The article attempts to trace the evolution of the concept of civil society. Drawing from the work of political philosophers from the classical period, the period of renaissance, scientific revolution, the period of Enlightenment in the 18th century, and ideologies from the Marxist and Gramscian discourses, the article demonstrates the shifts in the meaning and implications of the concept, its relations to public spaces, accountability, governance, normative ideals of state and the relationship between the state and its (...) citizens. The article concludes its historical progression with the New Social Movements, wherein the civil society became synonymous with strategic action to construct 'an alternative social and world order’, a site for problem solving. Other contenders who put forth a renewed interest in the resurgence of civil society were the New Left, who assigned civil society a role to defend people’s democratic will in the face of state power, and the neoliberals who considered civil society as a site for subversion from authoritarian regimes. The article finally concludes with a call for urgent attention towards reclaiming the authority of the civil society in education scenario. (shrink)

In his book, Simon Franklin investigates various writings attested in Rus. This, however, does not automatically mean “Russian writings.” As the author himself states in the first sentence of his work, “This book is about the origins and early uses of writings in a particular society (Rus), but it may also serve as a case-study for those with a broader interest either in medieval uses of writing or—still more broadly—in the cultural history of information technology” (p. 1).

The article discusses the development of modern society. In the author’s opinion, the prediction of society development is not possible due to the spontaneity of social processes. The contemporary social development is characterized by transition values: strategic instability, permanent crisis, decay of morality, degradation of the ecological environment, increase of international terrorism, danger of nuclear war, etc. Each epoch, including an epoch of uncertainty, gives rise to its own mechanisms for regulating world development, which are based on the (...) historical memory of mankind, on the acknowledgment of the value of peaceful coexistence and the acceptance of human life as the highest value. Preventing war is the main value of world development. The crucial decisions of country’s further development are dictated by the security of the state. The author demonstrates that in our time the ideal of progress evolves from the concept of accelerated innovation changes into the ideal of sustainable development, which presumes the formation of new values as a condition for the transition to new strategies of civilizational development. The current system of economic growth has its own value foundation – a consumer society. The preservation of a consumer society or the transition to alternative development scenarios largely depend on the achievements of the social sciences and humanities. The future will come without our will, but are we ready to accept this alien and unpredictable future? That is why we cannot passively await the future. The future will not arise by itself, the future will be what we make it. (shrink)

Explanation of inversions in Russian history causes major conceptual problems. The traditionally used conceptual apparatus and its theoretical schemes does not seem to really “grasp” this reality, at best, it only describes the Russian reality to some extent. It simply fails to capture the nature and mechanisms that lie in the specifics of Russian society and its dynamics. Hence, there are widespread conclusions about “pathology,” historical “rut,” constant matrix, and endless reproduction of the “predetermined” characteristics of (...) social life in Russia. However, expanding the conceptual apparatus with a constructive approach, combined with a specific historical approach, makes it possible to single out more than one agent of modernization processes (political elite, merged with state authorities), but at least two - authority and society taken discreetly. From this point of view, the inverse nature of Russian modernization has two causes. One of these is social, associated with the peculiarities of Russian society, where underdeveloped social forces are dominated by the imperious will. The second cause is related to modernization attempts based on external historical experience. However, due to the former cause, these attempts turn out to be premature and ill-conceived, giving rise to new conflicts and deformations in society. Both causes are complementary and intertwined. At the same time, there are general civilizational processes, such as urbanization and formation of a mass society, modernization processes in Russian society, including the formation of national identity. This creates prerequisites for a qualitative change in the development of society. If the main factors of inversion “from top down” are hasty and imitative, then doing things “from bottom up” presupposes slow development of the middle class, which, nevertheless, creates conditions for real mediation. This article deals with civil society organizations active in the field of family policy and demographic issues in contemporary Russia. This article uses Michel Foucault’s concepts of biopolitics and governmentality and later developments discussing technologies of citizenship. More specifically, using interviews, documents, and participant observations, so-called “daddy-schools” that have emerged in and around Saint Petersburg since 2008, are studied as a mode of governmentality. The analysis shows how the civic initiative studied attempted to empower fathers and how it has (...) altered demographic discourses while approaching similar societal goals as the state does in its biopolitical strategies. Thus, the daddy-schools provide a complementary discourse concerning fatherhood while approaching the same perceived demographic crisis that the Russian state is challenged by. (shrink)

