Ethical Reporting of Sensitive Topics explores the underlying complexities that journalists may face when covering difficult news stories. Reporting on issues such as suicide, sexual abuse, or migration is a skill that is often glossed over in a journalist’s education. By combining theory and practice, this collection will correct this oversight and give journalists the expertise and understanding to report on these subjects responsibly and ethically. Contributors to this volume are an international group of journalists-turned- academics, who share their first-hand (...) experiences and unique professional insight into best ethical journalistic practice for reporting on sensitive topics. Drawing from a range of case studies, contributors discuss the most appropriate approach to, for example, describing a shooter who has killed a group of schoolchildren or interviewing someone who has lost everything in a natural disaster. Readers are invited to consider factors which have the potential to influence the reporting of these sorts of topics, including bias, sensationalism, conflict of interest, grief, vulnerability, and ignorance of one’s own privilege. This study focuses on a news framing analysis of Latin America and Latin Americans in the Spanish press. For this purpose 1,271 news articles with different Latin American countries or their citizens as main actors were examined. These news stories had been published by the main Spanish newspapers in 1999. The results reveal that attribution of responsibility, human interest, and conflict constitute the prevailing frames used by the Spanish press. Furthermore, significant differences in the considered variables in terms (...) of main country actor were observed. Venezuela and Colombia, in particular, are associated with armed conflicts, natural disasters, crimes, and accidents using human interest and conflict news frames. This leads to a necessary consideration of the consequences this type of news coverage on Latin America may generate, and whether it will reinforce stereotypes or prejudices in the Spanish audience against peoples from these countries, especially those with a high migratory influx to Spain. This article takes two events in the ongoing story of a predicted UK avian flu epidemic—“the dead parrot” (October 2005) and “the dying swan” (April 2006)—and examines the role and use of three interconnected metaphor scenarios (related to the notions of “journey,” “war,” and “house”) in the UK press coverage about avian influenza in 2005 and 2006. These represent fundamental descriptive and explanatory structures that derive from culturally or phenomenologically salient objects or experiences, and which allow journalists, scientists, (...) and policymakers to reduce the complexity of the threat posed by a disease and to promote risk-management strategies for the disease that appear to make instinctive or intuitive sense to experts and the public. Although similar metaphor scenarios may be used over time, the kinds of reporting they are associated with and the policy scenarios that result from these framings differ depending on the perceived proximity of the disease threat. This article examines the discourses that are used by the British press to represent obesity in its coverage of coronavirus disease 2019 (COVID-19). Obesity is understood to be a risk factor for COVID-19, with people with obesity being more likely to die from the virus. This study adopts a corpus-based approach to Critical Discourse Studies and utilises a novel approach to keyword analysis, based on comparing analysis corpora against two reference corpora in order to yield keywords that are, (...) in this case, characteristic compared to general coverage of both COVID-19 and obesity. It is argued that the context of the pandemic has produced a range of discourses around obesity that are more stigmatising than usual in both the tabloids and the broadsheets, with people with obesity being construed, for example, in especially fatalistic terms and as being responsible for the problems facing the country’s healthcare system. At the same time, the pandemic context also seems to have given rise to some more positive changes to press coverage of obesity, with race-related health disparities receiving more focus than usual and the right-leaning press being more likely to critique the Conservative Government than it usually is, resulting in an arguably more balanced style of reporting. Due to the lack of a standard definition for the concept of corporate social responsibility, various discourse communities have assigned different meanings to it. Based on the intermedia agenda setting theory, this study examines the extent to which CSR-related news releases published by the two electricity providers in Hong Kong have influenced press coverage over a 6-year period between 2006 and 2011. A total of 202 news releases and 1,045 news articles were content-analyzed based on the following mutually (...) exclusive categories of CSR-related news events: operations, education, community, products and services, recognition, environment, and donations and sponsorships. This study found that operations-related and products and services-related news releases were more likely to be reported in the press. Recognition-related news releases were the least likely to be reported. Based on the findings, this study posits that two criteria would determine whether a CSR-related news release is likely to be covered in the press: the extent to which the news events are relevant to the core operations of the corporations and the extent to which the news events make an impact on society. In times of crisis and social turbulence, the mass media play a crucial role. This becomes particularly evident in economic crises within the European Union. The (biased) way the crisis is reported shapes people’s understanding of the crisis and the parties involved. In this study, the coverage of the Greek sovereign debt