The frame problem was originally a problem for Artificial Intelligence, but philosophers have interpreted it as an epistemological problem for human cognition. As a result of this reinterpretation, however, specifying the frame problem has become a difficult task. To get a better idea of what the frame problem is, how it gives rise to more general problems of relevance, and how deep these problems run, I expound six guises of the frame problem. I then assess some proposed heuristic solutions to (...) the frame problem; I show that these proposals misunderstand, and fail to address, an important aspect of the frame problem. Finally, I argue that though human cognition does not solve the frame problem in its epistemological guise, human cognition avoids some of the epistemological worries. (shrink)

A survey of contemporary philosophical and scientific literatures reveals that different authors employ the term ‘heuristic’ in ways that deviate from, and are sometimes inconsistent with, one another. Given its widespread use in philosophy and cognitive science generally, it is striking that there appears to be little concern for a clear account of what phenomena heuristics pick out or refer to. In response, I consider several accounts of ‘heuristic’, and I draw a number of distinctions between different sorts of heuristics (...) in order to make sense of various research programmes. I then develop a working characterization of ‘heuristic’ which is shown to be coherent and robust enough to serve as a kind within philosophy and cognitive science broadly. Heuristics are often invoked in the philosophical, psychological, and cognitive science literatures to describe or explain methodological techniques or "shortcut" mental operations that help in inference, decision-making, and problem-solving. Yet there has been surprisingly little philosophical work done on the nature of heuristics and heuristic reasoning, and a close inspection of the way(s) in which "heuristic" is used throughout the literature reveals a vagueness and uncertainty with respect to what heuristics are and their role in cognition. This dissertation seeks to (...) remedy this situation by motivating philosophical inquiry into heuristics and heuristic reasoning, and then advancing a theory of how heuristics operate in cognition. I develop a positive working characterization of heuristics that is coherent and robust enough to account for a broad range of phenomena in reasoning and inference, and makes sense of empirical data in a systematic way. I then illustrate the work this characterization does by considering the sorts of problems that many philosophers believe heuristics solve, namely those resulting from the so-called frame problem. Considering the frame problem motivates the need to gain a better understanding of how heuristics work and the cognitive structures over which they operate. I develop a general theory of cognition which I argue underwrites the heuristic operations that concern this dissertation. I argue that heuristics operate over highly organized systems of knowledge, and I offer a cognitive architecture to accommodate this view. I then provide an account of the systems of knowledge that heuristics are supposed to operate over, in which I suggest that such systems of knowledge are concepts. The upshot, then, is that heuristics operate over concepts. I argue, however, that heuristics do not operate over conceptual content, but over metainformational relations between activated and primed concepts and their contents. Finally, to show that my thesis is empirically adequate, I consider empirical evidence on heuristic reasoning and argue that my account of heuristics explains the data. (shrink)

Cliff Hooker’s effort at developing a naturalistic philosophy for scientific and quotidian reason is formidable. With Barry Hoffmaster, Hooker has recently expanded his naturalism to encompass moral reason and moral epistemology by considering a real life example of moral decision-making. Hoffmaster and Hooker’s work thus presents a unique opportunity to examine a thoroughgoing naturalism applied to a concrete, complex case. This paper offers a critical assessment of the Hoffmaster and Hooker piece through the lens of an externalist approach to naturalism (...) developed by Adam Morton. General lessons for naturalism about reason are revealed before a rough sketch of a novel account of problems and problem-solving is given to illustrate the importance of externalism. (shrink)

This paper explores how the Bayesian program benefits from allowing for objective chance as well as subjective degree of belief. It applies David Lewis’s Principal Principle and David Christensen’s principle of informed preference to defend Howard Raiffa’s appeal to preferences between reference lotteries and scaling lotteries to represent degrees of belief. It goes on to outline the role of objective lotteries in an application of rationality axioms equivalent to the existence of a utility assignment to represent preferences in Savage’s famous (...) omelet example of a rational choice problem. An example motivating causal decision theory illustrates the need for representing subjunctive dependencies to do justice to intuitive examples where epistemic and causal independence come apart. We argue to extend Lewis’s account of chance as a guide to epistemic probability to include De Finetti’s convergence results. We explore Diachronic Dutch book arguments as illustrating commitments for treating transitions as learning experiences. Finally, we explore implications for Martingale convergence results for motivating commitment to objective chances. (shrink)

This paper addresses the extent to which quotidian cognition is like scientific inference by focusing on Jerry Fodor's famous analogy. I specifically consider and rebut a recent attempt made by Tim Fuller and Richard Samuels to deny the usefulness of Fodor's analogy. In so doing, I reveal some subtleties of Fodor's arguments overlooked by Fuller and Samuels and others. Recognizing these subtleties provides a richer appreciation of the analogy, allowing us to gain better traction on the issue concerning the extent (...) to which everyday cognition is like scientific inference. In the end, I propose that quotidian cognition is indeed like scientific inference, but not precisely in the way Fodor claims it is. (shrink)