Philologus, founded in 1846, is one of the oldest and most respected periodicals in the field of Classics. It publishes articles on Greek and Latin literature, historiography, philosophy, history of religion, linguistics, reception, and the history of scholarship. The journal aims to contribute to our understanding of Greco-Roman culture and its lasting influence on European civilization. The journal Philologus, conceived as a forum for discussion among different methodological approaches to the study of ancient texts and their reception, publishes original scholarly (...) contributions with a strong international focus. Introduction. The article is focused on analyzing the utopian direction of Russian cosmism and its influence on the Soviet cosmonautics and the development of society in the USSR. This philosophical theory was created in the period that made it possible to incorporate the applied aspects of utopia into scientific and technological progress and thereby embody a number of steps towards the outer space exploration. The authors have developed criteria and parameters for assessing the utopian component of the (...) class='Hi'>Russian cosmism theories, which made it possible to bring this construct to a higher level of abstraction and thereby create a working model for conducting such studies in the context of other utopias of models. The purpose of the article is to show the influence of the Russian cosmism utopia on the cosmonautics development in the USSR, develop empirical criteria for evaluating the phenomenon. Achieving the goal required solving the following tasks: 1) considering and analyzing the subject matter of the cosmism utopia; 2) developing parameters for assessing the impact of utopia on the development of the social system; 3) applying the developed parameters to assess the impact of utopian ideas on the development of the Soviet cosmonautics system. Methods. Developing the theoretical model for assessing social utopias, as well as considering and analyzing the cosmism utopia, required the use of structural-functional and systems analysis. The research was conducted within the framework of a synergistic paradigm. Scientific novelty of the research. The article conceptualizes the concept of utopia. It is shown that most of the definitions of utopia as a socio-political ideal focus on the limitations of its existence: utopia cannot be embodied, often has an unscientific character, does not correlate with the real state of the system, i.e. definitions of utopia are often reduced to the negative format. The authors believe that the influence of utopia on society, as a rule, is positive. It is noted that, along with limitations, utopianism has certain unique essential features that qualitatively affect the social projects implementation. Utopia in the systemic understanding acts as a complex of ideas influencing the development of the system, being both internal (since it is created artificially and consciously by the very elements of the system) and an external factor of influence. Unlike Plato’s eidos, the projection of which is reality, utopia is created inductively, but after its creation it again “descends” to the level of reality, since it begins to influence the social model in which it was created. Results. The article discusses the prognostic and modeling functions of the social utopias of Russian cosmists. It has been proved that one of the essential functions of the Russian cosmism utopias is the formation of an ideal type, towards which, in a historical perspective, the real social system begins to strive. It is convincingly demonstrated that utopia acts as a cognitive support and inevitably forms the canvas along which society begins to move, defining the utopian model as an attractor, although such a goal is not always formulated when creating a utopia. This relationship makes it possible to assess the degree of influence of utopian ideas on the formation of reality in each specific case, which, in turn, provides an opportunity to answer the question of how and to what extent the utopian ideal type participates in determining the characteristics and parameters of a real social system. Conclusions. It was found that the social utopia of cosmists as a cognitive concept is an important effective factor influencing the development of the space industry in the USSR. The parameters adopted in the study allow us to describe the measure of its influence as both an internal and an external factor on the development of the society in which it is implemented. The validity of perceiving the utopia of cosmists as a construct with a certain life cycle, the main part of which is the period of functioning, is stated. During this time period, utopian theory can have a significant impact on the actual development of society from various angles. (shrink)

The analysis of historical literature allows to consider profoundly the development of national culture and science of the 18th-first half of the 20th centuries and the formation and change of different historical concepts. With the analysis of historical periods that are highlighted in the research, general trends in the changing of paradigms about Russian historical development were concluded, which were translated to mass historical consciousness from the beginning of the 18th century up to 1917. The periods were closely connected (...) with the specific political, historical and economic changes in Russian Empire and with the dominance of certain textbooks during this time. The books were selected because of a number of factors: their inclusion to the school curriculum, the number of publications, the equal number of textbooks devoted to different historical periods. For the analysis were used 19 textbooks, schoolbooks for different courses of secondary schools and primary schools. All the sources of educational literature were grouped into two concepts - officially-state and the liberal. Each publication was highlighted the dominant concept as a base for the whole textbook. There is also a characteristic of the concepts that are presented chronologically. The analysis represents school history books as an important source for the formation of state policy in the representing of Russian history, and, that is more important, for creation of the concept of the state of Russian history. The autocratic rule of both tsar and church in imperial Russia gave rise not only to a revolutionary movement in the nineteenth century but also to a crisis of meaning among members of the intelligentsia. Personal faith became the subject of intense scrutiny as individuals debated the existence of God and the immortality of the soul, debates reflected in the best-known novels of the day. Friendships were formed and broken in exchanges over the status of the eternal. The salvation of (...) the entire country, not just of each individual, seemed to depend on the answers to questions about belief. Victoria Frede looks at how and why atheism took on such importance among several generations of Russian intellectuals from the 1820s to the 1860s, drawing on meticulous and extensive research of both published and archival documents, including letters, poetry, philosophical tracts, police files, fiction, and literary criticism. She argues that young Russians were less concerned about theology and the Bible than they were about the moral, political, and social status of the individual person. They sought to maintain their integrity against the pressures exerted by an autocratic state and rigidly hierarchical society. As individuals sought to shape their own destinies and searched for truths that would give meaning to their lives, they came to question the legitimacy both of the tsar and of Russia’s highest authority, God. The article deals with philosophical concepts of collective guilt and collective responsibility in the context of the Russian–Ukrainian conflict. Based on several ideas formulated by Kierkegaard, Hegel, and Arendt, it analyzes the phenomena of abstract collective unity and concrete action. The author concludes that contemporary Russian society needs to abandon the manifestations of the work of the “abstract”, i.e., production of feeling both of national collective pride and collective guilt. Instead, it might be useful to take the (...) path of the “singularity” as an alternative path of resistance to both politics and political apathy. (shrink)

