Gene targeting has allowed the dissection of complex biological processes at the genetic level. Our understanding of the nuances of skeletal muscle development has been greatly increased by the analysis of mice carrying targeted null mutations in the Myf‐5, MyoD and myogenin genes, encoding members of the myogenic regulatory factor (MRF) family. These experiments have elucidated the hierarchical relationships existing between the MRFs, and established that functional redundancy is a feature of the MRF regulatory network. Either MyoD or Myf‐5 is (...) sufficient for the formation or survival of skeletal myoblasts. Cynthia B. Cohen The public wonder and concern that accompanied the birth of Dolly, the cloned sheep, four years ago died down soon after her arrival. Little has been heard about human reproductive cloning since then in the public square. This silence was pierced recently when two groups each (...) announced its intention to clone a child from a human being within the next few years.The Raelians, a religious organization, disclosed in October 2000 that they had found a grieving American couple willing to pay $500,000 to clone their deceased child and that they would proceed with cloning in a secret laboratory within the United States. A few months later, an international consortium led by Pavos Zavos, Ph.D., a University of Kentucky emeritus professor of biology, and Severino Antinori, M.D., an Italian infertility specialist, declared that it intended to clone the first human within two years at an undisclosed location outside the United States. These announcements led Representative James Greenwood (R-PA), chair of the Subcommittee on Oversight and Investigations of the House Committee on Energy and Commerce, to convene a hearing on human cloning on 28 March 2001.Why did human reproductive cloning suddenly become of concern to the House of Representatives? What will the federal government do with regard to the development of human cloning at this point in time? And what should it do to address human cloning in the long-term? I will briefly highlight the major controversies that surfaced at the hearing and then consider the broader questions. Scientific Controversies The initial question of concern to the House subcommittee members was whether cloning science has now reached the point of application to humans. Scientists at the hearing offered widely diverging views about this. Zavos testified that only a small number of cloned animals has died after birth and declared that the key to avoiding impaired human clones is to engage in prenatal screening. Consequently, it is now safe to undertake human cloning, he maintained. He was supported in this view by Brigitte Boisselier, Ph.D., visiting assistant professor [End Page 205] of chemistry at Hamilton College and scientific director of the Raelians, who argued that human cloning would not give rise to the problems that have been encountered in nonhuman mammalian cloning.However, professor of veterinary medicine Mark Westhusin, Ph.D., of Texas A&M University, and Massachusetts Institute of Technology researcher Rudolf Jaenisch, Ph.D., maintained that the same sorts of problems that have appeared in nonhuman mammalian cloning would reappear in human cloning. Westhusin stated that mammals have incurred serious defects leading to spontaneous abortion and that mammalian newborns often display severe respiratory and circulatory problems. The most likely explanation for such abnormalities, Jaenisch hypothesized, is that in cloning, the genetic reprogramming that governs the way an organism develops must take place in a much shorter period of time than in coital or in vitro reproduction. This may result in faulty reprogramming leading to dysregulation of gene expression and consequent genetic defects in cloned animals. There is good reason to think that this also would occur in human cloning, Jaenisch maintained. Until reproductive cloning research has been carried out on several generations of primates and is better understood, he argued, human cloning should not be attempted. Even then, several generations of descendants of human clones would have to be observed before scientists could be sure that it would not have a destructive impact on humans. This process could take as long as a century. Ethical Controversy Bioethicists who testified focused on those aspects of the ethical controversy surrounding human cloning that are of particular interest to public policy makers. Thomas Murray, Ph.D., President of The Hastings Center and a member of NBAC, maintained that human cloning is still unsafe, as NBAC had predicted, and that, if carried out, would leave in its wake "damaged women, many dead fetuses, and children born with serious impairments." From the INTRODUCTION. The measurement of intelligence at the present time is a well recognized part of psychology. The growth of this work and the interest shown in it during the last three decades have been truly remarkable. We have witnessed the establishment of innumerable clinics and the appearance of the "mental tester." This growth has been characterized by the practical considerations of clinical examinations. The need for a psychological examination has been recognized and answers to practical situations have been (...) demanded before the psychologist has really had time to formulate his own conceptions of the whole problem. Theoretical considerations have lagged behind the practical application of mental tests. We have been measuring intelligence long before we have decided as to what intelligence really is. Far from being a drawback, as this at first sight would appear to be, it has in fact proved' to be of distinct advantage, since the measurement of this something, that we have been making, is leading us slowly but surely to a real knowledge of what can with profit be called "general intelligence." Only after considerable work with mental tests did psychologists arrive at the now generally accepted definition of intelligence, as enunciated by Stern, that "Intelligence is a general capacity of an individual consciously to adjust his thinking to new requirements: it is general mental adaptability to new problems and conditions of life." Although even this definition of intelligence may be modified in the future, it serves, at the present time, as a good working hypothesis for the selection of tests for mental measurement. Other conceptions of general intelligence are numerous and many are very similar. Binet, for example, says: "It seems to us that in intelligence there is a fundamental faculty, the alteration or the lack of which is of the utmost importance for practical life. This faculty is judgment, otherwise called good sense, initiative, the faculty of adapting one's self to circumstances. To judge well, to comprehend well, to reason well, these are the essential activities of intelligence." Meumann says general intelligence depends on two qualities, "(1) on the capacity for independent, productive thought (productive, synthetic thinking).... (2).the intensity of the whole mental life." Ebbinghaus makes intelligence include abstraction and the ability to compare and contrast. Burt says that the result of his work "strongly suggests that it is one feature or function of attentive consciousness which forms the basis of intelligence, namely, the power of readjustment to relatively novel situations by organizing new psycho-physical co-ordinations." And lastly Hart and Spearman look upon general intelligence as a "common factor" or "central tendency" not exactly definable, but entering into all sorts of mental activities to a greater or less degree. In addition to these hypotheses as to the nature of intelligence, theoretical considerations as to the growth of intelligence and the general distribution of the various grades of intelligence are arising as a direct result of the practical work being done. Questions as to the rate of increase in normal mentality are being raised, and the theoretical assumptions, upon which we base our classification of individuals into different groups, are being discussed. Daher denken sie über Mittel und Methoden nach, die sie bis dahin verwendet haben, und sie trachten danach, jene zu verbessern. Auch verschaffen sie (...) sich Klarheit darüber, was ihnen bis jetzt Erfolg brachte, und sie erkennen, daß es am besten ist, in der bewährten Weise fortzufahren. Es wird ihnen aber auch klar, was sie dar an gehindert hatte, noch erfolgreicher zu sein. Daß sie immer bewußter und immer kritischer werden, ist daher unvermeid lich. Manches, was früher als "Wissen" galt, wird jetzt verworfen.
