The study considers the problem of ensuring electromagnetic compatibility of EMI-based functional destruction means with other radioelectronic equipment as part of a complex for countering unmanned aerial vehicles. To solve this problem, it is proposed to create a methodology that combines a set of diverse approaches and methods. This study focuses on the use of hollow and thin passive conductors, the use of a magnetodielectric in a reflection symmetric modal filter, the use of reflection symmetric structures for decomposing the train (...) of ultrashort pulses, and the use of a meander line as a protective means against USPs. As the capabilities of Artificial Intelligence (AI) have increased over recent years, so have the challenges of how to govern its usage. Consequently, prominent stakeholders across academia, government, industry, and civil society have called for states to devise and deploy principles, innovative policies, and best practices to regulate and oversee these increasingly powerful AI tools. Developing a robust AI governance system requires extensive collective efforts throughout the world. It also raises old questions of politics, democracy, and administration, but with the (...) new challenges posed by AI's growing influence on markets, governing structures, international relations, healthcare, science, and political activism. The Oxford Handbook of AI Governance delineates the scope of these issues and addresses the key questions of AI governance. Across forty-nine chapters, organized in nine major sections, the Handbook covers the theoretical and ethical foundations of AI governance, different frameworks for developing a governance structure for AI, practical perspectives on AI governance in different policy domains, economic analyses of AI governance, and concrete lessons about the impact of AI governance domestically and internationally. In this article, I discuss the specific ways in which Hegel's account of life and organisms advances upon Kant's account of natural purposes in the third Critique. First of all, I argue that it is essential for Hegel's account that it contains two levels. The first level is that of logical life, the discussion of which does not depend on any empirical knowledge of natural organisms. I provide my reconstruction of this logical account of life that answers to the objection (...) made by a number of Hegel scholars to the effect that Hegel does in fact rely on empirical knowledge at this place in the logic. The second level is that of natural organisms themselves. I argue that it is with the help of this separation of the logical and natural levels, as well as his doctrine of the impotence of nature, that Hegel, unlike Kant, (a) is able to claim that not everything in natural organisms is purposive, and (b) provide a philosophical, and not merely empirical, account of the distinction between plants and animals. In both of these respects, Hegel's position can be seen as a welcome advance over Kant. (shrink)

The articles examines the teleofunctional solution to the problem of mental causation, presented by Dmitry Volkov in his recently published book Free Will. An Illusion or an Opportunity. D.B. Volkov proposes solutions to three big metaphysical problems – mental causation, personal identity, and free will. Solving the first problem, Volkov creatively combines the advantages of Dennett’s teleofunctional model and Vasilyev’s local interactionism. Volkov’s teleofunctional model of mental causation seeks to prove the causal relevance of mental properties as non-local higher order (...) properties. In my view, its substantiation is based on three points: (a) critics of the exclusion problem and Kim’s model of mental causation, (b) “Library of first editions” argument, (c) reduction of the causal trajectories argument (CTA 1) by Vasilyev to the counterpart argument (CTA 2) by Volkov. Each of these points faces objections. Kim’s criticism is based on an implicit confusion of two types of reduction – reduction from supervenience and from multiple realizability. The latter type does not threaten Kim’s ideas, but Volkov uses this very type in his criticism. The “Library of first editions” argument does not achieve its goal due to compositional features and because non-local relational properties are a type of external properties that cannot be causally relevant. The reduction of CTA 1 to CTA 2 is unsuccessful since, in the case of this reduction, important features of CTA 1 are lost – these are local mental properties, due to which the influence of non-local physical factors occurs. My main objection is that the concept of causally relevant non-local properties is incompatible with the very concept of cause. The set of causally relevant properties of cause can only be local. This article maps existing research from 5,874 scholarly publications on social entrepreneurship (SE) utilizing scientometrics. The mapping indicates a taxonomy of five clusters: (a) the nature of SE, (b) policy implications and employment in relation to SE, (c) SE in communities and health, (d) SE personality traits, and (e) SE education. We complement the scientometric analysis with a systematic literature review of publications on SE in the Financial Times 50 list (FT50) and Business & Society and propose a multistage, multilevel (...) framework that highlights the clusters