Introduction. The need for a transition to a new system of motivating state and municipal employees’ activities has been widely discussed in recent years. Moreover, some government bodies have taken certain actions in this direction. But in general, there have not been any significant changes. The authors of the article are convinced that the transition to more effective management is impossible without changing the civil servants’ remuneration system, which should motivate them to achieve significant results in the areas for which (...) they are responsible. The paper considers the conceptual approach of transferring the civil servants’ remuneration to a new system, shows the advantages of using performance indicators to stimulate the employees’ activities. The purpose of the article is to justify the reasonability of using performance indicators when remunerating state and municipal employees. Methods. Within the framework of the systems approach, the authors use structural and functional analysis, as well as general scientific methods: abstraction, comparison, description and explanation. Scientific novelty. The authors show possibilities of using the personnel performance indicators in the state and municipal service in order to increase their motivation for obtaining significant results in their work. Results. The authors analyze the conditions for successful implementing the key personnel performance indicators in the state and municipal service, describe the typical mistakes militating the effectiveness of the personnel performance indicators in public authorities. The authors develop some recommendations to improve the use of the personnel performance indicators in the system of state and municipal administration. Conclusions. The proper use of key performance indicators of state and municipal employees will significantly increase their motivation in order to achieve high efficiency in their work. At the same time, the personnel performance indicators must be balanced and matched taking into account the goals of the organization. (shrink)

This is a review, with historical and critical comments, of a paper by I. E. Orlov from 1928, which gives the oldest known axiomatization of the implication-negation fragment of the relevant logic R. Orlov's paper also foreshadows the modal translation of systems with an intuitionistic negation into S4-type extensions of systems with a classical, involutive, negation. Orlov introduces the modal postulates of S4 before Becker, Lewis and Gödel. Orlov's work, which seems to be nearly completely ignored, (...) is related to the contemporaneous work on the axiomatization of intuitionistic logic. (shrink)

Over and above the probable peaking of worldwide oil production as a current reality, the arrival of hard limits on all energy resources is very much nearer in the future than many people realize. The public discourse on Peak Oil and the associated arrival of hard limitson energy availability has attracted more than its share of brilliant and creative minds. In addition to scientific and technical analysts, thisgroup includes a fair number of generalists who have engaged in broader forms of (...) reflection upon the likely economic, social, political, and cultural effects of Peak Oil and other hard energy limits on the structure of current world civilization. In this paper, I select for examination three such generalists who are both especially talented and widely read by those having an interest in this topic: James Howard Kunstler, John Michael Greer, and Dmitri Orlov. My intention is to survey their central ideas in turn, with a view to forming a reasonably well-developed and concrete notion as to how the impending arrival of hard limits on energy consumption will affect the structure of built space in coming decades. I focus both on the macro-infrastructural level and on what one might term the micro-infrastructural level of the built space within which the denizens of contemporary industrial civilization live their daily lives. Theprincipal focus of the discussion will be on the situation in the United States, though many of the lines of argument presented may be applied much more broadly if suitably adjusted in light of locally prevailing conditions elsewhere. In our papers on the rationality of magic, we distinghuished, for purposes of analysis, three levels of rationality. First and lowest (rationalitYl) the goal directed action of an agent with given aims and circumstances, where among his circumstances we included his knowledge and opinions. On this level the magician's treatment of illness by incantation is as rational as any traditional doctor's blood-letting or any modern one's use of anti-biotics. At the second level (rationalitY2) we add the element of rational thinking (...) or thinking which obeys some set of explicit rules, a level which is not found in magic in general, though it is sometimes given to specific details of magical thinking within the magical thought-system. It was the late Sir Edward E. Evans-Pritchard who observed that when considering magic in detail the magician may be as consistent or critical as anyone else; but when considering magic in general, or any system of thought in general, the magician could not be critical or even comprehend the criticism. Evans-Pritchard went even further: he was sceptical as to whether it could be done in a truly consistent manner: one cannot be critical of one's own system, he thought. On this level (rationalitY2) of discussion we have explained (earlier) why we prefer to wed Evans Pritchard's view of the magician's capacity for piece-meal rationality to Sir James Frazer's view that magic in general is pseudo-rational because it lacks standards of rational thinking. Analysis of various Buddhist philosophical views.

The potential for the occurrence of multiple-role relationships is increased when professors also consult with athletic teams on their campuses. Such multiple-role relationships have potential ethical implications that are unclear and largely unexplored, and consultants may find multiple-role relationships both difficult to deal with and unavoidable. Therefore, the purpose of this study was to explore the nature of teacher-practitioner multiple-role relationships. Participants (N = 35) were recruited from Association for the Advancement of Applied Sport Psychology (AAASP) certified consultants (CCs) who (...) were also affiliated with a university (N = 68). All participants completed a 28-item survey exploring the incidence and relevant issues pertaining to multiple-role relationships. Chi-square analyses revealed that licensed mental health practitioners (i.e., psychologists and counselors) were more likely than nonlicensed AAASP CCs to believe that multiple-role relationships were never appropriate in sport psychology, 2(1, N = 30) = 12.80, p < .001, and to have never taken part in a multiple-role relationship, 2(1, N = 33) = 12.44, p < .001. Independent samples t tests revealed that mental health practitioners also reported that they would have higher levels of concern for both the practitioner, t(30) = -2.77, p = .009, and the client, t(30) = -2.50, p = .018, in such a relationship.
