With technologies like machine learning and data analytics being deployed as privileged means to improve how contemporary bureaucracies work, many governments around the world have turned to artificial intelligence as a tool of statecraft. In that context, our paper uses Canada as a critical case to investigate the relationship between ideals of good government and good technology. We do so through not one, but two Trudeaus—celebrity Prime Minister Justin Trudeau (2015—…) and his equally famous father, former Prime Minister Pierre Elliott (...) Trudeau (1968–1979, 1980–1984). Both shared a similar interest in new ideas and practices of both intelligent government and artificial intelligence. Influenced by Marshall McLuhan and his media theory, Pierre Elliott Trudeau deployed new communication technologies to restore centralized control in an otherwise decentralized state. Partly successful, he left his son with an informationally inclined political legacy, which decades later animated Justin Trudeau's own turn toward Big Data and artificial intelligence. Compared with one another, these two visions for both government and artificial intelligence illustrate the broader tensions between cybernetic and neoliberal approaches to government, which inform how new technologies are conceived of, and adopted, as political ones. As this article argues, Canada offers a paradigmatic case for how artificial intelligence is as much shaped by theories of government as by investments and innovations in computing research, which together delimit the contours of intelligence by defining which technical systems, people, and organizations come to be recognized as its privileged bearers. The connection between ethics and theological vision has become increasingly important for ethics as we better appreciate how the moral agent is embedded in a framework that affectively and intellectually shapes her moral reasoning. Moral reasoning is always reasoning within (that is, within a moral framework, a religious worldview, and/or a set of ideological commitments). A similar framing occurs in literature, which I refer to as its “horizon.” A literary text's horizon comprises the theological and metaphysical commitments that are implied (...) by the text and that the reader relies on to make sense of it. I suggest that there is a parallel between how moral frameworks and literary horizons operate in that both shape moral judgment. I argue that in using literature as a resource for ethics, the same contemporary currents that have led us to appreciate the embeddedness of moral reasoning should also encourage us to give more careful attention to the theological or metaphysical vision implied by a text. Such a “theo-ethical” reading of literature provides a richer understanding of particular moral goods and the interplay between those goods and ethical themes like agency, hope, and redemption. The aim of the paper is to develop the notion of partial probability distributions as being more realistic models of belief systems than the standard accounts. We formulate the theory of partial probability functions independently of any classical semantic notions. We use the partial probability distributions to develop a formal semantics for partial propositional calculi, with extensions to predicate logic and higher order languages. We give a proof theory for the partial logics and obtain soundness and completeness results.

Parallel to the New Left, whose influence on French public opinion is so pronounced today, a new academic movement has grown up in the United States in the last fifteen years. Its ideas are the portents of an intellectual and scientific revolution whose importance for the economic and political future of western society should be almost as great as the Keynesian revolution of the ‘30s.

The Knowledge-Based Bio-Economy has gained prominence as an agricultural R&D agenda of the European Union. Specific research policies are justified as necessary to create a KBBE for societal progress. Playing the role of a master narrative, the KBBE attracts rival visions; each favours a different diagnosis of unsustainable agriculture and its remedies in agro-food innovation. Each vision links a technoscientific paradigm with a quality paradigm: the dominant life sciences vision combines converging technologies with decomposability, while a marginal one combines agro-ecology (...) with integral product integrity. From these divergent visions, rival stakeholder networks contend for influence over research policies and priorities, especially within the Framework Programme 7 on Food, Agriculture, Fisheries and Biotechnology, which has aimed to promote a Knowledge-Based Bio-Economy. Although the FAFB programme has favoured a life sciences vision, agro-ecological approaches have gained a presence, thus overcoming their general lock-out from agricultural research agendas. In their own way, each rival paradigm emphasises the need for collective systems to gather information for linking producers with users, as a rationale for the public sector to fund distinctive research priorities. In this paper, we introduce a Hilbert style axiomatic calculus for intutionistic logic with strong negation. This calculus is a preservative extension of intuitionistic logic, but it can express that some falsity are constructive. We show that the introduction of strong negation allows us to define a square of opposition based on quantification on possible worlds.

