The project Euroscreen 2 has examined genetic screening and testing with particular reference to implications for insurance, commercialization through marketing of genetic tests direct to the public, and issues surrounding raising public awareness of these and other developments in genetics, including the practical experiment of a Gene Shop. This paper provides a snapshot of the three year project. The study groups work included monitoring developments in different European countries and exploring possibilities for regulation in insurance and commercialization together with public (...) attitudes to regulation. The success or failure of different strategies is not independent of public awareness. Exploration of policy, however, also requires examination of fundamental concepts such as solidarity and geneticization. (shrink)

We thank our commentators for their thoughtful responses to our paper1 covering among other issues the relationships of ethics law and professional codes, the tensions between ethical universalism and cultural relativism and the phenomenon of moral judgement required when ethical norms conflict, including the norms of patient care versus obligations to others both now and in the future. Although the comments deserve more extensive discussion, in what follows we respond briefly to specific aspects of each commentary and remind readers that (...) professional codes of ethics are necessarily brief and that the International Code of Medical Ethics (ICoME) explicitly refers to the World Medical Association’s (WMA) mutually concordant and far more extensive ‘body of policies’.2 Sarela raises a fundamental and, as stated in the commentary, unresolved debate: ‘should ethics shape law or is it the converse’?3 We understand the ‘global medical ethos’ represented in the WMA’s revised ICoME to be firmly embedded in the assumption that ethics should shape law and that only where laws are so shaped do people governed by them have an ethical obligation to obey them. For the medical profession, laws permitting participation in torture or other cruel, inhuman or degrading practices and punishments are categorically unethical, and therefore, doctors must not facilitate or participate in them—difficult as it may be for some doctors in some regions or environments to act accordingly. Many factors complicate the education of urban students. Among them have been issues related to population density; racial, ethnic, cultural, and linguistic diversity; poverty; racism ; and funding levels. Although urban educators have been addressing these issues for decades, placing them under the umbrella of "urban education" and treating them as a specific area of practice and inquiry is relatively recent. Despite the wide adoption of the term a consensus about its meaning exists at only the broadest (...) of levels. In short, urban education remains an ill-defined concept. This comprehensive volume addresses this definitional challenge and provides a 3-part conceptual model in which the achievement of equity for all -- regardless of race, gender, or ethnicity – is an ideal that is central to urban education. The model also posits that effective urban education requires attention to the three central issues that confronts all education systems _accountability_ of individuals and the institutions in which they work, _leadership_, which occurs in multiple ways and at multiple levels, and _learning_, which is the raison d'être of education. Purpose: Despite various comparative studies in the field of cultural heritage protection in the world, there is still a significant lack of comparative research on policies related to the legal system of countries' governance. The purpose of this study is to address the comparative policies in Iran and Italy, with a particular focus on the results of the executive experiences of two different types of policies in the cities of Oroumieh (North-West of Iran) and Turin (in North-West of Italy). Design/methodology/approach: (...) Utilising the comparative, analytical, bibliographic and descriptive historical research methodology, which is based on the study of the local, national and international comprehensive review of regulations and policy-making of cultural heritage preservation policies in Iran and Italy. In this research, the related documents in three languages (Persian, Italian and English) have been examined to compare profoundly and comprehensively the policies and regulations adopted in these two countries to be able to analyze the national and transnational regulations and local policies in the cultural heritage sector. Findings: In addition to many cultural similarities and numerous commonalities, especially in the multiplicity of urban cultural heritage in historical centers, the results suggest that the legislation structure in Iran is much more centralized than in Italy. Also, the findings suggest that Italy focuses on aligning its previously centralized national legislative system in line with contemporary European heritage and preservation policies. Originality/value: The paper outlines how to use historical and cultural similarities through comparative study to benefit the experiences of two historical countries in urban heritage conservation and policy-making part despite their differences. This chapter attempts to articulate a novel approach to thinking about urban politics and urban public policy. Building on the observation that all action requires reliance, the chapter argues that elements of the urban environment function as what we call reliance structures. These are the