of existing research on SE based on their stage and level of analysis. This review study also helps outline a set of future research directions, including studies examining (a) the process stage at the micro-level and macro-level, (b) linkages across levels and stages, (c) linkages across stages over time or longitudinal studies, (d) SE in resource-constrained environments, (e) technological advancement and its impact on SE, (f) the types of social enterprises and their outcomes, and (g) various emerging topics in SE. Hans Primas' in terests ha (...) ve covered an enormous range: metho ds and instruments for n uclear magnetic resonance, theoretical c hemistry , C - and W -algebraic formulations of quantum mechanics, the measurement problem and its various implications, holism and realism in quantum theory , theory reduction, the w ork and p ersonality of Wolfgang Pauli, as well as Jungian psychology . In man y of these elds he provided imp ortan t and original fo o d for though t, in some cases going far b eyond the ev eryda y business in the scientic world. As is the case with other scien tists who are conceptually innov ativ e, Hans Primas is read more than he is quoted. His in uence is due to his writings. Even with the current ood of publications, he still p erforms the miracle of ha ving scientists eagerly a waiting his next publication. His external life, by wa y of contrast, is not very sp ectacular. With the exception of a brief p erio d as a guest professor at Washington Univ ersity at St. Louis, he has never b een a wa y from Zuric h for an y length of time. He has nev er b een a warded an y prizes, nev er organized a congress, nev er done any organizational work in a scientic so ciety . The article’s intellectual core resides in the examination of social phenomena through the lenses of ambivalence and ambitemptiness. Democracy is conceived through the cultivation of the ideal of national solidarity within the framework of the “indivisible and unified nation” and revolution — values which, according to B. Anderson, individuals do not choose of their own volition. Nevertheless, it functions by virtue of structures that are freely chosen by individuals, specifically political parties and civil society organisations, among which trade unions assume (...) a paramount role in ensuring social solidarity. The author posits that a functioning political democracy, viewed as a historically ambi temptuous phenomenon, necessitates the reanimation of sustained equilibrium between the for ces of social hegemony and counter-hegemony. This revival hinges on transformative shifts in the structure of civil society, particularly reinstatement of pivotal social functions to trade unions. The article underscores the phenomenon of unprecedented demonstrative solidarity exhibited by the Democratic Party of the USA towards the strike movement. The author emphasises that a fully-fledged European liberal democracy was established during its golden age, preceding financial globalisation, as a social democracy. Within its framework, competitive and pluralist elections were complemented by the possibility of nationwide strikes facilitated by trade unions capable of social mobilisation. Proposing the term “political society” to denote the phenomenon encompassing political parties and movements, the article argues that their viability depends on their connection with civil society structures. It is asserted that neither right-wing nor left-wing populism possesses the capacity to fully neutralise “democratic fatigue”. (shrink)

The traditional formalism of quantum mechanics is mainly used to describe ensembles of identical systems (with a density-operator formalism) or single isolated systems, but is not capable of describing single open quantum objects with many degrees of freedom showing pure-state stochastic dynamical behaviour. In particular, stochastic 'line-migration' as in single-molecule spectroscopy of defect molecules in a molecular matrix is not adequately described. Starting with the Bohr scenario of stochastic quantum jumps (between strict energy eigenstates), we try to incorporate more general (...) pure-state stochastic dynamical behaviour into the quantum mechanical formalism.Probability distributions of (approximately) pure states, arising through the stochastic pure-state dynamics for long times, give rise to appropriate decompositions of thermal density operators. These decompositions of density operators into pure states mediate between quantum mechanics for ensembles of molecules and quantum theory for single molecules (or single dressed quantum objects). We suggest that such decompositions should be consistent with infinite limits (e.g. the Born-Oppenheimer limit for infinite nuclear masses) in the sense that quantum fluctuations (around classical behaviour in the infinite limit) die out asymptotically. In lieu of an abstract, here is a brief excerpt of the content:Notes and Discussions ARISTOTLE'S ALLEGED "REVOLT" AGAINST PLATO Hermippus' most conspicuous contribution to Aristotle's biography probably was his determined effort to depict Aristotle as the founder of an original school of philosophy which was wholly independent of Plato and Platonic teachings. Among the several and, in all likelihood, fanciful stories about Aristotle he invented or propagated, the most startling was the account, subsequently widely accepted (and widely exploited by (...) the detractors of Aristotle), that after having been a disciple of Plato for a while, he seceded from the Academy and from Plato's philosophic teachings while Plato was still alive. 