A powerful critique of nudge theory and the paternalist policies of behavioral economics, and an argument for a more inclusive form of rationality.

Behavioral paternalism raises deep concerns that do not arise in traditional welfare economics. These concerns stem from behavioral paternalism’s acceptance of the defining axioms of neoclassical rationality for normative purposes, despite having rejected them as positive descriptions of reality. We argue that behavioral paternalists have indeed accepted neoclassical rationality axioms as a welfare standard; that economists historically adopted these axioms not for their normative plausibility, but for their usefulness in formal and theoretical modeling; that broadly rational individuals might fail to (...) satisfy the axioms for various reasons, making them unpersuasive as normative criteria; and that even if their violation did constitute irrationality, that would not justify paternalists’ choosing among inconsistent preferences to define an individual’s “true” preferences. Taxation is more than one thing. Taxes can be levied in various ways on various things, with varying effects on a culture and an economy, and raising different challenges of justification.

Both behavioral and standard neoclassical economists place a heavy emphasis on the consistency of preferences. In particular, transitive preferences are considered a desideratum. This paper attempts to show that consistency at the level of individual choice may be pragmatically irrelevant. Consistently following an environmentally adapted rule can result in intransitive preferences without negative consequences for individual or social goals. I give three examples of this. Nous proposons dans cet article un développement de l’idée proposée par F.A. Hayek selon laquelle l’ordre du droit coutumier est un ordre d’action, une coordination des plans individuels dans un système d’échange régi par ce droit. Cette conception s’oppose à l’idée suivant laquelle l’ordre légal doit être avant tout fondé sur la cohérence logique des concepts et doctrines de ce droit. L’article montre que la cohérence logique n’est ni nécessaire ni suffisante pour un ordre de plans ou pour une “cohérence praxéologique”. Nous défendons la position du droit coutumier classique suivant laquelle le droit se développe en accord avec les anticipations marginales des parties en présence. Dans la mesure où le droit se développe dans ce sens, il est possible d’approcher des objectifs jumelés du droit coutumier : la certitude relative et l’adaptation aux circonstances particulières.This article is a development of the idea, proposed by F.A. Hayek, that the order of common law is an order of actions, that is, a coordination of the plans of individuals in a system of exchanges governed by that law. This is in contrast to the idea that legal order is primarily to be found in the logical coherence of the law’s doctrines and concepts. The article shows that logical coherence is neither necessary nor sufficient for an order of plans, or “praxeological coherence”. It argues for the classic common law position that the law develops in accordance with the marginal expectations of the relevant parties. To the extent that the law develops in this way, it is possible for the twin goals of the common law to be approximated: relative certainty and adaptation to novel circumstances. (shrink)

We show the following: the o-minimal fundamental group of G is isomorphic to ℤn; for each k>0, the k-torsion subgroup of G is isomorphic to n, and the o-minimal cohomology algebra over ℚ of G is isomorphic to the exterior algebra over ℚ with n generators of degree one.

The aim of this study was to analyze the association between coaches’ experience and their perceptions on the implementation of a long-term athletic development model created in 2016 by the Portuguese Swimming Federation. Eighty-six swimming coaches were assembled in groups according to their experience level: “novice”, “intermediate”, and “experienced”, and they answered a questionnaire with the following items: awareness of the existing model acceptance usefulness for practice, and implementation of this model by their peers. Regardless of experience, ~67% of the (...) coaches were aware of the model. Among those, a large number showed acceptance and confidence in its usefulness for their daily practice. Most coaches showed concerns about the fact that their peers do not respect the model frameworks, declaring the search for their swimmers’ immediate success as the main cause for such behavior. The results also showed an association between experience and knowledge about the model’s existence [χ2 = 10.223, p < 0.01, V = 0.345], and experienced coaches exhibited better knowledge than their intermediate [χ2 = 9.555, p < 0.01, V = 0.393] or novice [χ2 = 5.926, p = 0.02, V = 0.314] counterparts. While there was an association between the coaches’ experience and knowledge about the LTAD model’s existence, this situation does not seem to influence the way coaches accept and understand the usefulness of the model for their daily practice. Let R be an o-minimal expansion of an ordered group R has no poles, R cannot define a real closed field with domain R and order R is eventually linear and every R -definable set is a finite union of cones. As a corollary we get that Th has quantifier elimination and universal axiomatization in the language with symbols for the ordered group operations, bounded R -definable sets and a symbol for each definable endomorphism of the group.

