Background The ethical use both of human and non-human animals in research is predicated on the assumption that it is of a high quality and its projected benefits are more significant than the risks and harms imposed on subjects. Yet questions remain about whether and how IRBs and IACUCs should consider the scientific value of proposed research studies.Methods We draw upon 45 interviews with IRB and IACUC members and researchers with oversight experience about their perceptions of their own roles in (...) reviewing the quality and value of scientific protocols. Interview transcripts were memoed to highlight specific findings, which were then used to identify key themes through an iterative process.Results IRB and IACUC members expressed broad trust in the need for and value of research, and they often assumed that protocols had social value or that prior review, especially when associated with funding, affirmed both the rigor and merit of those protocols. Some oversight members also took an explicit stance against scientific review by stating that such review is not within the regulatory mandates governing their parts in the oversight system. Yet other interviewees expressed uneasiness about the current paradigm for evaluating the quality and overall value of science, suggesting that IRB and IACUC members perceive gaps in the oversight systems.Conclusions These findings reveal many similarities in how IRB and IACUC members understand the roles and limitations of their respective oversight committees. We conclude with a discussion of how the lack of a clear mandate regarding scientific review within US federal regulations may undermine ethical engagement of whether human and animal research is scientifically justified, resulting in a “mission lapse” wherein no organizational body is clearly responsible for ensuring that the research being conducted has the potential to advance science and benefit society. The practice of ‘diaspora missions’ is necessitated by the demographic change in the United Kingdom in the 21st century. In this paper, the ‘diaspora mission strategy’ is proposed in response to such demographic change.

In the last seven years, close to twenty thousand people have died trying to reach Europe by crossing the Mediterranean Sea. Rescue missions by private actors and NGOs have increased because both national measures and measures by the EU’s border control agency, Frontex, are often deemed insufficient. However, such independent rescue missions face increasing persecution from national governments, Italy being one example. This raises the question of how potential migrants and dissenting citizens should act towards the EU border (...) regime. In contrast to the literature, which mainly addresses migration on the basis of justice requirements, this article focuses on the legitimate authority of the EU’s border regime. Focusing on the legitimacy criteria for states’ claims to regulate migration opens a fruitful normative perspective, given the pervasive disagreement over the content of justice in migration. What reasons for compliance and non-interference does legitimacy supply for potential immigrants and dissenting citizens? And what legitimacy standard may be appropriate for the power that individual states claim over potential immigrants? We argue that, even assuming a minimal legitimacy standard for the state-migrant relationship, the structure of the EU’s border regime exhibits unique features, which cause it to stand in tension with such a standard. By coordinating its Member States’ border regimes, especially through Frontex, the EU claims and exercises power over potential immigrants. However, the asymmetrical delegation of state powers to the EU means that the power involved in regulating European borders is, in core respects, unaccountable. This unaccountability, we argue, is significant for the legitimacy of the EU’s border regime. This article sheds new light on the morality of unauthorised rescue missions by assessing the permissibility of resistance to the EU’s border regime. (shrink)

Over the past decade or so, several commentators have called for mission-driven research programs on solar geoengineering, also known as solar radiation management (SRM) or climate engineering. Building on the largely epistemic reasons offered by earlier commentators, this paper argues that a well-designed mission-driven research program that aims to evaluate solar geoengineering could promote justice and legitimacy, among other valuable ends. Specifically, an international, mission-driven research program that aims to produce knowledge to enable well-informed decision-making about solar geoengineering could (1) (...) provide a more effective way to identify and answer the questions that policymakers would need to answer; and (2) provide a venue for more efficient, effective, just, and legitimate governance of solar geoengineering research; while (3) reducing the tendency for solar geoengineering research to exacerbate international domination. Thus, despite some risks and limitations, a well-designed mission-driven research program offers one way to improve the governance of solar geoengineering research relative to the ‘investigator-driven’ status quo. In this article, we