Depuis plusieurs années, le principe de précaution prend de l’ampleur et voit ses contours se modeler et se définir, aussi bien à l’échelle internationale qu’européenne ou française. Malgré tout, il n’a pas la même importance, en fonction de l’échelle à laquelle on se place, et tend à être confondu avec le principe de prévention, deux notions pourtant totalement distinctes. Plus que jamais les questions de climat, de biodiversité, de justice sociale, de gestion des deniers publics ou encore de valorisation et (...) de gestion des ressources sont au cœur des problématiques gérées par les territoires et notamment, par les communes, premier échelon territorial de décision. Le principe de précaution qui inonde l’ensemble de ces matières voit ses contours réduits en France, notamment par une jurisprudence autocentrée, préférant faire la part belle aux questions franco-française d’organisation territoriale, plutôt que d’appliquer un principe qui devient universel, favorisant ainsi l’inertie de l’État central plutôt que l’action locale. En focalisant notre attention sur l'atelier comme lieu de formation des improvisateurs et improvisatrices de théâtre, cet article vise à réintroduire le Théâtre d'Improvisation dans le processus d'apprentissage qui l'accompagne. Dirigé par un·e chef·fe d'atelier chargé·e de la gestion des exercices, des consignes ainsi que des retours, l'atelier se construit comme un jeu interactionnel et discursif visant à transmettre des compétences à improviser. Ce processus suppose des modalités d'ajustements collectifs et de compréhension mutuelle entre les comédien·ne·s qui s'exercent et le·la (...) chef·fe d'atelier qui prend le rôle de conseiller·ère, d'évaluateur·rice et d'enseignant·e. En ce sens, le travail d'atelier relève d'une dynamique particulière en tant que performance avant la performance publique, impliquant d'élargir la notion d'exercice à ses débordements interactionnels. Au sein de ce cadre pédagogique, le retour, moment d'échanges en aval de l'exercice, devient un phénomène primordial. S'il recouvre différentes fonctions telles que l'évaluation, la critique ou le conseil, le retour offre aussi la possibilité de déréférencer le propos de l'exercice en question pour traiter du Théâtre d'Improvisation comme pratique. Le retour dans sa dimension épisémiotique permet dès lors de saisir le passage de l'exercice, comme phénomène éphémère et localisé à la pratique du Théâtre d'Improvisation, comme discipline stabilisée et collective. ABSTRACTRecent research suggests that obedience in the Milgram paradigm is underpinned by stress vulnerability and inhibitory control over pain sharing. Because self-regulatory fatigue induction is a suited method to investigate the influence of inhibitory control on behaviour, participants were randomly assigned to a High vs. Low self-regulatory condition. Heart rate variability was collected during 5-min baseline and continuously during the experimental procedure. Prior to the experiment, participants completed an online survey assessing right-wing authoritarianism, a well-known predictor of obedience. Using the (...) Immersive Video Milgram Obedience Experiment, we found that lower resting HRV predicted higher destructive obedience, that low self-regulatory inhibition reduced destructive obedience, that the well-established influence of RWA on destructive obedience was suppressed in the presence of SRF. Social Networking Sites (SNSs) not only enable users to read or create content about brands, but also to easily pass along this content using information diffusion mechanisms such as retweeting or sharing. While these capabilities can be optimal for viral marketing, little is known, however, about how reading brand messages passed along by SNS contacts influences online brand communication outcomes. Results of a survey with active SNS users indicate that (1) message evaluation, (2) the relationship with the sender, and (3) (...) the receiver’s opinion leadership and opinion-seeking levels influence not only the receiver’s intention to pass along the message further, but also his or her attitude towards the brand. The implications of these findings are discussed, including how these capabilities brought on by SNSs change the brand-consumer relationship online. (shrink)