crisis in the German newspapersBILD,Die Welt,Frankfurter Allgemeine Zeitung,Süddeutsche Zeitung,tageszeitungandDer Spiegel (online)is examined for the quality criteria relevance, neutrality, balance, and analytical quality. The results show that the reporting (...) is appropriate to the relevance of the topic, but shows deficits in the criteria of balance, neutrality, and analytical quality. During the study period, coverage focuses on a small number of topics, journalists include their value judgments in news and reports. In this article, we carry out a Multimodal Critical Discourse Analysis of a sample from a larger corpus of Romanian news articles that covered the controversial camp evictions and repatriation of Romanian Roma migrants from France that began in 2010 and continue to the time of writing in 2017. These French government policies have been highly criticized both within France and by international political and aid organizations. However, the analysis shows how these brutal, anti-humanitarian events became recontextualized in the Romanian (...) Press to represent the French government’s actions as peaceful and consensual. In addition, the demonization of the Roma in the press serves as a strategy to continuously disassociate them from their Romanian counterparts. While there is a long history of discrimination against the Roma in Romania, these particular recontextualizations can be understood in the context of the Romanian government’s need to gloss over its failure to comply with the Schengen accession requirements and acquire full European Union membership. Respondents in a southern state telephone survey agreed that media coverage of public leaders' private lives is an important news media responsibility, with agreement greater for legacy media than for online media, and differing depending on hypothetical scenario. The data also suggest increasing tolerance for such coverage and growing belief in responsibility of media to report on private indiscretions relative to previous studies.

Research on the media representations of nanotechnology have flourished during the last decennium. However, most of the projects were focused on Western Europe and North America, especially the English speaking countries. This paper aims to move the focus towards Poland - a Central European country that has not been studied in this context before. This study looks at the frames, themes and tone used in the Polish coverage of nanotechnology between 2004 and 2009. This study examines the extent to which the highly diverse and volatile Dutch electorate received a diverse offer of political newspaper coverage during the 2006 general election campaign. We measured the level of diversity of five subscription based national newspapers with a partisan history and two free dailies. Two forms of diversity were examined: party diversity and issue diversity. The diversity of party coverage in the free dailies was greater than the diversity across all newspapers. Whereas free dailies (...) paid a relatively large amount of attention to new and opposition parties, traditional newspapers paid a relatively large amount of attention to the parties with whom they were aligned during the period of “pillarization”. Conversely, we only found small differences in the distribution of attention to issues. The diversity of issue coverage across newspapers was larger than the diversity within newspapers. (shrink)

This article primarily explains how China Daily — an exemplary representative of China’s press — modified the disaster discourse, to provide coverage of the Wenchuan earthquake in 2008, through the exclusion of rational thought and in doing so created a people-centred myth. The secondary aim is to understand why the need for legitimacy was the reason behind the Government’s decision to allow media coverage of the disaster. Critical linguistics and critical discourse analysis underpin the study. Does the interaction between climactic demands, monetary resources, and freedom suggest a more general relationship between the environmental challenges that human societies face and their resources to meet those challenges? Using data on press freedom (Van de Vliert 2011a), we found no evidence of a similar interaction with natural resources (as measured by oil exports) or risk for natural disasters.

In lieu of an abstract, here is a brief excerpt of the content:138 In 2010 the city of Colorado Springs was strapped for cash. Government officials announced that they would either have to raise revenue through increased taxation or cut public services—­ in some cases rather severely—­ including, perhaps, police and fire protection, and even more basic bits of municipal infrastructure. The city shut down one-­ third of residential streetlights and closed public restrooms. Citi­ zens were outraged, but a majority (...) of voters had recently defeated a proposed tax increase. It’s tempting to suppose that the city was trying to teach its citizens a lesson: if you want public services, you have to be willing to pay for them. Colorado Springs is, and has been for some time now, a died-­in-­the-­wool small-­government, anti-­tax-­increase, fiscally conservative town. As Colorado Springs resident Bo Sharifi put it, “As soon as I hear government [say] ‘Oh, we need more money’... I guess I kind of automatically assume there’s probably some other things you could probably cut before firemen, policemen, city lights and that sort of thing.”1 On the surface, that seems reasonable. So... what comes to mind? How about food stamps? What about WIC? Of course these are federal services, not funded by Coloradans alone. There’s government, and then there’s government. Well, how about... well... what? Doesn’t the government spend money on all sorts of things we could very easily do without? Perhaps. Isn’t it part of our job to know or to decide which things these are? If we don’t trust government, even more obviously we don’t trust it