Esta ponencia presenta un avance parcial de la investigación sobre la democracia en los municipios colombianos desde la adopción de la elección popular de los alcaldes. A partir de una conceptualización básica y operacional de la democracia se determinan sus principales dimensiones y se presentan los resultados obtenidos para algunas variables significativas que se han procesado, aplicando técnicas de análisis multivariado. El objetivo final (aún en elaboración) es generar un índice de calidad democrática que permita comparar y explicar los avances (...) y retrocesos de la democracia en los muy diversos municipios colombianos. El artículo aborda los conceptos de multiculturalidad, interculturalidad y educación intercultural, como perspectivas teóricas que permiten explicar la dinámica intercultural de la acción educativa y como desafío epistemológico de los conocimientos indígenas en la escolarización. Para ello se realiza un análisis de los elementos teóricos que sustentan estos conceptos; se problematiza la dificultad epistemológica de la educación intercultural, considerando el contexto en que se lleva a cabo, y en consecuencia, se plantea que la dinámica de estos conceptos permite la posibilidad (...) de considerar la interculturalidad tanto para la formación como para la problematización de situaciones interculturales que están en proceso de investigación. This article addresses the concepts of multiculturalism, interculturalism and intercultural education as theoretical perspectives to explain the intercultural dynamic of educational activities, and as epistemological challenges to indigenous knowledge in the school context. To examine these concepts we analyze the theoretical foundations which underlie them. We then formulate the epistemological problem of intercultural education, considering the context in which it takes place. Consequently, we argue that it is the dynamic of these concepts which makes it possible to consider interculturalism both in education and in the formulation of the questions posed by the intercultural situations under investigation. La amenaza es una forma de violencia. Existe formalmente en la consciencia porque su contenido es mental, aunque siempre está acompañada de expresiones tangibles. La amenaza es una relación, generalmente forzada, donde la víctima asume un daño soportable, antes que afrontar un daño mayor, explícito y potencialmente fatal. La amenaza altera las capacidades operativas del sujeto porque es violentado internamente y, con ello, pierde su paz. La amenaza es una experiencia singular, personal e intransferible que afecta intrínsecamente la condición de (...) persona, en su vida y en sus relaciones. La ética, frente a esta realidad, tiene una doble responsabilidad: primero, recuperar para la víctima el valor de su persona; segundo, provocar en el lector una disposición ética ante la experiencia de amenaza. Cabe citar, por último, que la presente reflexión es una aproximación fenomenológica al misterio humano y un intento por acompañar empáticamente a las víctimas de la amenaza, desde ese ámbito racional que siempre resguarda posibilidades reales de trascendencia y que de múltiples maneras y contextos culturales se desvelan a cada persona en su más profunda intimidad. Paniel Reyes Cárdenas provides a novel reading of Josiah Royce’s Absolute Pragmatism in the context of the nineteenth-century origins of Classical Pragmatism. Royce’s proposal leads to an integrated philosophy that unfolds the synthetic-semiotic theory of community.

