El presente artículo aborda un tema novedoso dentro del Derecho, siendo objeto de estudio del Derecho Urbanístico en especial, tanto para la enseñanza pregraduada como postgraduada, que analiza el alcance jurídico de los planes de ordenamiento territorial y urbanismo como auténticas normas jurídicas, su contenido, elaboración y vía de aprobación, constatando la importancia de otorgarle a dichos planes autenticidad jurídica, no como simple instrumento jurídico, sino como norma que integra el ordenamiento normativo de nuestra sociedad.

The purpose of this paper is to show that in Western postmodernism, both religion and the university are under the sign of simulacra. Friedrich Nietzsche’s “death of God” instigates a discussion of postmodernism and a simulacrum of religion. According to Jean Baudrillard and the theory of the Three Orders of the Simulacra, reality died and “hyperreality” took its place and now governs our existence. If, for Michel Foucault, the religious phenomenon today is outside theological beliefs and traditions, oriented towards the (...) body, power and panoptic supervision, for Jacques Derrida the phenomenon appears more as a negative theology of deconstruction. The theoretical objective seeks to explore the mutations that have occurred both in the academic environment and in religion under the phenomenon of globalisation and the technologisation of humanity. Here, the study of religion in universities is a third order simulacrum, the consequence of which is the illusion of knowledge and the unconditional independence of humanity, manipulated by technological evolution. The methodology used is Derridarian decon­struction, Nietzschean nihilism and the Baudrillardian criticism of the postmodern consumerist system. (shrink)

Se realiza una revisión bibliográfica con el objetivo de analizar los diferentes códigos éticos y deontológicos internacionales, regionales y nacionales de los que se nutre la especialidad de psiquiatría. Se concluye que el comportamiento ético se basa en el sentido de la responsabilidad individual de cada psiquiatra hacia cada paciente y en la capacidad de ambos para determinar cuál es la conducta correcta y más apropiada. Las normas externas y las directrices, tales como los códigos de conducta profesional, las aportaciones (...) de la ética y de las normas legales, no garantizan por sí solas la práctica ética de la medicina, pero constituyen un importante marco referencial. A literature review was performed with the objective of analyzing the various international, regional and national ethical and deontological codes that the psychiatry specialty feeds on. It is concluded that ethical behavior is based on the sense of individual responsibility of each psychiatrist to each patient and the ability of both to determine what the correct and appropriate behavior is. External standards and guidelines, such as professional codes of conduct, the study of ethics and legal standards alone do not guarantee the ethical practice of medicine but are an important framework. Partimos del supuesto de que la transición política del PLD al PDJ generó la esperanza del cambio en la sociedad japonesa, en los vecinos regionales y en los aliados occidentales. Empero no hay señales de un liderazgo político de este partido que evidencie un cambio de rumbo y un proyecto propio. Las declaraciones de su líder espiritual, Ichir? Ozawa, provocaron una incertidumbre generalizada por lo radical de su discurso. El tiempo que el PDJ lleva en el poder ha estado plagado (...) de desacuerdos internos y crisis. La muy reciente crisis causada por la triple catástrofe del 11 de marzo de 2011 mostró la desintegración al interior del partido y la falta de acuerdos entre sus propios miembros, mostrando que este cambio solo ha traído más de lo mismo. Technological augmentation in the field of communication is a new way of controlling and manipulating the interface between current political communications and information. This is because, within the new paradigms of power, political communication is under the influence of netocracy, a new and mythical form of cybertechnological superpanopticism. The general objective of this paper is to analyze the phenomenon of cybertechnological globalization where, according to Alexander Bard and Jan Söderqvist, this new form of political and communicative superpanopticism is the result (...) of netocracy. This is related not just to the undermining of capitalism, but also to the myth of internet transparency as the site for communicational freedom. In theoretical terms, this paper seeks to deconstruct this hypothesis based on Slavoj Žižek’s position on netocracy. He claims this phenomenon is little more than a new and perverse form of capitalism which engages new methods of manipulating political communication. The methodology used in this paper draws on Bard and Söderqvist’s arguments, Žižek’s critique and Gilles Deleuze’s deconstruction. (shrink)