consider a recent trend whereby private equity available from venture capital firms is being deployed toward mission-driven initiatives in the form of impact investing. Acting as hybrid organizations, these impact investors aim to achieve financial results while also targeting companies and funds to achieve social impact. However, potential mission drift in these VCs, which we define as a decoupling between the investments made and intended aims, might become detrimental to the simultaneous financial and social goals of (...) such firms. Based on a content analysis of mission statements, we assess mission drift and the hybridization level of VC impact investors by examining their missions and their investment practices through the criteria of social and financial logic. After examining eight impact-oriented VC investors and their investments in 164 companies, we find mission drift manifest as a disparity between the means and ends in half of the VC impact investors in our sample. We discuss these findings and make suggestions for further studies. (shrink)

At the University of Pretoria, Historical Theology consists of various sub-disciplines, that is, History of Christianity, History of Doctrine, History of Theology, History of Missions, Church History, and Church Polity. This article is located in History of Missions, as a contribution to the centenary celebration of the Maranatha Reformed Church of Christ (MRCC). The main focus of this contribution is an analysis of Prof. P.S. Dreyer’s mission theology as reflected in his publications, and how it shaped the mission (...) policy of the Nederduitsch Hervormde Kerk van Afrika (NHKA) and the growth of the MRCC. For 35 years (1954–1989), Prof. Dreyer was a member and chairman of the Mission Board of the NHKA. As part-time Superintendent of Mission and chairman of the Board, he not only had many administrative and financial responsibilities, but he also played a role in the establishment of at least 60 congregations in black communities, as well as the theological education of more than 200 MRCC students and ministers. All of this was based on a clear understanding of the nature of the church, as well as the responsibility and calling of the church to proclaim Jesus Christ to all people. Contribution: This article addressed the role of theology and individual theologians in the history of the church and mission in South Africa, and how it impacted upon the relationship between different race groups and the development of an indigenous Christianity. Previous studies imply that management philosophy has become an essential ethical foundation for a number of mission-driven organizations in Japan. This study examines how management philosophy might be influential to individuals with a sample of 1019 Japanese employees. The article develops a framework for analyzing the adoption of management philosophy and individual attitudinal and behavioral outcomes. Factor analysis shows that adoption of the management philosophy can be categorized into two dimensions, identification with management philosophy, and sensemaking of that management philosophy. Regression results indicate that while philosophy-oriented practice might affect individual adoption of management philosophy, the adoption of the management philosophy is positively related to both job involvement and organizational citizenship behavior. Furthermore, the results of structural equation analysis indicate that both dimensions of the adoption of the management philosophy might mediate the relationship between organizational practice and individual outcomes. The research not only increases our understandings into the effectiveness of the management philosophy as an essential ethical foundation, but also provides intriguing implication regarding the organizational measures required to enhance the mission-driven culture. Christ’s law of selfless and sacrificial love is the missional principle, an incentive intent not only of and for handling disputable matter, including a matter of eating the food that is offered to the idols (cf. 1 Cor 8:1–11:1) but also of and for gospel witness there and then, in the early Church and also here and now, in the recent church as it always is, given the missional history of the church. Using the grammatical-historical method of exegesis, this article (...) is set out to highlight the significance, purpose and application of the Christ’s law of love as a missional tenet, which serves as incentive, which is an intent of and for gospel witness. Contribution: Christ’s law of love ensures a check and balance between being in the world without being of the world, to avoid compromising the gospel core message and being out of the world without being withdrawn from the world, to avoid rendering the gospel witness a zero impact within and outside a polarised multicultural faith community of South Africa and beyond. This article proposes a critical paradigm to identify missional areas that have received scant attention from the church and to theorise ways in which alternative modes of doing mission in the context of coronavirus disease 2019 present a solution against tendencies which marginalise and exploit the poor. Examining ways in which local churches in South Africa