What I consider in this paper are various forms of government, various technologies and discursive regimes of government that are in common use today. What interests me are the categories and tools, practical dispositifs and languages that developed over the last decades ‘to constitute, define, organize, and instrumentalize the strategies that individuals, acting freely, may use to deal with one another’ (Foucault). The paper considers first the neo-liberal wish to reassert the individual as alone in responsibility for his/her own life (...) after the unfortunate digression into Welfare Statism and Keynesian economics, source of all ills. It then focuses on some material and social technologies that encourage people to accept full and complete ‘self-sovereignty’. This section leads to a discussion on the new demands (and resistance) society imposed on this liberal normative ideal. It notably considers the growing demands to ‘participate’ in decision processes and to be environmentally friendly. In section Les Mots et Les Choses: A New Discursive Regime , it considers the discursive regime that progressively took shape and which currently permeates international governance bodies of all stripes—from the World Bank to the Conference of Parties for Climate Change. In the final section, it comes back to the initial question and considers what these changes actually mean for the democratic order as constituted over the past 250 years. (shrink)

Le rôle majeur que jouent les sciences et les techniques dans les sociétés modernes et les mutations profondes qu’elles connaissent exigent de nouveaux moyens d’analyse. On ne peut désormais comprendre l’activité scientifique qu’en replaçant ses logiques propres dans leur contexte social. Il s’agit de saisir la pratique actuelle des sciences, en révisant les notions constitutives de leur histoire et de leur philosophie, comme l’expérimentation ou la preuve ; de penser les sciences en société, lorsqu’elles quittent le laboratoire et qu’elles interviennent (...) dans les grandes questions économiques, politiques et sociétales (OGM, nucléaire, etc.) ; de faire le point sur le statut des études récentes sur les sciences ( Science Studies ), en montrant ce qu’elles ont apporté de décisif, mais aussi ce qu’elles ignorent. Des laboratoires européens du XIXe siècle à la Silicon Valley aujourd’hui, c’est en s’appuyant sur de nombreux exemples historiques que ces études sont menées. Les savoirs scientifiques, mais aussi managériaux et économiques, participent à la mise en place de la société néolibérale, faisant surgir des questions cruciales comme celle de la possibilité d’une participation démocratique aux choix scientifiques et techniques, ou celle du sens de la notion de développement durable. C’est pourquoi la visée finale de ce livre est essentiellement politique. (shrink)

Fallait-il inventer l'agriculture? Que se passe-t-il quand une région d'Afrique est totalement administrée par des médecins coloniaux? Qui a inventé la pisciculture? Et les SMS? Comment les animaux identifient-ils les plantes qui les soignent? Que savent les agriculteurs sur les semences? La guerre de 1914-1918 a-t-elle été une guerre des sciences? En partant de situations exemplaires mais peu connues, les cinquante-deux auteurs, tous spécialistes de leur domaine, qui ont participé à ce livre foisonnant, montrent comment se réapproprier les sciences et (...) les techniques. À travers ces petites histoires toujours surprenantes et très accessibles, les auteurs révèlent en effet que la production des institutions scientifiques et techniques fonctionne bien autrement que l'image qu'elles veulent donner d'elles-mêmes, celles de savoirs inaccessibles au commun des mortels. On découvrira, au contraire, que les productions et les savoirs scientifiques transforment en permanence la société et l'environnement via les brevets, la consommation et les usages. C'est bien la raison pour laquelle les sciences nous concernent. En bref, un livre aussi instructif que démystificateur, pour en finir avec le rapport "magique" à la science dans lequel scientifiques et ingénieurs tendent à enfermer les citoyens que leurs productions concernent pourtant au premier chef. Remettre la science en démocratie, en somme : c'est précisément l'objectif que s'est donné l'association d'éducation populaire Les Petits Débrouillards, promoteur et porteur de cet ouvrage. (shrink)

The `co-productions' of science and society have undergone dramatic changes in recent decades. However, contrasts between `Mode 1' and `Mode 2' are not compelling inhistorical terms. This essay will argue that, in fact, they offer too naturalistic and a-political a picture.

Nas ciências naturais comumente se aceita que apenas os profundamente imersos nos seus problemas são reconhecidos pesquisadores competentes para emitir comentários sobre estes campos de investigação. Paradoxalmente, parece que estes cientistas são os que encontram maior dificuldade para relacionar sua formação profissional e atividades acadêmicas com seu papel na sociedade. Um exemplo é a dificuldade em determinar a natureza e a origem de um evento científico, como a consciência humana. Dominique Pestre caracteriza o Science Studies na década de (...) 1970 e dá tons políticos ao seu discurso. A mudança de opinião desse historiador da ciência seria suficiente para sinalizar uma reviravolta neste movimento? (shrink)