This article deals with the relations in the triangle state–society–business in modern Russia. It is shown against Russian historical background, that the absolutist state in this country could never be identified with the society and these relations were shaped under its strong domination. The ethics of rule-following characteristic for market economy in general did not develop in Russia. The breakdown of communist Russia and market reforms proceeding since 1992 did not change this situation significantly. The (...) period of political alliance between big business and government was followed by restoration of state dominance in somewhat modified forms. Both periods were characterized by corruption, which contrary to Putin’s slogans, increases in Russia. In the article I show the evolution of Putin administration’s policy which changed from emphasizing and improving legal institutions to selective use of legal norms depending on personal loyalty. Main forms of state exploitation of Russian business are described. The conclusion is that Russian experience of balancing state and market should be called negative. (shrink)

The article defines the nature of the Russian war against Ukraine in the context of social and state transformations of the 20th — 21st centuries. It is emphasized that this is a war of different worlds, mentalities, worldviews, ways of life, values, etc., which has been going on for many centuries in various forms (direct and mediated, open and veiled, hot and cold). The role of the religious-legal factor in the Russian war against Ukraine at various stages (...) of Ukrainian state formation (periods of the Ukrainian People’s Republic, Soviet, modern) is revealed. It is emphasized that it was during the time of the Ukrainian People’s Republic that the legal basis for the organization of the Ukrainian Local Orthodox Church, confessional differentiation and the establishment of freedom of conscience and interconfessional tolerance in Ukrainian society was created. Emphasized attention is paid to the fact that in the Soviet period, the Russian war against Ukraine continued in a new, veiled, hidden, invisible (at first glance) form with the active use of the religious factor. The results of this period have been determined, namely: rampant militant/ scientific atheism, radical extermination, Russification of Ukrainian Orthodoxy, liquidation of the Ukrainian Autocephalous Orthodox Church and the Ukrainian Greek Catholic Church, etc. Special attention is paid to the Soviet secular/political religion (Marxism-Leninism) as a key basis for the implementation of an aggressive policy regarding the historical memory and cultural identity of the Ukrainian people and a manipulative tool for the destruction of Ukrainian history, culture, worldview, nation, state and law in the information, hybrid, total, full-scale and other Russia’s wars against Ukraine. The article substantiates that improved legislation with an effective legal mechanism for its implementation, a strong civil society with developed institutions, including the institution of religion (church), adequate guarantees of religious rights and freedoms are important factors in ensuring state, national, religious security and victory of Ukraine (at the current stage) in the war waged against it by the Russian Federation. Various approaches to civil society research are considered. Two key problems caused by impact of post-modernism are discussed, that are: crises of identification with the society and problems of personal identity. A particular personality crisis that is specific for contemporary Russia is noticed. The crisis is caused by the combination of two factors. They are: social abandonment, atomization and loneliness and total relativism produced by expansion of post-modernism. The second factor influences the Western citizenship as well. That’s why (...) “re-emergence” of civil society is discussed in the Western world, though civil society institute has never died in the Western countries. Personality-oriented civil society is considered to be a prologue for re-emergence of the wholeness that seems to fall apart because of the loss of all universalistic values. The alliance between the heritage of the Russian thinker V. Rozanov and philosophical discourse by M. Foucault is tracked, the latter being a champion of personality-oriented civil society as opposed to “gregarious” politicallystructured one. Rozanov demonstrates his life to us as a process of a personality’s creative work which makes life experience a basis for the creation of universal values. Post-modernism represented by Fucault makes this experience as a basis in the process of the reflexive discourse-analysis this demonstrating his moving away from it. Both authors removed “interdict” from a number of so called "private themes" that had had ambiguous marginalized/sacral status in public discourse. The two thinkers transformed the problem of the “private discourse” into meta-language fit to conceive and describe the essence of the societal life and epoch as a whole. They drew attention to personality-oriented social communications and emergence of new types of societal communities. Both figures are ofa great importance for now-a-days discussions on civil society development in the epoch of a post-modernism. The fact that comparison of their views will contribute to better understanding of the controversies which are inherent in civil society is demonstrated. (shrink)