responded to challenges posed by COVID-19, the article identifies socioeconomic challenges that have been neglected by the church to posit that COVID-19 has disrupted traditional (...) practices and exposed missional blind spots. Building on Keum’s ideas of ‘reversal of roles’ and a shift of the mission concept from ‘mission to the margins’ to ‘mission from the margins’, the article notes that shifting of religion from public to private sphere as a result of COVID-19 will redefine the church and proposes that church mission should be located where the poor people are. The article concludes that COVID-19 disruptions allow for emergence of alternative ways of being church and new modes of socioeconomic organisation with new possibilities presented through an alternative theoretical hermeneutics of missiology that locates experiences of the poor at the centre.Contribution: This article represents a systematic and practical reflection within a paradigm in which the intersection of philosophy, religious studies, social sciences, humanities and natural sciences generate an interdisciplinary, multidisciplinary and transdisciplinary contested discourse. The paper is devoted to the problem of historical development of university community through the lenses of understanding of university mission. The authors undertake critical reflections of the scheme of evolution of university mission, which was elaborated by American researcher John Scott, as far as add some theoretical and methodological suggestions to this scheme. In this respect, typical for late medieval university mission of teaching and corporate based building of university community in the modern times are supplemented by the mission (...) of research. At the same time, university is incorporated in the system of arising nation-state as a tool for preparation highly-qualified bureaucrats for its apparatus. In postmodern times in the context of globalization and certain emancipation of the university from the state such aspects of university mission as the different forms of civil service or the third mission of university become more and more important. Branding is a strategy designed by companies to help patrons or consumers quickly identify their products or organisations and give them a reason to choose their products or organisations over other competitors. In the Old Testament, God identified the Israelites as a unique brand. In the New Testament, Jesus Christ branded the church with the power of the Holy Spirit, miracles, signs and wonders. Reading the Acts of the Apostles, the church developed a brand of being Spirit-filled, communal-living and mission-minded. (...) It was out of this that early believers in Antioch were called ‘Christians’. The name ‘Christian’ therefore became a brand name for believers and followers of Jesus Christ. In view of this, one would expect that the concept of branding would be a major tool for modern-day churches. Although there are several publications on branding from the perspective of marketing and management, there is no such academic research on missional branding, hence this research. This article contributes to the interdisciplinary discourse on branding, with specific reference to the missional branding of the Church of Pentecost. (shrink)

This article seeks to map out the future of Christian mission in the city context. African cities like Tshwane are not only expanding, but also present the church with a new frontier that needs to be crossed without crossing geographical boundaries. This article indicates that life in the City of Tshwane is paradoxically placed. Whilst life in the valleys of Tshwane is like walking in the valley of the shadow of death, those on the high hills continue with their dominance (...) and pretence as solution providers, whilst hiding the presence of those who are marginalised. This article proposes that the future of the Christian mission lies not only in identifying those powers, but also in engaging them in a transformative way so as to usher the justice and shalom of God into this highly contested space. The wide acceptance and maturation of the theology of missio Dei is the most important development in the theology of mission in recent times. It introduced a radically new understanding of mission and theology, and flowing from that a re-appropriation of ecclesiology. Mission studies are also characterised by a new appreciation of mission from the margins: liberation theology and the associated discourses on decoloniality, deep engagement in contextuality and the explosion of missional ecclesiology. This apostolic orientation of the church is (...) of the utmost importance in the reflection on the future of theology. This research attends to the postcolonial discourse as an important critique of colonialism and understands the emancipation of Africanised or decolonised theological education as an inevitable and positive development. Contextual sensitivity, attention to diverse power structures and a predisposition to appreciate diversity open imaginative possibilities for theological education. This leads to the argument that decolonial African theology must confront issues of biblical hermeneutics. The proposal of this research is that missional hermeneutic is an excellent starting point. It describes the contours of a missional hermeneutic, attending to mission as central to the Biblical story, the meaning of mission and the conviction that reading Scriptures constitutes an essential part of missional praxis. Missional hermeneutic is a centring vision and purpose for theological education. The argument is for a missional curriculum that defines a centre that unifies the various disciplines, one that places mission and missiology at the heart of theological education. (shrink)

