This article addresses – from a theoretical and historical perspective – the discussion on republicanism and populism, in connection to different ways of conceiving political modernity. It places republicanism and populism within the framework of contemporary democracies in the Latin American context, looking at the reciprocal interaction between these political traditions, and their relevance for understanding the current challenges of the liberal model in the region.

In this essay, a brief analysis of the diplomatic efforts to achieve an accord in re- lation to the climatic change process is made. Particularly, it will analyze the two past Climate Summits (Copenhagen and Cancun). It emphasizes the growing social articulation of climatic politics. Finally, it aims to the birth of a new global responsibility of societies in relation to the human relation towards the planet. Also, it explores the impact of this responsibility on the environment global changes.

This article aims to highlight the theoretical and philosophical debate on hospitality underlining the normative elements of framing migrants and refugees as individual agents in the light of hospitality theory and migration governance. It argued the critiques of the neo-Kantian hospitality approach and the EU welcome culture with regard to refugees in the EU from a philosophical perspective. The “No human being is illegal” motto is proposed to be conceived as a principle of the EU Charter of Fundamental Rights. The (...) cosmopolitan right to visit and the universal right to reside were discussed in the context of human rights and co-responsibility. Linking the hospitality approach with migration governance enables the reconstruction of reception policies and practices, diversification of non-state actors that engage in migration governance mechanism, and polarization of political initiatives (e.g., politics of allocation and dispersal, readmission negotiations, convergence/divergence of priorities and strategic interests). The research findings highlight that the EU adopted a neo-Kantian hospitality approach that combines both “co-responsibility” and “vertical/heterarchical relations.” The EU’s “New Pact on Migration and Asylum” was considered proof of how the EU follows neo-Kantian hospitality that is manifested in dualism and contradictory approach. The study presents a typology that splits co-responsibility into individual/institutional actions and human rights/migration governance. (shrink)

We propose communication pattern logic. A communication pattern describes how processes or agents inform each other, independently of the information content. The full-information protocol in distributed computing is the special case wherein all agents inform each other. We study this protocol in distributed computing models where communication might fail: an agent is certain about the messages it receives, but it may be uncertain about the messages other agents have received. In a dynamic epistemic logic with distributed knowledge and with modalities (...) for communication patterns, the latter are interpreted by updating Kripke models. We propose an axiomatization of communication pattern logic, and we show that collective bisimilarity (comparing models on their distributed knowledge) is preserved when updating models with communication patterns. We can also interpret communication patterns by updating simplicial complexes, a well-known topological framework for distributed computing. We show that the different semantics correspond, and propose collective bisimulation between simplicial complexes. (shrink)

Pretende-se fazer uma reflexão sobre as questões econômicas do mundo antigo, quando Aristóteles anteviu crescente inserção mercantilista na sociedade e tratará a polis com uma grande autonomia humana. A sociedade grega clássica está centrada na cidade-estado, a polis, a qual era, para os gregos, o estágio final e completo da vida social, a única forma possível de existência civilizada. O conceito aristotélico de economia como ação/política do (...) “cuidar”, como a ciência que busca o melhor uso das riquezas destinadas a manutenção e aperfeiçoamento da vida social, auxilia o mundo moderno à construção de um pensamento econômico. Most model checking techniques for security protocols make a number of simplifying assumptions on the protocol and/or on its execution environment that greatly complicate or even prevent their applicability in some important cases. For instance, most techniques assume that communication between honest principals is controlled by a Dolev-Yao intruder, i.e. a malicious agent capable to overhear, divert, and fake messages. Yet we might be interested in establishing the security of a protocol that relies on a less unsecure channel (e.g. a (...) confidential channel provided by some other protocol sitting lower in the protocol stack). In this paper we propose a general model for security protocols based on the set-rewriting formalism that, coupled with the use of LTL, allows for the specification of assumptions on principals and communication channels as well as of complex security properties that are normally not handled by state-of-the-art security protocol analysers. By using our approach we have been able to formalise all the assumptions required by the ASW protocol for optimistic fair exchange and some of its key security properties. Besides the previously reported attacks on the protocol, we report a new attack on a patched version of the protocol. (shrink)

