousand-year history of Western thought. For example, the Ancient Greek philosopher Aristotle (2014 ) explored connections between fulfi lling human promise and systems of agriculture ( Thompson & Noll 2015 ) and Hippocrates (1923 ) stressed the importance of cultivating agricultural products (...) provided by nature ( Zwart 2000 ). In order to live a truly human life, Hippocrates argued, one must not passively consume crude food products, as such brutish living leads to terrible suffering. Later, both the Hebrew Bible and Christian Gospels provided clear ethical mandates concerning agricultural practices and the consumption of food. These mandates or ethics needed to be observed regardless of context ( Zwart 2000 ). More recently, Thomas Jefferson added to this literature, as he engaged in agricultural production at his Monticello plantation and wrote extensively on how farming is intimately connected to the political system of democracy ( Thompson & Noll 2015 ). This refl ection on food and agriculture continued into the 20th century, albeit not in the discipline of philosophy. Scientists and agricultural leaders, such as Henry Wallace and Liberty Hyde Bailey, provided important critiques of agricultural practices contemporary to their time. (shrink)

It is widely believed that there must be a conflict between food production and conservation, and that development must be related to economics. Both these beliefs are questioned. It is suggested that ecological agriculture, which includes ethologically and ecologically sound animal management can reduce conflicts between conservation and food production. African elephants are taken as an example illustrating different attitudes to conservation. It is proposed that, rather than developing further the present common conservation attitude of ' wildlife (...) apartheid', the future of elephants in many parts of Africa may rest on bringing them closer to the voters where the welfare of neither the human nor elephant is compromised. Here, they can act as both as workers, and as ' wildlife ambassadors'. This approach needs further research and development, but preliminary results show significant possibilities for reducing these apparently conflicting land use interests in some geographical areas. The interest in and enthusiasm for urban agriculture (UA) in urban communities, the non-profit sector, and governmental institutions has grown exponentially over the past decade. Part of the appeal of UA is its potential to improve the civic health of a community, advancing what some call food democracy. Yet despite the increasing presence of the language of civic agriculture or food democracy, UA organizations and practitioners often still focus on practical, shorter-term projects in an effort both (...) to increase local involvement and to attract funding from groups focused on quantifiable deliverables. As such, it seems difficult to move beyond the rhetoric of food democracy towards significant forms of popular participation and deliberation within particular communities. In this paper we provide a theoretical framework—deep democracy—that helps to contextualize nascent attempts at civic agriculture or food democracy within a broader struggle for democratic practices and relationships. We argue that urban agriculture efforts are well positioned to help citizens cultivate lasting relationships across lines of difference and amidst significant power differentials—relationships that could form the basis of a community’s collective capacity to shape its future. We analyze the theory of deep democracy through recent experiences with UA in Denver, Colorado, and we identify ways in which UA can extend its reach and impact by focusing more consciously on its political or civic potential. This paper addresses the issue of food security in developing countries and how agriculture plays an important role in achieving not only food security, but also in reducing poverty and promoting sustainable development. The promotion of trade liberalization by the World Trade Organization (WTO) through the Agreement on Agriculture (AoA) has undermined the productive capacity of developing countries and their comparative advantage in the agricultural sector, marginalizing small-scale farmers and benefitting the big corporations. The paper looks (...) at the issue of intellectual property rights that big corporations have for seeds and their effects on small-scale farmers, and how corporate social responsibility (CSR) is insufficient to regulate the dominance of big corporations in the food and agricultural market. The paper is divided into seven sections: trade liberalization and food security, the WTO and the AoA, the effects of the AoA on developing countries, the role of transnational corporations (TNCs) on food security, CSR and TNCs, policy recommendations, and conclusions. Several scholars have claimed that small-scale agriculture in which farmers sell goods to the local market has the potential to strengthen social ties and a sense of community, a phenomenon referred to as “civic agriculture.” Proponents see promise in the increase in the number of community supported agriculture programs, farmers markets, and other locally orientated distribution systems as well as the growing interest among consumers for buying locally produced goods. Yet others have suggested that these novel or (...) reborn distribution mechanisms are still primarily means of instrumental economic exchange and that optimistic characterizations of a renewed sense of community emerging from these practices are unfounded. This study provides an empirical assessment of the extent to which these community-based agriculture markets are associated with connection to community, volunteerism, and civic and political activities. In order to assess the relationship between civic agriculture and community engagement, we surveyed over 1,300 people in the Mid-Hudson region of New York State. The study design includes “civic agriculture participants” as the unit of analysis, defined as CSA farm members, shoppers at independent health food stores, and farmers market patrons. For comparison, a telephone survey of randomly selected residents of the region’s general population was also conducted. Unlike studies that focus solely on the perceptions of certain civic agriculture participants, by comparing the perceptions and behaviors of those engaged in a range of civic agriculture practices, we are able to identify the effects of different forms of participation. The results demonstrate higher levels of voluntarism and engagement in local politics among civic agriculture participants relative to the general population. In addition, we found variation among those engaged in different forms of civic agriculture, with those immersed in more socially embedded forms of exchange demonstrating greater community and political involvement. A growing body of literature argues that achieving radical change in the agri-food system requires a radical renegotiation of our relationship with the environment alongside a change in our thinking and approach to transformational food politics. This paper argues that relational approaches such as a more-than-human ethic of care (MTH EoC) can offer a different and constructive perspective to analyse agri-food system transformation because it emphasises social structures and relationships as the basis of environmental change. A MTH (...) EoC has not yet been applied to regenerative agriculture, yet other literature on regenerative agriculture suggests that care may be present in these spaces and calls for the need for social science analysis of the regenerative movement. This paper uses a MTH EoC lens to reveal a diverse array of ways in which power is and can be deployed for change in the regenerative agriculture movement in Aotearoa, New Zealand. Globally, regenerative agriculture tends to be analysed through positivist, scientific approaches that focus on biophysical markers of ecological improvement. Yet, a relational approach reveals how engagement in regenerative agriculture is creating significant shifts in mindset towards more holistic and relational understandings of biological and social ecosystems. A regenerative mindset framework is suggested as a method of understanding the connection between a regenerative form of thinking, being and doing for farmers. Interviews suggested that this shift in farmers’ socio-ecological relations is crucial to the transformational potential of regenerative agriculture. This paper argues that relational analyses such as the MTH EoC approach used to analyse regenerative agriculture in this research, refresh the way we analyse agri-food system change. They also are critical to guiding and supporting on-the-ground socio-ecological shifts that are necessary to see agricultural transformation. (shrink)