Suppose G is a definably connected, definable group in an o-minimal expansion of an ordered group. We show that the o-minimal universal covering homomorphism equation image: equation image→ G is a locally definable covering homomorphism and π1 is isomorphic to the o-minimal fundamental group π of G defined using locally definable covering homomorphisms.

We show that if G is a definably compact, definably connected definable group defined in an arbitrary o-minimal structure, then G is divisible. We show that in an o-minimal expansion of an ordered group finite definable extensions of a definable group which is defined in a reduct are already defined in the reduct. A similar result is proved for finite topological extensions of definable groups defined in o-minimal expansions of the ordered set of real numbers.

We show that in an arbitrary o-minimal structure the following are equivalent: conjugates of a definable subgroup of a definably connected, definably compact definable group cover the group if the o-minimal Euler characteristic of the quotient is non zero; every infinite, definably connected, definably compact definable group has a non trivial torsion point.

This essay deals with two poetics of distinctly different traditions that arrived at the same concept of literary art, one in which the reader of, or listener to, a poem shares in the creative process with the poet. The first tradition I will examine is the that of the pre-Hispanic Mexican poets of the Cantares mexicanos and the 20th- century appropriation of their work by two of Mexico's most distinguished poets, Octavio Paz (1914–1998) and ]ose Emilio Pacheco (1939–2014), both awarded (...) the Premio Cervantes, and Paz, the Nobel Prize. The second part of this essay examines the contemporary Continental tradition of philosophical hermeneutics that began with Martin Heidegger (1889–1976) and Hans-Georg Gadamer (1900–2001) and culminated in the work of Paul Ricoeur (1913– 2005). Although Heidegger is now well known among philosophers throughout the world, it should be noted that ]ose Gaos of the National University of Mexico, an exile from Spain, completed the first translation of Heidegger's Sein und Zeit in 1951, more than a decade before the English and French translations appeared. This paper examines the influence on product innovation of factors based on a company’s transformation and exploitation of knowledge gathered from its intra-organizational relationships. Specifically, this paper analyses the influence of intra-organizational social capital on realized absorptive capacity. Moreover, it analyses the mediating role of RACAP on the relationship between internal SC and product innovation. Based on a sample of companies from the Spanish biotechnological and pharmaceutical industries, two hypotheses were tested using a structural equations model and the partial least (...) squares technique. The results support both hypotheses, suggesting that the development of strong and tightly knit links based on a common understanding and trust among company members lead the firm to develop dynamic capabilities for transforming and exploiting knowledge acquired externally, which fosters innovation based on new product development. Research limitations, implications and future research are also discussed by the authors of the paper. (shrink)

In this paper we work in an arbitrary o-minimal structure with definable Skolem functions and prove that definably connected, locally definable manifolds are uniformly definably path connected, have an admissible cover by definably simply connected, open definable subsets and, definable paths and definable homotopies on such locally definable manifolds can be lifted to locally definable covering maps. These properties allow us to obtain the main properties of the general o-minimal fundamental group, including: invariance and comparison results; existence of universal locally (...) definable covering maps; monodromy equivalence for locally constant o-minimal sheaves – from which one obtains, as in algebraic topology, classification results for locally definable covering maps, o-minimal Hurewicz and Seifert–van Kampen theorems. The fault prediction and abductive fault diagnosis of three-phase induction motors are of great importance for improving their working safety, reliability, and economy; however, it is difficult to succeed in solving these issues. This paper proposes a fault analysis method of motors based on modified fuzzy reasoning spiking neural P systems with real numbers for fault prediction and abductive fault diagnosis. To achieve this goal, fault fuzzy production rules of three-phase induction motors are first proposed. Then, the rMFRSNPS is presented (...) to model the rules, which provides an intuitive way for modelling the motors. Moreover, to realize the parallel data computing and information reasoning in the fault prediction and diagnosis process, three reasoning algorithms for the rMFRSNPS are proposed: the pulse value reasoning algorithm, the forward fault prediction reasoning algorithm, and the backward abductive fault diagnosis reasoning algorithm. Finally, some case studies are given, in order to verify the feasibility and effectiveness of the proposed method. (shrink)