Examples of hypotheses about the number of planets are frequently used to introduce the topic of (actual) truthlikeness but never analyzed in detail. In this paper we first deal with the truthlikeness of singular quantity hypotheses, with reference to several ‘the number of planets’ examples, such as ‘The number of planets is 10 _versus_ 10 billion (instead of 8).’ For the relevant ratio scale of quantities we will propose two, strongly related, normalized metrics, the proportional metric and the (simplest and (...) hence favorite) fractional metric, to express e.g. the distance from a hypothetical number to the true number of planets, i.e. the distance between quantities. We argue that they are, in view of the examples and plausible conditions of adequacy, much more appropriate, than the standardly suggested, normalized absolute difference, metric. Next we deal with disjunctive hypotheses, such as ‘The number of planets is between 7 and 10 inclusive is much more truthlike than between 1 and 10 billion inclusive.’ We compare three (clusters of) general ways of dealing with such hypotheses, one from Ilkka Niiniluoto, one from Pavel Tichý and Graham Oddie, and a trio of ways from Theo Kuipers. Using primarily the fractional metric, we conclude that all five measures can be used for expressing the distance of disjunctive hypotheses from the actual truth, that all of them have their strong and weak points, but that (the combined) one of the trio is, in view of principle and practical considerations, the most plausible measure. So far, the most prominent measure for actual truthlikeness, i.e. the likeness of a theory to the actual truth, is Ilkka Niiniluoto’s minsum definition, which is purely based on distances. A competing definition is the average distance measure proposed by Pavel Tichy and Graham Oddie. We will define three related, distance and size based, measures for actual truthlikeness and compare them with the two well-known options. However, we will start, Sect. 2, from a trio of such measures for nomic truthlikeness. (...) The nomic truth, or the true theory, here refers to what is nomically, e.g. physically, possible. In a nomic (and factual) context there are two basic kinds of theories, viz. either based on an exclusion claim or on an inclusion claim. Two-sided theories combine these claims, with the maximal claim as extreme special case. We will base truthlikeness measures for exclusion, inclusion, two-sided, and hence maximal, nomic theories on two similarity measures, one in terms of distances between conceptual possibilities and the other in terms of sizes of sets of such possibilities. In Sect. 3 we will treat actual truthlikeness as extreme special case of nomic truthlikeness, viz. assuming that there is just one nomic possibility, the actual one. Next we will compare the resulting measures mutually and with the above mentioned measures of Niiniluoto and Tichy & Oddie. Finally, in Sect. 4, we will sum up the results and explore five questions for further research. (shrink)

Fueled by ever-growing amounts of (digital) data and advances in artificial intelligence, decision-making in contemporary societies is increasingly delegated to automated processes. Drawing from social science theories and from the emerging body of research about algorithmic appreciation and algorithmic perceptions, the current study explores the extent to which personal characteristics can be linked to perceptions of automated decision-making by AI, and the boundary conditions of these perceptions, namely the extent to which such perceptions differ across media, (public) health, and judicial (...) contexts. Data from a scenario-based survey experiment with a national sample (N = 958) show that people are by and large concerned about risks and have mixed opinions about fairness and usefulness of automated decision-making at a societal level, with general attitudes influenced by individual characteristics. Interestingly, decisions taken automatically by AI were often evaluated on par or even better than human experts for specific decisions. This research note presents data concerning the community engagement activities of 2,096 Swiss companies as reported by a single company respondent in an online survey. Switzerland affords an interesting opportunity to compare engagement activities in a single country with multiple culture systems across companies varying in size from large to small and medium enterprises. Study results show that 78% of the surveyed firms pursue some community engagement activities. While engagement is mostly practiced in traditional forms, more active forms are not (...) uncommon. The main motivating factor is a concern for the communities in which the firms operate. Engagement activities are mostly employed independent of financial considerations and are conducted flexibly to serve personal interests of the firms’ decision makers. Swiss firms’ reported environmental assessment activities show no specific patterning. Perceiving engagement to be on the rise globally and in Switzerland is associated with a greater likelihood to be involved. Accordingly, knowing other engagement pursuing firms increases the individual firm engagement probability. The German speaking part of Switzerland is more active in engagement than the French and Italian speaking parts. Bigger companies pursue engagement activities more intensively and strategically than do SMEs. (shrink)