Using semiotic and historical methods, the article recovers the ancient Russian concept of ‘state’, which appeared and gained a foothold in the Russian social and cultural space in the fourteen and fifteenth centuries. In the authors’ opinions, this content has determined the basic features for understanding the State in modern post-Soviet Russian society to date. Accordingly, it is important to reassemble the main conceptual threads in the ‘state’ concept during the epoch of Ivan (...) the Terrible, the Muscovite Tsar, the epoch when the ‘state’ concept gained a foothold in Russian political culture. To re-establish the content of the ‘state’ concept, a historical description, an etymological and comparative analysis of this concept, as well as content analysis of the first epistle from Tsar Ivan the Terrible to Duke Andrei Kurbsky were employed. As a result, it was possible to recover the aspects of the ‘state’ concept that continue to be reproduced in post-Soviet Russian culture and predetermine certain elements of modern Russia’s political outlook. This concerns the central role of the ‘sovereign ruler’ in the State, the ideal of the ideological unity, the State’s mission of mediation between man and God, the hierarchy of the State and the sacral role of the ruler at the peak of this hierarchy. The use of nationalist discourse in the second Chechen War and the Russian violations of human rights have reconfigured Russian politics along a more nationalist direction. Certainly, this is a setback to Russia’s democratic transition process, which has been already complicated by pragmatic politicians seeking to maximize their power and wealth at the expense of masses.In the initial stage of the post-Soviet transition in Russia, the rhetoric of the international community held that Russia needed to be transformed into (...) a law-abiding state with a “civil society.” However, the Chechen campaign undermines both the rule of law and the autonomy of civil society. The style of justification of the Chechen campaign suggests that Russia’s problems in the post-Soviet transition are not diagnosed well by the Russian political elite. By seeking to raise the appeal of nationalism, the Chechen war has further inceased uncertainty over the political orientation of the post-Soviet Russia.However, it would be unfair to blame only on Moscow for all human fights abuses in Chechnya. In fact, radical and terrorist groups in Chechnya destabilized the region to the extent that Moscow found it both necessary and easier to resort to military force. In fact, at the root of the problems in Chechnya, one could identify the difficulty of the Chechens in developing a social, cultural and political foundation for stable political structures, a foundation which could bring together the Chechens around moderate political values, and marginalize radical groups. Unfortunately, it seems that innocent civilians, regardless of their ethnic origins, will suffer from human rights abuses until such political institutions develop. (shrink)

The article examines the position of Russians in Estonia and their relation with ethnic Estonians. The author analyzes models of the society integration introduced by Tallinn after 1991. The results raise questions regarding language education in Estonia, the proficiency level of Estonian is getting widely known by Russians, but on the other hand, there is still a significant part of the population that cannot communicate in Estonian. Those who have a good command of Estonian tend to be better integrated (...) and to coexist with both Estonians and Russians. Russians living in Estonia are supposed to be equally involved in social and political life of the state. The potential of all residents has to be effectively and considerably used, especially when the number of population is decreasing. The position of Russians in Estonia is a major domestic and bilateral issue in the relations with the Russian Federation. (shrink)

This book offers a unique analysis of the tension between the individual and society in educational contexts, and the role that citizenship and democratic education can play. It approaches the question from two different perspectives - the institutional and the interactional - and argues that any solution must answer the tension from both or it will necessarily fail. The answer is found through a political methodology that places education at the centre and concludes that a balance can be found (...) if we embrace the federated disestablishment of education and state and internally democratic schooling that aims to realise the emancipation of the political child. The book situates itself in the tradition of political philosophy that is education focused, identifying an unresolved tension between the individual and society in the works of Rousseau, Dewey, and Freire. It discusses the concept of authority as a primary issue persisting in this tension. It does so by exploring both interactional and institutional responses based on the idea of the free individual and cooperative associations. The author advocates an education system that creates the necessary space for the cultivation of the free individual and is run by the principles of internally democratic schooling. With a strong focus on citizenship and the role of education in the development of social-justice oriented citizens, this book will be of great interest to researchers, academics, and postgraduate students in the fields of philosophy of education, political philosophy, educational theory, and citizenship education. The structure of Russian science of the XIX century was dominated by state forms of its organization. At the same time, there were also a few private (non-governmental) forms of research communities. One of the little-studied phenomena of scientific privacy is the so-called “kruzhok” (a little circle in Russian). The article examines the history of the formation and activity of one of such “kruzhoks”, formed in the 1880s–1890s around Grand Duke Nikolai Mikhailovich, who was seriously engaged in (...) research in the field of lepidopterology (the branch of entomology studying butterflies, Lepidoptera). The role and significance of this “kruzhok” for the development of descriptive entomology in the situation of its weak institutionalization in Russia at the end of the XIX century are briefly considered, the course of scientific research of the Grand Duke and his entourage and the reasons for the termination of their activity are discussed. The history of this informal association is interpreted by us as a manifestation of the purposeful life-making of the Grand Duke, who thus tried to professionalize his hobby and enter the scientific community of entomologists on an equal footing, without breaking with his social environment and without going beyond the behavioral norms established by society for persons of his status. It is shown that the Nikolai Mikhailovich’s “kruzhok” became not only an instrument of his life-making, but also an influential center of Russian lepidopterology, the development of which was thereby given a powerful impetus. Violence is natural, and goodness and altruism are artificial; one must make a great effort to be good. To be good is an art. There are no laws that make us love (...) one another. But there are laws according to which we must fear or hate, or try to subjugate others. These are the laws of nature. (shrink)