The American Institute of Certified Public Accountants monitors the misconduct of its members using the AICPA Code of Professional Conduct. To accomplish this task, the AICPA relies on various stakeholders to report known violations of its CPC. We examine the full population of sanctions imposed by the AICPA on its members under its CPC from 2008–2013 to identify recent trends in the misconduct of accounting professionals. While we find that multiple stakeholders identify and report violations, we also find that the (...) most common types of violations remain consistent with those reported in the 1990s. Further, we develop a taxonomy based on prior accounting literature to determine whether the AICPA CPC is being enforced to defend the public interest and/or the private interests of the accounting profession. In contrast to prior studies, our results suggest that as the accounting profession emerges from a recession and period of intense public scrutiny, the AICPA CPC is largely being enforced to defend the public interest. This public interest focus was most pronounced during the recessionary years of 2008–2010, as evident from misconduct reported by parties such as the Internal Revenue Service, Securities and Exchange Commission, Public Company Accounting Oversight Board, and state boards of accountancy. Although key stakeholders have recently focused on reporting misconduct that threatens the public interest, we believe there are still areas in need of improvement, especially around the level of detail provided in the AICPA’s sanction records. A new approach to environmental policy analysis is introduced that is designed to mitigate the exacerbation of environmental problems, which can result from the application of traditional approaches in environmental decision making. These approaches are problematic because they tend to rely on technical fixes, a single-discipline focus, and optimality. When such traditional approaches are applied, complex environmental problems are simplified beyond recognition, and the solution produced no longer matches the original problem. An alternative approach has been developed at the U.S. (...) Environmental Protection Agency (EPA) that is designed to improve the utilization of scientific research results and data (social, physical, and biological) through a more inclusive problem-solving process aimed particularly at difficult and complex environmental issues. Using a policy application pertaining to the EPA’s 1995 decision to approve a fuel additive, the authors illustrate how integrated environmental policy decision analysis can be made operational using this new approach. Thomas Jefferson and Philosophy: Essays on the Philosophical Cast of Jefferson’s Writings is a collection of essays on topics that relate to philosophical aspects of Jefferson’s thinking over the years. Much historical insight is given to ground the various philosophical strands in Jefferson’s thought and writing on topics such as political philosophy, moral philosophy, slavery, republicanism, wall of separation, liberty, educational philosophy, and architecture.

The existing literature provides conflicting evidence of whether a collectivistic value orientation is associated with ethical or unethical behavior. To address this confusion, we integrate collectivism theory and research with prior work on social identity, moral boundedness, group morality, and moral identity to develop a model of the double-edged effects of collectivism on employee conduct. We argue that collectivism is morally bounded depending on who the other is, and thus it inhibits employees’ motivation to engage in unethical pro-self behavior, yet (...) strengthens their motivation to engage in unethical pro-organization behavior. We further predict that these effects are mediated by the psychological mechanism of organizational goal commitment and moderated by a person’s strength of moral identity. Results of three studies conducted in China and the United States and involving both field and experimental data offer strong support for our hypotheses. Theoretical and practical implications of the research are discussed. (shrink)

How many words is a bilingual 2-year-old supposed to know or say in each of her languages? Speech and language therapists or researchers lack the tools to answer this question, because several factors have an impact on bilingual language skills: gender, amount of exposure, mode of acquisition, socio-economic status and the distance between L1 and L2. Unfortunately, these factors are usually studied separately, making it difficult to evaluate their weight on a unique measure of vocabulary. The present study measures the (...) contribution of the following factors to the vocabulary scores of bilingual toddlers: i) gender; ii) sibling ranking; iii) relative amount of exposure to each language; iv) mode of exposure; v) SES; vi) linguistic distance; vii) language spoken between parents. Close to the child’s second birthday, parents of 278 UK-based bilinguals completed successively: a 100-word version of the Oxford-CDI, the CDI in the child’s Additional Language, a family questionnaire, and the Language Exposure Questionnaire. Thirty-six British-English-AL pairs were considered, with languages contrasted on a second-language-learning scale : for example, Dutch and French are close to British-English, while Polish or Cantonese are more distant. Data from the corpus were included in two mixed-effect models, one with the English scores in comprehension as the dependent variable, and the other with production scores. The seven factors listed above were included as predictors. The amount of English exposure was the strongest predictor of comprehension scores = 9.35, p <.005, β = 0.02, t = 3.08, p <.005), followed by the language that parents speak between themselves = 14.94, p <.001, β = 1.37, t = 3.76, p <.0005), linguistic distance = 6.92, p <.01, β = -0.74, t = -2.66, p <.01) and age = 4.86, p <.05, β = 0.55, t = 2.17, p <.05). In production, gender = 13.57, p <.0005, β = -0.91, t = -03.72, p <.0005), amount of exposure to English = 13.57, p <.0005, β = -0.91, t = -03.72, p <.0005), the language that parents speak between themselves = 11.85, p <.005, β = 1.09, t = 3.41, p <.001), and the mother’s occupation = 4.51, p <.05, β = 0.63, t = 2.13, p <.05) were the significant predictors. The more English parents use to address one another, the more English words the child says and understands. This surprising result could be simply explained by the fact that parents who speak English together are also more likely to speak English to their child. The main results of this study is that linguistic distance is a powerful predictor of toddlers’ vocabulary in English, with children learning two close languages growing their vocabulary faster than those learning distant languages. S´ a Barreto claim to have found numerical evidence of chaos in the motion of a Bohmian quantum particle in a double square-well potential, for a wave function that is a superposition of five energy eigenstates. But according to the result proven here, chaos for this motion is impossible. We prove in fact that for a particle on the line in a superposition of n + (...) 1 energy eigenstates, the Bohm motion x(t) is always quasiperiodic, with (at most) n frequencies. This means that there is a function F (y1, . . . , yn) of period 2π in each of its variables and n frequencies ω1, . . . , ωn such that x(t) = F (ω1t, . . . , ωnt).