Tissue P systems with evolutional communication rules are computational models inspired by biochemical systems consisting of multiple individuals living and cooperating in a certain environment, where objects can be modified when moving from one region to another region. In this work, cell separation, inspired from membrane fission process, is introduced in the framework of tissue P systems with evolutional communication rules. The computational complexity of this kind of P systems is investigated. It is proved that only problems in class P (...) can be efficiently solved by tissue P systems with cell separation with evolutional communication rules of length at most, for each natural number n≥1. In the case where that length is upper bounded by, a polynomial time solution to the SAT problem is provided, hence, assuming that P≠NP a new boundary between tractability and NP-hardness on the basis of the length of evolutional communication rules is provided. Finally, a new simulator for tissue P systems with evolutional communication rules is designed and is used to check the correctness of the solution to the SAT problem. (shrink)

Over the last few years, a new methodology to address the P versus NP problem has been developed, based on searching for borderlines between the nonefficiency of computing models and the presumed efficiency. These borderlines can be seen as frontiers of efficiency, which are crucial in this methodology. “Translating,” in some sense, an efficient solution in a presumably efficient model to an efficient solution in a nonefficient model would give an affirmative answer to problem P versus NP. In the framework (...) of Membrane Computing, the key of this approach is to detect the syntactic or semantic ingredients that are needed to pass from a nonefficient class of membrane systems to a presumably efficient one. This paper deals with tissue P systems with communication rules of type symport/antiport allowing the evolution of the objects triggering the rules. In previous works, frontiers of efficiency were found in these kinds of membrane systems both with division rules and with separation rules. However, since they were not optimal, it is interesting to refine these frontiers. In this work, optimal frontiers of the efficiency are obtained in terms of the total number of objects involved in the communication rules used for that kind of membrane systems. These optimizations could be easier to translate, if possible, to efficient solutions in a nonefficient model. (shrink)