We examine an article of Paul Ricoeur on autonomy and vulnerability. Ricoeur presents the two notions in the field of justice as intricately woven into each other. He analyzes their interdependence on three levels of human agency. Ricoeur’s exposition has a focus on judicial judgment. After presenting Ricoeur’s argument and an analysis of his main points, the author argues that Ricoeur’s reflection lines up with some essential intentions of care ethics. In this article I give a naturalistic-cum-formal analysis of therelation between beauty, empirical success, and truth. The analysis is based on the onehand on a hypothetical variant of the so-called `mere-exposure effect' which has been more orless established in experimental psychology regarding exposure-affect relationshipsin general and aesthetic appreciation in particular (Zajonc 1968; Temme 1983; Bornstein 1989;Ye 2000). On the other hand it is based on the formal theory of truthlikeness andtruth approximation as presented in my From Instrumentalism to Constructive Realism (...) (2000).The analysis supports the findings of James McAllister in his beautifulBeauty and Revolution in Science (1996), by explaining and justifying them.First, scientists are essentially right in regarding aesthetic criteria useful for empiricalprogress and even for truth approximation, provided they conceive of them as less hard thanempirical criteria. Second, the aesthetic criteria of the time, the `aesthetic canon', maywell be based on `aesthetic induction' regarding nonempirical features of paradigms of successfultheories which scientists have come to appreciate as beautiful. Third, aestheticcriteria can play a crucial, schismatic role in scientific revolutions. Since they may well be wrong, they may, in the hands of aesthetic conservatives, retard empirical progress and hence truth approximation, but this does not happen in the hands of aesthetically flexible, `revolutionary' scientists.We may find totallyopposite things beautiful: a simplemathematical principle as well as a series of unrepeatable complex contingencies. Il apparaît qu’en France aujourd’hui, le modèle néoclassique de la concurrence inspire l’ essentiel de la réglementation de la concurrence. Or la théorie économique moderne, telle qu’elle est inspirée par Coase et Hayek notamment, tend à renverser les certitudes du modèle néoclassique et à admettre que la discrimination commerciale peut avoir un effet bénéfique sur l’efficacité économique. La distribution sélective prend tout son sens dans un contexte d’incertitude et d’ information imparfaite. C’est la confrontation de ces deux philosophies — celle (...) qui inspire le législateur français, le législateur allemand ou la doctrine communautaire européenne, et celle plus optimiste à l’égard des pratiques discriminatoires — qui est opérée dans cet article. Ainsi, la pratique des prix imposés, la franchise, la concession et la protection territoriale sont analysées dans le cadre de cette confrontation. De même, une critique de la doctrine communautaire est exposée. L’évolution du droit des contrats et du droit de la concurrence fait aussi l’objet d’une analyse mettant face à face les deux doctrines. C’est bien la vision du marché en tant que processus qui est au centre de cette analyse.The neoclassical model of competition seems to sustain today in France the main regulations about competition. However, modern economic theory, as initiated by Coase and Hayek notably, calls into question the certainties brought about by the neoclassical model and acknowledges the beneficial effects of commercial efficiency. Contractual discrimination takes its meaning in an open-ended world. The contrast between these two views — the one which inspires the French legislator, the German legislator, or the European Community doctrine, and the more optimistic one with respect to discriminatory practices — is put forward in this paper. Thus, imposed prices, franchising, concession and territorial protection are pratices discussed within this contrast. Moreover, a critique of the European Community doctrine is developed. The evolution of contract law and antitrust law is also examined by contrasting the two views. It is indeed the thesis of the market as a process which is underlined in the present analysis. Theo Verbeek provides the first book-length examination of the initial reception of Descartes’s written works. Drawing on his research of primary materials written in Dutch and Latin and found in libraries all over Europe, even including the Soviet Union, Theo Verbeek opens a period of Descartes’s life and of the development of Cartesian philosophy that has been virtually closed since Descartes’s death. Verbeek’s aim is to provide as complete a picture as possible of the discussions that accompanied the introduction of (...) Descartes’s philosophy into Dutch universities, especially those in Utrecht and Leiden, and to analyze some of the major problems that philosophy raised in the eyes of Aristotelian philosophers and orthodox theologians. The period covered extends from 1637, the year in which Descartes published his _Discours de la Méthode, _until his death in 1650. Verbeek demonstrates how Cartesian philosophy