Thompson, who planted some of the first seeds of philosophy of agriculture and whose work inspires interdisciplinary scholarship in food ethics, biotechnology, and environmental philosophy. Landmark texts such as The Spirit of the Soil, The Agrarian Vision, and From Field to Fork revealed the fertility of food systems for inspiring reflection on our relationships to technology, the land, and one another. Rooted in philosophical traditions ranging from (...) pragmatism to post-phenomenology, Thompson’s work nourishes projects in ethics, epistemology, philosophy of science, and social and political theory, not only in academic philosophy departments but also in the social and natural sciences. This volume collects this diversity of thought in a tour of the many fields of food systems; from theorizing the sustainability of agroecological systems, to appreciating the quotidian practice of agrarian communities, to anticipating the impacts of emerging biotechnology, and to savoring the roles that food plays in forming our identities. Urban agriculture in Cuba is often promoted as an example of how agroecological farming can overcome the need for oil-derived inputs in food production. This article examines the geographical implications of Cuba’s low-carbon urban farming based on fieldwork in five organopónicos in Pinar del Río. The article charts how energy flows, biophysical relations, and socially mediated ecological processes are spatially organised to enable large-scale urban agricultural production. To explain this production system, the literature on Cuban agroecology postulates a (...) model of two distinct modes: agroecology versus industrial agriculture. Yet this distinction inadequately explains Cuba’s urban agriculture: production in the organopónicos rather sits across categories, at once involving agroecological, organic-industrial, and petro-industrial features. To resolve this contradiction, a more nuanced framework is developed that conceptualises production systems by means of their geographical configuration. This provides analytical clarity—and a political strategy for a low-carbon, degrowth agenda. (shrink)

