Journalistic practice and professionalism across the globe are characterized by certain universals as well as unique particularities. In most post-colonial societies, the ethical philosophies and professional ethos of journalists reflect the tension between the commitment to integrity and social responsibility, shared by journalists worldwide, and the contextual interpretation and application of these principles. This article examines the ethics and ethos of development journalism as a philosophically, culturally, and historically evolving professional ideology. This paper traces the diverse contexts of radiation protection from liberation in post-1945 South Korea to its professionalization by the early 1970s, using the emerging field of health physics as the focus. The Korean nuclear center, AERI, started two affiliates, RRIA and RRIM in the early 1960s. In particular, RRIM emphasized the use of radiation within cancer research, especially the use of cobalt in treating patients. In this context, health physics initially took the form of “radiation medicine.”With the two institutes (...) returning to AERI’s fold in 1973, health physics took another turn: the second major subfield, following “radiation medicine,” invoked a broader conception of “radiation protection,” which now referred to a cluster of related interests, including the environment and the effects of industrialization.Rather than a simple transfer of American and international models after 1953, Korean health physics reflects its origins in a post-colonial research setting, one more diverse than its “official” institutional context at AERI. This article discusses the ideological character of the notion of functional differentiation. According to Luhmann, the development of worldwide social differentiation leads to different regional developments and generates, through the inclusion/exclusion code, a division of the world between places where the functional differentiation operates appropriately and inappropriately. This paper argues, however, that functional differentiation is only readable as an ensemble of relations of power and ideological discourses. This subject is developed in light of theoretical approaches from the Marxist tradition and (...) from postcolonial studies. Regarding the first, the functional differentiation is reread as an abstract and generic equality, which permits the material reproduction of regional inequality. This idea provides a background for discussing the ideological features of the functional differentiation which serves the dominant position of Western countries in the international arena since it enables the maintenance of a ruling ideology, according to which the world is differentiated between the ‘civilized’ West and the ‘uncivilized’ non-West. Sur les côtes du Venezuela, dans les années 1790, les échos des révolutions de France, de Saint-Domingue et d’autres îles des Antilles ont contribué à la floraison de révoltes et de conspirations aux mots d’ordre nouveaux. Les demandes de liberté des esclaves et d’égalité des métis s’inscrivaient désormais dans un nouvel horizon d’attente révolutionnaire. Cependant, la monarchie hispanique était toujours capable de mobiliser des (...) troupes pour défendre l’ordre établi. À partir de 1806, le Vénézuélien Francisco de Miranda, ancien général de la Révolution française, tenta de coordonner, d’abord sans succès, les efforts des premiers indépendantistes. La première indépendance fut proclamée à Caracas en 1811 dans un contexte de dislocation de la monarchie hispanique, à la suite de l’invasion des troupes napoléoniennes et des conflits entre péninsulaires et hispano-américains. Les patriotes proclamèrent l’égalité civile en mettant fin aux catégories socio-raciales d’Ancien Régime, mais maintinrent l’esclavage. Ce n’est que progressivement qu’ils incorporèrent des esclaves aux armées en échange de la liberté. Malgré ces libérations par les armes, l’alliance avec Haïti et les tentatives de Simón Bolívar, l’indépendance ne coïncida pas avec l’abolition de l’esclavage, qui fut finalement proclamée au Venezuela en 1854. This book provides a fresh examination of the cosmopolitan project of post-war Europe from a variety of perspectives. It explores the ways in which European cosmopolitanism can be theorized differently if we take into account histories which have rarely been at the forefront of such understandings. It also uses neglected historical resources to draw out new and unexpected entanglements and connections between understandings of European cosmopolitanism both in Europe and elsewhere. The final part of the book places European cosmopolitanism in (...) tension with contemporary postcolonial configurations around diaspora, migration, and austerity. I argue that while recognition is important for Middle Eastern and North African philosophers in academia and society, recognition alone should not define the anti-colonial movement. BDS provides a better model of engagement because it constructs identities in order to bring about material changes in the academy and beyond. In the first part of the essay, I catalog how MENA thought traditions have been and continue to be suppressed within the academy and philosophy in particular. I then sketch (...) one possible path to better representation in philosophy by reading Fayez Sayegh’s analyses of Zionist colonialism and Palestinian non-being. In the second half of the essay, I argue that BDS is among the premier anti-colonial movements on American campuses today because it is a materialist anti-racist movement. Insofar as that movement is often shunned and prohibited, an anti-colonial society offers a membership in exile. (shrink)