Emotions and consciousness are intimately linked and often conceived from a purely intrapersonal perspective. This paper explores the implications of considering emotions as not only intrapersonal but also as interpersonal and transpersonal heterarchical (i.e., every component has potentially equal importance) systems. It is telling that in contemplative traditions and contemporary research on hypnotic experience, deep 'inner' experience is pregnant with interpersonal and transpersonal meanings. Similarly, the propensity to have porous conscious experiences is paralleled by the tendency to be affected by (...) the emotion of others. Anecdotal and experimental evidence on anomalous events clearly suggests that strong emotions can have non-local effects. That consciousness and emotions are embedded within interpersonal and transpersonal fields has important epistemological and ethical implications. (shrink)

In his new book Emotion: The Basics, Michael S. Brady introduces the fundamentals on the philosophical approach to emotions: by fleshing out these basic tenets Brady provides insight into a core component of all our lives and covers the nature of emotions, their relationship to knowledge and understanding, and their relationship to our moral and social selves. In my comments, I value the achievements of Brady's work as well as explore a critical approach to the book in which I emphasise (...) how the book deals with the dichotomy between emotions and reasons. I also engage with the limitations that emerge from a viewpoint of a scholar specialised on the history of philosophy and epistemology, and point towards some puzzles that ought to be further considered. Desde el mito de Prometeo y la prometheia,pasando por filósofos y pensadores griegos, hasta el tratado de la prudencia en Tomás de Aquino, donde seasume como intersección de los dinamismos morales e intelectuales, y fundamentalmentecomo inteligencia práctica, clave de la ética en cuanto dirige la elección e impera laacción en orden a la perfección del ethos humano. De esta (...) forma se llega a la prudenciapolítica en Tomás de Aquino: sus partes integrantes y sus clasificaciones. El artículo examina, primeramente desde una perspectiva diacrónica y luego sincrónica, el surgimiento y evolución de los apodos, un particular tipo de nombres por medio de los cuales se pretende comprobar que, no obstante ser un ejercicio verbalizado de comunidades marginales, abarca todos los niveles socioculturales interviniendo variados recursos gramaticales, mediante los cuales una persona es identificada y definida en función de alguna circunstancia que lo vincula. Seguidamente se analizan las características, referentes, recursos de composición y sentido, a partir de (...) un corpus seleccionado entre distintos segmentos culturales y, luego en un corpus seleccionado desde centros penitenciarios del centro sur de Chile, en donde el ingenio, la comicidad, el sarcasmo y secretismo contenido -motivo por el cual requieren de explicación- están en la base de las creaciones apódicas. This article first examines, from a diachronic and synchronic perspective, the rise and evolution of nicknames, a specific type of names through which it is intended to verify that, despite being a verbalized activity of marginal communities, it includes all the sociocultural levels by intervening various grammatical resources from which a person is identified and defined based on a certain circumstance s/he is linked to. The characteristics, referents, resources of composition and sense are analyzed based on a corpus selected from different cultural segments and, then on a corpus selected from penitentiaries of the central south in Chile, where ingenuity, comicality, sarcasm and restrained secrecy -the reason why they require further explanation- form the basis of the creation of nicknames. Este artículo revisa el proceso histórico de la ‘Conquista del desierto’ y la existencia de campos de concentración para indígenas en Argentina a través de una lectura de hermenéutica filosófica. El objetivo del artículo es interpretar el periodo y el uso de campos como instancias que configuraron la diferenciación del pueblo mapuche como sujeto racializado en la sociedad argentina. Los resultados de la exposición muestran que la marginación del cuerpo mapuche ocurre por el registro de excepciones y que aquella es (...) disputada por sujetos mapuche. This paper reviews the historical process of the ‘Conquest of the Desert’ and the existence of concentration camps for indigenous people in Argentina. The research is conducted through philosophical hermeneutics. The objective of the paper is to read the period and the use concentration camps as instances that shaped the differentiation of the Mapuche people as a racialized subject in Argentine society. The results of the argumentation show that marginalization of the Mapuche body occurs through the registration of exceptions, which is disputed by Mapuche subjects. (shrink)

La biología utiliza múltiples criterios para individuar fenómenos biológicos. Frente a esta diversidad, los enfoques monistas proponen criterios fundamentales para el reconocimiento unívoco de individuos, esto es, formas únicas de dividir el mundo biológico en entidades individuales. El pluralismo, por otro lado, argumenta que no deberíamos restringir el estudio de la individualidad a concepciones únicas, reconociendo, en su lugar, diferentes tipos de individuos. En este artículo, analizaré cómo ciertos enfoques monistas y pluralistas enfrentan la pluralidad de criterios de individuación utilizados (...) por la práctica científica. Siguiendo las recientes aproximaciones epistemológicas y pragmáticas en filosofía de la individualidad biológica, argumentaré por qué la diversidad de individuaciones no suele representar un inconveniente para la biología y por qué contribuye a nuestro conocimiento del mundo biológico. La conclusión general será que requerimos múltiples maneras de individuar la naturaleza para poder cumplir los diversos objetivos epistémicos de la biología, una labor que las aproximaciones monistas no suelen visibilizar. La tradición filosófica se ha asentado sobre una serie de presupuestos a propósito de lo que significa pensar, que ha naturalizado una forma dogmática del ejercicio filosófico y que se ha expandido en general a todas las áreas del hacer y del saber. El presente artículo intenta ofrecer, a la luz de la obra de Gilles Deleuze, un diagnóstico de tales presupuestos.