structures that allow agents to realize their intentions as actions. That is, reliance structures are constitutive features of the capacity for action, that is, for agency. The chapter then argues that the (...) urban can be understood as a network of reliance structures. It follows that the urban partially constitutes human agency—agential capacities are partially constituted by urban reliance systems. This is meant to be a substantive diagnostic tool for making sense of the ways that urban public policy can produce and reproduce forms of human agency and, ultimately, the way that the urban partially determines human freedom. The article assesses the challenges facing the foundation “Cultiva”, including institutional ramifications related to régimes of public planning and governance. At present, urban traffic congestion is a common problem of urban development in China. Therefore, China’s government issued the policy of opening the gated communities in 2016, hoping to alleviate traffic pressure to some extent. But, at present, the quantitative empirical research on the effect of the policy implementation is less and more idealistic. In order to complete the leap from research on local isolated traffic capacity of static gated communities to research on global coupling traffic (...) capacity of dynamic multilayer network and, to a certain extent, reflect the innovation of the research model and method, we make a quantitative analysis of the effect of the policy more consistent with the actual situation, which provides a quantitative management basis for the implementation of the policy. Based on literature review, this paper carried out two stages of research. Stage one consists of constructing traffic capacity assessment model—Road Capacity Assessment model based on BPR impedance function from a simple local static perspective. Considering the factors such as delay of signalized intersection and travel time, through modeling analysis and empirical test, it is found that about 12% of local traffic capacity can be improved after open community. Stage two consists of constructing a global capacity model based on multilayer complex network coupling from the perspective of complex global dynamics. Considering the various network nodes of pedestrians, nonmotor vehicles, and other factors, we construct a multilayer complex network and dynamic superposition coupling. The empirical data show that the overall traffic capacity of the open community is improved by at least 11.3%. Finally, it can be concluded that a significant increase in the global traffic capacity of complex urban road networks means that the losses caused by traffic congestion will be reduced. In some first-tier cities, the direct monthly income of the open-gated community is as high as 230 million yuan, not to mention its overall economic, social, and environmental benefits. (shrink)

This theoretical exploration is an attempt to conceptualize the link between gender and urban environmental health. The proposed ecofeminist framework enables an understanding of the link between the urban physical and social environments and health inequities mediated by gender and socioeconomic status. This framework is proposed as a theoretical magnifying glass to reveal the underlying logic that connects environmental exploitation on the one hand, and gendered health inequities on the other. Ecofeminism has the potential to reveal an inherent, (...) normative conceptual analysis and argumentative justification of western society that permits the oppression of women and the exploitation of the environment. This insight will contribute to a better understanding of the mechanisms underlying gendered environmental health inequities and inform healthy public policy that is supportive of urban environmental health, particularly for low‐income mothers. Infrastructure management has traditionally been based on a logic of predict and provide in which rising demand was met with an increase in infrastructure capacity. However, recent changes in political, economic, and environmental priorities mean that projects such as new roads, which simply expand supply, have become more controversial, and that reducing demand is now a key challenge. This article is about the different ways in which infrastructure managers have tried to achieve reductions in demand, as well as the range (...) of plans that blend various proportions of technological and institutional innovation. For the sociology of science, the controversies over these urban environment plans are interesting not just because they are scientific controversies but because they are controversies over the relationships between science, expertise, technology, and society. As a result, the authors argue that sociologists of science have a contribution to make as experts in their own right. This article argues that the sociology of scientific knowledge needs to move beyond symmetry and neutrality and outlines some of the ways in which SSK can make a difference by repositioning itself at the center of contemporary policy debates. In this article, I consider two examples in the French city of Saint-Etienne to illustrate the heritagization of urbanity: an exhibition about the memory of Algerian miners, and the dramatic demolition of a high-rise building that created a great stir because of its local symbolic significance. These two examples show that urbanity keeps a great place in the imaginary of urban dwellers, including the elites. Urban animals can benefit from living in cities, but this also makes them vulnerable as they increasingly depend on the advantages of urban life. This article has two aims. First, I provide a detailed analysis of the concept of captivity and explain why it matters to nonhuman animals—because and insofar as many of them have a (non-substitutable) interest in freedom. Second, I defend a surprising implication of the account—pushing the boundaries of the concept while the boundaries of cities (...) and human activities expand. I argue for the existence of the neglected problem of pervasive captivity, of which urban wildlife is an illustration. Many urban animals are confined, controlled and dependent, therefore often captive of expanding urban areas. While I argue that captivity per se is value-neutral, I draw the ethical and policy implications of harmful pervasive captivity. (shrink)