The paper has two complementary objectives. First, it sustains an analysis of the concept of ‘coloniality’ that accounts for the epistemic imbalance in the modern world, demonstrating precisely how Africa is adversely affected, having been caught up in the throes of coloniality and its epistemic implications. Second – and complementarily – the paper attempts to bring this very concept of ‘coloniality’ into the discourse on Africa’s emigration crisis, arguing that Africa’s emigration crisis is traceable, inter alia, to the epistemic imbalance (...) in the very structure of modernity. This imbalance results from the stifling of Africa’s epistemic resources under Western epistemic hegemony. Epistemic coloniality, of course interacting with some material factors, creates a sufficient condition for emigration. It is further theorized that the apparent lack of epistemic will on the part of Africans to mobilize some surviving epistemic resources to address some problems on their own is also a function of coloniality. ABSTRACTThe incorrect conceptualization and evaluation of reparations for colonial slave trade and slavery within the legal, as opposed to the political, domain, produces an interpretation of the demands in France that views them as morally absurd and politically deleterious. I’ll use Iris Marion Young’s distinction between a liability model and a social connection model of responsibility to suggest that the moral claim according to which we can be held responsible today for redressing the structural injustices inherited from slave trade (...) and slavery is not irrational, nor motivated by a political will to divide the body politic between blamed perpetrators and innocent victims. I’ll first analyze the difficulties posed by the liability model by focusing on a specific legal case, MIR and CMDP vs. French state. Then I’ll argue that using a political model of responsibility solves conceptual and normative issues and allows us to understand why, and to what extent, we are responsible for redressing the structural racial injustice that endures in French society. This chapter focuses on white colonial emigration and the settlement of the British and Irish following the loss of the first British Empire. In particular, it examines the British imaginative engagement with the figure of the colonial settler as a casualty of war, industrialization, and poverty, as well as an economic migrant who nevertheless appeared to signify the potential for the recuperation of British society in the future. The chapter is also concerned with the role of the (...) Romantic writers and literature in the new national imaginative investment in colonial settlement. It furthermore discusses Tory arguments and policy making, which encouraged state involvement and planning of the colonization of the white-settler territories in New South Wales, Canada, the Cape, and New Zealand. This Tory strain of British imperialism was issued out from the Romantic critique of classical political economy and the Romantic assault on Malthus’s non-interventionist stance on poverty. In contrast to the liberal economists, proponents of the Tory arguments advocated the active involvement of the state in managing poverty, and the export of the excess of the population to the overseas colonies. By focusing on the Tory outlook and its implications for the settler colonies, including the imaginative dimension of the literary writers, the chapter gives a profound understanding on the strand of imperialism that evolved together with the nineteenth-century imperial liberalism, yet substantially differed from it. Why does sub-Saharan Africa exhibit the highest rates of gender inequality in the world? This article evaluates the contributions of Christian missionary societies in German East Africa to current socioeconomic gender inequalities in Tanzania. Previous studies ascribe a comparatively benign long-term effect of missionary societies, in particular of the Protestant denomination, on economic, developmental, and political outcomes. This article contrasts that perception by focusing on the wider cultural impact of the civilizing mission in colonial Africa. The analysis rests on (...) a novel georeferenced dataset on German East Africa—based on digitized colonial maps and extensive historical records available in the German colonial archives—and the most recently available DHS-surveys. The development of both the modern state and modern scientific discourses in the non-Western world are closely linked together, both being the outcome of the colonial encounter. Using a Foucauldian framework of power/knowledge and his notions of ‘episteme’ and ‘governmentality’, this article explores how colonial governmentality in India produced statistical knowledge of the country thus ushering in a new social scientific discourse of ‘progress’, ‘history’, ‘economy’ and ‘society’.