In his recent book Peirce and the Threat of Nominalism, Paul Forster presented how Peirce understood the nominalist scruple to individualise concepts for collections at the cost of denying properties of true continua. In that process Peirce showed some vibrant problems, as for example, the classic one of universals. Nonetheless that work is still incomplete; as long as that should be adequately related with what Peirce called his ‘scholastic realism’. Continuity is started by the theory of multitude and frees his (...) analysis from any constraints of the nominalist theories of reality as integrated by incognizable things-in-themselves. His theory of multitude, instead, can be derived with mathematics: By drawing in the work of the ways of abstraction in diagrammatic reasoning made by Sun Jo Shin and in continuum theories by Cathy Legg I will show the device of diagrammatic reasoning as a plausible pragmatic tool to represent those continua and make sense of his scholastic realism. The analysis of continuity is a perfect example of how the method of diagrammatic reasoning helps unblock the road of philosophical inquiry and also helps to clarify other problems as, for example, the applicability of Mathematics. General concepts define continua, and, while the properties of true continua are not reducible to properties of the individuals they comprise, they are still intelligible and necessary to ground any science of inquiry. All information results from a process, intrinsic to living beings, of info-autopoiesis or information self-production; a sensory commensurable, self-referential feedback process immanent to Bateson’s ‘difference which makes a difference’. To highlight and illustrate the fundamental nature of the info-autopoietic process, initially, two simulations based on one-parameter feedback are presented. The first, simulates a homeostatic control mechanism (thermostat) which is representative of a mechanistic, cybernetic system with very predictable dynamics, fully dependent on an external referent. The second, simulates a homeorhetic process, (...) inherent to biological systems, illustrating a self-referenced, autonomous system. Further, the active incorporation/interference of viral particles by prokaryotic cells and the activation of CRISPR-Cas can be understood as info-autopoiesis at the most fundamental cellular level, as well as constituting a planetary network of self-referenced information. Moreover, other examples of the info-autopoietic nature of information are presented to show the generality of its applicability. In short, info-autopoiesis is a recursive process that is sufficiently generic to be the only basis for information in nature: from the single cell, to multi-cellular organisms, to consideration of all types of natural and non-natural phenomena, including tools and artificial constructions. Oferecendo uma visão histórica do problema dos universais, focando-se nas contribuições do filósofo medieval John Duns Scoto e do fundador do Pragmatismo Americano, Charles Pierce, este artigo apresenta a concepção de Pierce sobre o problema. Tal visão é rastreada explicando a conexão entre Aristóteles, Duns Scoto e Pierce. As considerações de Pierce foram chamadas por ele mesmo de “Realismo Escolástico” e tal Realismo dos universais tem com objetivo fornecer considerações factíveis para o Realismo Científico contemporâneo. Este trabajo busca reflexionar en torno al siguiente problema: ¿cuál es la mejor forma de concebir la felicidad en la filosofía contemporánea? Para ello, dividiremos esta interrogante en dos. En primer lugar, indagaremos si acaso la felicidad es algo similar a lo que los griegos entendían por “eudaimonia”, i.e., una vida buena o digna de ser vivida; o si, en cambio, la felicidad es mejor entendida como un estado de la mente, postura que comienza a recibir mayor aceptación desde los (...) inicios de la modernidad. Nuestra opinión es que actualmente la felicidad se debería concebir de la segunda forma: en primer lugar, “eudaimonia” es un término que está revestido de un innegable componente evaluativo. Esto, sumado al “criterio de pertinencia descriptiva” —según el cual, la definición técnica de un concepto no debería alejarse demasiado de la concepción cotidiana del mismo— y al hecho de que en el lenguaje vernáculo “felicidad” es de naturaleza eminentemente descriptiva y no evaluativa, nos lleva a concluir que el uso técnico de este término debe ser también descriptivo, coincidiendo así con un estado mental más que con una vida buena. Una vez resuelta esta dimensión del problema, procedemos a abordar la segunda cara del mismo: si la felicidad es un estado mental, ¿cómo debe describirse ese estado? Las teorías más aceptadas al respecto son el hedonismo con respecto a la felicidad, la satisfacción con la vida como un todo, y la condición emocional positiva. Ninguna de estas propuestas está libre de dificultades; sin embargo, concluimos que la teoría más prometedora es la de la condición emocional positiva, puesto que las incongruencias internas y los inconvenientes que debe resolver son de menor gravedad. De esta manera proponemos que actualmente la mejor manera de concebir la felicidad es como un estado mental que se puede describir como una condición emocional positiva, la cual consistiría, grosso modo, en la posesión de emociones positivas y/o placenteras, así como también en propensiones o disposiciones de ánimo positivos. Las