For unmanned aerial vehicle, object detection at different scales is an important component for the visual recognition. Recent advances in convolutional neural networks have demonstrated that attention mechanism remarkably enhances multiscale representation of CNNs. However, most existing multiscale feature representation methods simply employ several attention blocks in the attention mechanism to adaptively recalibrate the feature response, which overlooks the context information at a multiscale level. To solve this problem, a multiscale feature filtering network is proposed in this paper for image (...) recognition system in the UAV. A novel building block, namely, multiscale feature filtering module, is proposed for ResNet-like backbones and it allows feature-selective learning for multiscale context information across multiparallel branches. These branches employ multiple atrous convolutions at different scales, respectively, and further adaptively generate channel-wise feature responses by emphasizing channel-wise dependencies. Experimental results on CIFAR100 and Tiny ImageNet datasets reflect that the MFFNet achieves very competitive results in comparison with previous baseline models. Further ablation experiments verify that the MFFNet can achieve consistent performance gains in image classification and object detection tasks. (shrink)

Poverty alleviation by consumption is a powerful way to help the poor people get rid of poverty, which plays a significant role in China's rural revitalization. However, the achievement of poverty alleviation by consumption mostly depends on government procurement, and the enthusiasm of customers to participate is low, facing the severe challenge of poor sustainability. Helping the poor is the most common motivation for customers to buy poverty-alleviation agricultural products. However, as the negative events of poverty alleviation such as “tragic (...) marketing” constantly appear in news reports, customers' trust in sellers has been seriously damaged. The psychological protection system for fear of being cheated hinders customers' purchase intention. Therefore, we believed that trust is an important factor in enhancing customers' purchase intention of PAAP. Customers buy PAAP mainly through online channels, and institution-based trust is the most important way to generate trust in online channels. Thus, this study investigated the institutional mechanisms that affect customers' trust in the sellers of PAAP and discussed the influence of trust on the online purchase intention of PAAP. Data were obtained through a questionnaire survey and tested empirically. The results showed that the effectiveness of the user feedback mechanism, platform supervision mechanism, product traceability mechanism, and product certification mechanism can enhance customers' purchase intention by enhancing their trust. Individual trust tendency positively regulated the relationship between the effectiveness of institutional mechanisms and consumer trust. The conclusion can not only provide new theoretical guidance for the practice of poverty alleviation by consumption in China but also offer new ideas for the poverty alleviation undertakings in other countries. This paper aims to propose an improved learning algorithm for feature selection, termed as binary superior tracking artificial bee colony with dynamic Cauchy mutation. To enhance exploitation capacity, a binary learning strategy is proposed to enable each bee to learn from the superior individuals in each dimension. A dynamic Cauchy mutation is introduced to diversify the population distribution. Ten datasets from UCI repository are adopted as test problems, and the average results of cross-validation of BSTABC-DCM are compared with other seven (...) popular swarm intelligence metaheuristics. Experimental results demonstrate that BSTABC-DCM could obtain the optimal classification accuracy and select the best representative features for the UCI problems. (shrink)

We study a joint pricing and inventory control problem for perishables with positive lead time in a finite horizon periodic-review system. Unlike most studies considering a continuous density function of demand, in our paper the customer demand depends on the price of current period and arrives according to a homogeneous Poisson process. We consider both backlogging and lost-sales cases, and our goal is to find a simultaneously ordering and pricing policy to maximize the expected discounted profit over the planning horizon. (...) When there is no fixed ordering cost involved, we design a deep reinforcement learning algorithm to obtain a near-optimal ordering policy and show that there are some monotonicity properties in the learned policy. We also show that our deep reinforcement learning algorithm achieves a better performance than tabular-based Q-learning algorithms. When a fixed ordering cost is involved, we show that our deep reinforcement learning algorithm is effective and efficient, under which the problem of “curse of dimension” is circumvented. (shrink)

School administrators are mandated to take the instructional leadership roles. On this premise, a study assessed the extent of instructional leadership practices of public elementary school administrators in El Salvador City Division, Philippines. Also, it explored their actual practices, challenges encountered, and the ways they overcome the challenges in practicing instructional leadership. It employed a mixed-method research design. It administered the adopted assessment tool on instructional leadership to 15 school administrators and 12 of them were involved in the individual interviews. (...) This was conducted between the last quarter of 2019 and the first quarter of 2020. Descriptive statistics were used to describe the extent of instructional leadership practices. Also, it analyzed the actual practices, the challenges encountered, and the ways of overcoming these challenges using thematic narrative analysis. Results revealed that public school administrators have always practiced the four domains or strands of instructional leadership to a very high extent. Providing the technical assistance, conducting clinical supervision, and innovating teaching and learning emerged as themes of their actual practices. These administrators had encountered challenges in dealing with teachers’ attitudes, conflicting schedules and activities, and teachers’ resistance to changes. They overcome the challenges by trying to meet the competency standards, adapting and modifying the existing programs, contextualizing teaching and learning, and inculcating the value and benefits of class observation. Looking at the findings from the lens of deliberate practice theory, it was concluded that school administrators have indicated they have acquired knowledge and a high level of understanding of their instructional leadership roles. But despite of this, they still met challenges and have tried their best to manage them. This study presented some doable and practical recommendations to the Department of Education (DepEd) and concerned offices which may benefit both the internal and external stakeholders of the schools. The work environment of employees has been greatly affected by the COVID-19 pandemic, and many limitations and risks can be seen until now. In addition to employees in firms, the faculty in colleges and universities also suffer from pressure and face challenges. For the purpose of performance assessment and promotion, the faculty not only needs to teach students, but also assumes the time pressure from academic research. This study discusses the process in which the faculty’s subjective well-being is affected, in (...) an effort to learn about the job demands of the faculty under the work environment with a high level of time pressure, and the effect of these time-related job demands on their psychological health. In this study, 347 valid questionnaires were collected from universities in coastal areas of the Chinese mainland. The results show that time-related job demands have a positive impact on time pressure; time pressure has a negative impact on subjective well-being; and time-related self-efficacy can significantly mediate the relationship among time-related job demands, time pressure, and subjective well-being. On this basis, this study proposes its theoretical and practical implications. (shrink)

