Inside the family, all individuals define their identity in relation to previous generations, the present ones, and the future ones. This intergenerational exchange plays important educational roles: it fosters a sense of belonging and identification, promotes dialogue, and guarantees the passing down of ethical orientations. In addition to feelings of security and reliance on others, family memory creates a matrix that gives people a placement in the world, a sort of existential code through which to be located in existence. Fostering (...) the habit of memory-making becomes therefore a major educational imperative, which however is not without challenges. The present contribution will consider those phenomena which can give rise to a weakening of bonds between generations and a growing exclusion of the ethical value of family heritage. Und wie können wir uns und unsere Kinder auf Roboter vorbereiten, die irgendwann über moralische Kompetenz verfügen werden? „Kann das Anthropozän gelingen?" Der Begriff „Anthropozän" fungiert in aktuellen Debatten als Chiffre für eine mehrfache Krise. Empirisch wird der Begriff verwendet, um den von Menschen verursachten Bruch mit dem stabilen Zeitalter des Holozäns zu bezeichnen. Normativ wird er gebraucht, um zu Neuanfängen aufzufordern: beim Verständnis und bei der praktischen Ausgestaltung menschlicher Verhältnisse zur Natur. Zugleich gerät der Begriff zunehmend selbst in die Kritik: dass er mit seinem Bezug auf ‚den Menschen‘ die tatsächlichen Verantwortlichkeiten für die aktuellen Natur- und Klima-Katastrophen (...) verdecke. Der Band macht sich das Schillern des Anthropozän-Begriffs zunutze. In interdisziplinärer Perspektive – aus der Philosophie, Theologie, Geographie, sowie den Literatur-, Politik-, Sozial- und Klimawissenschaften – verbindet er kritische und affirmativ-konstruktive Debatten: Welche Menschenbilder, Motive, Macht- und Gewaltstrukturen bestimmen die gesellschaftlich vorherrschenden Naturverhältnisse? Was wären alternative Vorstellungen des menschlichen Lebens mit der Natur als Teil der Natur? Wie sind die Praktiken der Nachhaltigkeit zu beurteilen, die von den Regierungen, auf dem kapitalistischen Markt und in der Zivilgesellschaft gebahnt werden? (shrink)

In seiner Geschichtsphilosophie, insbesondere der „Idee zu einer allgemeinen Geschichte in weltbürgerlicher Absicht" (1784) erforscht Kant die Geschichte nicht in der bunten Fülle der Geschehnisse. Diese Aufgabe überlässt er der „eigentlichen bloß empirisch abgefassten Historie". Er betrachtet die Geschichte vielmehr, insoweit sie für den Menschen als praktisches Vernunftwesen von Interesse ist. Dabei wahrt er den Zusammenhang mit der transzendentalen Vernunftkritik und fragt, unter welchen erfahrungsunabhängigen Bedingungen der Gang der Geschichte als vernünftig, als sinnvoll erscheint. So wirft Kant jene Sinnfrage auf, (...) die von den empirischen Geschichtswissenschaften weder gestellt noch beantwortet wird. Für die 2. Auflage anlässlich des 300. Unentwegt werden neue technische Produkte gestaltet. Doch was macht die technische Gestaltung aus? Wie lässt sich ihr Gegenstand - (noch) nicht existierende Artefakte - adäquat auf den Begriff bringen? Michael Kuhn begreift technische Ideen vor ihrer Realisierung als Fiktionen. Er bietet eine fiktionstheoretische Rekonstruktion der Gestaltungstätigkeit und entwickelt hieraus eine Ethik der Gestaltung. Der stark interdisziplinäre Zugang zwischen Technikphilosophie und Ingenieurwissenschaften liefert neue Erkenntnisse für beide Fachrichtungen und stellt wertvolle Grundlagen bereit.