with our money, though we pretty clearly have no idea how public funds are actually allocated or spent. Bo’s wife Sara viewed this as extortion. “By shoveling out a hundred dollars to turn on a streetlight that we kind of felt was supposed to be on anyway, that it was giving them what they wanted,” she said. They who? One resident wrote the city of Colorado Springs a check for $300 to turn the lights on for his entire neighborhood. City Councilwoman Jan Martin pointed out to him that the total cost to the individual Colorado Springs taxpayer to keep the streetlights on—­and to fund the maintenance of public parks and medians, as well as community centers and pre-­recession-­level police and fire services—­by approving the tax increase would have been: $200. He replied that he would never vote for a tax increase. In other words, as the reporter who covered the story (Robert Smith) observed, he would rather pay more to keep the streetlights on in his own neighborhood than to pay for all city services combined. Smith remarked that “Colorado Springs was stepping away from one of the things that we take for granted in most American cities: that we’re all in it together—­ at least when it comes to basic services.”2 As near as I can tell, this is the moral of Steven Cassedy’s exceptionally timely Connected: that we’re all in it together. For much of the book Cassedy merely traces the history of the emergence in the consciousness of ordinary Americans of the concept of the social network, but he is not so much talking about the notion of a network society as such, as I understand him. Or, at any rate, the network society as such is not really his main concern. He is talking about the idea of social, political, national, and ultimately global and universal human interconnectedness that was a distinct product of the complex networked structures (both concrete and abstract) that came to constitute modern American life in the twentieth century (and of course life pretty much everywhere ), and about our understanding of ourselves as so networked.3 On this... Purpose This study investigates the incidence of ethical violations in the Ghanaian press which has become topical in the wake of misinformation in a charged political atmosphere. Public interest institutions have questioned the unprofessional conduct of journalists covering election campaigns in recent years. This study content analysed political stories from two leading Ghanaian newspapers (Daily Graphic and Daily Guide) to determine the nature and extent of ethical violations, and to examine the level of prominence accorded to political news stories (...) by the two dailies. Design/methodology/approach This paper relied on qualitative content analysis for data gathering and analysis. A total of 387 political news items published between 1 October and 30 November 2020, were analysed. Findings This study found infractions of various nature to Article 1 of the Ghana Journalists Association (GJA) codes of ethics, chief among which is the deliberate publications of news stories without cross-checking facts. Other infractions to Articles 17, 11, 6 and 5 of the GJA codes of ethics were observed. Political news coverage favours the governing New Patriotic Party (NPP) and the main opposition National Democratic Congress (NDC) than any other parties, with the two parties (NPP-NDC) given greater prominence and salience by the Ghanaian press. Originality/value The research makes a modest contribution to the growing concern of journalism ethics in an increasing ecology of fake news. (shrink)

The close coupling between media and science becomes predominant in the context of public controversies over science during disasters like earthquakes. The paper discusses some crucial aspects of this dynamic by investigating the role of regional press in Kerala, India, in initiating and maintaining a public controversy over a series of micro earthquakes in 2001 amidst growing public skepticism over the competence of Earth Science to convincingly explain the phenomenon. The press employed various strategies to challenge the (...) official scientific explanation of the phenomenon and broke open the ground for a spectrum of alternative interpretations and critical interventions, affirming greater public participation in science. Most of the experts continued to downplay the concerns raised by the media, but closure was attained when a lesser-known team of experts convincingly interpreted the geological events while participating in the deliberations. We report on the first stage of a project on the representations of gender in the coverage of the Arab Spring by Western media. We focus on designing comparable corpora to examine Arab women’s depiction in English and German news during the uprisings. The English corpus is composed of reports published by _The Guardian and The New York Times_. The German corpus consists of articles collected from _Der Spiegel, Die Welt_, _Die Zeit, Frankfurter Allgemeine Zeitung,_ and _Süddeutsche Zeitung_. The (...) datasets were processed through Sketch Engine to identify the terms collocating with _women_ in the English corpus and _Frau_ in the German one. Then, the themes reflected by these expressions in the two corpora were compared. The results show that both news media feature two types of topical frames linked to Arab women; one is associated with the uprisings while the other is related to their recurrent stereotypes in Western news discourse. Yet, there are discrepancies between their focus on related issues to each type. Other differences between the two sets of news outlets include intensity of reporting on Arab women and stressing their nationalities. These findings suggest that although Arab women’s negative stereotypes continued to feature in western news discourse during the Arab Spring, new positive images emerged and contributed to changing their depictions in global media. Using critical discourse analysis, this article analyzes the discursive representation of the Fukushima nuclear disaster in The Daily Yomiuri, part of the largest and most influential media conglomerate in Japan. A critical discourse analysis of The Daily Yomiuri reveals that Japanese national identity and the ideology of technoscience are reproduced through two discursive constructions: a diminished ‘risk’ from Fukushima radiation and citizens’ national duty in the nuclear crisis. Within these two constructions, 11 major techniques are identified by which The Yomiuri (...) discursively mitigates the risks from Fukushima and calls Japanese national identity into the service of the nuclear industry. The article concludes with implications for understanding the impact of political discourse in mass media on other policy debates in Japan and elsewhere. (shrink)