moved successfully into the schools and universities of Holland and how this resulted in a real evolution of Descartes’s thought beyond the somewhat dogmatic position of Descartes himself. Verbeek further argues that this progression was an essential step in the universal propagation of Cartesian philosophy throughout Europe during the second half of the seventeenth century. As he details the disputes between Cartesians and anti-Cartesians in Holland, Verbeek shows how the questions raised were related on the one hand to religious conflicts between the Remonstrants and the Orthodox Calvinists and on the other hand to political conflicts between more liberal factions fighting for the union of church and state to enhance religious control of society in general. Contending that Descartes and Cartesian philosophy were central to the development of the modern Dutch state, Verbeek illuminates the role they played in Dutch political, religious, and intellectual life. This monograph presents new ideas in nomic truth approximation. It features original and revised papers from a philosopher of science who has studied the concept for more than 35 years. Over the course of time, the author's initial ideas evolved. He discovered a way to generalize his first theory of nomic truth approximation, viz. by dropping an unnecessarily strong assumption. In particular, he first believed to have to assume that theories were maximally specific in the sense that they did not (...) only exclude certain conceptual possibilities, but also that all non-excluded possibilities were in fact claimed to be nomically possible. Now, he argues that the exclusion claim alone, or for that matter the inclusion claim alone, is sufficient to motivate the formal definition of being closer to the nomic truth. The papers collected here detail this generalized view of nomic truthlikeness or verisimilitude. Besides this, the book presents, in adapted form, the relation with several other topics, such as, domain revision, aesthetic progress, abduction, inference to the best explanation, pragmatic aspects, probabilistic methods, belief revision and epistemological positions, notably constructive realism. Overall, the volume presents profound insight into nomic truth approximation. This idea seeks to determine how one theory can be closer to, or more similar to, the truth about what is nomically, e.g. physically, chemically, biologically, possible than another theory. As a result, it represents the ultimate goal of theory oriented empirical science. Theo Kuipers is the author of Studies in Inductive Probability and Rational Expectation, From Instrumentalism to Constructive Realism and Structures in Science. Of course, this implies that, if one succeeds in demonstrating convincingly the pseudo-character of a problem by giving its 'solution', the time spent on it need not be seen as wasted. We conclude this section with a brief statement of the criteria for concept explication as they have been formulated in several places by Carnap, Hempel and Stegmiiller. Hempel's account is still very (...) adequate for a detailed introduction. The process of explication starts with the identification of one or more vague and, perhaps, ambiguous concepts, the so-called explicanda. Next, one tries to disentangle the ambiguities. This, however, need not be possible at once. Ultimately the explicanda are to be replaced by certain counterparts, the so-called explicata, which have to conform to four requirements. They have to be as precise as possible and as simple as possible. In addition, they have to be useful in the sense that they give rise to the formulation of theories and the solution of problems. Social security systems differ not only in size, hut also in form. These forms have often been more controversial than the size of social expenditure. Different social forces have different conceptions of social security.Here is looked into the post-World War II settlements with regard to social security in Austria, Belgium, Britain, France, Germany, and the Netherlands, with a further glance at Denmark, Italy, Norway and Sweden. It is argued, that the labour movement had a particular vision of social security, which (...) was carried through where the labour had the political majority and was defeated where it was a minority. Postwar developments derive form this settlement, which is more visible in the current crisis than in the 1960s - early 1970s period of expansion. (shrink)

In my From Instrumentalism to Constructive Realism I have shown how an instrumentalist account of empirical progress can be related to nomic truth approximation. However, it was assumed that a strong notion of nomic theories was needed for that analysis. In this paper it is shown, in terms of truth and falsity content, that the analysis already applies when, in line with scientific common sense, nomic theories are merely assumed to exclude certain conceptual possibilities as nomic possibilities.