Offers the first focused study of the shifei debates of the Warring States period in ancient China and challenges the imposition of Western conceptual categories onto these debates. In recent decades, a growing concern in studies in Chinese intellectual history is that Chinese classics have been forced into systems of classification prevalent in Western philosophy and thus imperceptibly transformed into examples that echo Western philosophy. Lin Ma and Jaap van Brakel offer a methodology to counter this approach, and illustrate their (...) method by carrying out a transcultural inquiry into the complexities involved in understanding shi and fei and their cognate phrases in the Warring States texts, the Zhuangzi in particular. The authors discuss important features of Zhuangzi’s stance with regard to language-meaning, knowledge-doubt, questioning, equalizing, and his well-known deconstruction of the discourse in ancient China on shifei. Ma and van Brakel suggest that shi and fei apply to both descriptive and prescriptive languages and do not presuppose any fact/value dichotomy, and thus cannot be translated as either true/false or right/wrong. Instead, shi and feican be grasped in terms of a pre-philosophical notion of fitting. Ma and van Brakel also highlight Zhuangzi’s idea of “walking-two-roads” as the most significant component of his stance. In addition, they argue that all of Zhuangzi’s positive recommendations are presented in a language whose meaning is not fixed and that every stance he is committed to remains subject to fundamental questioning as a way of life. Since March 14, 2020, Spanish citizens have been confined to their homes due to the impact of the COVID-19 pandemic. Participating in musical activities has been associated with reduced anxiety and increased subjective wellbeing. The aim of this study is to analyze how Spanish citizens used music during the lockdown period. We also study perceptions of the impact music has in everyday life, in particular examining the respondents’ insights into the effects of listening to music in situations of isolation. The (...) study was conducted using the MUSIVID19 questionnaire administered to a total of 1868 Spanish citizens. The results indicate that during lockdown, respondents perceived an increase in the time they devoted to musical activities such as listening, singing, dancing or playing an instrument. The participants also reported using music to cope with the lockdown, finding that it helped them to relax, escape, raise their mood or keep them company. The findings suggest an improvement in their perception of the value of music in personal and social wellbeing during the lockdown. However, the study reveals significant differences in the use and perceptions of music according to respondents’ personal situations. Age and feelings of vulnerability may lead to more conservative uses of musical practice and to more moderate perceptions of the positive values of music. (shrink)

The Global Financial Crisis of 2007–2009 exacerbated two distinct concerns about the independence of central banks: a concern about legitimacy and a concern about economic justice. This paper explores the legitimacy of independent central banks from the perspective of these two concerns, by presenting two distinct models of central banking and their different claims to political legitimacy and distributive justice. I argue primarily that we should avoid construing central bank independence in binary terms, such that central banks either are, or (...) are not, independent. I will argue that we should instead construe central bank independence in scalar terms, so that independence admits of degree, thus allowing us to develop an account of independence in which central banks can retain it to the extent necessary for economic efficiency, while meeting reasonable concerns regarding democratic legitimacy and economic justice. Auf mikropolitischer Ebene geht es um die Frage, inwieweit dem Bürger "aufgegeben" ist, sich in Gesellschaft und Staat zu integrieren. Supranationalisierung und Globalisierung lassen die Kraft des Nationalstaates schwinden. Dem Übergang der Moderne in die Postmoderne entspricht der Übergang von der Welt der Staaten mit ihren durch Grenzen (...) abgeschlossenen Territorien zur Welt der Kontinente, Gemeinschaften und Netzwerke. Doch gibt es viele Stimmen, die meinen, der Staat sei auf absehbare Zeit nicht wegzudenken und als politische Gemeinschaft zu schützen.Werner Mäder ist anderer Auffassung: "Deutschland ist kein Staat mehr..." lautet sein Befund. Der Autor zieht Parallelen zu Hegels Schrift "Kritik der Verfassung Deutschlands" aus dem Jahre 1801 und seinen Kriterien des Staates. Nach Mäder ist das Grundgesetz nur noch eine "Gedankenverfassung", seine fundamentalen Voraussetzungen Staat, Souveränität, Nation, Volk und Demokratie substanziell ausgezehrt. Für Europa bedeutet dies, sich mit eigener Identität selbst zu behaupten, um den Souveränitätsverlust seiner Länder auszugleichen und auf eine neue Multipolarität der internationalen Beziehungen hinzuarbeiten. Oft hielt man sie für einen als Wissenschaft verkleideten Entwurf einer idealen Zukunftsgesellschaft, für eine Heilslehre. Umso erstaunlicher ist es daher, dass eine gründliche Erforschung des Marxschen Fortschrittsdenkens bislang noch aussteht. Denis Mäders Studie analysiert das moderne Fortschrittsdenken und die zeitgenössische Diskussion desselben. Vor diesem (...) Hintergrund rekonstruiert sie die Entstehung eines originären Fortschrittsbegriffs, den Marx in kritischer Auseinandersetzung mit seinem philosophischen Milieu (vor allem mit Hegel, den Hegelianern und Proudhon) gewinnt. Fortschritt ist die historische Bewegung des Guten. Zugleich aber gibt es für den Dialektiker Marx ohne Gegensatz keinen historischen Fortschritt.