Este artículo analiza la relación entre dos autores, Lord Acton y Balmes, en lo que entendemos que ha sido la gran cuestión de la política moderna: la nación y el problema del nacionalismo. Se citan los textos estrechamente relacionados con el tema y se han descartado aquellos más generales o, en el caso de Balmes, de carácter más dogmático o teológico. En el caso del autor español se han seleccionado sus escritos políticos aparecidos en los diferentes medios de prensa en (...) los que colaboró a lo largo de su prolífica carrera. Ambos autores trataron de superar por elevación la dialéctica absolutismo-liberalismo, y propusieron, cada uno a su manera, un modelo de Monarquía Constitucional que no cediese ni al nacionalismo, ni al autoritarismo. Asumieron como propias ideas renovadoras acerca de la libertad política, adaptaron a sus circunstancias las formas políticas propias del federalismo estadounidense, y defendieron la tradición, la religión y el Estado frente a los que ellos entendían que eran las dos grandes amenazas de su época que crecían al amparo del nacionalismo: el individualismo racionalista y el autoritarismo estatalista. Phillips & Silverstein (P&S, 2003) propose that NMDA-receptor dysfunction may be the fundamental neurobiological mechanism underlying and associating impaired holistic perception and cognitive coordination with schizophrenic psychopathology. We discuss how the P&S hypothesis shares different aspects of the weak central coherence account of autism from both theoretical and experimental perspectives. Specifically, we believe that neither those persons with autism nor those with schizophrenia integrate visuo-perceptual information efficiently, resulting in incongruous internal representations of their external world. However, although NMDA-hypofunction may be (...) responsible for perceptual impairments in schizophrenia and possibly autism, we suggest that it is highly unlikely that NMDA-hypofunction is specifically responsible for the autistic behavioral symptomology, as described by P&S in their target article. The complete description of the interaction between an external electromagnetic field and a charged particle causing it to radiate is one of the most fundamental problems in classical electrodynamics. Here we provide a simple coupled model that describes via the Lagrangian of the physical system the full radiation reaction process resulting from the particle–field interactions which simulate the electromagnetic ones. The particle and field evolution equations obtained from the Lagrangian are studied as an initial value problem giving rise to the (...) particle's radiation reaction equation, which includes the complete interaction with the field. Using stability theory we analyze this equation and prove that every solution is global uniform asymptotically stable, evidencing that the particle coupled to the field radiates. The model proves to be interesting, for it clearly illustrates the particle–field interaction process and shows the radiation's origin. (shrink)

O recrutamento de diplomatas pelo Ministério dos Negócios Estrangeiros português é levado a cabo por intermédio de um concurso público. O formato desse concurso tem variado ao longo do tempo. Muito pouco é conhecido quanto à progressão diacrónica desse formato. Parece, no entanto, haver um consenso geral tácito de que os Concursos não são transparentes, e um artigo recente assevera-o explicitamente no que diz respeito ao período do Estado Novo. O presente estudo mostra que, pelo contrário – pelo menos ao (...) nível do enquadramento legal a que estão sujeitos – os concursos têm vindo a evoluir lentamente na direcção de uma cada vez maior abertura. Mostra também em que sentido tais representações são compreensíveis, uma vez que o design geral do concurso mantém claros traços que apontam claramente na direcção de uma “reprodução simples” do “corpo” de funcionários que visa recrutar. Os concursos são assim encarados enquanto um rito cívico complexo de iniciação que tem sobrevivido tant bien que mal no quadro de um Estado moderno. (shrink)

Critical and pancritical rationalism were mainly debated in the second half of the XXth century, however a new important paper on pancritical rationalism has been published recently, and hence a critical commentary of this recent publication is required, one is offered here.

En las últimas décadas un sector de la Iglesia católica latinoamericana ha impulsado la idea de conformar una Iglesia con rostro indígena, en la cual los indígenas se incorporen a la estructura eclesiástica a través de algunos cargos como catequista o diácono. Algunos incluso han propuesto la ordenación de sacerdotes indígenas que, de acuerdo a la cosmovisión de los indígenas, deben ser casados. El presente artículo tiene el objetivo revisar, desde la perspectiva de la historización de los conceptos propuesta por (...) Ellacuría, el aporte teóricopráctico realizados por la Compañía de Jesús, en particular tres religiosos ignacianos —Xavier Albó, Manuel Marzal y Bartomeu Melià— a dicho proceso. Como se verá a lo largo del texto, ha sido un camino lleno de avances y retrocesos. En el ámbito teórico, los jesuitas han defendido la idea de que la inculturación es el mejor camino para que la Iglesia logre una verdadera inserción en la realidad de las comunidades indígenas. En el terreno práctico se explora la experiencia de los diáconos indígenas en dos regiones: en la zona aymara de los Andes —especialmente en Bolivia— y en la Misión de Bachajón, Chiapas. Ambas experiencias con resultados disimiles, pero que enriquecen el caminar de la Iglesia con rostro indígena. (shrink)