TOPOGRAPHICAL MISSIONS ΤΟ LATO I (2005-2007): A CRITICAL ANALYSIS OF THE PLAN BY J. DEMARGNE AND V. SEYK (1901) In the years 2005 and 2007 the site of Lato in Crete was the object of three new topographical and geomorphological study campaigns. The works carried out over the entire site permitted in particular the analysis of the only to date available complete plan of the city, that of J. Demargne and the architect V. Seyk undertaken in 1900. The objectif (...) was to establish its documentary interest and limits in use, and thus better prepare new measurements and guide renewed field work. To do this, it was first necessary (I) to retrace the history of previous graphic documentation, (II) to analyse the work of J. Demargne and V. Seyk, so as (III) to gauge its value against the standards of current research, and (IV) to establish its interest in terms of the cultural resource management of the site. A second paper to appear in BCH will develop, on basis of a new documentation, the urban and morphological analysis of the remains of Lato. (shrink)

Philosophy attempts to bring under critical review and to correct errors in the cultural mind of our civilization, the prevailing assumptions and beliefs about our knowledge‐yielding powers, the various sectors of the culture, and the basic structure of the (...) world. It holds the cultural mind accountable to the unavoidable presuppositions of experience, thought, and action. Errors in the cultural mind can lead to distortions in the development of the culture and to social and personal pathologies. I contend that our modern Western cultural mind undermines the humanistic dimension of the culture, and ultimately the whole culture, by a restricted view of our knowledge‐yielding powers and the resulting impoverished view of reality. The mission of philosophy today is to point out the errors in our cultural mind and to work for a humanistic cultural reformation. (shrink)

Does ethical content in organizational mission statements make a difference? Research regarding the effectiveness and results of mission statements is mixed. Krohe concluded that much of the good results do not come from the mission statements themselves but from the strategic re-education that happens in producing one. We attempted to discover whether universities that explicitly state their ethical orientation and vision in their mission statements had students with higher perceived character trait importance and activities that reinforce character than universities that (...) did not. While the faculty and administration may receive benefits from mission statement development through strategic re-education as Krohe suggested, do the statements influence the students at the university who may have had no role in its creation? Using a sample of senior business students at 16 universities we found that students at universities with ethical statements in their mission statements had significantly higher perceived character trait importance and character reinforcement than those at universities whose missions lacked ethical statements. This research suggests that schools that explicitly stated ethical content in their mission statements do influence student ethical orientation. (shrink)

This research investigated the impact measures (such as lockdowns) used to combat the spread of the coronavirus disease of 2019 (COVID-19) have on the church’s mission. When people face travel and assembly restrictions, the church as a community of witnesses testifying and participating in Christ’s work risks is being neutralised, and its presence weakened. What then does mission as ‘being with’ look like in these situations? Is faithful presence something one can turn on and off at will depending on the (...) situation? If faithful presence was no more, what then was the impact of such absence on the church’s mission? These questions underscore the relevance of this research which sought to ascertain the impact the COVID-19 pandemic lockdown had on the church’s mission. The crucial area this research sought to explore are the lessons from the COVID-19 lockdown that will help the church prepare for future pandemics which scientists say are inevitable. The research made use of a qualitative interview method to discover the meaning of ‘being with’ in the context of the COVID-19 lockdown. The results revealed six attributes of a missional church. Based on these attributes, the research recommends a seven-step process to prepare the church for possible future pandemics.Contribution: This research has provided the church with an opportunity to shift from being ‘inward-looking’ to a church that is community focused, a church that prepares, trains and equips its adherents for