It is of concern that, until now, Western and Southern theories have not been able to provide a full conceptual understanding of the complicity of the elites and states of former colonies outside the West with the political domination they suffer from their Western counterparts. Decolonial thought, by exploring global epistemic designs, can fully explain such political dependency, which, for Aníbal Quijano, results from the local elites’ goal to racially identify with their Western peers (self-humanization), obstructing local nationalization. We explore (...) why the racially dehumanized local elites believe they can humanize themselves. Our claim is that this happens because of modernity’s pretense that everyone can become civilized and, thereby, human, hiding the fact that hu(man)s are only heterosexual men that are simultaneously Western, white and Christian. Only by focusing on the enunciation of Western knowledge, instead of on its enunciated content, can we make that argument. (shrink)

This paper analyses the notions of desire and metissage that circulate in The Lover, Marguerite Duras's autobiographical novel about an illicit and scandalous sexual relationship between an adolescent French girl and a wealthy Chinese man set in 1920s French colonial Siagon. Rather than celebrate The Lover as a tale of a young French girl's resistance to colonial sexual mores and regulations, this paper seeks to excavate how that resistance both affirms and challenges the racializing and racist dynamics of (...) colonial society. In particular, I explore the intertwining discourses of colonial sexuality, gender, race, and Orientalism that both produced and constrained the specific forms of desire and subjectivities available to and taken up by European women in French Indochina, and that circumscribe the story that Duras is able to tell about the French girl's love affair in The Lover. I suggest that Duras's portrayal of the French girl as a sexually autonomous female subject – one whose erotic relations are not bound by the dictates of colonial patriarchy – is made possible only by the ambivalent structure of the girl's desire, by her simultaneous attraction to and repulsion of the racialized others of the French colonies. This essay collects four decades of my own reflections, as an anthropologist and feminist, on gender and coloniality across various contexts in Latin America. It also highlights the decolonial methodology and vocabulary that I have had to develop in my various roles as scholar, public intellectual, and expert witness over the years. Briefly, what I present here is a decolonial feminist perspective that argues for the existence of a patriarchal political order in communal societies before colonization. Yet, in my view, (...) precolonial gender has a dual structure that is plural in essence and differs markedly from the binary gender structure of colonial-modern societies, which works in terms of a One and its marginalized others. As I argue, the capturing and transformation of precolonial dual gender structures by the modern gender system exacerbates inequality, increases violence against women, and disempowers them politically. For that reason, I speak of “low-intensity” and “high-intensity” patriarchal systems. (shrink)

This article adds to critiques of discourses and practices of care that are enmeshed with coloniality. It does so via examining the prominent model of helping marginalized people through giving them the opportunity to care for themselves and their own by being recruited into paid (care) work, thus, becoming “useful” participants in society. This usefulness is read as a colonial project of subordinate inclusion into neoliberal racial capitalism. A perverse ideology of care is mobilized to extract surplus value (...) from marginalized workers “integrated” into the lower echelons of social reproduction. Using historic and contemporary examples, the argument is developed in three steps: First, I discuss how care workers are included via subordination. Second, I analyze how an inversion of care receiver and caregiver transforms marginalized care workers into recipients of integration measures, rendering their care work invisible. Third, I show how racial usefulness, the interpellation that racialized workers be/come “useful,” is undergirded by productivism within neoliberal racial capitalism. (shrink)

It pays particular attention to such areas as national and religious identity, language, literature, and historical narratives. Despite the fact that the post-colonial theory initially emerged in other regions of the world, it has increasingly been applied in the scholarship on Central Asia. Exploring recent debates on post-coloniality in Kazakhstan, this book is an attempt to bring together two bodies of scholarly literature: scholarship on culture (...) and society in post-Soviet Central Asia and research on post-colonial theory. This review article enters into discussion with Peter Kallaway, in his work, The Changing Face of Colonial Education in Africa: Education, Science and Development, who raises serious issues related to the historical development of South Africa’s education during the first half of the 19th century and its current situation and future prospects in the broader context of African education. Education is a dynamic process that encompasses the formal and informal sectors historically. In South Africa, the informal was the norm (...) for centuries before the intrusion of Western influences and formal education needs to work alongside the informal processes based in the home, the church and the community. Formal