Ausgehend von historischen und sozialtheoretischen Befunden rekonstruieren wir zunächst in skizzenhafter Form, wie es zu einer Konstruktion von Behinderungen als Verkörperungen einer Mangelhaftigkeit anthropologischen Ausmaßes gekommen ist. In Anschluss hieran vertreten wir die These, dass Behinderung eine kulturelle Norm darstellt, die der Kultur selbst Grenzen setzt. Nicht der Mensch stellt das „eigentliche“ Mängelwesen dar, sondern die gesellschaftliche Kultur vorenthaltener oder eingeschränkter Teilhabe sowie die pädagogische Kultur mangelhafter Bildungsmaßnahmen. In ethischer Hinsicht begründen wir diese These von der Verantwortung gegenüber dem Anderen (...) her, dessen Andersheit wir als irreduzibel bzw. radikal fassen. Theories of intergenerational obligations usually take the shape of theories of distributive (social) justice. The complexities involved in intergenerational obligations force theorists to simplify. In this article I unpack two popular simplifications: the inevitability of future generations, and the Hardinesque assumption that future individuals are a burden on society but a benefit to parents. The first assumption obscures the fact that future generations consist of individuals whose existence can be a matter of voluntary choice, implying that there are individuals who (...) are responsible and accountable for that choice and for its consequences. The second assumption ignores the fact that the benefits and burdens of future individuals are complex, and different for different “beneficiaries” or “victims.” Introducing individual responsibility for procreation as a (crucially) relevant variable, and allowing a more sophisticated understanding of the impact of new individuals, generates grounds to prioritize the individual’s interest in responsibility for (creating and equipping) future individuals over any collective intergenerational obligation. I illustrate this by introducing a series of moral duties that take precedence over, and perhaps even void, possible collective redistributive duties. (shrink)

This article defends three interconnected premises that together demand for a new way of dealing with moral responsibility in developing and using technological artifacts. The first premise is that humans increasingly make use of dissociated technological delegation. Second, because technologies do not simply fulfill our actions, but rather mediate them, the initial aims alter and outcomes are often different from those intended. Third, since the outcomes are often unforeseen and unintended, we can no longer simply apply the traditional (modernist) models (...) for discussing moral responsibility. We need to reinterpret moral responsibility. A schematic layout of a model on Social Role-Responsibility that incorporates these three premises is presented to allow discussion of a new way of interpreting moral responsibility. (shrink)

Der Beitrag will dazu ermutigen, für die Entwicklung einer Ethik der Polizei starker als bislang auch Einsichten aus der Geschichte der Philosophie miteinzubeziehen. In einem ersten Schritt soll plausibel werden, dass die Polizei durch ihre Arbeit an den Grenzen und Grenzsituationen unseres Lebens eine ursprüngliche Nähe und Offenheit zur Philosophie hat (Kap.1). Deren unverzichtbare Verwiesenheit auf die Geschichte („Weisheit der Alten“) (Kap.2) wird – einem Hinweis Werner Schieweks folgend – auf dem Hintergrund der politischen Philosophie für die Ethik der Polizei (...) und ihrer Ausbildung schrittweise entfaltet (Kap.3): Persönliche Letztverantwortung des Menschen, ein sozialer und solidarischer Begriff von Freiheit, die schlechterdings zentrale Bedeutung vor allem der „musisch-literarischen“, gewaltreduzierenden Ausbildung der künftigen „Wächter“, ihre Vorbereitung auf die Maßlosigkeit des Menschen oder die Kultivierung ihrer Affekte etwa in einer Atmosphäre des „Schönen“ sind mögliche Aspekte, an die eine Ethik der Polizei vielleicht bei Platon anknüpfen kann. Das gilt vor allem für ein Verständnis der polizeilichen Kardinaltugend: der Tapferkeit. Als feste Überzeugung über das, was für den Staat gefährlich ist, zeichnet sich die Tapferkeit durch eine besondere Furcht aus: Durch die Furcht der Wächter vor sich selbst und ihrer eigenen Ambivalenz. Die Einübung in diese Furcht kann im Rahmen der Ausbildung u.a. in einer Auseinandersetzung mit der radikalen Moralkritik bestehen, wie sie Platon anhand unterschiedlicher sophistischer Positionen diskutiert. Abschließend gibt der Beitrag noch einen Ausblick auf weitere Perspektiven für die Polizeiethik, die sich aus der Geschichte der Philosophie ergeben: Zum einen im Anschluss an Kant die mögliche Relevanz von Hoffnung für moralisches Handeln auch in der Polizei; zum anderen die Möglichkeit einer philosophischen „Therapie“ von starken Emotionen wie etwa Angst oder Zorn. There has been much debate whether computers can be responsible. This question is usually discussed in terms of personhood and personal characteristics, which a computer may or may not possess. If a computer fulfils the conditions required for agency or personhood, then it can be responsible; otherwise not. This paper suggests a different approach. An analysis of the concept of responsibility shows that it is a social construct of ascription which is only viable in certain social contexts and which serves (...) particular social aims. If this is the main aspect of responsibility then the question whether computers can be responsible no longer hinges on the difficult problem of agency but on the possibly simpler question whether responsibility ascriptions to computers can fulfil social goals. The suggested solution to the question whether computers can be subjects of responsibility is the introduction of a new concept, called “quasi-responsibility” which will emphasise the social aim of responsibility ascription and which can be applied to computers. As the increasing loss of ecosystem services severely affects life perspectives of today's poor and future populations, governing access to, and use of, ecosystem services in an intragenerational and intergenerational just way is an urgent issue. The author argues that theories of distributive justice should consider the distribution of access rights to ecosystem services. Three specific demands that a theory of distributive justice should fulfill to adequately cope with the distribution of access rights to ecosystem services, and show that Rawls??A (...) Theory of Justice? can be consistently extended to meet the identified demands. (shrink)