The variety and complexity of the eight papers in this Symposium issue are evidence that immigration is a tough nut to crack both as a matter of policy and application. There is no way that any short summary can do justice to these papers, which take a variety of moral, economic, historical, and empirical approaches to some of the recurrent issues in the field, so it is best in this short issue to try to situate the problem in a general (...) classical liberal context, to show where the pressure points are most likely to appear.The initial way to approach this problem is to start with the simple proposition that the world today is divided into national territories where the practical norm is well-nigh universal: That each sovereign state has exclusive control over its own territory, which, among other things, allows it to decide which individuals are members of that state. These citizens have privileges that may be exercised, no questions asked, on such key matters as entering labor markets, owning property, voting, and otherwise participating in political affairs. All these activities may be denied or granted, at will, to any and all outsiders by the territorial sovereign.No one doubts the need for having some form of territorial control. The need to have some monopoly of force could not be achieved if the entire world, with its infinite diversity of locations and populations, were under a single sovereign. Indeed, in many cases, the divisions within a given country may be so pronounced that separation rather than aggregation is the norm. Thus, at the end of the British Raj, India split into India and Pakistan, and later Pakistan split into Pakistan and Bangladesh. Less dramatically, Czechoslovakia split into two countries, the Czech Republic and Slovakia, while the former Yugoslavia split into five nations, starting from the northwest: Slovenia, Croatia, Bosnia and Herzegovina, Serbia, and Macedonia. Clearly, these ethic differences, be they large or small, are a major obstacle to the expansion of the size of the state. And today, the territorial instinct reasserts itself as the member states of the European Union impose more restrictions on immigration.Yet at the same time, the normative foundations of this system seem elusive. There is the following deep skepticism about the importance of these borders, expressed in these essays by Jeremy Waldron and Ilya Somin, that these national boundary lines should have such a pronounced role in political economy. Michael Blake pursues this theme further by asking the extent to which classical liberals can justify exclusion through the use of violence—or is it force? The inquiry into the dominant role of territoriality can then be expanded, as by Peter Margulies, to examine all sorts of negative externalities that could be created both by easy and strict rules of admission.Taken as a whole, there is no doubt that these national barriers are a serious obstacle to the free trade in goods and services between two individuals, one inside the boundary and one outside. The general view is that these barriers block the gains from trade, which is what drives economic progress, so that ideally all tariffs and quantitative restrictions should give way to a system of free trade in which petty objections by domestic competitors of foreign firms should not dictate local policies.It should, of course, be evident that powerful conflicting forces on free trade and protectionism ebb and flow over time. It should therefore come as no surprise that the stakes are even higher where what is at stake is the movement of people across national boundaries. The loss to any given country from keeping out potential citizens can be enormous, and we see powerful political forces clamp down on open immigration, so many of these gains from trade are lost. The situation can be even more heartbreaking when the ability to leave a country exposes innocent people to imprisonment or death.So what is the explanation for so many nations closing their borders? Much of the explanation comes from old-fashioned protectionism. Your computer programmers will take the jobs of our specialists. There is all sorts of occupational licensing and other barriers to entry within a domestic economy, so there is no reason to expect that these forces will not exert even greater influence against outsiders who do not, after all, have a voice in the local economy and who, therefore, as Alex Nowrasteh, Michael Howard, and Andrew Forrester observe, have little ability to influence domestic policy even after they enter a country. In addition, as Gabriel Chin discusses, strong racial prejudices also lead to exclusions from the domestic economy. Not only are there objections in, say, the United States and much of Western Europe, of exclusion on straight racial grounds, as exemplified by Chinese exclusion acts. The force of these exclusions are also subject to political change. Thus, the Immigration Act of 1924 (the Johnson-Reed Act) was part of a white supremacist program, which gave way two decades later to a very different legal regime with the Immigration Act of 1965, which put an end to the venerable system of national-origin quotas.Yet two other reasons for exclusion are constantly at issue. Immigrants not only bring in their labor but also their families, cultures, and traditions that, in public spaces, may clash with local norms and cultures on such elementary and critical matters as to whether women should dress modestly and wear head coverings. Will freewheeling Danes and Swedes feel comfortable if large numbers of Muslims continue their traditional practices with strong barriers between men and women? There are no obvious market mechanisms that will mitigate these issues, and the situation becomes even more fraught if there are large welfare or educational costs that fall, at least in the short run, on local citizens. These are compounded by the fact that immigrants will typically gain political rights that could easily skew the balance of political power between established and newly arrived ethnic groups by altering the outcome of national and local elections. And letting people in is not just done on a simple open-borders policy. Thus, in many countries, as Lance Pritchett discusses, there is the controversial option of letting foreigners in on short-term labor visas that require them to leave after a certain period. And there are further questions about whether people should be deported if they lied on their entry applications or committed some crime while in the new country, as has occurred in the United States. The numbers of cases can be high and their complexity great, so it is fair to ask, along with Jill Family, whether some self-conscious exceptions to the Administrative Procedure Act of 1946, analogous statutes elsewhere, should be regarded as part of the new normal.It is therefore necessary to deal with the thrust and counterthrust on all these issues. It is also fair to ask whether classical liberalism has a distinctive view on these issues, or whether the combination of private gains and multidirectional externalities gives rise to empirical questions that, as always, require further reflection, even when certain situations—the major influx of illegal immigrants on the US southern border—will generate such powerful emotions that detached intellectual inquiry is ever more difficult. We cannot answer these questions, and thus offer to you a set of essays that take a stab at these difficult topics. (shrink)