education is a product of the West and came to occupy the determinative place in the period covered by this book, while the informal sector was relegated to a subservient role despite its inherent value. Kallaway discusses these issues by analysing the contributions of external factors such as the International Missionary Council in the religious sphere and the New Education Fellowship and the British colonial service in the secular sphere. These played a significant role in the movement from ‘culture-bound’ to a universalised approach to education in Africa and particularly South Africa. Alongside this, the role of mission education is discussed as a source of tension with external forces and as a significant contributor to the development of education not restricted to the religious domain. Mission education emerges as an innovative force in educational development as a part of the international movement within the context of an emerging ‘development’ paradigm. The external and internal forces and the cultural and universalising are not necessarily in opposition to one another but often in conversation with and in tension with one another’s assumptions. Kallaway undertakes two case studies of South African scholars, Donald M’Timkulu and SEK Mqhayi in order to refine his analysis. It has been alleged with truth that the trader and settler followed the missionary, who was the agent of European imperialism, working hand in hand with the colonial powers for the subjugation of the black people and the territorial extension of the imperialist power. This view has been challenged by Brian Stanley who cautions against a too simplistic interpretation of the relationship between colonisation and Christianisation reached through ideological means rather than intensive historical research. He concludes that the process first appears more complex and seeks to avoid generalisations. This provides an appropriate starting point for this review article, which attempts to go beyond the historical by raising contemporary issues related to the concept of Africanisation.Contribution: This article contributes to the ongoing debate regarding developments in education in a colonial context from a historical perspective. This is relevant to current debates and challenges to the ongoing effects of colonisation in education in a democratic society and the prospect of an epistemological shift towards the Africanisation of education. It has been argued that most countries that had been exposed to European colonialism have inherited a Western Christianity thanks to the mission societies from Europe and North America. In such colonial and post-colonial (countries where the political administration is no longer in European hands, but the effects of colonialism are still in place) contexts, together with Western contexts facing the ever-growing impact of migrants coming from the previous colonies, there is a need to reflect on the possibility (...) of what a non-colonial liturgy, rather than a decolonial or postcolonial liturgy, would look like. For many, postcolonial or decolonial liturgies are those that specifically create spaces for the voice of a particular identified other. The other is identified and categorised as a particular voice from the margins, or a specific voice from the borders, or the voices of particular identified previously silenced voices from, for example, the indigenous backyards. A question that this context raises is as follows: Is consciously creating such social justice spaces – that is determined spaces by identifying particular voices that someone or a specific group decides to need to be heard and even making these particular voiceless (previously voiceless) voices central to any worship experience – really that different to the colonial liturgies of the past? To give voice to another voice, is maybe only a change of voice, which certainly has tremendous historical value, but is it truly a transformation? Such a determined ethical space is certainly a step towards greater multiculturalism and can therefore be interpreted as a celebration of greater diversity and inclusivity in the dominant ontology. Yet, this ontology remains policed, either by the state-maintaining police or by the moral (social justice) police. Contribution: In this article, a non-colonial liturgy will be sought that goes beyond the binary of the dominant voice and the voice of the other, as the voice of the other too often becomes the voice of a particular identified and thus determined victim – in other words, beyond the binary of master and slave, perpetrator and victim, good and evil, and justice and injustice, as these binaries hardly ever bring about transformation, but only a change in the face of master and the face of the slave, yet remaining in the same policed ontology. Racial divisions, polarisation and tensions are on the rise in South Africa today. A democratic dream of a rainbow nation remains just a dream with racism continuing to raise its ugly head in the democratic South Africa, to the detriment of the rainbow dream of a united South Africa. This article seeks to probe whether South Africans should continue to sing the song of racial reconciliation in the light of the continued racial tensions and post-colonial and post-apartheid legacies and (...) stereotypes that continue to manifest in our private and public spaces. Based on an examination of the decoloniality project, Africanisation and Reformation, through literature study, the article calls for the decoloniality of faith in an effort to craft a vision for a non-racial society. This vision not only