William Petty's work has usually been regarded as an epistemic break in the history of statistical and politico-economic thought. In this paper, I argue that Petty's statistical notions stemmed from the natural-historical techniques he originally implemented to manage the Down Survey. Following Bacon, who viewed the description of trades as a paramount branch of natural history, Petty approached the art of surveying itself as an object of natural-historical analysis. He partitioned the surveying work into individual tasks and implemented (...) a meticulous division of labour, employing hundreds of disbanded soldiers as surveyors and using questionnaires to calibrate the responses of his ‘instruments’, as he called his specialized workers. By borrowing these methods from natural history to organize surveying work, Petty was able to conceptualize Ireland as a political body defined by tables of aggregate data. I then compare the Down Survey with John Graunt's observations on the bills of mortality to show that both are representative of a particular style of natural history, aimed at describing the natural and political state of a circumscribed territory. I close by considering other manifestations of ‘territorial natural history’, indicating a continuity between this research tradition and the appearance of statistics in the British Isles. (shrink)

Automated facial recognition methods have become widely used as a way to ascertain the identity of individuals. Yet the methods by which facial recognition technologies (FRT) operate – the machinic performance of the perception of the human face – are often invisible to those under their gaze. This article investigates the machinic perception of the face through an FRT method known as eigenface, in order to both reveal and problematize the ways of seeing that underlie it. As part of its (...) algorithmic processes, eigenface produces an image. This image can be understood as a portrait of machine recognition, making visible the processes through which the algorithm performs recognition and ‘sees’ the human face. The eigenface portrait reveals a way of seeing that is based on statistical processes of pattern recognition. An analogue antecedent of this application of statistics to the recognition of facial images can be found in the composite portrait. Through a dialectical discussion of composite portraiture in multiple disciplinary fields ranging from sociology to philosophy and the visual arts, this article experiments with providing a cultural and social translation of machine processes of visual perception. The discussion shifts the focus of enquiry towards the aesthetics of the algorithmic process in order to provide an entry point for critique and a possible reimagination on algorithmic knowledge production. Fisher’s 1918 paper accomplished two distinct goals: unifying discrete Mendelian genetics with continuous biometric phenotypes and quantifying the variance components of variation in complex human characteristics. The former contributed to the foundation of modern quantitative genetics; the latter was adopted by social scientists interested in the pursuit of Galtonian nature-nurture questions about the biological and social origins of human behavior, especially human intelligence. This historical divergence has produced competing notions of the estimation of variance ratios referred to as heritability. Jay (...) Lush showed that they could be applied to selective breeding on the farm, while the early twin geneticists used them as a descriptive statistic to describe the degree of genetic determination in complex human traits. Among the important conceptual innovations introduced in the second scholasticism era and motivated by theological debates following the Council of Trent were the theories of moral necessity and moral implication. As they were centred upon a view of moral necessity as a form of necessity weaker than physical necessity, and moral implication as weaker than physical implication, some interpretations of moral necessity encouraged the logic of statistical hypotheses and probability. Three branches of this debate are studied in this paper: the (...) explanation of moral necessity in terms of suppositio, the confrontation over the interpretation of moral necessity, and the theory of statistical quantification. Choosing the history of statistics and operations research as a casestudy, several ways of setting the development of 20th century applied mathematics into a social context are discussed. It is shown that there is ample common ground between these contextualizations and several recent research programs in general contemporary history. It is argued that a closer cooperation between general historians and historians of mathematics might further the integration of the internalist and externalist approaches within the historiography of mathematics.

This chapter unfolds a central philosophical problem of statistical mechanics. This problem lies in a clash between the Static Probabilities offered by statistical mechanics and the Dynamic Probabilities provided by classical or quantum mechanics. The chapter looks at the Boltzmann and Gibbs approaches in statistical mechanics and construes some of the great controversies in the field — for instance the Reversibility Paradox — as instances of this conflict. It furthermore argues that a response to this conflict is a critical choice (...) that shapes one's understanding of statistical mechanics itself, namely, whether it is to be conceived as a special or fundamental science. The paper traces the development of the term behavior from its first appearance in the English language to the nineteenth century, showing that its primary meaning was always morally tinged. In late nineteenth century America, however, conceptions of morality shifted from being defined by transcendental rules to being defined by deviations from statistical norms. At the same time, the focus of psychology shifted from the study of consciousness to what organisms do, and psychologists redefined their field as the study of (...) behavior, the term having been drained of all moral significance, ready for use by value-neutral science. Traces the origins and development of arithmetic, statistics, geometry, and calculus from the ancient civilizations to the present.

This paper investigates the historical origin and ancestors of typicality, which is now a central concept in Boltzmannian Statistical Mechanics and Bohmian Mechanics. Although Ludwig Boltzmann did not use the word typicality, its main idea, namely, that something happens almost always or is valid for almost all cases, plays a crucial role for his explanation of how thermodynamic systems approach equilibrium. At the beginning of the 20th century, the focus on almost always or almost everywhere was fruitful for developing measure (...) theory and probability theory. It was apparently Hugh Everett III who first mentioned typicality in physics in 1957 while searching for a justification of the Born rule in his interpretation of quantum mechanics. The historically closest concept before these developments is moral certainty, which was invented by the medieval French theologian Jean Gerson, and it became a standard concept at least until the Age of Enlightenment, when Jakob Bernoulli proved the Law of Large numbers. The measurement of science and technology is now fifty years old. It owes a large part of its existence to the work of the National Science Foundation and the Organization for Economic Cooperation and Development in the 1950s and 1960s. Given the centrality of S&T statistics in science studies, it is surprising that no history of the measurement exists in the literature. This article outlines such a history. The history is cast in the light of social (...) statistics. Like social statistics, S&T indicators are produced mainly by governments but differ in a number of aspects. First, they have not been developed to control individuals. Second, they have taken shape from the start at the international level. Third, they reflect a consensus among states and their organizations. This article shows that this specificity is due to the sociopolitics that drives S&T measurement. (shrink)