The richness and subtlety of the felt presence phenomenon introduced by “Felt Presence: the uncanny encounters with the numinous Other” (Solomonova et al., this issue) offers a challenge to the emerging field of new media. How to create a computer-mediated environment which can engender a spontaneous, creative, and individualized experience such as felt presence? The Other experiment described in this paper explores the possibility of unfolding phenomenological and poetic aura of felt presence experience in a media-rich environment with liminal stimulation, (...) dosed carefully, and open to interpretation. Summary The First Sacred War was hotly debated in the 4th century. The crimes committed by the Crisaeans in this war were later equated to those committed by the Phocians during the Third Sacred War, or those committed by the Locrians of Amphissa during the Fourth Sacred War. This paper shows how the parallels drawn between the First and Third Sacred Wars (SW1–SW3) and between the First and Fourth Sacred Wars (SW1–SW4) were respectively shaped and used as an argument in (...) two different milieus: in pro-Macedonian intellectual circles in Athens, and in the Athenian forensic and deliberative arena. The main aim of this paper is to understand why ‘SW1–SW3’ is not used as an argument in the latter. In fact, Athens’ most prominent politicians had to cope with the Athenian support for the Phocians in the so-called Third Sacred War. Thus, the Phocians were depicted as guilty, but not to the point that they were compared to the Crisaeans. The legacy of the latter was ambivalent and lent itself to this shift in meaning. (shrink)

The current COVID-19 pandemic has had obvious, well-documented devastating effects on people's physical health. In this research, we investigate its potential effects on people's mental health. Many people have experienced social isolation, as countries attempt to stem the spread of the disease through confinement and other forms of social distancing. Intuitively, such social isolation may increase feelings of loneliness, and people may take logical steps to reduce their feelings of social isolation and loneliness. One route is through the use of (...) social networking apps and messaging and VoIP apps. In this research, we investigate the effects of pandemic-induced social isolation on social networking and messaging apps, and potential related effects on loneliness. We surveyed young adults who are part of the Centennial cohort from three different countries and obtained their screen time usage data over a 4-week period starting from mid-March 2020. This sampling procedure allowed us to obtain data from respondents who were experiencing different degrees of mandated social isolation, which enabled us to determine whether social network and messaging app usage increased as a function of social isolation, and to test potential effects on levels of loneliness. Results showed that only social network usage increased in the initial stage of confinement as a function of lockdown initiation. Additionally, social network app usage was associated with increased feelings of loneliness, and this relation was mediated by fear of missing out. In contrast, messaging app usage was associated with decreased feelings of loneliness, and was unrelated to FOMO. These results suggest that technology may be useful for mitigating the impact of loneliness during social isolation but that it is necessary to promote usage of messaging and VoIP apps, rather than social networking apps, because they are directly associated with decreases in loneliness without increasing FOMO. The Ibero-American Conference is a forum for dialogue, consultation and cooperation in which the observance of human rights is an essential principle. These rights are an area of action of the Ibero-American system. The instruments adopted by the Conference and other Ibero-American instances provide political and legal indications in the field of human rights that must be developed through initiatives, actions, programmes and agendas of cooperation. Social rights deserve special attention at the Ibero-American Summits. All this should have an influence (...) on the positions of the Inter-American Court of Human Rights, particularly when it deals with cases in which are affected economic, social and cultural rights, as it has been done in the wake of recent judgments on the matter. The work of the Ibero-American system in the fields of migration and culture will be of particular interest to the Inter-American Court in determining the content and scope of the rights recognized and protected in the inter-American system. Queer theorists have long staked their politics in an engagement with intersectionality. Yet intersectional scholars have been some of queer theory’s most vocal critics, decrying its failure to adequately engage persistent inequalities. I approach this seeming paradox in three parts. First, I situate intersectionality within the field of critical theory, arguing that it shares critical theory’s view of power. Both traditions, I argue, understand power to generate the very marginalized figures that it subordinates. Second, while intersectional and queer theories share (...) this critical insight, the two frameworks offer fundamentally different understandings of what constitutes a democratic politics of redress. Where intersectional theorists promote coalition-building between differently marginalized subjects, queer theorists tend to figure sexually marginalized subjects as exemplary democratic agents. Finally, I argue that this slippage in conceptions of democracy has had negative consequences for critical theory and highlights the difficult but essential role of coalition as a political resource. This article takes up the commonplace antagonism between ‘second wave’ lesbian feminism and ‘third wave’ queer theory and politics, and argues that the antagonism itself is both historically and politically reductive. First, I make the case that ‘third wave’ queer theory actually shares its central concern – namely, accountability for intra-group inequalities – with lesbian feminism. However, I argue that ‘third wave’ queer theories ultimately founder in their bid for a more reflexive political praxis by tending to hold others – (...) lesbian feminists – accountable for ongoing inequalities rather than grappling with them directly. By contrast, I show that lesbian feminists from the late 1970s to the late 1980s developed a reparative politics that succeeds where ‘third wave’ theories stumble by developing relationships of mutual accountability around issues of race and racism, and by establishing processes by which to repair these relationships when they founder. I conclude by arguing that a fuller attention to the history of lesbian feminism, in fact, offers important resources for feminists and queers dealing with issues of intra-group marginalization, such as transphobia, in the present. The article demonstrates that post-Soviet academic debates about theoretical concepts and visions of truth can be usefully interpreted in terms of different “class positions” of knowledge producers. One academic faction is interested in academic freedom, autonomy, and corporate solidarity, as the social and cultural capitals of its members are involved with the global symbolic market. The capitals of the other group are invested into the slightly modified Soviet academic system and local symbolic fields. Intellectuals necessarily are aligned with more powerful (...) social actors and thus become involved in divisions and struggles that they cannot escape. (shrink)