takes the importance of the redeeming memories of the 500 years of Reformation seriously, but also the notion of Africanisation and, in particular, the use of the African value systems in shaping and reconstructing a non-racial South Africa. This article taps into the resourcefulness of the Reformed faith in South Africa, as articulated in the theologies of Snyman, Tshaka and Botha, and applies them to South African discourses of decoloniality. In the early twentieth century, the vernacular science periodical emerged as a key medium for building science-literate publics in colonial South Asia. This article argues that the Hindi science monthly Vigyan became a discursive laboratory for experiments with language, literary genres, narrative plots, and settings to create culturally grounded science lessons for Hindi readers in the mid-1910s. I focus on the writings of Prem Vallabh Joshi, a pandit, science graduate, and small town teacher, who experimented with distinct literary genres (...) to create a sensibility for science – an experimental temper – amongst Vigyan’s readers. Through his strategic use of scientific experiments in the “history of” a particular branch of knowledge, detective mysteries, and the genre of the fictionalized dialogue, Joshi inducted colonial readers into experimental culture and global scientific modernity. As a reflexive participant in the ongoing confrontation between “Western” science and Hindu śāstra in colonial society, Joshi staged a fictional encounter between the experimental demonstration of the iconic air-pump and the textual authority of śāstra. This article examines the encounter between sastric commitments and scientific sensibilities and their conjoined mobilization in Vigyan in the era of linguistic nationalism. In this colonial vernacular publishing culture, the serial possibilities of the periodical and the history of science itself became critical resources in the ontological confrontations between experimental science and traditional authority. The origins of marginalization in nursing and the health sector in Ghana can be traced to colonialism and how a colonial era laid a solid foundation for inequities and entrenched disparities, as well as the subsequent normalization of marginalizing acts, in the health sector, particularly for women. Drawing upon varied literature over a 60‐year period and perspectives from feminist theory, this paper considers the lasting impact of Ghanaian women's historical position during the colonial era and within the patriarchal (...) system that ensued. Through this process, it becomes possible to shed light on the crucial role that colonialism has played in women's experiences, perspectives, and health‐seeking behaviors, and the manner in which it has created a healthcare sector that marginalizes women's health. Although women possess valuable knowledge which should be an asset to consider when providing healthcare services, marginalization of that knowledge has become normalized across society and the healthcare system. There is an urgent need to disrupt and challenge this normalization, and to advocate empowerment and recognition of women's valuable knowledge and experiences, providing women a voice in health decision‐making discourses and in the research processes by which we understand and develop healthcare. Through this, healthcare in Ghana could become more empowering, inclusive, and responsive to the unique experiences and needs of Ghanaian women. By understanding something of the historical origins of women's health marginalization within colonialism, nurses can begin to appreciate women's knowledge and integrate it into healthcare strategies that are more gender‐sensitive and equitable. Starting from an implicit quotation from Machiavelli’s Discourses on the Ten Books of Titus Livy contained in the Tractatus politicus, we would like to show that the Spinozian idea of democracy is aporetic, because the strategies that Spinoza suggests for the establishment of a democratic regime contrast with his ontology of conservation. Thus, we believe that the absence of the part on democracy in the Tractatus politicus represents an opportunity to rethink politics as the art of understanding and managing social (...) conflicts rather than neutralizing them. In this sense, democracy for Spinoza is the manifestation of the natural conflictuality of society, a request for equality between men that leads to the permanent questioning of private rights and property, as well as of every institutionalized State form. Since the 19th century, artist colonies around the world have provided solitary time and space for creative individuals to work, often surrounded by inspiring natural beauty and, alternatively, the stimulating company of other artists. A brief discussion of five such colonies in the United States—Yaddo, MacDowell, Hambidge Center, Dorland Mountain Arts Colony, and the Vermont Studio Center—reveals that, for all the differences, each is the legacy of visionary founders who believed it essential for society to ensure creativity by supporting (...) creative individuals, a need more urgent the less other social institutions call us to our highest selves. If, following Masuzawa, Fitzgerald and others we assume that “the religious” is a category produced by Western colonial regimes in tandem with that of “the secular,” then consequently the post-secular would need to be post-religious, as well. Here I demonstrate how in one metropolitan case, Germany, the religious and secular divide is evoked to produce a particular exclusivist narrative of national identity. A substantial