The publication of the Report of the International Bioethics Committee of Unesco on Social responsibility and health provides an opportunity to reshape the conceptual framework of the right to health care and its practical implications. The traditional distinctions between negative and positive, civil-political and economic-social, legal and moral rights are to be questioned and probably overcome if the goal is to pursue ‘the highest attainable standard of health’ as a fundamental human right, that should as such be guaranteed to every (...) human being. What we are called upon to, is the commitment not to exclude now and forever anyone from having access to the ‘excellence’ of scientific and medical progress. Therefore, the addressees of this ‘responsibility’ cannot be just the governments and the states within the limits of their ‘jurisdiction’. The challenge is to tackle at the same time the social and global determinants of health. (shrink)

Corporate social responsibility has been intensively discussed in business ethics literature, whereas the social responsibility of private consumers appears to be less researched. However, there is also a growing interest from business ethicists and other scholars in the field of consumer social responsibility. Nevertheless, previous discussions of ConSR reveal the need for a viable conceptual basis for understanding the social responsibility of consumers in an increasingly globalized market economy. Moreover, evolutionary aspects of human morality seem to have been neglected despite (...) the fact that private consumers are undoubtedly human beings. In addition to that, empirical studies suggest that many consumers believe themselves to be responsible but do not act according to their alleged values or attitudes. This raises the question of what deters them from doing so. Therefore, the contribution of this conceptual paper is threefold: we conceptualize ConSR in terms of a combination of a Max Weber-inspired approach with the social connection approach to shared responsibility proposed by Iris Marion Young; shed light on the previously neglected implications of an evolutionarily induced bounded morality for ConSR, and identify potential obstacles to socially responsible consumption, particularly against the backdrop of shared social responsibility and bounded morality. In this latter respect, the paper focuses specifically on the obstacles of low moral intensity, moral stupefaction, informational complexity, and the lack of perceived consumer effectiveness. In sum, the paper advances knowledge in the field of ConSR by using a transdisciplinary, literature-based approach. (shrink)

This contribution deals with the issue of the professional autonomy ofthe medical doctor. Worldwide, the physician's autonomy is guaranteedand limited, first of all, by Codes of Medical Ethics. InItaly, the latest version of the national Code of MedicalEthics (Code 1998) was published in 1998 by the Federation ofprovincial Medical Associations (FnomCeO). The Code 1998acknowledges the physician's autonomy regarding the scheduling, thechoice and application of diagnostic and therapeutic means, within theprinciples of professional responsibility. This responsibility has tomake reference to the following (...) fundamental ethical principles:(1) the protection of human life; (2) the protection of thephysical and psychological health of the human being; (3) therelief from pain; (4) the respect for the freedom and the dignityof the human person, without discrimination; (5) an up-to-datescientific qualification (Art. 5). The authors underline that autonomyis an anthropological – and consequently ethical –characteristic of the human person. Different positions on autonomy inbioethics (individualistic, evolutionistic, utilitarian andpersonalistic models) are explained. The relation between theprofessional autonomy of the physician and the autonomy of the patientand of colleagues is discussed. In fact, the medical doctor isobliged: (1) to respect the fundamental rights of the person,first of all his/her life; (2) to ensure the continuity of thecare, even if he can only relieve the patient's suffering; (3) tomaintain, except under certain circumstances, professional secrecy andconfidentiality regarding patients and their medical records. Moreover,the physician cannot deny the patient correct and appropriateinformation. He/she should not perform any diagnostic or therapeuticactivity without the informed consent of the patient and the medicaldoctor must give up medical treatment in case of documented refusal ofthe individual. Furthermore, the medical doctor has the right to raiseconscientious objections if he/she is requested to perform medicalactions that are contrary to his/her conscience or medical opinion,unless this attitude would seriously and immediately harm the patient.Regarding the relationships with colleagues, the physician is obliged tosolidarity, mutual respect, and care of sick colleagues. Finally, theauthors discuss the Italian legislation affecting the physician'sprofessional autonomy: (1) the SSN health care Acts; (2) theso-called Charter for Public Health Care Services; (3) the Acts onprivacy; (4) Good Clinical Practice. The first thesis of this article is that the concept of responsibility takes on an unprecedented meaning in the twentieth century resulting from the emergence of a new dimension of the other: to be responsible comes to mean not just to account for oneself in relation to the other, but also to take the other into account, to take care of the other—what I call responsibility towards (the other). The main reason for this change consists in the emergence of global (...) risks and the necessity, as underlined by Hans Jonas, to be responsible for the destiny of the world and future generations. The problem, as explored in the article’s second thesis, is that this implies the existence of a subject who is capable of responsibility. Jonas’s insights on this point are insufficient, since he only recognizes duty as the fundament for his ethics of responsibility and thus neglects the problem of motivation. This is a particularly crucial problem today as we are witnessing the presence of a pathological subject, characterized by a split in his faculties (between doing and imagining, knowing and feeling). To underline this fact, this article makes use of Günther Anders’s reflections, which provide a psycho-anthropological analysis of the subject, showing his pathologies and the necessity, from a moral perspective, to overcome his scission. Finally, this author suggests, as the article’s third thesis, that this overcoming is the necessary fundament for the perception of risk, which in turn reinstates the subject’s perception of his own vulnerability. Responsibility thus finds a motivation, which is neither altruistic nor duty-centred, in the awareness of our own vulnerability and the bond with the destiny of humankind as a whole. (shrink)