The article examines the impact of the virtual public sphere on how urban spaces are experienced and conceived in our data-driven society. It places particular emphasis on urban scale digital twins, which are virtual replicas of cities that are used to simulate environments and develop scenarios in response to policy problems. The article also investigates the shift from the technical to the socio-technical perspective within the field of smart cities. Urban inclusive green growth (UIGG) refers to the synergetic enhancement of the economy, the environment, and the society in a city. Achieving such enhancement requires addressing a series of problems in the development of urbanization, such as unemployment, lack of access to education, insufficient medical resources, inequity, and environmental pollution. As firms are critical to city development and urbanization, whether they practice corporate social responsibility (CSR) plays a crucial part in UIGG. In this study, we focus on Chinese cities (...) as examples of UIGG and Chinese listed companies as CSR engagers, employing matched data on Chinese listed companies and cities to investigate how CSR affects UIGG. Specifically, the empirical results of a high-dimensional fixed effect model indicate that CSR significantly promotes UIGG. This finding remains valid after a set of robustness checks, including instrumental variable (IV) regression. CSR can promote UIGG by positively influencing enterprises’ economic performance, innovation, and employment. To promote firms’ substantive CSR actions, the government of Jiangsu Province, China, launched a pilot policy for CSR promotion by issuing an official guidance document, which can be considered a quasi-natural experiment to test the causality between CSR and UIGG. We find that the CSR pilot significantly promoted UIGG. The heterogeneity test results indicate that the influence of CSR on UIGG varies based on the audit company, the nature of the enterprise, and the structure of corporate leadership. (shrink)

Nowadays, cities have became the laboratory of new forms of political mobilization based on urban branding policies which improves marketing of the city image in various ways by converting the visual image of the city into a brand image. In the early twenty-first century, the city of Turin as the Italian prototypical one-company town started investing heavily in urban branding strategies, in order to modify its former image of an industrial city. The core of the paper is a (...) theoretical framework to understand the Urban Branding in Post-Fordist cities, which were developed through a review of the literature on both city branding and the industrial cities. Following a review of the extant literature on the urban image in general and city branding in particular, this research outlines distinct elements, categories and dimensions of a place brand, as well as a number of approaches in post-Fordist and postindustrial cities with example cases of each approach. Food is becoming an increasingly important issue in the urban context. Urban food policies are a new phenomenon in Czechia, where urban food alternatives to the current food regime are promoted by food movements or take the form of traditional self-provisioning. This paper examines how urban food governance in Prague and Brno is constituted based on the municipalities’ relations with actors engaged in urban food alternatives. We argue that prioritizing aspects of local food system transformation (...) compliant with the status quo is non-systemic and implies a fragmentation of urban food alternatives based on different levels of social capital and radicality. We conceptualize urban food alternatives as values-based modes of production and consumption and focus on values that guide urban food governance in its participatory and territorial interplay with the actors of urban food alternatives. Our analysis reveals that the values underpinning the two cities’ progressive food policies do not match reality on the ground. We propose four types of relations between the two examined cities and aspects of the local food system transformation. Aspects compliant with the status quo, such as food waste reduction and community gardening are embraced, whereas those requiring more public intervention, such as public procurement, short supply chains, or the protection of cultivable land are disregarded, degraded, or, at most, subject to experimentation as part of biodiversity protection. Chances for a successful transformation of the local food system under such governance are low but can be increased by strengthening social capital and coalition work among urban food alternatives. ABSTRACT The approaches currently dominating sustainable urban planning are based on a paradigm which assumes that economic growth