The formal oversight of medical education in India occurred with the promulgation of the Indian Medical Degrees Act in 1916. Despite an awareness of the need to train ethical doctors and the formal discussion of this as early as 1955, the formal teaching of medical ethics has been restricted to a few colleges as it has not been part of a mandated requirement. In August, 2019, all medical colleges in India will adopt a new Medical Council of India mandated curriculum. (...) An embedded AETCOM module across all years of training is a part of this curriculum and is the first attempt to introduce medical ethics uniformly in close to 500 medical colleges in the country. This paper traces the historical attempts to include medical ethics in medical education in India, and describes the current plan to implement ethics teaching in the undergraduate medical curriculum in India. About one third of patients with epilepsy have seizures refractory to the medical treatment. Electrical stimulation mapping is the gold standard for the identification of “eloquent” areas prior to resection of epileptogenic tissue. However, it is time-consuming and may cause undesired side effects. Broadband gamma activity recorded with extraoperative electrocorticography during cognitive tasks may be an alternative to ESM but until now has not proven of definitive clinical value. Considering their role in cognition, the alpha and beta bands could further (...) improve the identification of eloquent cortex. We compared gamma, alpha and beta activity, and their combinations for the identification of eloquent cortical areas defined by ESM. Ten patients with intractable focal epilepsy participated in a delayed-match-to-sample task, where syllable sounds were compared to visually presented letters. We used a generalized linear model approach to find the optimal weighting of each band for predicting ESM-defined categories and estimated the diagnostic ability by calculating the area under the receiver operating characteristic curve. Gamma activity increased more in eloquent than in non-eloquent areas, whereas alpha and beta power decreased more in eloquent areas. Diagnostic ability of each band was close to 0.7 for all bands but depended on multiple factors including the time period of the cognitive task, the location of the electrodes and the patient’s degree of attention to the stimulus. We show that diagnostic ability can be increased by 3–5% by combining gamma and alpha and by 7.5–11% when gamma and beta were combined. We then show how ECoG power modulation from cognitive testing can be used to map the probability of eloquence in individual patients and how this probability map can be used in clinical settings to optimize ESM planning. We conclude that the combination of gamma and beta power modulation during cognitive testing can contribute to the identification of eloquent areas prior to ESM in patients with refractory focal epilepsy. Clinical ethics consultation, as an activity that may be provided by clinical ethics committees and consultants, is nowadays a well-established practice in North America. Although it has been increasingly implemented in Europe and elsewhere, no agreement can be found among scholars and practitioners on the appropriate role or approach the consultant should play when ethically problematic cases involving conflicts and uncertainties come up. In particular, there is no consensus on the acceptability of consultants making recommendations, offering moral advice upon request, (...) and expressing personal opinions. We translate these issues into the question of whether the consultant should be neutral when performing an ethics consultation. We argue that the notion of neutrality 1) functions as a hermeneutical key to review the history of CEC as a whole; 2) may be enlightened by a precise assessment of the nature and goals of CEC; 3) refers to the normative dimension of CEC. Here, we distinguish four different meanings of neutrality: a neutral stance toward the parties involved in clinical decision making, toward the arguments offered to frame the discussion, toward the values and norms involved in the case, and toward the outcome of decision making, that is to say the final decision and action that will be implemented. Lastly, we suggest a non-authoritarian way to intend the term “recommendation” in the context of clinical ethics consultation. (shrink)

All are committed to the enterprise of cross-cultural philosophy and to bringing the insights and techniques of each tradition to bear in order to (...) illuminate problems and ideas of the other. These essays address a broad range of topics in the philosophy of mind, philosophy of language, logic, epistemology, and metaphysics, and demonstrate the fecundity of the interaction between the Buddhist and Western philosophical and logical traditions. Most models of lexical access assume that bilingual speakers activate their two languages even when they are in a context in which only one language is used. A critical piece of evidence used to support this notion is the observation that a given word automatically activates its translation equivalent in the other language. Here, we argue that these findings are compatible with a different account, in which bilinguals “carry over” the structure of their native language to the non-native language during (...) learning, and where there is no activation of translation equivalents. To demonstrate this, we describe a model in which language learning involves mapping native language phonological relationships to the non-native language, and we show how it can explain the results attributed to automatic activation of translation equivalents.