the work of ministry in their own communities such that the work of ministry continues with or without gatherings. This paper explores some of the biblical material, renewed attention to which has contributed to the rise in Christian commitment to the mission of justice. In particular, it looks at the ways in which that imperative has been articulated by evangelicals. The Old Testament prophets denounce injustice and this finds its echo in the book of James and in Revelation. Jesus was Justice Incarnate and calls His followers to demonstrate justice. Whilst there is continuing debate about whether action for justice (...) is best understood as integrated with, inseparable from or even part of evangelism, there is growing agreement that the Great Commission cannot be fulfilled without obedience to the Great Commandments, and that may involve using law as an instrument to achieve justice. The goal of education is the promotion of the intellectual, moral and human skills as well as the character of human beings. In Kantian terms, it is to foster their autonomy. This is a quite strange activity, given most of the influences the environment exerts on human beings are pursuing the exact opposite: compel us to do what they want us to, that is, to act heteronomously. Ethics is quite the only academic discipline whose direct aim is to empower people (...) to do what they should; hence its enormous importance, comparable to its complexity. But all throughout Western history, ethics has also fallen into the habit of promoting heteronomy over autonomy. Such practice claims for immediate correction in such a troubled moment as the initial steps of the 21st century. (shrink)

The research addressed the issue of symbolic walls that divide, segregate, preserve and institutionalise. The way in which institutions and especially the Faculty of Theology at the University of Pretoria facilitated symbolic ‘walls’ was discussed in the overview of the Department of Science of Religion and Missiology in the first century of the Faculty of Theology. The concepts of ‘gatekeepers’ and ‘traders’ were then applied because walls, paradoxically, need gates to facilitate control, movement and, eventually, life. Gatekeepers were described as (...) the guardians of the status quo, and traders as agents who, in one way or another, facilitate movement, trade, flow and life in the midst of the shadows of walls. Missionaries are, by the very nature of the missionary enterprise, more traders than gatekeepers. Here, the work of Bosch – specifically his ground-breaking work on mission as contextualisation – provides an explanation of the art of mission as breaking down walls, opening gates and empowering traders. That is precisely why Missiology is particularly well suited to assist the church and theology in the art of breaking down walls. The theological imperative of contextualisation means that the life of the church, theology, and thus theological training, cannot do without Missiology. The concept of ‘deep contextualisation’ was discussed as a particularly relevant approach to include a post-anthropomorphic discourse in Missiology. It can assist with the reorientation of the history of mission on the whole of history and, thus, also deep history. The concept also provides a way to address the discourses on colonialisation and includes a reorientation on the future and embracing hope. (shrink)

Missional discipleship is more than a movement seeking a new methodological and strategic mission paradigm. Missional discipleship is the essence of Christianity concerning the ontological foundation for the prime reason for existence as believers and the epistemological lens to see the world from the perspective of transformed values in Christ. In other words, missional discipleship requires acknowledging the lordship of Christ by demonstrating the ontological embodiment of who Christ is and epistemological resemblance by perceiving the reality as Christ does. These (...) radical transformations in both ontological and epistemological areas can enable believers to authentically follow Christ as disciples and demonstrate Christlikeness in all spheres of their existence as missionaries. Christlike attributes and qualities are progressively cultivated in believers lives as they conform to the image of Christ, and the most profound nature of Christlikeness is holiness. Missional discipleship provides a platform to expand the concept of Christlikeness as holiness from the personal dimension to the public dimension to overcome the privatisation of discipleship and Christian religious dualism polarising things into the categories of the sacred and secular. Quand ils ont cherché à élaborer une encyclopédie empiriste, à savoir l’Encyclopédie internationale de la science unifiée, qui serait comme l’équivalent de la Grande Encyclopédie de Diderot et d’Alembert, l’échec a été flagrant. À cela, il (...) y a des raisons externes, comme la seconde guerre mondiale, ou la mort d’Otto Neurath, le principal éditeur et aussi le moteur de toute l’entreprise. Mais cela tient aussi à des facteurs internes, comme l’insistance de Neurath sur un Index verborum prohibitorum, qui a empêché certaines contributions importantes d’aboutir. Si maintenant l’on