The animal rights movement is a serious challenge to current agricultural practices. Agriculture's response, in part, depends on how successfully it can mobilize its natural constituency, farmers. However, theories of the mainstream press suggest that the mainstream press generally covers events, rarely reports or adopts the perspective of alternative movements, rarely includes mobilizing information, and suggests that routine social structures can, should, and will contain the movement. Hence, current theory indicates that the mainstream press does not act (...) to mobilize the general public. However, very little research has examined how specialized presses, such as the farm press, respond to movements. The study reported here was based on an analysis of 406 articles from ten farm magazines. The findings suggest that the farm press acted more as an advocacy press than does the mainstream press. Collectively, the farm press articles included as many positions pieces and stories explaining animal rights as an issue as they did event stories. The articles reported, and countered, the positions of the animal rights movement; suggested that routine social structures might not contain the animal rights movement; called for agriculture to mobilize; and included specific recommendations concerning how agriculture should mobilize. To restructure and systematize the concept of personalization, in this study we introduce a two-dimensional and relational typology of personalization of political representation, comprising a horizontal as well as a vertical dimension, and put it to an empirical test. We concertedly utilize content analyses of political newspaper and television coverage as well as of party press releases during the 2008 Austrian election campaign. With regard to the Austrian case, the findings outline that personalization of political representation is not (...) a universal phenomenon; it rather appears as a context- and logic-sensitive communicational phenomenon. Political public relations shows significantly higher levels of horizontal as well as vertical diversification than the media by being more individualized and less monopolized by leaders and executive elites. Additionally, political representation in the tabloid press is more personalized than in quality papers, and the communication of catch-all parties is more individualized than of niche parties. There is growing concern amongst observers of the media that news coverage of politics has moved away from a focus on issues, and instead towards political strategy. Research evidencing such concerns has tended to examine strategic news at a macro level and rarely delves into the complexities surrounding its manifestations. This study addresses this issue by conducting a content analysis of a non-election issue in the British news media over a three-month period, examining strategy news as a frame. The (...) issue chosen for case study was the “euro debate” of May–June 2003. Findings showed the euro debate to fulfil many typical characteristics of EU reporting in the British media, with coverage cyclical and driven by events, and subsequently lacking sustained engagement with the issues. Although there was a roughly equal balance of issue and strategy framed stories in the press, certain features of coverage gave strategy greater prominence. Despite much of the content analysis's findings confirming the worries of media critics, a number of qualifications emerge, such as the active role that politicians play as sources of strategic news. Empirical studies which examine the theory of newsworthiness and the predictability of news coverage in transnational or developing countries still remain on the agenda of journalism research. Therefore, this study examines the influence of news factors on the foreign news coverage of three Mexican newspapers. Two main questions guide the research. First, is the theory of newsworthiness a valid approach for predicting news selection in a cultural context that is significantly different from western industrialized countries? Secondly, which are (...) the relevant news factors that predict foreign news coverage in the Mexican press and thus shape the image of foreign nations? The results of a quantitative content analysis confirm the hypotheses of selection, additivity, and replication as they were originally postulated by Galtung and Ruge and thus prove the external validity of the theory of newsworthiness beyond western journalism. Disasters are not events; they are processes. True, news media inevitably focuses our attentions on the disaster singularity because it makes such compelling coverage. In the era of reality TV it=s about as good as it gets. Buildings are torn apart as we watch, people are seen in abject distress; there are miraculous escapes and heroic rescues and, as the cameras follow rescue workers into the rubble of buildings or search houses as flood waters recede, we might even (...) see a real corpse. The only thing to compare is war reporting. Watching disaster coverage live on television is something akin to necro-voyeurism. But like wars and other forms of deadly conflict, disasters are anything but the singularities portrayed in news coverage. They have long portentous rehearsals and extended coda, little of which makes for entertainment like graphic scenes of destruction. The purpose of these remarks is to highlight the social conditions that lead to disaster, drawing on global and local lessons from natural disasters and deadly conflicts. (shrink)