1 Accordingly, he owed little to Plato and to the Academy. This story, invented and propagated by an inveterate Peripatetic (Hermippus), was intended to demonstrate the original philosophic genius of Aristotle which developed in complete independence of Plato and necessitated a break with the master's teachings. In devising his argument, Hermippus might have made use of a report, found in some of Aristotle's ancient biographers, that a few brash young men (members of the Academy?) revolted against Plato and, in a spirit of independence, defiance and antagonism, attempted to start a school of their own which would rival the intellectual standing of the Academy. 2 Hermippus, it appears, subsequently identified these young "rebels" with Aristotle, a substitution convenient to Hermippus" aim to depict Aristotle as a wholly independent and totally original philosopher who owed nothing whatever to Plato and his teachings. In all likelihood, Diogenes Laertius' statement that Aristotle "seceded from the Academy while Plato was still alive," a is just an echo either of a statement made by Hermippus himself or is a conclusion drawn from the several unpleasant stories about Aristotle invented and reported by some of Aristotle's detractors. Vatican II a légué, au sujet de l'objet et de l'étendue du magistère pontifical ordinaire trois critères-clé que l'ecclésiologiste doit appliquer pour l'interprétation des textes du magistère. a) La nature du document ; b) La proposition fréquente du thème en d'autres documents du magistère et sa transmission dans la tradition vivante de l'Eglise; c) Les formules employées pour déterminer le caractère de (...) l'acte magistériel et l'étendue de l'adhésion requise des destinataires. Foundational investigations in quantum mechanics, both experimental and theoretical, gave birth to the field of quantum information science. Nevertheless, the foundations of quantum mechanics themselves remain hotly debated in the scientific community, and no consensus on essential questions has been reached. Here, we present the results of a poll carried out among 33 participants of a conference on the foundations of quantum mechanics. The participants completed a questionnaire containing 16 multiple-choice questions probing opinions on quantum-foundational issues. Participants included physicists, philosophers, (...) and mathematicians. We describe our findings, identify commonly held views, and determine strong, medium, and weak correlations between the answers. Our study provides a unique snapshot of current views in the field of quantum foundations, as well as an analysis of the relationships between these views. (shrink)

Mental health chatbots (MHCBs) designed to support individuals in coping with mental health issues are rapidly advancing. Currently, these MHCBs are predominantly used in commercial rather than clinical contexts, but this might change soon. The question is whether this use is ethically desirable. This paper addresses a critical yet understudied concern: assuming that MHCBs cannot have genuine emotions, how this assumption may affect psychotherapy, and consequently the quality of treatment outcomes. We argue that if MHCBs lack emotions, they cannot have (...) genuine (affective) empathy or utilise countertransference. Consequently, this gives reason to worry that MHCBs are (a) more liable to harm and (b) less likely to benefit patients than human therapists. We discuss some responses to this worry and conclude that further empirical research is necessary to determine whether these worries are valid. We conclude that, even if these worries are valid, it does not mean that we should never use MHCBs. By discussing the broader ethical debate on the clinical use of chatbots, we point towards how further research can help us establish ethical boundaries for how we should use mental health chatbots. Sub-Saharan Africa is the epicenter of the HIV/AIDS epidemic, and in this issue of the Journal, seven authors discuss the moral, social and medical implications of having 70% of those stricken living in this area. Anton A. van Niekerk considers complexities of plague in this region (poverty, denial, poor leadership, illiteracy, women's vulnerability, and disenchantment of intimacy) and the importance of finding responses that empower its people. Solomon Benatar reinforces these issues, but also discusses the role of global politics (...) in sub-Saharan Africa, especially discrimination, imperialism and its exploitation by first world countries. Given the public health crisis, Udo Schüklenk and Richard E. Ashcroft defend compulsory licensing of essential HIV/AIDS medications on consequentialist grounds. Keymanthri Moodley discusses the importance of conducting research and the need to understand a moderate form of communitarianism, also referred to as "ubuntu" or "communalism", to help some Africans understand research as an altruistic endeavour. Godfrey B. Tangwa also defends traditional African values of empathy and ubuntu, discussing how they should be enlisted to fight this pandemic. Loretta M. Kopelman criticizes the tendency among those outside Africa to dismiss the HIV/AIDS pandemic, attributing one source to the ubiquitous and misguided punishment theory of disease. The authors conclude that good solutions must be cooperative ventures among countries within and outside of sub-Saharan Africa with far more support from wealthy countries. (shrink)