Recent criticisms of traditional understandings of risk, responsibility and the division of labour between science and politics build on the idea of the co-produced character of the natural and social orders, making a case for less ambitious and more inclusive policy processes, where questions of values and goals may be addressed together with questions of facts and means, causal liabilities and principled responsibilities. Within the neo-liberal political economy, however, the contingency of the world is depicted as a source of unprecedented (...) opportunities for human craftsmanship, rather than of possibly unmanageable surprises. Gene technologies offer a vantage point for reflecting on the consequences of the drift from discovery to invention as a master frame in the appraisal of human intermingling with the world. Biotech patenting regulations carve out a sovereign agency which, by crafting nature, also crafts the distinction between the manufactured and non-manufactured world. Difficulties in ascribing responsibility stem as a consequence. It is likely that politics and economy can be democratized and responsibilities rearranged not by ‘democratizing’ knowledge production, but rather the reverse. (shrink)

Nanoparticles have multifaceted advantages in drug administration as vaccine delivery and hence hold promises for improving protection of farmed fish against diseases caused by pathogens. However, there are concerns that the benefits associated with distribution of nanoparticles may also be accompanied with risks to the environment and health. The complexity of the natural and social systems involved implies that the information acquired in quantified risk assessments may be inadequate for evidence-based decisions. One controversial strategy for dealing with this kind of (...) uncertainty is the precautionary principle. A few years ago, an UNESCO expert group suggested a new approach for implementation of the principle. Here we compare the UNESCO principle with earlier versions and explore the advantages and disadvantages by employing the UNESCO version to the use of PLGA nanoparticles for delivery of vaccines in aquaculture. Finally, we discuss whether a combined scientific and ethical analysis that involves the concept of responsibility will enable approaches that can provide a supplement to the precautionary principle as basis for decision-making in areas of scientific uncertainty, such as the application of nanoparticles in the vaccination of farmed fish. Following the example of the many organizations in the United States which have a code of ethics, an increasing interest on the part of companies, trade organizations, (semi-)governmental organizations and professions in the Netherlands to develop codes of ethics can be witnessed. We have been able to escort a variety of organizations in this process. The process that organizations must go through in order to attain a code involves a variety of difficult decisions. In this article we will, based on (...) our experiences, describe twelve dilemmas which will have to be solved during the development of such a code. When one or more of these dilemmas is ignored or an ungrounded choice is made, the effectiveness of the code will be negatively affected. Furthermore, the twelve dilemmas could be used as twelve dimensions to exemplify organizational codes of ethics. In this article we will also discuss a method to organize ethics within the organization. This will serve as a guide as to how, with respect to the dilemmas described, adequate considerations can be made. The article will be concluded with a description of our experiences at the Dutch Schiphol Airport. This case demonstrates how the aforementioned reasoning can be applied in practice. (shrink)