Paperback, 243 pp. ISBN 9780745340463The COVID-19 pandemic and the unfolding climate crisis, with the multiplication of unprecedented weather events, have shown how urgent it is to reflect on our responses to disaster. Following up on themes she first broached in Coronavirus, Class, and Mutual (...) Aid in the United Kingdom, Rhiannon Firth throws a fresh, anarchist, and utopian light on disaster relief in Disaster Anarchy.1 In this work, Firth seeks to “consider how [anarchist] social movements’ impressive efforts in mutual aid might contribute to a radical and revolutionary reconceptualisation of disasters and the processes of relief and recovery efforts” (19). To do so, she begins by surveying the dominant approaches to disaster relief (chapters 2 and 3) before offering a comprehensive anarchist theoretical critique of these perspectives (chapter 4). Firth then fleshes out her anarchist theory of disaster and community response through two empirical case studies of grassroots relief efforts. In chapter 5 she looks into the Occupy Sandy movement, a New York area community-based response to the damage caused by Hurricane Sandy’s passage in October 2012 in the United States. The final chapter is then dedicated to the COVID-19 Mutual Aid Groups that emerged in the United Kingdom during the pandemic.In building her argument, Firth mobilizes anarchist (and more broadly radical) theory and interviews with participants in both movements. She engages with how activists motivated and understood their participation in mutual aid groups, perceived disaster and relief organizing, sought to solve practical and political problems, and reflected on their experiences. The empirical sections of Disaster Anarchy are thus reminiscent of investigations into the anarchist connections and orientations of contemporary social movements, such as Occupy Wall Street.2 However, Firth’s is a work [End Page 606] of political theory. Her interviews were not conducted simply to describe and analyze the anarchist components of disaster relief social movements. Echoing Uri Gordon, she proposes to take the “worldviews of activists seriously as sources of theoretical knowledge,” leading us to rethink both anarchism and the politics of disaster as a whole (16).3 There lies a key part of the originality of Firth’s contribution to both anarchist theory and to the study of disaster relief. The utopian core of Disaster Anarchy also shines through this movement-based theoretical elaboration of an anarchist challenge to the dominant theories and practices of disaster relief. By examining mutual aid groups in critical dialogue with anarchist theory, Firth raises the possibility of more egalitarian and democratic “utopian alternatives to the status quo,” though, as she reminds us, they always run the risk of being co-opted (20).To set the scene for the desirability of anarchist approaches to disaster relief, Disaster Anarchy opens with Firth’s dissatisfaction with what she identifies as the two main sets of approaches to disaster studies. The first represents “the dominant neoliberal paradigm of disaster politics” and falls under the umbrella of “Disaster Risk Reduction (DRR)” (21). Firth contends that, despite some internal variety, all DRR approaches share the three same basic assumptions. First, DRR considers disasters to be “ruptures in the normal functioning of society.” They become a “management problem” that must be dealt with using the tools of political governance to restore order and ensure “systemic stability” (39–40). This can be done both directly through state institutions, and through civil society-based nongovernmental organizations (NGOs) that cooperate with state institutions. DRR then evaluates responses using the categories of “efficiency and cost-effectiveness,” leaving aside “the affects and human impacts of disasters” (40). Second, DRR tends to flatten out differences between disasters, and in the ways in which individuals and groups respond to them. Disaster becomes abstract, and authorities can design sets of responses taken to be effective regardless of local contexts and demands. DRR approaches are therefore particularly congenial to the growth of large governmental “specialised agencies like DHS [Department of Homeland Security] and FEMA [Federal Emergency Management Agency]” that produce knowledge and practices linked to the vertical “management of disaster” (41). Youth constitute one third of total population in Nepal. This paper looks at the work and motivation of youth volunteers in disaster management in Nepal in order to evaluate how these ideas and values among the youth played roles in the re-construction of the Nation from the 2015 Earthquake. The study used primary data through group interviews with volunteers of Youth’s UNESCO Club in Kathmandu city who were actively involved in disaster-relief programs at Sindhupalchowk, Kathmandu, Bhaktapur and Ramechhap districts, together (...) with key informant interviews and case studies. Findings from the study shows most youth joined in the volunteer program on their own initiative. They are concerned about issues including personal safety, quality and appropriate training, coordination, wrong attitudes, gender inequality and media coverage. People engaging in similar acts may have different underlying motivations for doing so. Findings from the study shows that mostly, the volunteers are motivated based on their values which are welfare of others or unselfishness. Other underlying motives include opportunity to learn, career prospects, social pressure, to reduce feelings of guilt and enhance one‘s self-esteem. Activities for taking forward their work includes ensuring quality and appropriate training and appropriate gears and tools for search and rescue work, awareness raising, recognition and visibility of their work. Psychosocial counseling is important after rescue operations, as it is important to heal the psychological wounds after an emergency or a critical event. The study suggests involving volunteers in all stages of disaster management planning process. It is a matter of combined responsibility that volunteers are recognized for the contributions and their needs are ensured for them to accomplish their efforts successfully. (shrink)