This review analyzes the book Rental Society: In the Shadow of Labor, Capital, and Democracy. The book’s authors consider factors and conditions for the transition from a social state and a society of mass labor to a rental type of society. The main reasons for this transformation are the depletion of resources on a global scale and the replacement of humans by machines, which entails the growth of social groups living off various forms of rent (benefits, (...) unconditional basic income, additional payments, etc.). Meanwhile, fewer and fewer people are involved in the production of wealth. Under these conditions, the only active political subject becomes a non-democratic and non-egalitarian state, which distributes rents to various social groups. Simultaneously with the transformation of economic, political, and social structures, the content of moral consciousness also changes during the transition from a labor society to a rent society. There is a transition from labor morality to rent-parasitic morality, which, in view of the objective conditions for the existence of the rent majority, is internalized and gradually becomes a new moral norm. Two possible scenarios for the further development of the rental society are discussed. The positive scenario is a formation of a new type of economy due to the development of science, personality, new socialization forms. Negative scenario is associated with the deepening and globalization of rent processes, leading to “neoliberal feudalism,” to a society without mass labor and economic growth but with a hierarchy of class-rent groups, between which the state distributes rents and privileges using non-economic methods. In addition, the article shows significant shortcomings of the reviewed research: inconsistent understanding of the concept of rent, overly broad understanding of the subjects of rental processes, unjustified extrapolation of rent relations to the whole history of mankind (so called rent presentism). Today, the doctrine of the Living Ethics and its media institution - the Roerich movement - is relatively little studied by academic religious studies. Such a situation is characteristic of both foreign and domestic religious studies. Meanwhile, the Roerich movement and its doctrine, which was actively promoted in the broad masses two decades ago, remains the subject of international religious life. The cells of this movement are also available in Ukraine. The specificity of their present state is that they (...) have significant connections with the post-Soviet Rheerich movement and thus take part in the processes characteristic of this movement. However, both general and individual processes that are developing in the Roerich movement in general, are now out of scientific coverage of their contemporary academic religious studies. (shrink)