élargit l’horizon pour considérer le mouvement dans son ensemble, un bon point de départ se trouve dans la critique très polémique formulée par Max Horkheimer en 1937. L’examen des arguments avancés montre que les positions défendues par l’empirisme logique étaient beaucoup plus solides que ne l’imaginaient Horkheimer et l’École de Francfort: la prise en compte des faits et théories scientifiques est et reste un ingrédient important de toute politique éclairée. Extensive work has been carried out on gender and social transformation but there is a need for more work between these intersecting trajectories and their implications for Christian mission. Drawing on data collected from one of the migrants this current study employs the postcolonial lens to analyse interview responses on a migration experience of a young female migrant in South Africa and highlights survival strategies for young migrants by demonstrating that the impact of changing global socio-economic landscapes and poverty on (...) migrant communities presents opportunity to explore alternative missional paradigms and theologies that address conditions of deprivation. As a contribution to United Nations Sustainable Development Goals, this study also highlights how some migrant women use situations of deprivation to promote socio-economic transformation through radical doctrines of resistance. Interrogating key themes that emerged from the interview alongside Dolores William’s doctrines of resistance demonstrates how one adolescent migrant embodies the radical doctrine of hope as lived reality expressed through a resilient theology of survival, which is sustained by developing and adapting to new lifestyles through cultural capital, skills, competency, new personal qualities, fashion and language or accents as means for survival strategies in the face of hostility.Contribution: By reflecting on the complex and gendered survival strategies for migrant women in religious communities, this article represents a systematic and practical reflection within a paradigm in which the intersection of Philosophy, Religious Studies, Social Sciences, Humanities and Natural Sciences generates an interdisciplinary, multidisciplinary and trans disciplinary contested discourse. The Oxford Centre for Mission Studies has sought to provide holistic theological and missiological graduate education, particularly for Two-Thirds World church and academic leaders since 1983. This article addresses the question, ‘Has it succeeded?’ Originally presented at the 25th Anniversary of OCMS in 2008, this article looks back at the history behind its formation as well as assesses its accomplishments in the first 25 years. But there is value in such an exercise only if it serves the future; what issues (...) need to be addressed if OCMS is going to continues its impact in the next 25 years? The uniqueness of the teaching profession is revealed in the article, a teacher professiogram is given and the content of such basic scientific concepts such as educational activities, pedagogical culture, pedagogical competence is specified. The content of the article is related to the change of the educational paradigm, which assumes an orientation on the work of teachers. The mission of the teacher is defined as the creation of the individual, the assertion of man in a man. Drawing on theoretical sources, (...) a portrait of a modern teacher personality is created. The article also focuses on the concept of professional self-development, indicating internal and external sources of self-development activity. To deploy the processes of self-development is of great importance level of development of self-esteem. This paper intends to provide the church with a biblical perspective of work and economics in order for the church to missionally respond to global poverty. For this purpose, the Western Church’s attitude toward work and economics is critically examined in light of how the church’s biblical identity, a holy people, is related to work and economics in Scripture. This paper demonstrates that God’s mission in Scripture always involves redeeming work and economics from the influence of sin. As its main (...) thesis, this paper contends that, from a biblical perspective, the church’s call to be a holy people requires practicing a way of work and economics that embodies and presents the compassionate character of God who envisions human flourishing. In conclusion, this paper suggests that the church, which seeks to missionally respond to global poverty, should participate in God’s mission of redeeming work and economics from the influence of sin. Business & Society’s 60th anniversary affords an opportunity to reflect on the journal’s achievements in the context of the wider field. We analyze editorial commentaries to map the evolving mission of the journal, assess the achievement of the journal’s mission through a thematic analysis of published articles, and examine Business & Society’s distinctiveness relative to peer journals using a machine learning approach. Our analysis highlights subtle shifts in Business & Society’s mission and content over time, reflecting variation in the relative (...) emphasis on scholarly quality versus policy/practice relevance, and building the