The historical review of Brazilian foreign policy is in a constant debate, revealing the gap between the development aspirations of a Southern actor and its obstacles to inserting itself into the North. Immersed in this discussion, this article identifies Itamaraty's defining features, seeking to shed light on the ideas that nourish his political thinking today. First, it outlines the three ideational currents that dispute foreign policy decision-making and its effects up to 1990. Next, it analyses the gradual rise of Brazil's (...) international legitimacy based on a foreign policy of prestige. Finally, it examines the decline of Brazilian foreign policy since 2014. This article aims to contribute to the systematic characterization of Itamaraty's schools of thought, tracing some of the narratives that permeate Brazil's international identity. (shrink)

This paper compares pair and Mob programming in university courses from students' perceptions of technical and human aspects. Wilcoxon signed rank tests were performed. Results indicated that students preferred pair programming in technical aspects and in a global evaluation they completed.

This work presents a system to detect small boats to help tackle the problem of this type of perilous immigration. The proposal makes extensive use of emerging technologies like Unmanned Aerial Vehicles combined with a top-performing algorithm from the field of artificial intelligence known as Deep Learning through Convolutional Neural Networks. The use of this algorithm improves current detection systems based on image processing through the application of filters thanks to the fact that the network learns to distinguish the aforementioned (...) objects through patterns without depending on where they are located. The main result of the proposal has been a classifier that works in real time, allowing the detection of pateras and people, kilometres away from the coast. This could be very useful for Search and Rescue teams in order to plan a rescue before an emergency occurs. Given the high sensitivity of the managed information, the proposed system includes cryptographic protocols to protect the security of communications. (shrink)

Recently, Piccinini and Craver have stated three theses concerning the relations between functional analysis and mechanistic explanation in cognitive sciences: No Distinctness: functional analysis and mechanistic explanation are explanations of the same kind; Integration: functional analysis is a kind of mechanistic explanation; and Subordination: functional analyses are unsatisfactory sketches of mechanisms. In this paper, I argue, first, that functional analysis and mechanistic explanations are sub-kinds of explanation by scientific (idealized) models. From that point of view, we must take into account (...) the tradeoff between the representational/explanatory goals of generality and precision that govern the practice of model-building. In some modeling scenarios, it is rational to maximize explanatory generality at the expense of mechanistic precision. This tradeoff allows me to put forward a problem for the mechanist position. If mechanistic modeling endorses generality as a valuable goal, then Subordination should be rejected. If mechanists reject generality as a goal, then Integration is false. I suggest that mechanists should accept that functional analysis can offer acceptable explanations of cognitive phenomena. (shrink)

We show the first examples of recursively enumerable (even decidable) two-dimensional products of finitely axiomatisable modal logics that are not finitely axiomatisable. In particular, we show that any axiomatisation of some bimodal logics that are determined by classes of product frames with linearly ordered first components must be infinite in two senses: It should contain infinitely many propositional variables, and formulas of arbitrarily large modal nesting-depth.

En el presente artículo se analiza el relato sobre la supuesta correspondencia mantenida por Jesús y el rey Abgar V de Edesa, presente en la obra Historia Eclesiástica de Eusebio de Cesarea. Desde sus inicios, la leyenda gozó de mucha fama debido a la consideración de los fieles de que se trataba de uno de los pocos testimonios existentes sobre un texto escrito por el mismísimo Jesús. Este hecho provocó que esta tradición se tradujese a numerosas lenguas y recibiera varias (...) influencias distintas, lo que sin duda favoreció su desarrollo y su pervivencia en el tiempo. A pesar de los numerosos estudios sobre su popularidad y sobre las distintas versiones existentes, el origen de esta leyenda sigue sin estar claro y está lejos de llegar a un consenso académico. Por tanto, en este trabajo se estudian las distintas perspectivas sobre el inicio de esta tradición, analizando aquellas teorías que se centran en sugerir que la obra se trata de una invención del autor, pero también buscando algún matiz histórico que pudo servir como fuente de inspiración para Eusebio de Cesarea. This paper focuses on the framework for the compositional relations of properties in the sciences, or "realization relations", offered by Ken Aizawa and Carl Gillett (A&G) in a series of papers, and in particular on the analysis of "multiple realizations" they build upon it. I argue that A&G's analysis of multiple realization requires an account of levels and I try to show, then, that the A&G framework is not successful under any of the extant accounts of levels. In this article we argue for an extension of Pere Alberch’s notion of developmental morphospace into the realm of cognition and introduce the notion of cognitive phenotype as a new tool for the evolutionary and developmental study of cognitive abilities.