The article describes the peculiar modality in which design combines predictable and unpredictable elements, and places different disciplinary contributes hosted in this number inside an ordering scheme about possible forms of future’s knowledge.The scheme is built on the intersection of two criteria: the first regards the ways in which the action of invention (expansion of reality) and the action of discovering (expansion of truth) are combined; whilst the second one regards the way in which the unpredictable of the subjects and (...) the predictable of the objects is kept separated (truth explains reality from an external position) or weaved (truth is immanent to reality).Inside this general scheme of combination between predictable and unpredictable, the architectural project has a specific position. The promise of effect that characterizes each architectural project is an action’s strategy that builds programs on predictable elements and produces and exchanges inventions about what is unpredictable. The concept of “self-realization” plays a central role in philosophy, since it summarizes the idea that a good life is a flourishing life, that is, an existence in which a person makes the best of what she is. A long tradition has understood this in terms of actualizing one’s potential or fulfilling one’s highest and most worthy aspirations. The aim of this paper is to analyze Hegel’s Logic and Philosophy of Right, in order to show that they outline an alternative (...) and valuable account of self-realization that conceives of human flourishing as tied to the flourishing of the world. I argue contra Larry Laudan and Robert Nozick that valuable goals that are impossible (i.e., ideal goals) can be rational, if they are approachable without a known limit. It is argued that Laudan proscribes as irrational impossible goals because he holds a confused scheme for means/ends rationality. Moreover it is argued that it is counterintuitive to hold ideal goals to be irrational. On the other hand I argue that Nozick's generalization of utility theory so as to admit symbolic utilities will (...) allow the characterization of ideal goals as rational. (shrink)

I criticize Laudan's constraints on cognitive aims as presented in Science and Values. These constraints are axiological consistency and non-utopianism. I argue that Laudan's prescription for non utopian aims is too restrictive because it excludes ideals and characterizes as irrational or non-rational numerous human contingencies. We aim to ideals because there is no cogent way to specify in advance what degree of deviation from an ideal is acceptable. Thus, one cannot dispense with ideals. Laudan does not distinguish difficult from impossible (...) goals, making his injunction against utopianism imprecise. It is "semantically utopian" and, furthermore, a prescription for conservatism and mediocrity. Goals often contradict each other or are at least partially incompatible. Since Laudan does not say how to prioritize incompatible aims, axiological consistency is an utopian desideratum. Thus, his constraints on cognitive aims contradict one another. Finally,, Laudan's axiological constraints are too weak and in order to strengthen them, he must invoke without justification some implicit pre-philosophical cognitive aims. This opens the logical possibility of axiological relativism, which Laudan attempted from the beginning to avoid. (shrink)

La importancia de los valores epistémicos en la adopción ya sea de la postura realista o de la anti-realista (o empirista) en el ámbito de la filosofía de la ciencia se ilustra con tres debates. Los debates en cuestión son: i) aquel sobre si debemos buscar explicar o no la extraordinariamente baja entropía del universo temprano, ii) el debate sobre si las regularidades nómicas empíricas requieren o no de explicación vía leyes de la naturaleza y iii) el debate entre Clarke (...) y Leibniz sobre la naturaleza del espacio físico. En estos debates los realistas en general priorizan la búsqueda de explicaciones causales y por ende buscan minimizar el número de hechos brutos, mientras que los anti realistas priorizan minimizar el número de entidades científicas inobservables; en tanto que este desacuerdo parece ser irresoluble sin recurrir a la petición de principio, o a la estipulación en favor de una o la otra de estas metas, entonces isostenia, es decir los argumentos en favor de ambas posturas parecen estar equilibrados, parecen ser igualmente convincentes y de esto se sigue la consecuente suspensión del juicio sobre cuál de estas posturas es la objetivamente correcta, así como un voluntarismo epistémico con relación a cuál de estas posturas adoptar. Se discute el análisis de M. Williams de la Concepción de la Fundamentación Previa de la justificación epistémica –una concepción supuestamente detrás del trilema de Agripa– y se le contrasta con la Concepción del Desafío por Defecto – la concepción alternativa de la justificación epistémica propugnada por Williams. Se argumenta que los privilegios epistémicos predeterminados de la CDD son un eufemismo para estipulaciones epistémicamente arbitrarias, asimismo se argumenta que mientras el CFP puede conducir a paradojas escépticas, la CDD conduce a (...) un pancriticismo paradójico y que cuál de estas dos paradojas preferir es un asunto de gusto o temperamento. Finalmente se arguye que la CDD no es ni una adecuada descripción de nuestra práctica filosófica, ni tampoco de nuestra práctica epistémica cotidiana. Se concluye entonces que la CFP es la concepción superior, aun si pudiese conducir al escepticismo pirrónico. Concluimos argumentando abiertamente en favor de un tipo de dogmatismo no epistémico con implicaciones pirrónicas para las presuposiciones absolutas de la ciencia Estas consecuencias, sin embargo, no tienen por qué ser incompatibles con la investigación científica.