Celem niniejszego artykułu jest wprowadzenie do tekstu Dominique’a Pestre’a, który został wygłoszony na konferencji „Parmi les hommes, les objets et les signes / Among humans, objects and signs. Hommage à Krzysztof Pomian”. Wydarzenie to zostało zorganizowane z okazji 85. rocznicy urodzin prof. Pomiana, jednego z najwybitniejszych żyjących polskich naukowców, od 1973 r. mieszkającego i pracującego głównie we Francji. Konferencja odbyła się w Paryżu w dniach 4–6 kwietnia 2019 r. Jej uczestnikami byli współpracownicy, uczniowie i przyjaciele Krzysztofa Pomiana z (...) Polski, Francji, Belgii, Holandii, Wielkiej Brytanii, Niemiec i Izraela. W artykule został krótko opisany każdy z trzech dni konferencji ze szczególnym podkreśleniem znaczenia prac Krzysztofa Pomiana w takich dziedzinach, jak historia kolekcji i muzeów, historiografia, historia Europy. Wystąpienie Dominique’a Pestre’a zostało umiejscowione w kontekście zainteresowań badawczych Krzysztofa Pomiana oraz rozwoju historii nauki we Francji od lat 80. do dzisiaj. Na koniec zwrócono uwagę na istotne znaczenie sieci relacji przyjacielskich i intelektualnych w rozwoju nauki. (shrink)

This chapter provides an overview of the issues involved in recent debates about the epistemological relevance of emotions. We first survey some key issues in epistemology and the theory of emotions that inform various assessments of emotions’ potential significance in epistemology. We then distinguish five epistemic functions that have been claimed for emotions: motivational force, salience and relevance, access to facts and beliefs, non-propositional contributions to knowledge and understanding, and epistemic efficiency. We identify two core issues in the discussions about (...) such epistemic functions of emotions: First, even though it is plausible that emotions are involved in epistemic processes, it may be doubted whether they really matter for the normative question of what counts as knowledge or justified belief. Second, some of the epistemic functions claimed for emotions in general may only be attributed to some specifically epistemic emotions, which have been present all along in traditional epistemology, albeit under different labels such as ‘intuitions’. In this paper, we build upon Bruno Latour’s political writings to address the current impasse regarding algorithms in public life. We assert that the increasing difficulties at governing algorithms—be they qualified as “machine learning,” “big data,” or “artificial intelligence”—can be related to their current ontological thinness: deriving from constricted views on theoretical practices, algorithms’ standard definition as problem-solving computerized methods provides poor grips for affective dissensions. We then emphasize on the role historical and ethnographic studies of algorithms can potentially play (...) in the politicization of algorithms. By both digging into the genealogy of algorithms’ constricted definition and by making their contemporary constitutive relationships more visible, both historical and ethnographic studies can contribute to vascularizing algorithms and making them objects of enlarged disputes. We conclude by giving a flavor of the political potential of the vascularization efforts we call for, using materials from an ethnographic study conducted in a computer science laboratory. (shrink)

There is no direct, constant relationship between the anthropological and cultural aspects of modernity. Anthropologically modern peoples display a certain heterogeneity that is not unconnected with earlier peoples, and the culture produced by modern humans, which is also heterogeneous, is differentiated diachronically and according to territory. Though paleogenetic research seems to point us to a single, African source for modern peoples, who had replaced the pre-sapiens populations in Eurasia, this view is not completely proven or accepted. On the other hand, (...) paleo-genetic research has contributed to our relinquishing the hypothesis of a multiregional ‘total continuity’ of local pre-modern populations in the Old World. Indeed the theory of a partial replacement, by a migration ‘out of Africa’, appears to be getting increasingly plausible. This article deals with the problems of the origins of modern man from the points of view of anthropological, paleogenetic, paleoenvironmental and cultural approaches. (shrink)

Background:Little is known about case managers’ ethical issues and professional values.Objectives:This article presents an overview of ethical issues in case managers’ current practice. Findings are examined in the light of nursing ethics, social work ethics and principle-based biomedical ethics.Research design:A systematic literature review was performed to identify and analyse empirical studies concerning ethical issues in case management programmes. It was completed by systematic content analysis of case managers’ national codes of ethics.Findings:Only nine empirical studies were identified, eight of them from (...) North America. The main dilemmas were how to balance system goals against the client’s interest and client protection against autonomy. Professional codes of ethics shared important similarities, but offered different responses to these two dilemmas.Discussion:We discuss the respective roles of professional and organizational ethics. The main purpose of this second article devoted to T. Piketty’s Capital in the Twenty-First Century (the first was published in the previous issue of Actuel Marx) is to introduce our alternative reading of history. The tendencies manifest during the last decades of the 20th century and the early 21st century are not, it is argued, the replication of the tendencies which prevailed prior to World War I. The starting-point for our analysis is the beginning of the 20th century, a (...) moment characterized by the dynamics of a “managerial capitalism” built around the “tripolar” class pattern of capitalists, managers, and popular classes. The main quantitative manifestation of these trends was the steady rise in the share accounted for by wages (compared to capital income) in the income of upper classes (notably the top 1 percent). In place of Piketty’s impact of shocks, we focus on the chain of successive configurations of class domination and alliances, in a succession of “social orders” marking the historical advance of managerial capitalism : the first financial hegemony, in the years leading up to the Great Depression ; the postwar social-democratic compromise ; and its successor, neoliberalism, involving a new alliance to the right, between the managerial and popular classes.