This essay addresses one of the most concerning features of Russian thought: its claim to exceptionality. The author contends that the notion of Russian distinctiveness and exceptionality has reverberated consistently throughout Russian intellectual discussions. In contemporary Russia, these debates have heightened, often taking on a distinctly political character. The essay highlights the perilous consequences of believing in the exclusivity and superiority of one national tradition over others. Not only does this belief lead to national isolationism, negatively impacting (...) the country’s intellectual culture and diminishing its vibrancy and creativity, but it also erodes the foundation for a critical attitude and self-reflection, essential aspects of philosophical inquiry. Russia needs an open philosophy that is seamlessly integrated into the global philosophical process and actively engages in constructive dialogue with other philosophical cultures. The article discusses the relationship of the axiological foundations of modern bioethics with casual and even incidental effects of the activity of scholars in the late Middle Ages and the Renaissance. The author examine the ability of humanists to influence the formation of values system as well as the possibility of instrumentalizing these values in social practices. The study determines the entire causal complex that led to the formation of a special tradition of non-religious substantiation of values associated with the (...) teaching and study of ancient languages in the context of the functioning of political and legal institutions and cultural and historical traditions of European states. The author considers the origins and meaning of humanism and the gradual change of its content as well as the transformation of humanistic experience into a tool of constructing ideals and values and an element of social technology. A special place is given to the analysis of attempts to form meta-ethics and bioethics within the framework of the value system of post-Soviet Russian society and the role of humanistic ideas in this process. On the example of the development of modern European philosophical thought, the controversial and problematic nature of various interpretations of humanism is shown, and the thesis of the historical conditionality of the ideals of humanism and its connection with some certain paradigms of metaphysic is confirmed. The central theme of the article is the problem of the relationship between the historical and conceptual, conditional and unconditional, contextual and universal in the heritage of the late medieval humanism. Technologization paths and contexts for the interpretation of humanistic ideas in modern Russia are outlined. The paper determines the ways of harmonization of humanitarian values and the system of their social and legal legitimation. On the example of the educational policy of higher education in recent decades, achievements and failures in the process of forming a new value system are analyzed. This value system could be used as a basis for legislative practice and state policy that would allow determining the basis of modern bioethics, which is of great importance for the development of Russian society and further improvement of the moral and legal foundations of its existence. Society has historically not taken a benign view of genetic disease. The laws permitting sterilization of the mentally re tarded~ and those proscribing consanguineous marriages are but two examples. Indeed as far back as the 5th-10th centuries, B.C.E., consanguineous unions were outlawed (Leviticus XVIII, 6). Case law has traditionally tended toward the conservative. It is reactive rather than directive, exerting its influence only after an individual or group has sustained injury and brought suit. In contrast, state legislatures have (...) not been inhibited in enacting statutes. Many of their products can be characterized as hasty, unnecessary, ill-conceived, and based on the heart rather than the head. Moreover the lack of expert consultation sought has also been remarkable. One state legislature, for example, has advocated immunization for sickle cell anemia! Many others have enacted laws for the screening of inborn errors of metabolism, e.g., phenylketon uria, but have poorly defined the lines of responsibility to secure compliance. A spate of specific disease-related bills has emerged in the u.S. Congress, each seeking recognition and appropriations. Sickle cell anemia, hemophilia, Cooley's anemia and Tay-Sachs disease have been among the front-runners for support. Finally, in 1975, Congress has begun to examine an omnibus bill concerning all forms of genetic disease. The bill, termed the National Genetic Diseases Act is, however, still far from being enacted. The defeat of russia on the battlefield must be accompanied by the delegitimization of the “russian world”, that is, the loss of attractiveness for the russians themselves of the concept of the supremacy of everything Russian over everything non-russian. Cultivating russia’s greatness as a key task of “russian world” is one of the main reasons for the current Russian armed aggression against Ukraine, but also for Russia’s aggressive foreign policy in the world in general. The (...) purpose of this article is to clarify the main features of the delegitimization of the “russian world” in the regime of social education. To do this, the definition of “russian world” as a special symbolic system, which the modern russian political regime is trying to adjust from the standpoint of aggressive russian geopolitical subjectivity, has been previously clarified. This leads to the performative selfdenial of the “russian world”, which can be traced at the level of the accumulation of symbolic capital, the establishment of political elites (the authorities and the opposition), as well as at the level of the development of civil society. Social learning involves the search at the level of civil society for new forms of communicative self-organization at various levels of collective formation. A way out for such performative self-denial is possible only through the ways of social learning, the search for a change in one’s own identity, and not through attempts at autistic self-affirmation characteristic of the modern russian political regime, as well as the destruction of all political and cultural alternatives to the stateapproved canon. Social education is a way of soft and non-violent delegitimization of the “russian world”, in contrast to rebellion and revolutions, which in russia traditionally only lead to the emergence of even more brutal forms of state dictatorship. The monologic nature of the russian political space provokes the reation of new forms of social consensus outside the russian political system – in the sphere of culture, counterculture, and subcultures. The review reveals the basic conceptions elaborated by one of the major Russian modern sociologists Zh.T. Toshchenko in his new research. The reviewer argues that the book’s author thoroughly examines the various methodological grounds for identifying the essential characteristics of social dynamics. At the same time, the reviewer focuses on the further development of the theory of modern society, proposed by the book’s author. Thus, Zh.T. Toshchenko, who spent many years researching social deformations, formulates an important concept – (...) the concept of a society of trauma as the third modality of social development along with evolution and revolution. The book offers a fundamentally new view of social life, there is a holistic, systematic approach to all its processes and phenomena. The article discusses the meanings of life and value priorities of the post- Soviet society. The author argues that, at present, there are symptoms of a global ideological crisis in the world, that the West does not have its own vision of where and how to move on and has no understanding of the future. Unfortunately, most of the post-Soviet countries do not have such vision as well. In these conditions, there are mistrust, confusion, paradoxical manifestation of human consciousness. (...) The main meanings that determine our life-world are: the desire of citizens for social justice and social security, the desire to figure out and understand the basic values of modern society, how honestly and equally the authorities act toward their fellow citizens, and to what extent they reflect their interests. The meanings of life, which are the answers to the challenges of the time, are embodied in the cultural code of each nation, state. The growth points of new values, which will become the basis for the future sustainable development of a new civilization, have yet to be discovered in the systemic transformative changes of the culture. In this process, the emergence of a new system of values that governs human life is inevitable. However, modern technology brings new troubles to humans. It has provided wide opportunities for informational violence and public consciousness manipulation. Nowadays, the scenario that is implemented in Western consumer societies claims to be the dominant scenario. Meanwhile, today there is no country in the world that is a role model, there is no ideal that others would like to borrow. Most post-Soviet states failed to advance their societies to more decent levels of economic development, to meet the challenges of the modern information age, and to provide the population with new high living standards. Therefore, in conditions of growing confrontation, we should realistically understand the world and be ready to implement changes that will ensure sustainable development of the state and society without losing our national identity. Ethics boards have become obligatory passage points in today's medical science, and we forget how novel they really are. The use of humans in experiments is an age-old practice that records show goes back to at least the third century BC and, since the early modern period, as a practice it has become increasingly popular. Yet, in most countries around the world, hardly any formal checks and balances existed to govern the communal oversight of experiments involving human subjects until at (...) least the 1960s. Ethics by Committee traces the rise of ethics boards for human experimentation in the second half of the twentieth century. Using the Netherlands as a case-study, Noortje Jacobs shows how the authority of physicians to make decisions about clinical research gave way in most developed nations to formal mechanisms of communal decision-making that served to regiment the behavior of individual researchers. This historically unprecedented change in scientific governance came out of a growing international wariness of medical research in the decades after World War II. Research ethics committees were originally intended not only to make human experimentation more ethical but also to raise its epistemic quality. By examining complex negotiations over the appropriate governance of human subjects research, Ethics by Committee advances our understanding not only of the history of research ethics and the randomized controlled trial but also, more broadly, of how liberal democracies in the late twentieth century have sought to resolve public concerns over charged issues in medicine and science. The article analyzes the features of three main models of the welfare state: German, Northern European, and Anglo-Saxon. The author turns to the analysis of these models, first, because the problem of the welfare state in the world is again coming to the fore, and secondly, because social development in the most developed countries, in the author’s opinion, in the future will be largely determined by the values and behavioral models that are embedded in the three main versions (...) of the social state in Europe. From the author’s point of view, the key features of the European social model, which combines these three versions, are respect for rights and human dignity, the ideas of equality and solidarity, the ideas of social and political compromise, and the choice of an evolutionary path of development. According to the author, these features are the main difference between the European model and what characterizes the political culture of Russia with its maximalism and tendency to extremes. The author believes that the social experience of Europe is something that needs to be addressed today in Russian conditions and that can be extremely valuable for us. At the same time, as shown in the article, the welfare state in Europe has important country features. The German model is characterized by an emphasis on maintaining the socio-economic status of the individual – this is a conservative model. The Northern European model is based on the principles of universal equality and universalism – it is a social-democratic model. And the Anglo-Saxon model, based on the low role of the state, on the great importance of civil society, is a liberal model. Nevertheless, despite significant differences, as shown in the article, all these models are characterized by the desire to implement compromise principles, to find a “Golden mean,” which makes them highly effective. The article reviews the concepts of the multi-author book Society. National Strategy. War: Political and Strategic Lessons of the First World War. This collective research is notable for rich original scientific apparatus and methodological proficiency. Thus, the analysis of participating countries is conducted according to a single template, which includes: the state of pre-war society in all participating countries ; goals of engaging in war and expectations of the powerful and financial elites for the war ; assessment (...) of how did different strata of society find the war; the evolution of the morale of the people during the war; problems that arose during the war ; the evolution of women’s position in society during the war, the development of a broad segment of women-workers, the extension of emancipation as one of the positive results of the war; the outcome of the war for the country. Special attention is drawn to the pacifist nature of the ideology of the reviewed research, demonstration of deprivation and suffering of people in all countries. The book’s authors identify the main causes of the First World War: ambitions and inefficiency of the world’s elites, the lack of a coherent strategy. As the result, the USA, thanks to their strategy, received the maximum dividends with minimal participation. At the same time, it is noted that the context of research on the nature of war should be expanded to take into account the general competition of countries and civilizations. The authors comprehensively analyze the informational and propaganda activities of the participating countries and conclude that England’s activities in this field were the most effective. Based on the methodology of this collective research, the nature of a future world war, its potential participants and their goals can be considered. (shrink)