O objetivo do presente artigo é mostrar a relevância das reflexões de Hannah Arendt sobre a possibilidade de encontrar uma fonte de autoridade na política que não se remeta a algo que esteja acima dessa esfera. Em um primeiro momento, buscaremos definir autoridade e sua importância. Em segundo momento, será investigada a tentativa de Arendt de localizar a fonte da autoridade na esfera imanente, com os exemplos das revoluções modernas francesa e americana. Por fim, será apontado a organização política espontânea (...) dos conselhos como uma tentativa de resolução da questão da autoridade, na medida em que busca conciliá-la com a igualdade. The biological body: The body as thing in a postphenomenological perspective In phenomenology the lived body (le corps vécu) is considered as the subject of reflection while the biological body (le corps objective) is destined for medical sciences. As an alternative I give a view on the basis of the philosophical anthropology of Helmuth Plessner who thinks a person as a subject to have a lived body (Leib) and a biological body (Körper) from an eccentric or third perspective (excentric positionality). (...) A person experiences herself from that eccentric point of view as a lived body and at the same time as a biological and instrumental body. These two perceptions can only be characterized as a dual aspect (Doppelaspekt), and cannot be separated from each other. Plessner moreover considers the biological body as a thing among other things. I place this bodily thing in a postphenomenological perspective as worked out by Don Ihde and discuss the idea to consider it as a mediating thing between the person who has it and at the same time is it as a lived body in the world she lives in. I work out the effects on the person in case of organ transplantation or implantation of artefacts in the postphenomenological perspective of the embodiment and the hermeneutic relation. I conclude that from that perspective both relations appear to be too simple to elucidate what really takes place in a patient and suggest that in case of incorporation of organs or artefacts the postphenomenological mediating relations should be expanded to a triadic (semiotic) variant of mediating technologies that considers the biological body itself as mediating thing in order to encompass the whole of the human experiences including meaning. This article traces the uses of zeitgeist in early nineteenth-century European political discourse. To explain the concept's explosive takeoff in the late eighteenth and early nineteenth centuries, two perspectives are combined. On the one hand, the concept is shown to be a key element in the new, “temporalized” discourses of cultural reflection emerging during this time. On the other, its pragmatic value as a linguistic tool in concrete political constellations is outlined on the basis of case studies from French, British, (...) and German political discourse. Developing this two-sided perspective, the article sheds light on an important aspect of early nineteenth-century political discourse while also pointing to some general considerations concerning the relationship between the semantic and pragmatic analysis of historical language use. This paper takes as its starting point the particular place of woman in the legal norms since Antiquity, including in sacred texts, especially in the legislation on marriage and adultery. We then present, from De Cive, the Hobbes’ theistic jusnaturalism as an original attempt to found in God and in reason the laws to which women are subjected. But at the moment of his exegesis of verses 5,31-32 of the Gospel of Matthew on repudiation, it seems that his conceptual arsenal (...) wavers : between temporal reign and divine authority, the figure of Jesus threatens the Hobbesian edifice with collapse. We conclude with the idea that it is still positive legislation around women that crystallizes the crucial problems of the anthropology of law and, more generally, of the relationship between the human and the divine.