Tecnologías de Información y Comunicación se presentaron como una alternativa “efectiva o no”, tanto para quienes enseñan su uso como para quienes las utilizan; es un hecho, se quiera o no, que arribaron a nuestra sociedad para permanecer y multiplicarse, una realidad compleja ante la cual tenemos dos alternativas: las proporcionamos, las profundizamos. Tecnológicamente hablando, hasta el ocaso de la era paleolítica, nuestros congéneres no tenían nada que decir…, sin embargo, si podían hablar y comunicarse por medio de la (...) palabra. El lenguaje es consustancial al ser humano; es importante hacer esta aclaración. El cuerpo humano, sobre todo ambas extremidades, fueron los primeros instrumentos que empleó la humanidad como apoyo para recordar y contar. Los dedos de la mano, pueden considerarse los primeros apoyos de los que se valieron hombres y mujeres de la antigüedad para contar y constituyen, por tanto, la noción más elemental de la aritmética, anterior incluso a la noción de número. Es muy probable que los dedos de las manos y los pies hayan sido el origen de los sistemas numéricos quinario, decimal y vigesimal: es decir, el Hombre podía contar cinco, diez o veinte. Los constantes cambios tecnológicos —políticos y filosóficos— que se manifestaron en el Siglo XX dieron como resultado la aparición a lo que se ha dado en llamar “Era de las Tecnologías o Informática” que ha cambiado radicalmente la situación mundial en todos los aspectos, y que ha dado origen a una revolución tecnológica presente cada día. This article presents a description and a critical reflection of some methodological issues involved in a number of participative planning projects that have been carried out in several cities and/or communities in Mexico and other Latin-American countries since 1994. The projects involved the design of regional development plans based on a vision shared by the corresponding communities. The projects include the participation of a large number of people, representing the various sectors of the populations concerned as well as the leading (...) opinion groups of those communities. Este artigo se inicia com a declaração de Díez e Moulines, segundo a qual é preferível dizer ‘família semanticista’ e não ‘concepção semanticista’, desde que, entretanto, os membros dessa família partilhem uma estratégia modal de apresentação e análise das teorias e, claro, de problemas metafóricos ligados a eles, ainda, entre eles não deve haver qualquer unanimidade em relação à natureza dos modelos. O estruturalismo, por exemplo, pensa os modelos como estruturas de conjunto teórico , enquanto para van Fraassen elas são (...) ‘pontos’ ou ‘trajetórias em fase de espaço’. Assim, o objetivo do presente trabalho consiste em pesquisar como é considerada a noção de modelo nesses dois membros da família semanticista, a despeito de sua relação em sua formulação inicial This article begins with the statement of Díez and Moulines, in which it is preferable to say ‘semanticist family’ and not ‘semanticist conception’, since, even though, the members of this family share a modal strategy of presentation and analysis of the theories and, of course, of metatheoric problems linked to them, also, between them there is no unanimity in relation to the nature of the models. Structuralism, for example, thinks in the models as structures of theory set , while for van Fraassen are ‘points’ or ‘trajectories in space phase’. Therefore, the aim of this paper consists to research how in these two members of semanticist family is assumed the notion of model, despite its relationship in its initial formulation. (shrink)

Luego de señalar algunos momentos específicos en la obra de Arendt, en los que la cuestión de la sentimentalidad aparece, sobre todo de manera crítica, nos centraremos en un aspecto específico de esta, de especial interés para nosotros: el lugar de la indignación a la hora de narrar, contar, construir la historia de una comunidad y a la hora de abrir e instaurar el espacio público, caracterizado por Arendt como el espacio de aparición más elemental, donde los otros aparecen ante (...) mí y yo aparezco ante los otros , haciendo surgir lo político. Esta perspectiva nos permitirá reconstruir la posible relación entre indignación y política, en el pensamiento de la autora alemana. Starting from highlighting some specific moments in Arendt’s works critically dealing with sentimentality matters, we will focus on a specific aspect: the place of indignation when narrating, telling, and constructing the history of a community and, at the same time, opening a public space. This is characterized by Arendt as an elementary space, where others appear to me and I appear before them. , originating the political aspect. This view allows us to rebuild the possible relationship between indignation and politics in this German author’s views. (shrink)