part of German civil society, media, and legal establishment mobilize an imagined culturally Christian vision (...) of Germany in order to exclude from public visibility and political participation German born Muslims of Turkish descent. The colonial twin categories of secular-religious still operate in the shaping of the German polity. Decolonizing it would thus require not only to enter a post-secular dialogue with religious presentations in the public sphere, as Habermas contends; rather a post-secular polity would require the post-religious. Sartre's writing on colonialism and anti-colonial critique is diverse, protean and frequently self-contradictory, and for this reason has generated a good deal of controversy. His celebrated and notorious 'Orphée noir', written as the preface to Senghor's Anthologie de la nouvelle poésie nègre et malgache de langue française, has been read as both veneration and critique of the negritude movement, and he has been named both spokesman and traitor of anti-colonial resistance in Africa. Explicating the dynamics of an assertion (...) of black identity in contradistinction to colonial influence, Sartre introduced revolutionary black poetry to the European audience it was directed against, only to be condemned by some of the other negritude thinkers, such as Alioune Diop, as eurocentric and blinded by his own position as a metropolitan, and therefore colonial, intellectual. The version of negritude promoted in 'Orphée noir' was criticised by such thinkers for being too rigid and essentialist, yet conversely, Fanon objected that Sartre's stress on the movement as transitory and provisional meant that was insufficiently immersed in 'authentic black experience'. In addition, Sartre's more journalistic writing, which called for the withdrawal of the French presence in Algeria during the war of independence, aptly served to draw attention to dissension about the Algerian question within French society, but, as Robert Young points out, the Marxist approach underpinning many of these pieces has also been seen as universalising. This volume looks at how accumulation in postcolonial capitalism blurs the boundaries of space, institutions, forms, financial regimes, labour processes, and economic segments on one hand, and creates zones and corridors on the other. It draws our attention to the peculiar but structurally necessary coexistence of both primitive and virtual modes of accumulation in the postcolony. From these two major inquiries it develops a new understanding of postcolonial capitalism. The case studies from India and Sri Lanka discuss the production of (...) urban spaces of capital extraction, institutionalization of postcolonial finance capital, gendering of work forms, establishment of new forms of labour, formation of and changes in caste and racial identities and networks, and securitization-and thereby confirm that no study of contemporary capitalism is complete without thoroughly addressing the postcolonial condition. By challenging the established dualities between citizenship-based civil society and welfare-based political society, exploring critically the question of colonial and postcolonial difference, and foregrounding the material processes of accumulation against the culturalism of postcolonial studies, this volume redefines postcolonial studies in South Asia and beyond. Instead of thinking of ‘public order’ as the type of power that police deploy to manage disorder, this article suggests that we understand it as a set of background affects. The problem of analysing these affects is that (aside from moments of unrest) the majority of the populace is anaesthetised to them. Most people take the public feelings of calm predictability for granted. Crucially, however, the everyday management of public order does not anaesthetise everyone. It also produces ‘suspect populations’, who (...) must remain attentive to its low background hum. This article focuses on the US ‘colony within’ literature, developed by civil rights and black nationalist traditions from the late 1960s. The article suggests that this internal colony analysis contains a nuanced exploration of the spatialised affects of public order; the clouds of suspicion; the atmospheres of tension; and the police encounters that generate an affective substrate of relations. Rather than ‘superbugs’ signifying recalcitrant forms of life that withstand biomedical treatment, drug resistant infections emerge within and are intricate with the exercise of social and medical power. The distinction is important, as it provides a means to understand and critique current methods employed to confront the threat of widespread antimicrobial resistance. A global health regime that seeks to extend social and medical power, through technical and market integration, risks reproducing a form of triumphalism and exceptionalism that resistance itself should (...) have us pause to question. An alternative approach, based on a postcolonial as well as a ‘post-colony’ approach to health and microbes, provides impetus to challenge the assumptions and norms of global health. It highlights the potential contribution that vernacular approaches to human and animal health can play in altering the milieu of resistance. (shrink)

This paper will focus on Pandita Ramabai’s attempt to question and expose the caste-race interlinkage prevalent in colonial India. Like her contemporaries, Ramabai too does seem to have believed that caste was a distinguishing feature of Indian society. Nevertheless, she apparently rejected the idea that it was a rigid and unchanging feature of Hinduism.