This article examines how Žižek’s analysis of “subjective” violence can be used to explore the ways in which media coverage of a terrorist attack is contoured and shaped by less noticeable forms of “objective” (symbolic and systemic) violence. Drawing upon newspaper coverage of the 2017 London Bridge attack, it is noted how examples of “subjective” violence were grounded in the externalization of a clearly identifiable “other”, which symbolically framed the terrorists and the attack as tied to and representative (...) of the UK Muslim community. Examples of “systematic” violence were most notable in the ideological edifice that underpinned this framing but also in the ways in which newspaper reports served to draw upon British values in the aftermath of the attack. This directed attention away from the contradictions within the UK, towards narratives that sought to “fix” these contradictions through eradicating the problem of “the other” and/or by violently protecting the British values “they” seek to undermine. As a consequence, newspaper coverage worked to uphold the illusion that “peace” could be achieved by eradicating terrorism through further forms of objective violence, including, internment without trial; the “ripping up” of human rights; and, closer surveillance of Muslim communities. Indeed, it was this unacknowledged violence that worked to maintain British values in the press’ coverage. (shrink)

This article reports the findings of a one-year project examining British press coverage of the genetically modified food debate during the first half of 2003, and both expert and non-expert reactions to that coverage. Two pro-GM newspapers and two anti-GM newspapers were selected for analysis, and all articles mentioning GM during the period in question were stored in a machine readable database. This was then analyzed using corpus linguistic and discourse analytic techniques to reveal recurrent wording, themes (...) and content. This text analysis was complemented by 12 interviews with experts involved in the communication of GM issues, and 12 focus-group sessions in which members of the public reacted to selected newspaper texts and other GM material. Both in the press and in public reaction, the issue of GM was found to be intimately associated with other political events of the time, notably the invasion of Iraq. Except among experts, there was little awareness of the official national debate and issues were approached in more general terms. Pro-GM characterization of the issues as primarily scientific, both by newspapers and experts, was rejected by the anti-GM press and campaigners, and by the focus-group participants. They assessed the issues in a more global frame, rejecting scientists and companies as unreliable. In addition, they linked both US and British GM policy to the invasion of Iraq, and, by analogy, rejected pro-GM arguments as untrustworthy. (shrink)

Disaster response requires the cooperation of multiple emergency responder organizations (EROs). However, after‐action reports relating to large‐scale disasters identity communication difficulties among EROs as a major hindrance to collaboration. On the one hand, the use of two‐radio communication, based on multiple orthogonal frequencies and uneven coverage, has been shown to degrade inter‐organization communication. On the other hand, because they reflect different areas of expertise, EROs use differing terminologies, which are difficult to reconcile. These issues lead to ambiguities, misunderstandings, (...) and inefficient exchange of data and information among those involved, which can impede the response process and slow decision making. We, therefore, hypothesize that promoting semantic interoperability across ERO information systems might improve information exchange among stakeholders and thereby allow a more coherent response to the disaster. We propose an ontology‐based messaging service on the basis of the Emergency Data Exchange Language (EDXL) standards. The parties involved will continue to use the terminologies to which they are accustomed, but the system will resolve inconsistencies and thereby enhance mutual understanding among EROs by ensuring semantic translation of the exchanged information. The evaluation of the semantic translation demonstrated the effectiveness and accuracy of the proposed service. (shrink)

Science and technology studies is famous for questioning conceptual and material boundaries by following controversies that cut across them. However, it has recently been argued that in research involving online platforms, there are also more practical boundaries to negotiate that are created by the variable availability, visibility, and structuring of data. In this paper, I highlight a potential tension between our inclination toward following controversies and “following the medium” and suggest that sometimes following controversies might involve going “against platforms” as (...) well as with them. I will illustrate this dilemma through an analysis of the controversy over the coverage of the Fukushima disaster on English language Wikipedia, which concerns boundaries between expert and lay knowledge but also the social and technical functioning of Wikipedia itself. For this reason, I show that following the