The article presents a diagnostic of those assumptions, on the basis of the work of Gilles Deleuze. A tradição filosófica tem sido estabelecida sobre uma série de pressupostos a propósito do que significa pensar, que tem naturalizado uma forma dogmática do exercício filosófico e que tem se expandido em geral a todas as áreas do fazer e do saber. En este artículo me ocupo inicialmente de la teoría de la esclavitud de Aristóteles en el libro i de la Política, con el fin de mostrar la utilización de dos procedimientos: uno dialéctico, a partir de la discusión con Platón, y otro retórico, con la utilización de metáforas y testimonios con los que configura el marco epistemológico de su teoría. Luego, me concentraré en un asunto por esclarecer: la diferencia ente los endoxa, la tesis y el testimonio. Al describir el (...) método dialéctico en los Tópicos, Aristóteles precisa el significado de los términos endoxa y tesis. Por su parte, en los libros i y ii de la Retórica, Aristóteles se ocupa del testimonio. Por consiguiente, identificaré estos dos tipos de procedimientos, los tipos de pruebas y las conclusiones en el libro i de la Política de Aristóteles, a partir de las características elaboradas en los Tópicos y en la Retórica. The concept of information has been extensively studied and written about, yet no consensus on a unified definition of information has to date been reached. This paper seeks to establish the basis for a unified definition of information. We claim a biosemiotics perspective, based on Gregory Bateson’s definition of information, provides a footing on which to build because the frame this provides has applicability to both the sciences and humanities. A key issue in reaching a unified definition of information is (...) the fundamental problem of identifying how a human organism, in a self-referential process, develops from a state in which its knowledge of the human-organism-in-its-environment is almost non-existent to a state in which the human organism not only recognizes the existence of the environment but also sees itself as part of the human-organism-in-its-environment system. This allows a human organism not only to self-referentially engage with the environment and navigate through it, but also to transform it in its own image and likeness. In other words, the Fundamental Problem of the Science of Information concerns the phylogenetic development process, as well as the ontogenetic development process of Homo sapiens sapiens from a single cell to our current multicellular selves, all in a changing long-term and short-term environment, respectively. This article analyses the multimodal representations of public space in Chilean broadcast news reports on the figure of the hooded rioter and its alleged connections with the student movement. We seek to identify how space is constructed as a legitimation strategy in relation to the actors involved and the actions taking place across four different news broadcast pieces in the light of Multimodal Critical Discourse Analysis and Systemic Functional Linguistics. Results show that the multimodal representations of space are crucial to (...) identify and functionalize hooded rioters as belonging to the student movement. Actions are dependent on the spaces in which actors operate, restricting the occupation of certain spaces to specific actors. Thus, transgressive protest actions are to be contained to educational spaces and represented as naturalized vandalism, ignoring the students’/demonstrators’ motivations to recuperate/vindicate the public space. Nowadays decision making is strongly supported by the high-confident point estimations produced by deep learning algorithms. In many activities, they are sufficient for the decision-making process. However, in some other cases, confidence intervals are required too for an appropriate decision-making process. In this work, a first attempt to generate point estimations with confidence intervals for the $^{222}$Rn radiation level time series at Canfranc Underground Laboratory is presented. To predict the low-radiation periods allows correctly scheduling the unshielded periods for maintenance operations (...) in the experiments hosted in this facility. This should minimize the deposition of radioactive dust on the exposed surfaces during these unshielded periods. An approach based on deep learning with stochastic regulation is evaluated in the forecasting of point estimations and confidence intervals of the $^{222}$Rn time series and compared with a second approach based on Gaussian processes. As a consequence of this work, an evaluation of the capacity of Gaussian process and deep learning with stochastic regularization for generating point estimations and their confidence intervals for this time series is stated. The organism-in-its-environment is recognized as the basic unit of analysis when dealing with living beings. This paper seeks to define the fundamental implications of the concept of the organism-in-its-environment in terms of the biosemiotic concept of human distributed cognition. Human distributed cognition in a biosemiotic context is defined as the ability of a self-referencing organism-in-its-environment to interact with its environment to satisfy its physiological and social needs to survive and sustain itself. The ontogenetic development of the organism-in-its-environment serves as the (...) backdrop to discover the implications of distributed cognition that have general applicability in organisms, but in this paper, are made relevant to human beings. This is a Trilingual collection of contributions made by members of the Peirce Latin-American Society to their inaugural event in 2019. it is a historical book since there is no such comprehensive approach to the variety of Peirce studies in Latin-America that shows the history of the reception of Peirce and his Pragmatism, a dialogue with the philosophy and thought of the region and, furthermore, contributions to the study of Peirce's thought made from the Americas.