journal and its academic community versus addressing issues of concern to wider society. While Business & Society’s intended missions have been substantially and sequentially achieved, an increased emphasis on the society-business nexus and a critical approach to interdisciplinarity could further enhance Business & Society’s leading role within business and society research and attract new generations of contributors and readers. The Dutch Reformed Church had a strong missionary DNA since the planting of the church. This missionary focus and fervour, however, ebbed and flowed during the history of the church. Saayman described that the mission upsurges in the DRC in four waves or 'periods of extraordinary mission endeavour'. The current research aimed to develop this theory through a literature study on the sociopolitical context and the developments in the ecclesiology and missiology of the DRC since the planting of the church (...) up to 2013. The research found strong evidence to define a fifth wave. The fifth wave was influenced by contextual changes and loss of influence and money by the DRC. Furthermore, the growth in the church's missional identity can be seen in the following aspects: the influence of theologians like Lesslie Newbigin and David Bosch; a belief that mission is not something the church does but something the church is; a shift from a Christocentric theology to a Trinitarian theology; a holistic view of salvation; a commitment to the local context of the congregation and a focus on bringing healing to their local communities; and lastly, the success of the Gestuurde Gemeentes network and, more recently, the Mission Shaped Ministry training. Addressing the National Directors of the Pontifical Mission Societies on 1 June 2018, Pope Francis advised: 'Your regular book for prayer and meditation should be the Acts of the Apostles. Go there to find your inspiration. And the protagonist of that book is the Holy Spirit'.1 It is widely accepted that the Gospel of Luke and the Acts of the Apostles form a single work, highlighted by three distinct 'eras'.2 Each of them depends upon the creative presence of the Spirit.

The traditional mission of safety net hospitals has been charity, providing the best healthcare for all individuals no matter their ability to pay. The focus has been on vulnerable populations that are low-income, uninsured, and other upstream circumstances that manifest downstream as poor health, poor health outcomes, and repeated high-cost interventions that fail to break cycles of perpetual health instability. Safety net hospitals are committed to serving their populations, even if only temporarily, through provision of subsidies and filling gaps that (...) exist in patients’ lives. These interventions do not lead to the elimination of gaps, hence cyclical health instability persists. It is a new day in healthcare and what it means for people to be well. The focus is on improving health outcomes by addressing root causes of health instability such as unstable housing, income, education, and access to affordable healthy foods. This gives us pause to reflect on the traditional mission of safety net hospitals and the impact of charity in isolation. Are safety net hospitals missing an opportunity to mitigate and eliminate perpetual health instability? Can they shift the paradigm of healthcare for vulnerable populations to alter their quality-of-life course? To move forward, safety net hospitals have to change their mind set and existing narratives about what is possible for vulnerable populations to achieve. These historic giants in healthcare have an opportunity to use their assets and employ a methodology of disruption and innovation to shift the mission of safety net healthcare from charity to equity. In this paper I discuss recent scholarly work on ideology, mostly by Europeans, that exposes a secularist bias in current political theory, invites a nonderogatory concept of religion, and justifies more flexible church/state relations. This work involves redefining ideology as any action-oriented ideas, whether destructive or ameliorative, including both secular theory and religion, then drawing on hermeneutical and critical studies of the power/ideology relationship to rediscover a role for ‘utopia’ as a social catalyst for amelioration. I then call attention to (...) the relevance of ‘mission’ to this work. For in both secular and sacred contexts, missions are defined and assigned to individuals or groups to enhance some aspect of the organizing entity’s sense of purpose and possibility. What stands out in each instance is that the sense of mission is not passively epistemic but actively project-oriented, goal-directed. It can be used with reference to any end or goal that is at least implicitly normative and which people seek to attain. A mission moves people, however, only if it is tied to some belief-based social identity which can be interpreted as oriented to that end. A case can be made, accordingly, for accommodating religious views in our political discourse, for they have a history of directing people’s thinking beyond what is to what ought to be, and without them we are ever more inclined to tolerate mediocrity in ourselves and despair in others.