This article summarizes some of the results of the BIOMED II project “Basic Ethical Principles in European Bioethics and Biolaw” connected to a research project of the Danish Research Councils “Bioethics and Law”. The BIOMED project was based on cooperation between 22 partners in most EU countries. The aim of the project was to identify the ethical principles of respect for autonomy, dignity, integrity and vulnerability as four important ideas or values for a European bioethics and biolaw. The research concluded (...) that the basic ethical principles cannot be understood as universal everlasting ideas or transcendental truths but they rather function reflective guidelines and important values in European culture. The method of the research was conceptual, philosophical analysis of the cultural background of the four values or normative ideas that people use and find important in their existence. Moreover, this was combined with analysis of empirical legal material and policy documents. Also, a number of qualitative interviews with relevant experts were carried out. Another important result of the BIOMED project was the partner's Policy Proposals to the European Commission, the Barcelona Declaration, unique as a philosophical and political agreement between experts in bioethics and biolaw from many different countries. ZusammenfassungDer vorliegende Beitrag untersucht, wie angesichts eines Interessenpluralismus ethische Diskurse über innovative und hochriskante Forschungsvorhaben angemessen geführt werden können. Dazu rekonstruieren wir erstens den Begriff des Stakeholders im Kontext seiner Entstehung in der Unternehmensethik und Anwendung in der Medizinethik und legen dessen implizite normative Prämissen frei. Wir entwickeln zweitens eine Klassifizierung von Stakeholdern und illustrieren diese am Beispiel der klinischen Forschung. Besonderes Augenmerk wird dabei auf das Kriterium der Betroffenheit gelegt. Drittens werden für unterschiedliche Formen der Betroffenheit von Stakeholdern angemessene (...) Beteiligungsverfahren vorgestellt, die von Information bis Empowerment reichen können. Wir zeigen, warum es für ethische Diskurse in der Medizin- und Bioethik wichtig ist, Betroffenheit und Beteiligungsverfahren auf transparente und nachvollziehbare Weise in ein reflektiertes Verhältnis zu setzen und wie das praktisch zu bewerkstelligen ist. ZusammenfassungDer vorliegende Beitrag erläutert anhand ausgewählter Beispiele das Potential von Dystopien für die Bioethik. Hierfür werden bestehende Ansätze narrativer Ethik kritisch rekonstruiert und erweitert. Mittels eines Theorieangebots aus der Literaturwissenschaft wird vorgeschlagen, moralische Überzeugungen, die Dystopien motivieren, in kohärentistische Reflexions- und Begründungsverfahren einzubeziehen. Weiterhin wird systematisch herausgearbeitet, welches Potential Dystopien durch sozio-kulturell dichte Szenarien, einen zeitgeschichtlichen Kontext und durch eine Sensibilisierung für die moralische Relevanz der Sprache für die bioethische Forschung bieten. Die dargestellten methodologischen Überlegungen bieten zum einen praktische Bezugspunkte (...) für didaktische Ansätze und zum anderen für die öffentliche Deliberation. Die Analyse zeigt jedoch auch, dass Dystopien jenseits einer Illustration oder Warnung eigene moralische Positionen zur Diskussion stellen. (shrink)

In the wake of the emergence and rapid development of nanoethics there swiftly followed fundamental criticism: nanoethics was said to have become much too involved with speculative developments and was concerning itself too little with actually pending questions of nanotechnology design and applications. If this diagnosis is true, then large parts of nanoethics are misguided. Such fundamental criticism must surely either result in a radical reorientation of nanoethics or be refuted for good reasons. In this paper, I will examine the (...) critics’ central arguments and, building on this scrutiny, formulate an answer to these alternatives. The results lead to conclusions which allow explaining and unfolding the thesis of this paper that instead of speculative nanoethics we should better speak of and develop explorative philosophy of nanotechnology. Inspired by the success of synthesising organic substances by Friedrich Wöhler in 1828, the vision of creating life in the laboratory synthetically has become increasingly accessible for today’s synthetic biology and synthetic genomics, respectively. The engineering of biology – a contemporary version of the liaison of technology and organic form – creates cellular machines, biobricks, biomolecular ‘borgs’, and entire synthetic genomes of artificial organisms. Besides major ethical concerns, the shift in scientific epistemology is of interest. Unlike classical analytical science, synthetic (...) science understands by a process of generation, through which myriads of new things are created, dramatically changing the living environment. A course in professional ethics for civil engineers was taught for the first time in Spain during the academic year 2007/08. In this paper a survey on the satisfaction and expectation of the course is presented. Surprisingly the students sought moral and ethical principles for their own ordinary lives as well as for their profession. Students were concerned about the law, but in their actions they were more concerned with their conscience, aware that it can be separate from the law.

In this paper we offer an overall account of the complex and multilayered Italian reception of Hans Jonas’ philosophy, with an eye to its specific features compared to what happened elsewhere. After an introductory foreword the paper is structured in four sections and a brief conclusion, each of which deals with a peculiar aspect of Jonas’ thought: ethics and bioethics, philosophical biology and ontology of life, gnostic and religious studies, studies in the history of philosophy.