Recently, there has been a growing interest, both within theoretical biology and the philosophy of biology, in the possibility and desirability of a theory of development. Among the many issues raised within this debate, the questions of the spatial and temporal boundaries of development have received particular attention. In this article, noting that so far the discussion has mostly centered on the processes of morphogenesis and organogenesis, we argue that an important missing element in the equation, namely the development of (...) language and cognition in general, may play an important role in settling the issue of temporal boundaries. After examining the idea that the development of language, cognition, and action are bona fide biological processes, we explore the consequences for a general theory of development of taking them into consideration. The Mexican cult around the image of the Virgin of Tepeyac is commonly addressed in relation with creole nationalism, but that emphasis ignores the survival of its cult until today. Given that construction of identity through ‘miraculous’ images persists through technologies of iconic deployment, it is necessary to examine the original functions of its technologies. I investigate these problems by considering the construction of a newexhibition site for the Virgin of Tepeyac, and the modalities of reproducing the image until today. (...) The historical comparison of these contemporary techniques with those of the seventeenth century enables to appreciate the coherence of this visual tradition and its importance to the construction of social processes in Mexico. This paper discusses historical-critical thought to address the problems of restoration and preservation of tape music, proposing viable solutions to the matter of digitizing the historically valuable data that exists on and is represented by magnetic tapes. A detailed program of research and restoration and some software for helping in creation of critical editions of the musical works are proposed. We also present some of the issues and controversies that must be considered and approaches we have applied in the preservation (...) of tape music, highlighting how these interpretations can impact later performances of these tape documents. Fundamentally, we argue that the act of tape music restoration has a parallel with the interpretation of the “Urtext score” in the performance of music from the Common Practice Era. (shrink)

En este trabajo me propongo desarrollar un estudio crítico de la concepción mecanicista de la explicación científica. En primer lugar, argumento que la caracterización mecanicista de los modelos fenoménicos (no explicativos) es inadecuada, pues no ofrece un análisis aceptable de los conceptos de modelo científico y similitud, que son fundamentales para la propuesta. En segundo lugar, sostengo que la caracterización de los modelos mecanicistas (explicativos) es igualmente inadecuada, pues los análisis disponibles de la relación explicativa de relevancia constitutiva implican una (...) tesis metafísica que es rechazada por los mismos mecanicistas. Concluyo que el mecanicismo no ofrece todavía una elucidación aceptable de la explicación científica. In this paper, I offer a critical assessment of the mechanicist approach to scientific explanation. Firstly, I argue that the mechanicist characterization of (non explanatory) phenomenological models is inadequate, since it does not develop an explication of the concepts of scientific model and similarity, which are indispensable to the approach. Secondly, I claim that the mechanicist conception of (explanatory) mechanicist models is inadequate as well, since all the available analices of the explanatory relation of constitutive relevance imply a metaphysical thesis that is rejected by the mechanicists themselves. I conclude that mechanicism needs to be emended if it aims to be considered as a genuinely illuminating approach to scientific explanation. (shrink)

En este trabajo sostengo que la concepción mecanicista no captura la relevancia explicativa de la ley de polarización dinámica de Cajal. La relevancia explicativa de la ley se fundamenta en su rol como principio de diseño neuronal. Como tal, la ley nos brinda acceso epistémico a intervenciones ideales, conceptualmente posibles, sobre la localización de los diversos componentes de los centros nerviosos, y nos permiten evaluar el impacto de esas intervenciones sobre las condiciones de viabilidad del organismo.

It is widely assumed that functional and dispositional properties are not identical to their physical base, but that there is some kind of asymmetrical ontological dependence between them. In this regard, a popular idea is that the former are realized by the latter, which, under the non-identity assumption, is generally understood to be a non-causal, constitutive relation. In this paper we examine two of the most widely accepted approaches to realization, the so-called ‘flat view’ and the ‘dimensioned view’, and we (...) analyze their explanatory relevance in the light of a number of examples from the life sciences, paying special attention to developmental phenomena. Our conclusion is that the emphasis placed by modern-day biology on such properties as variability, evolvability, and a whole collection of phenomena like modularity, robustness, and developmental constraint or developmental bias requires the adoption of a much more dynamic perspective than traditional realization frameworks are able to capture. This chapter provides a brief overview of the history of behavioral neurology, dividing it roughly into six eras. In the ancient and classical eras, emphasis is placed on two transitions: firstly, from descriptions of head trauma and attempted neurosurgical treatments to the exploratory dissections during the Hellenistic period and the replacement of cardiocentrism; and secondly, to the more systematic investigations of Galenus and the rise of pneumatic ventricular theory. In the medieval through post-Renaissance eras, the scholastic consolidation of knowledge and (...) the role of compendia are emphasized, along with the use of new methods from within a mechanistic framework. With the discovery of electrical conductance and the rise of experimentalism, we frame the modern era as period of intense debate over localization, decomposition, and other mechanistic principles, and marked by rapid discovery about the brain. The chapter ends with a discussion of the contemporary era, focusing on the establishment of behavioral neurology research on aphasia, apraxia, and neuropsychiatric conditions. (shrink)

This paper examines the explanatory distinctness of wiring optimization models in neuroscience. Wiring optimization models aim to represent the organizational features of neural and brain systems as optimal (or near-optimal) solutions to wiring optimization problems. My claim is that that wiring optimization models provide design explanations. In particular, they support ideal interventions on the decision variables of the relevant design problem and assess the impact of such interventions on the viability of the target system.