Son numerosos los valores que se atribuyen al pretérito imperfecto en castellano, de ahí que muchas gramáticas –especialmente aquellas que están dirigidas a los estudiantes de ELE- adopten un enfoque mecanicista para reflejar los diferentes empleos de este tiempo. Partiendo de esta constatación, este trabajo se propone determinar - desde un enfoque aspectual- si es posible atribuir al pretérito imperfecto un valor único del cual se desprenden sus múltiples usos; se examina, entonces, la interacción del aspecto verbal del pretérito imperfecto (...) y del aspecto léxico del predicado conjugado. Los resultados muestran que los variados usos del pretérito imperfecto en el discurso provienen de la combinación de su aspecto verbal imperfectivo y de la naturaleza semántica de los predicados así como de ciertos elementos co-textuales. Se demuestra así, por una parte, la unicidad del pretérito imperfecto y la importancia de la noción de Aspecto en los diferentes valores que puede adquirir este tiempo; por otra parte, se evita la asignación de valores, a veces, contradictorios que dificulta el estudio del pretérito imperfecto de indicativo en castellano. De repente, la religión recobra una relevancia que parecía olvidada en Europa. Sin embargo, no había dejado de desempeñar un papel en las sociedades europeas, pero era un papel discreto que vuelve al primer plano debido a la llegada de inmigrantes que profesan creencias diferentes a las mayoritarias y llevan a los europeos a identificarse como parte de sociedades postseculares. En este contexto, se cuestiona el modelo liberal de la libertad de conciencia y la construcción de la idea de tolerancia, (...) cuyo paradigma normativo es el liberalismo político de John Rawls. Autoras como Martha Nussbaum plantean la importancia de primar la idea de respeto sobre la de tolerancia. En este trabajo se tratan algunos problemas que pueden derivar de ciertas concepciones de respeto. (shrink)