can be decoupled from economic degradation through smarter technological solutions and institutional reform within existing social structures. However, decoupling can only be partial. Environmental sustainability, therefore, requires that, sooner or later, growth in consumption and production must cease. Policies for combining environmental and social sustainability would be sharply at odds with key mechanisms inherent in the capitalist economy. Urban sustainability thus (...) requires profound changes. On the ontological plane, planning theory must move away from anti-realist constructivism and hermeneuticism, towards realism. On the empirical plane, it is necessary to move away from disciplinary tunnel vision towards a critical realist version of interdisciplinarity, within key research fields such as housing research and transportation research. In the era of increasingly defined ontological insecurity and uncertainty driven by the ravages of COVID-19, urban informal settlement has emerged as a source of resilience. Indeed, the effects of a pandemic transcends its epidemiological characteristics to political economy and societal resilience. If resilience is the capacity of a system to adapt successfully to significant challenges that threaten the function or development of the human society, then ontological insecurity is about the lack of such capacity. Drawing on Keith Hartian’s (...) understanding of ‘informality’ of spaces, this policy brief attempts to identify and frame a research agenda for the future. Circular economy is a critical approach to realize the coordinated development of society, economy, and ecological environment. Given the fact that urban is a complex system in which human beings integrate material, energy, information, and natural environment and interact and influence each other, reviewing the urban circular economy research and development could benefit for having a better and comprehensive understanding on urban complexity. Mainly based on the Chinese literature studies from 1999 to 2020, this study aims to (...) present an in-depth analysis of the research themes, policy systems, and index system of Chinaʼs urban-scale circular economy, discuss the changes and evolution trends of themes, levels, and perspectives in time series, sort out the policy systems at both the national and local levels, and analyze the design principles and application fields of indicators. Finally, we propose that future development of an urban circular economy should be built based on modern techniques, technologies, and models. The construction of development mechanism on the circular economy should be framed as “government-led, market-driven, legal norms, policy support, technological support, and public participation” and inject concepts such as “Internet +,” “sharing economy,” “Internet of Things,” and “artificial intelligence.”. In this paper, we provide an overview of research highlighting the relation between cultural processes, social norms, and food choices, discussing the implication of these findings for the promotion of more sustainable lifestyles. Our aim is to outline how environmental psychological research on urban affordances, through the specific concepts of restorative environments and walkability, could complement these findings to better understand human health, wellbeing and quality of life. We highlight how social norms and cultural processes are linked to food (...) choices, and we discuss the possible health-related outcomes of cultural differences in food practices, their relation to acculturation and globalization processes. We also discuss the concepts of restorative environments and walkability as positive urban affordances, and their relation to human well being, and the possibile link with cultural process and sustainable lifestyles. Finally, we outline issues for future research and areas for policy making and interventions on the links between cultural processes, healthy and sustainable food consumption and urban affordances, for the pursuit of public health, wellbeing and environmental sustainability. In this paper, I outline valuable insights that current theorists working in urban environmental ethics can gain from the analysis of nineteenth century urban contexts. Specifically, I argue that an analysis of urban areas during this time reveals two sets of competing metaphysical commitments that, when accepted, shift both the design of urban environments and our relationship with the natural world in these contexts. While one set of metaphysical commitments could help inform current projects in (...) class='Hi'>urban environmental ethics, the second “de-animalized” or “cleansed” commitments that influenced the structure of post-nineteenth century urban areas could potentially harm projects in urban environmental ethics. Thus we need to be particularly careful when choosing a metaphysical base for our current urban environmental ethics, as, depending on your specific project, implicitly accepting certain commitments could inadvertently work against the overall goals of the project. Periurban bypasses are enclaves that appear to be left behind of conventional spatial and technological processes. With the focus on cities and their development, the hinterland serves as a resource that barely makes its appearance in mainstream policy debates. Hidden even further in the periurban are areas whose inhabitants are marginalised in many ways. Developing an ethical framework for assessing periurban bypasses is rendered difficult by the complexity of attribution of harm to particular agents.