Santiago Ramón y Cajal, the primary architect of the neuron doctrine and the law of dynamic polarization, is considered to be the founder of modern neuroscience. At the same time, many philosophers, historians, and neuroscientists agree that modern neuroscience embodies a mechanistic perspective on the explanation of the nervous system. In this paper, I review the extant mechanistic interpretation of Cajal’s contribution to modern neuroscience. Then, I argue that the extant mechanistic interpretation fails to capture the explanatory import of Cajal’s (...) law of dynamic polarization. My claim is that the definitive formulation of Cajal’s law of dynamic polarization, despite its mechanistic inaccuracies, embodies a non-mechanistic pattern of reasoning (i.e., design explanation) that is an integral component of modern neuroscience. Like Einstein's general theory of relativity is concerned with explaining the basics of an observable experience – i.e., gravity – most people take for granted that Chomsky's theory of generative grammar (GG) is concerned with the basic nature of language. This chapter highlights a mere subset of central constructs in GG, showing how they have featured prominently and thus shaped formal linguistic studies in multilingualism. Because multilingualism includes a wide range of nonmonolingual populations, the constructs are divided across child bilingualism (...) and adult third language for greater coverage. In the case of the former, the chapter examines how poverty of the stimulus has been investigated. Using the nascent field of L3/Ln acquisition as the backdrop, it discusses how the GG constructs of I‐language versus E‐language sit at the core of debates regarding the very notion of what linguistic transfer and mental representations should be taken to be. El presente artículo se propone identificar, desde una perspectiva histórica, la recepción del pensamiento protagórico en las Historias de Heródoto. Para ello se efectuará un análisis de los pasajes en los que Heródoto remite a νόμος y φύσις, los cuales constituyen una antítesis conceptual en el marco de la sofística del siglo V a.C. A partir de este análisis se pretende mostrar que Heródoto retoma las discusiones intelectuales del siglo V a.C., pero realiza una recepción polémica de dichos conceptos poniendo (...) en evidencia el clima de conflictividad en el plano de lo simbólico. Est-il possible d'espérer une humanité meilleure que celle que nous connaissons ? Nous pouvons trouver les réponses à ces questions dans les textes bibliques, en particulier dans les récits évangéliques qui témoignent de l'expérience (...) des disciples de Jésus, qui abordaient des questions sensiblement analogues à celles que nous nous posons. The death penalty raises ethical questions at a minimum of two levels: regarding the persons directly involved in the events and penal procedures, and regarding the life and structures of society. The issue lies within the wider question of punishment, which calls into question 'justice' in personal and social life, the idea of the common good, finality and shared logics. As understood ethically, the common good indicates, in the sharing of existence, the meaning and purpose of every form of social (...) life. The human quality of relations is relevant to matters concerning the victims, the perpetrators and the responsibilities of society. (shrink)

The article aims to approach the concept of moistmedia and the role of art practices in contemporary culture by combining ideas about perception, technology and art, through different authors like media theorist Marshall McLuhan, philosophers Maurice Merleau-Ponty, Martin Heidegger and Vilém Flusser, and anthopologists such as Constance Classen and David Howes. Thus, if we can understand perception as the genesis of sense and meaning (Merleau-Ponty), which is also culturally shaped (Classen, Howes), understanding the very nature of technology demands an understanding (...) of the modes of perception from which it has emerged. Being able to develop art propositions which may be relevant to our moistmedia times demands an understanding of the power artworks may still have for challenging technologically shaped cultural patterns of perception, in such a way as to foster new modes of consciousness, living at risk in a world of ever-present instability. The June/2013 protests happened spontaneously all over Brazil, starting an era of deep political polarization and creating a social and cultural legacy in the following years. This article aims to comprehend and analyze the national poetry scene since then, searching traces of those events in recently published poems. To do so, it sought to dive into two different unrelated universes: slam poetry and the so-called “traditional poetry”, using as a resource the work of poets such as Luz Ribeiro, Paulo Ferraz (...) and Pádua Fernandes. Using a couple of Paul Watzlawick's clinical cases as a starting point, the author shows how prescriptive behavioral strategies do not produce predictable effects: the theory of (nonlinear) complex systems prevents us from establishing a precise connection between a so-called psychotherapeutic act and what we consider therapeutic effects. It is precisely the consideration of the "Lorenz attractors" that thus brings us to reconsider the long psychoanalytic work as the condition for a general structural change of subjectivity: the result of this (...) work is a change of the neurotic "strange attractor.".