controversy might mean making use of less formatted and less obvious data than Wikipedia normally provides. While this is not an argument against the use of automated digital research tools such as scrapers, I suggest that both quantitative and qualitative researchers need to be more willing to tweak their approaches based on the specificities of the case. Seismology is a science that has received little attention from historians of science; most of what has been written about it has been by seismologists. Thus, it is interesting to see the different ways of approaching this subject by seismologists and historians. The approach followed by Deborah Coen is of great interest. Instead of writing about seismology as a physical science, which seismologists would prefer, she has chosen to delve into the human aspects of the experience of earthquakes, that is, (...) about the non-scientists, ordinary observers of earthquakes during the late nineteenth and early twentieth centuries and their interaction with scientists. It must be remembered that the observations of how an earthquake is felt by people and the damage it has caused are still the basis for the scales of macroseismic intensities, so they are still of interest for seismologists today. America's patchwork quilt of health care coverage is coming apart at the seams. The system, such as it is, is built upon an inherently problematic base: employment. By definition, an employment-based approach, by itself, will not assure universal coverage of the entire population. If an employment-based approach is to be the centerpiece of a system that provides universal coverage, special attention must be paid to all the categories of individuals who are not employees – children, unemployed spouses (...) or singles, the unemployable ill and disabled, persons between jobs, students, retirees, the elderly. Moreover, in a purely voluntary employment-based arrangement, some employers will not provide insurance at all, and others will provide inadequate coverage, necessitating other special provisions for coverage. As a consequence, about one out of six people now has no health coverage whatsoever, and even more have inadequate coverage. All the while, the rapidly-increasing transaction costs of sustaining this grossly inadequate pluralistic system eat up sufficient funds to provide basic benefits to the entire population. The time for systematic reforms has come and gone; what is now needed is action to prevent disaster, followed by a complete rebuilding of this country's health coverage system. Although perhaps more likely to be tried than more radical, completely nationalized, ones, stepwise reforms may not go far enough to cure the significant ills of the current employment-based system. Passage of inadequate reforms, then, could well set the stage for nationalized health care in the not too distant future. (shrink)

In 2004 Orlando Florida was hit with an almost unprecedented series of storms and hurricanes. Within two months, Hurricanes Charley, Frances, and Jeanne hit, and Hurricane Ivan made a near miss. Billions of dollars of damage resulted from these disasters, and several dozen lives were lost. It is tempting, in the case of extreme events, to either regard them as having no need of interpretation (that is, as simply given, material events shared by everyone), or as a kind of (...) rare window on the workings of a community.1 In this paper I want to examine the public construction of the meaning of the hurricane in Orlando, particularly as represented in reports at the time in the major newspaper, the Orlando Sentinel. I am especially interested in placemaking, that is, the ways in which places gain or fail to gain meaning in times of stress. I will suggest that opportunities for place-making were lost in Orlando because of the frame the events around Hurricane Charley were given. Hurricane Frances, though, was treated differently in the Orlando press, and the discourse around the hurricanes of 2004 provides a contrast to the kind of rhetorical response that circulated during the disastrous hurricane season of 2005. In the case of some disasters, community is reinforced, and the skills of place-making are exercised. The reaction to Hurricane Charley in Orlando, on the other hand, tended not to reinforce community, and tended not to contribute to place-making. While it is extremely difficult to measure sense of place or sense of community quantitatively, it is possible to make sense out of the interpretive tools people have at their disposal in a disaster. What comes out of all this, I think, is something I want to call “place-making imagination”. This is analogous to the 1 concept of “moral imagination” in ethics (Johnson). Our moral options extend as far as our imagination will allow. A person might boil the moral universe down to polarized options – fight or flight, kill or be killed, choose A or B – when in fact a more cultivated and aware imagination may have afforded other options, perhaps better ones than either polarized one.. Focusing on a corpus of 90 UK newspaper articles on late parenting, this study examines the framing via different dimensions of age in the press coverage of such parents and parenting. Five main frames emerged: social change, personal frame, risks of late parenting, older continued parenting and reproductive technology–enabled parenting. The relationship of these framings to the discursive construction of ageing and late parenting reveals varying positionings of older parents, which tend to reinforce, but also at times challenge, (...) conventional expectations of ‘age-appropriate’ timing of reproduction, especially regarding women. Media framing analysis, critical discourse analysis and a social constructionist orientation to age and lifespan identity are drawn on in the analysis. The study also highlights how framing, as a concept from communication theory, together with different perspectives on ageing and different