ABSTRACT The performance Un violador en tu camino [A rapist in your way] created by the Chilean feminist collective Las Tesis received global media attention during the 2019/2020 Chilean protests against inequality and human rights violations. Drawing on insights from Feminist Critical Discourse Studies, Corporeal Sociolinguistics and Multimodal Critical Discourse Studies, we analyse three video recordings of Las Tesis’ performances in three capital cities in Latin America: Santiago, Buenos Aires, and Mexico City. We study how sounds, lyrics, body movements, and (...) accessories work together to defy institutional, material, and symbolic violence against women. We also analyse how intertextual strategies in the Santiago/chilean performance and their recontextualization in Buenos Aires and Mexico City were employed to resist structural patriarchal norms. The analysis reveals that through an adaptation of the song lyrics and the performances, the following social actors are explicitly identified as the instigators of violence against women: the police and the President, judges opposed to the legalization of abortion and the Catholic Church. This study advances understanding of feminist emancipatory and resistance discourses in Latin America. (shrink)

What happens during a near-death experience? In an accessible style, this text reviews recent research about unbelievable events, creating an account of activity at the boundaries of science. It also examines research concerns, current theories, methodological issues and clinical implications.

En el presente trabajo se muestra cómo la filosofía política práctica se materializa en técnicas gubernamentales que han generado una institucionalidad que busca tener un impacto de pacificación, tolerancia, democratización y búsqueda de la equidad en la sociedad colombiana. La investigación se centra en el influjo del modelo democrático deliberativo en Colombia y su contribución a la configuración de la Constitución Política de 1991. La metodología empleada implica, en primer lugar, la conceptualización de la democracia deliberativa. Finalmente, se exploran los impactos concretos de la democracia deliberativa en la mencionada Constitución, revelando cómo esta filosofía política práctica ha dejado su huella en la estructura normativa del país. Gregory Bateson is well known for defining information by stating “In fact what we mean by information – the elementary unit of information – is a difference which makes a difference…” This conceptual perspective has the merit of simplicity and generality. Simplicity, in addressing the complexity of information. Generality, in seeking applicability to any and every field of human experience. The purpose of this paper is to focus the applicability of this conceptual approach by Bateson and use it to perform (...) a calculation of taking the difference between two grey-level digital images that are shifted one relative to the other. The digital images take the place of the field of view that a human being would have access through her sense of vision at two different spatial/temporal instances. The results show that it is possible to highlight the edges of the objects under scrutiny, as well as to highlight other differences within the object. Bateson’s “difference that makes a difference” would seem to provide a first step in the elusive meaning making process of humans. (shrink)

Social systems are always exposed to critical processes in which their organization, or part of it, is questioned by the society that demands solutions through different critical saliences. The traditional approach to such social crises has mainly focused on their anticipation and management, implying that the focus is on trying to deal with crises once they occur, rather than delving in their essential characteristics that seemingly depend on the adaptive nature of the system and the increase in its internal complexity. To address this issue, we propose a dual approach that utilizes both qualitative and quantitative methods in order to delve into the relationship between the complexity of the social system, its adaptation, and critical episodes. Our analysis shows how an explosive economic growth affects a social system, increasing its complexity. This complexity produces different demands from the system itself. These demands manifest signatures of complexity such as a heterogeneous and rich social structure, which emerges during moments when the society acts strongly. (shrink)