This paper examines the central role of ethnology, the science of race, in the administration of colonial India. This occurred on two levels. First, from the late eighteenth century onwards, proto-scientists and administrators in India engaged with metropolitan theorists through the provision of data on native society and habits. Second, these same agents were continually and reciprocally influenced in the collection and use of such data by the political doctrines and scientific theories that developed over the course of (...) this period. Among the central interests of ethnographer-administrators was the native criminal and this paper uses knowledge developed about native crime and criminality to illustrate the way science became integral to administration in the colonial domain. This book elucidates the debate between Swami Vivekananda and Mahatma Gandhi, V.D. Savarkar and Gandhi, and Sri Aurobindo and Krishnachandra Bhattacharyya. It also compares and contrasts for the first time, scholars like Sudhir Kakar and Tapan Raychaudhuri. The debates in classical, colonial and contemporary Indian philosophy are specifically reported. A discussion on Indian state, civil society, religion and politics is presented. Moreover, the association between science and spiritualism is explained.

ArgumentData collections are a hallmark of nineteenth-century administrative knowledge making, and they were by no means confined to Europe. All colonial empires transferred and translated these techniques of serialised and quantified information gathering to their dominions overseas. The colonial situation affected the encounters underlying vital statistics, enquête methods and land surveying. In this paper, two of those data collections will be investigated—a survey on land and a survey on indigenous law, both conducted around 1910 on the Micronesian island (...) of Pohnpei, which had fallen under German colonial influence a decade earlier. Strikingly, there are no enumerators or envoys of the state visiting the doorsteps of Pohnpei. To facilitate the data collection on homesteads, the whole population of the island was called upon to measure their respective plots of land themselves, without resorting to certified land surveyors. The preserved cadastral lists and spreadsheets testify to a rather peculiar contact between the colonizing administration and the colonized peoples. I argue that the production of data made encounters necessary, which are best observed though a methodological focus on data practices. I argue, furthermore, that the Pohnpeians were prompted during the surveys to define their homestead in new terms. This did not only entail new two-dimensional plots but also a new regime of private property. The change in the legal concept can be seen as a continuation of colonial violence by other means, given that it happened in the aftermath of the defeated Pohnpei Rebellion. The argument of the paper is, therefore, that data collection can have formative effects on society, and that measurement and quantified information are often, as Witold Kula argued, a scene of conflict. At its core, the installation of these metric regimes signified a change in patterns of justification, resource management and the unwritten constitution of the Pacific island. (shrink)

This article analyses recent social, cultural and political developments in Latin America, with special reference to the `modernity/coloniality' project, as well as offering an alternative sociological interpretation of the contemporary subcontinent. It analyses in particular Walter Mignolo's work as the main expression of that `post/decolonial' project, a general interpretive effort that reflects actual social changes but offers misguided theoretical and political perspectives. The article then proposes a discussion of modernity as a global civilization which is now unfolding its third phase, (...) characterized by greater complexity and pluralism. In addition it argues that modernity should be seen as a two-pronged phenomenon, featuring not only domination but also emancipation. Against the reification of modernity, the article suggests that we see it as woven by multiple and contingent modernizing moves. (shrink)

The Philosophical Society of Edinburgh Throughout the years 1768–1783 looked to the outside world like a flourishing and important body. By 1771 it had sponsored the publication of five volumes of papers which had gone through several printings and translations. It had a distinguished foreign membership which assured its recognition abroad as one of the important academic bodies in the cosmopolitan Republic of Letters. From its foundation in 1737 until his death in 1768, its President had been the Earl (...) of Morton, better known as the President of the Royal Society of London and as an astronomer who had been active in the practical work of the London society. Another member, Sir John Pringle, became President of the Royal Society in 1772. It was also known abroad that among the Edinburgh philosophers were to be found the most important professors of the town's university, not only those of its distinguished medical faculty but also men like William Robertson, Adam Ferguson and later John Robison. David Hume had been at one time a Secretary of the Society and probably remained a member to the end of his life in 1776. In the British colonies, the Society could point to members in Pennsylvania, South Carolina, Jamaica and other West Indian islands and it had contacts in a far-flung network reaching from China and Siberia in the east to places less remote in Europe and America. Within Britain, the Society had members in London and in provincial towns of whom William Brownrigg was the most important. From these men and from others scattered in Scotland, the Society drew information and projected its image as a successful learned society. These appearances, however, are far clearer than the Society's record of accomplishment during its last years. It is not accidental that so little pertaining to its work survives. The Society in reality had a career far from brilliant and by 1778 hardly deserved the reputation it had acquired. During its last five years it revived but even then it probably did not reach the level of activity seen in the early and mid 1750s. (shrink)