The aim of the paper is to reconstruct the theoretical background and practical meaning of the so called war writings which emerged within the phenomenological movement during the First World War. The author exemplifies it by researching the works of two German representatives of this movement, Max Scheler and Kurt Stavenhagen. He focuses on their application of the phenomenological method to the analysis of Russian national identity, and historical as well as cultural foundations of Russian state. The (...) paper’s main thesis is that the politicization and militarization of phenomenology consisted in both “personalization” and “sociologization” of the phenomenological approach to the problem of the state. While interpreting Scheler’s personalism as an exemplification of the approach to the state as a problem of social ontology, the author reconstructs the theoretical conditions of analyzing the Russian imperial state in terms of the “world.” The focus of the paper is particularly on the phenomenology of, as Scheler put it, Russian collective personality and Russian national consciousness or “soul” as well as on the question of legitimacy of Ukrainian resistance against Russian imperialism. A concept of civil society that stresses civil society's role in working with the state to achieve more inclusive, democratic polities provides the context for examining the implications for transnational civil society. In particular, the author examines how this perspective emphasizes the importance of the paradox that civil society cannot be understood independently of a relationship to a state. After explaining the nature of this paradox, the author discusses the various ways this paradox affects (...) the potential for transnational civil society to contribute to more inclusionary democracies that reflect new processes in the social construction of citizenship. This paper is one of four interrelated action papers resulting from the 2008 National Summit on Legal Preparedness for Obesity Prevention and Control. Summit participants engaged in discussions on the current state of the law with respect to obesity, nutrition and food policy, physical activity, and physical education. Participants also identified gaps in the law at all jurisdictional levels and relevant to numerous sectors and disciplines that have a stake in obesity prevention and control.The companion paper, “Assessment of Laws (...) and Legal Authorities for Obesity Prevention and Control,”identified numerous laws and policies enacted to target the three domains of healthy lifestyles, healthy places, and healthy societies. That paper identified several gaps in the law that require attention and action. This paper addresses those gaps and presents applicable laws and legal authorities that public health professionals and lawyers can consider to implement to close the gaps. (shrink)