dimensions of age, can complement discourse analysis of news texts. This article analyses reaction to the ideologically inspired murder of a soldier, Lee Rigby, in central London by two converts to Islam, Michael Adebowale and Michael Adebolajo. The focus of the analysis is upon the contrast between how the event was reacted to by the UK National Press and on social media. To explore this contrast, we undertook a corpus-assisted discourse analysis to look at three periods during the event: the initial attack, the verdict of the subsequent trial and (...) the sentencing of the murderers. To do this, we constructed and analysed corpora of press and Twitter coverage of the attack, the conviction of the suspects and the sentencing of them. The analysis shows that social media and the press are intertwined, with the press exerting a notable influence through social media, but social media not always being led by the press. When looking at social media reaction to such an event as this, analysts should always consider the role that the press are playing in forming that discourse. (shrink)

The paper examines the representations of Ukrainian refugees in Polish press at the beginning of the 2022 Russian invasion. Using corpus linguistics methods (namely, collocation analysis) it shows that the displaced Ukrainians were mostly referred to as (war) refugees and discussed with respect to their movement and reception in Poland. The study contrasts the construal of Ukrainian refugees in media outlets with different ideological and business aims. The findings are also discussed with respect to how European media tend to (...) cover immigration from other regions, notably the Middle East and North Africa, and how these two types of migration become linked in the analysed news reports. Altogether, while pointing to a potential of the media to shape positive attitudes towards refugees, as attested by their coverage of Ukrainians, the study also highlights the extent to which racism is likely to determine the construal of different groups of migrants. In an increasingly fragmented media environment, some issues stand out and generate huge publicity for a limited period of time. Using Scannell's categories, event and happening, the article analyses two cases – the 1994 Olympic Winter Games and the death of Princess Diana. It is argued that they, in order to account for audience involvement and the complexity of meanings, should be analyzed in relation to the discourses and narrative developments across different media that embed the main, televised, moments. It (...) is also argued that today's proliferation of media channels and the presence of new media can contribute to increasing attention and involvement of the audience. Ceremonial media events that previously dominated have moved in two directions: integrative, entertainment oriented events organized by the media and disaster events. (shrink)

Many countries around the world embrace freedom and democracy as part of their political culture. However, culture is at least in part a human response to the ecological challenges that a society faces; hence, it should not be surprising that the degree to which societies regulate the level of individual freedom is related to environmental circumstances. Previous research suggests that levels of societal freedom across countries are systematically related to three types of ecological threats: prevalence of pathogens, climate challenges, and (...) natural disaster threat. Though their incidence overlaps, the literature has not yet provided a competitive test. Drawing upon the ecocultural framework, we tested five rival hypotheses, alternately focused on the above ecological factors and their interactions with economic wealth in explaining country variations in socio-political freedom. Focusing on data from 150 countries, we performed a series of linear mixed-effects regressions predicting freedom in the domains of politics, media, and economy. We found that countries with higher pathogen prevalence were more likely to suppress democracy and media freedom. Economic wealth, however, moderated the effect of pathogen prevalence on economic freedom, with the main effect being only found among wealthy countries, but not among poor countries. In contrast, natural disaster threat predicted political freedom and press freedom only among poor countries, consistent with the idea that disaster threat accompanied by poor resources promote socio-political freedom as a means of increasing collective survival. Throughout our analyses, we found no support for hypotheses based on climatic challenges. In addition, our multilevel approach revealed that country scores for socio-political freedom were highly clustered within world regions, accounting for substantial portions of variance. Overall, the present research offers a nuanced view of the interplay between ecology and wealth in the emergence of socio-political freedom. We discuss new directions in future research considering methodological and theoretical contributions of the present findings. (shrink)

This article examines the relationships between disaster type and firms’ disaster responses. We draw on a unique dataset of 2,164 press releases related to the occurrence of 206 natural disasters over a 10-year period to analyze how firm responses are shaped by the type of disaster it faces. Firms play an increasingly important role in disaster response. We find that firms engage in more anticipatory responses when the type of disaster a firm faces exhibits even impact dispersion and (...) high expected recurrence, and provides substantial warning. Our study draws a relationship between physical geography, disaster type, and more anticipatory firm responses which can improve how firms and communities respond to the risks posed by different types of natural disasters. The article concludes by outlining an agenda for future research on firm responses to natural disasters. (shrink)