This book does not contain philosophical arguments, but is rich in material for philosophical reflection. In this small volume Professor Fuller traces the evolution of an idea deriving from the Viennese physician, Franz Anton Mesmer, through nineteenth-century American popular culture. What began with Mesmer as a thoroughly materialistic and antitheological theory of medical healing ended the century in America as a dualistic theory with the New Thought movement emphasizing the spiritual powers of the mind to control matter. How this (...) came about gives us yet another illustration of the capacity of a culture to absorb a new idea, transform it, and use it in the interest of a dominant ideology. (shrink)

The editors of the series in which Plato's "Symposium" appears state that its constituent texts are to be "essays in criticism and interpretation that will do justice to the subtlety and complexity of the works under discussion" (vi). In the preface, Hunter identifies as his audience "those who have already read or are in the process of reading the Symposium" (ix).Plato's "Symposium" has much to offer to classics students and to the general reader. The book provides useful literary and cultural background regarding the conduct of Greek symposia (5–15). It is filled with valuable interpretive remarks, as for example when Hunter proposes that Alcibiades' depiction of Socrates "as a carved Silenus" instantiates a "common form of sympotic verbal game, the 'likeness'—'Why is X (usually one of the symposiasts) like Y (usually something nonhuman)?'" (5–6). Hunter's rich knowledge of Greek literature pays off in a range of ways, as for instance in his remarks on literary articulations of erôs (16–18). The volume's final chapter, on the history of the dialogue's reception, offers a number of figures and contexts on which to reflect.Hunter makes helpful observations regarding the seriocomic and special features of Plato's recourse to it (9–11), noting that, "in the attack upon the spoudaiogeloion, it is the spoudaiogeloion itself which is the principal weapon" (36). Hunter's orientation in this regard yields nuanced interpretations of the logoi of Pausanias and Eryximachus. Hunter observes helpfully that Aristophanes' encomium functions as "an example of a very familiar aspect of the technique of Aristophanic comedy, namely, the literalization of metaphorical language (as, for example, when 'weighing up' poetry becomes a matter of real weighing in the Frogs)" (65). In Hunter's view, Agathon's contribution, in turn, illustrates Plato's contention in the Gorgias that tragedy is a type of flattery (kolakeia). Drawing on Aristophanes' Women at the Thesmophoria, Hunter makes the useful suggestion that the comic poet's depiction "can... help to explain the extravagance of the Platonic character's speech" (76).While Plato's "Symposium" will also provide valuable background to students of philosophy, on its own the book does not do justice to Socrates' encomium, in particular the crucial "ascent passage" (210a–12a). A key point of contention among philosophical interpreters of the Symposium is whether one is to read the ascent passage as "inclusive" or "exclusive" regarding erôs as directed toward individuals. (For the formulation of the controversy in these terms, see J. M. E. Moravcsik, "Reason and Eros in the 'Ascent'-Passage of the Symposium," in Essays in Ancient Greek Philosophy, eds. Anton and Kustas [1971], 293.) The strongly exclusivist stance has had a number of exponents and is most famously associated with Gregory Vlastos (see "The Individual as an Object of Love in Plato," in Platonic Studies, 2nd ed. [1981], 31). For a contrasting view, one may consult, for example, John Brentlinger, according to whom "it does not follow from Plato's claim that we love persons (or anything else) because we believe them to be beautiful and good, that we really love the properties of beauty and goodness per se, and do not really love persons per se" (The "Symposium" of Plato [1970], 122; see also C. J. Rowe, Plato: "Symposium" [1998], 7). In this slim volume, Klocker intends to offer a different and more sympathetic reading of Ockham's philosophical and theological ideas than that afforded by what Klocker terms the "traditional view." According to the latter view, chiefly found in the writings of Etienne Gilson and Anton Pegis, Ockham's thought is fundamentally skeptical, a medieval precursor of the philosophical skepticism of Hume in the eighteenth century. Klocker proposes instead to present Ockham's thought as inspired by the condemnations of 1270 and 1277 (...) and concerned, as were the authors of the condemnatory documents, to preserve the freedom of the Christian God. Accordingly, the central thesis of this book is that the unity in the often negative and critical thought of Ockham is the constructive goal of articulating a philosophical vision of the universe in which the freedom of God both to create the universe and to intervene for His own purposes in the created order is assured.