This article looks at negotiations with state authorities and the evidentiary criteria they create in culturally contrasting contexts when phenomena deal with elements that for the dominant society are conceptualized as “supernatural.” We draw from the level of experiences of other-than-human beings, especially spirits and “ungraspable” presences, as social practices in and of themselves as well as acts of mobilizing those which are meaningful for knowledge production in Indigenous Amazonia and North European contexts. Our two cases show how (...) in state territorial protection debates and health services, visibility, quantification, measurability, Euro-American dominant, mainly binary, and bounded concepts are employed to create the grounds of validity. Yet, for actual individual or collective experiences, new types of evidence work can emerge in collaborations. Thus, this article sheds light on the needs for contextual and communicative actions to overcome contrasting onto-epistemologies in the context of the state. (shrink)

The article presents an analysis of the two-century development of the Russian intelligentsia, traces the transformation of views and ideas due to historical and socio-cultural foundations. The Russian intelligentsia is regarded as a very special phenomenon in the world, whose historical significance and basic idea are determined by the relationship with the state. It is proved that the main driving force of the development of the Russian intelligentsia changed depending on the political and ideological regime. Much (...) attention is paid in the article to the understanding of the phenomenon of the Russian intelligentsia in the present reality, traditional and acquired features in this historical period are considered. Its role in the formation of value orientations of modern society is analyzed. The author suggests that in the post-reform Russia of the XXI century there is no conceptual unity in the awareness of the "Russian intelligentsia". The intelligentsia itself to a greater extent today does not see itself as a recognized and clearly defined social group, its self-consciousness is fragmented and contradictory. The conclusion is made that the ideological form of the Russian intelligentsia was and remains its alienation from the state and hostility to it, brought up on abstract enlightenment schemes supplemented by cosmopolitanism and globalization, the modern intellectual continues to suffer from the lack of a healthy national identity. Today, when time dictates the need to move to a fundamentally new type of civilizational development, where the key question of the values that set the guidelines for this transition arises again, it is the intelligentsia, as a generator of the thought field, as two centuries ago, can play a major role. In this book, the author attempts to explain the nature of human society and to provide a justification of the democratic system, often charged with favoring numerousness over quality. Starting from his previously published conception of the structure and functioning of human mind, Belfiore derives a set of democratic principles that allow to conceive society as the necessary result of the trend of human actions and moral acts toward universalization, and the democratic system (based on majority rule and (...) universal suffrage) as the only one through which actions and moral acts can reach the best possible approach to universality. Since evolution toward universality is regarded as part of mind evolution, which in turn is conceived as the objective good, democratic society is given an objective ontological and moral foundation. Likewise, the author provides new insights and offer novel solutions for many issues concerned with the complex functioning of the democratic society, such as: the nature of political parties, the political positions known as right and left, the duality of the forces that drive political activity (egoism/right/freedom versus morality/duties/equality), the voting system, the justification of majority rule, the role of leaders and elected representatives, voters' preferences, political choices, the unity-distinction of the three powers of the State, and still others. The article analyzes the new conditions and institutions of socio-economic dynamics developing under the influence of COVID-19 and overcoming its consequences. New directions of the macro-management system are actualized by the economic recession that arose under the influence of COVID-19 and the previous depressive rates of economic growth. Social conditions and tensions have predetermined the growth of the state's participation in socio-economic development, the formation of new institutional trends. Transformation of public administration institutions is due to the long-term influence (...) of the characteristics of the information society and the conceptualization of modern sustainable growth in the areas of welfare, poverty reduction, and ecology. In the Russian Federation, a transition is underway to a new form of institutional regulation of socio-economic dynamics based on a system of medium-term strategic planning in the range from the development of key long-term development strategies to the operational management of specific projects. The modern national development goals and their indicators are presented, the existing risks of strategic planning are structured, which require consideration when developing subsequent system solutions. The current principles of the welfare state have been clarified, institutional innovations in the organization of social protection of the population are shown in the context of strategic planning, the interaction of federal and regional authorities in the problem field of social assistance and social insurance of the population.