The European Union’s common agricultural policy (CAP), in addition to its primary production and farm income goals, is a large source of funding for environmentally friendly agricultural practices. However, its schemes have variable success and uptake across member states (MS) and regions. This study tries to explain these differences by demonstrating differences between policy levels in the understanding of the relationship between nature and farming. To compare constructs and values of the respective policy communities, their discursive construction as it appears (...) in the main strategic EU and MS agricultural policy documents is analysed. The theoretical framework integrates elements from existing frameworks of CAP and environmental discourse analysis; specific agri-environmental discourses, their elements and interplay, are identified. The six discourses suggested here are ‘Productivism’, ‘Classical neoliberal’, ‘Ecological modernisation’, ‘Administrative’, ‘Multifunctionality’ and ‘Radical green’. The discourse analysis of selected documents reveals that there are indeed differences in how farming and the environment are generally conceptualised at different levels of CAP decision-making. At EU level, farming is primarily understood as a sector whose main task is to produce food (‘Productivism’), and the environment is used as a justification for CAP payments (‘Multifunctionality’). At the national/regional level, Rural Development Programmes reflect different value systems: in England, environmental protection is mainly seen as sound management of natural capital (‘Classical neoliberal’); in Finland, a benefit for producers and conscious consumers (‘Ecological modernisation’); in Croatia, a necessity limiting productivity (‘Productivism’) and imposed by an external authority (‘Administrative’ discourse). This diversity shows that differences can visibly manifest despite the Commission constraining the discursive space, helping to explain the differential implementation and success of environmental measures. Agriculture has been enormously productive in recent decades. The main problem is that fragmentation of issues, knowledge, and responsibilities has hidden the costs associated with this success. These are mainly environmental, social, and health costs, which have been assigned to other ministries, with their own histories unconnected to agriculture. Now that agricultural policy has achieved its success, its costs are becoming apparent. The current system is preoccupied with traditional views of competitiveness and efficiency. Policies, programs, and regulations are (...) organized to support specific commodities, not farming and food systems. Responsibilities are extremely fragmented and frequently uncoordinated. In this environment, the focus on nourishment, food security, and environmental sustainability is subordinated to economic issues.The future lies in reorienting agricultural policy away from maximum production and towards sustainability. We propose a major transformation of the policy making apparatus in order to shift the focus of the system towards nourishment, food security, and sustainability. A new policy making system must be built on the themes of: integrated responsibilities and activities; emphasis on macro-policy; transdisciplinary policy development; proximity of policy makers to the diverse groups affected by problems needing resolution; food systems policy.The design principles for such a new system are taken from the theory of food security and ecology. Using these principles, we design a new provincial department of food and food security, and test this design with two case studies. (shrink)

Since its origins as an academic newsletter, _Agriculture and Human Values_ has evolved to be one of the leading journals publishing critical scholarship of the food and agricultural system. This essay illustrates and comments on the evolution of the scale and scope of research published in the journal over the years.

Smallholder farmers in Rattanakmondol District, Battambang Province, Cambodia face challenges related to soil erosion, declining yields, climate change, and unsustainable tillage-based farming practices in their efforts to increase food production within maize-based systems. In 2010, research for development programs began introducing agricultural production systems based on conservation agriculture to smallholder farmers located in four communities within Rattanakmondol District as a pathway for addressing these issues. Understanding gendered practices and perspectives is integral to adapting CA technologies to the needs (...) of local communities. This research identifies how gender differences regarding farmers’ access to assets, practices, and engagement in intra-household negotiations could constrain or facilitate the dissemination of CA. Our mixed-methods approach includes focus group discussions, semi-structured interviews, famer field visits, and a household survey. Gender differences in access to key productive assets may affect men’s and women’s individual ability to adapt CA. Farmers perceive the practices and technologies of CA as labor-saving, with the potential to reduce men’s and women’s labor burden in land-preparation activities. However, when considered in relation to the full array of productive and reproductive livelihood activities, CA can disproportionately affect men’s and women’s labor. Decisions about agricultural livelihoods were not always made jointly, with socio-cultural norms and responsibilities structuring an individual’s ability to participate in intra-household negotiations. While gender differences in power relations affect intra-household decision-making, men and women household members collectively negotiate the transition to CA-based production systems. (shrink)
