Este artículo tiene el propósito de analizar las acciones de diplomacia financiera emprendidas por la gestión de Mauricio Macri hacia China, Qatar y Emiratos Árabes Unidos. El interés por abordar estas acciones se basa en que resultaron transcendentes para la estrategia de inserción financiera global de la administración actual, en tanto que permitieron robustecer el nivel de reservas del Banco Central al tiempo de saldar las urgencias de financiamiento del Estado nacional —en materia de infraestructura, sobre todo— tras el acuerdo (...) con los tenedores de títulos públicos que no habían aceptado las ofertas de canje. La hipótesis sostiene que tanto las modalidades como los resultados agenciados en las iniciativas nacionales de diplomacia financiera con fuentes crediticias no tradicionales estuvieron condicionadas al patrón de financiamiento de las contrapartes del país. En lo que respecta al diseño metodológico, el trabajo se sustenta en un diseño preeminentemente cualitativo, fundado en la recolección y análisis de datos, tanto en fuentes primarias como secundarias. Recent decades have witnessed a growing number of states around the world relying on border control measures, such as immigration detention, to govern human mobility and control the movements of those classified as “unauthorised non-citizens.” In response to this, an increasing number of scholars from several disciplines, including psychologists, have begun to examine this phenomenon. In spite of the widespread concerns raised, few studies have been conducted inside immigration detention sites, primarily due to difficulties in gaining access. This body of (...) research becomes even scanter when it comes to the experiences of detained women. This study is the first of its kind to have surveyed 93 women confined in an Italian immigration detention facility. A partial mediation model with latent variables was tested through partial least structural equation modelling (PLS-SEM). The findings revealed the negative impact that unfair immigration procedures have on detained women’s human dignity, which in turn negatively affects their self-rated physical and mental health. Overall, our study sheds light on the dehumanisation and damage to human dignity that immigration detention entails, as well as its negative impact on the health of those affected. This evidence reinforces the image of these institutions as sites of persistent injustice, while stressing the need to envision alternative justice-oriented forms to address human mobility. (shrink)

Court rulings are among the most important documents in all legal systems. This article describes a study in which natural language processing is used for the automatic characterization of Spanish judgments that deal with the physical custody (joint or individual) of minors. The model was trained to identify a set of elements: the type of custody requested by the plaintiff, the type of custody decided on by the court, and eight of the most commonly used arguments in this type of (...) judgment. Two jurists independently annotated more than 3000 judgments, which were used to train a model based on transformers. The main difficulties encountered in this task were the complexity of the judicial language and the need to work with appellate court rulings that have a more complicated structure than decisions at first instance. For the complete court rulings, the F1 score of the inter-annotator agreement ranged from 0.60 to 0.86 and the Kappa index from 0.33 to 0.73. The F1 score of the agreement between the model and the annotators ranged from 0.66 to 0.93 and the Kappa index from 0.57 to 0.80. These results in which the model performance exceeds even the inter-annotator agreement show the high ability of transformers to identify abstract entities in legal texts. (shrink)

My aim in this tentative text is framing political philosophy in the planetary context of Anthropocene. I will explore the political meaning of three non-excluding scenarios (emergencies, transitions and collapse) in order to demand the adequate doses of realism and utopianism to survive as an eco-dependent humanity. The climate emergency implies the acceptance of resilience as a political objective from the starting point of our radical vulnerability. We need a practical political philosophy that makes room for hope.

El presente trabajo trata de componer una ontología política, teórica y práctica, que puede considerarse como una aportación al desarrollo de lo que se viene conociendo, desde hace algún tiempo, como «izquierda heideggeriana» y que no ha expuesto de forma clara ni sus fundamentos ni su viabilidad. Así pues, este intento por establecer dichos fundamentos toma como punto de partida algunos de los existenciarios, que pueden dan lugar a esa deriva política, cuya particularidad es su distanciamiento de toda ideología al (...) uso, por cuanto su horizonte «ontológico» es lo político en tanto que posibilidad de la política, es decir, la correlación pre-ontológica entre el «ser-con» (mit-sein), que es la posibilidad de apertura a la vida en común, y el régimen — si es que ello es posible— que pudiera establecerse a raíz de ello. Numerosos estudios en las últimas décadas muestran cómo el sonido es un importante elemento capaz de proporcionar nuevos conocimientos sobre el entorno y sobre las relaciones entre el ser humano y el medio. El sonido posee unas cualidades físico-sensoriales-perceptivas particulares, que conectan lo emocional y lo racional. Permite por tanto abordar de forma amplia el conocimiento y el análisis de algo tan complejo como la experiencia y la vivencia del lugar. Hoy asistimos a un fuerte desarrollo de métodos, herramientas y (...) estrategias de intervención en el entorno con el paisaje sonoro como protagonista. Como producto de una colectividad, el paisaje sonoro se sitúa en un lugar privilegiado en el pensamiento contemporáneo. Sus conceptos y métodos sonoros surgen a partir de experiencias sensibles del lugar en relación directa con una comunidad. La utilización de métodos in situ (recorridos, cartografías, archivos sonoros, performances y acciones sonoras colectivas) en este ámbito son expresiones de gran interés generadas alrededor de la escucha colectiva del lugar. Estos estudios muestran la importancia de los aspectos sensoriales y cómo a través del sonido y la escucha se da una reapropiación del espacio, de nuestro entorno, del reconocimiento del otro y del lugar. Presentamos tres proyectos de investigación con la complejidad del ambiente sonoro como elemento común. Estos proyectos se centran en tres situaciones diferentes, el periodo de la COVID-19, el estudio de paisajes sonoros históricos, y el estudio del ambiente sonoro contemporáneo. Estos trabajos ponen un foco de interés particular en la complejidad de las percepciones y relatos de los ciudadanos como fuente de conocimiento. (shrink)

Há duzentos anos (1823) triunfou a contrarrevolução da _Vila-Francada_, pondo fim à primeira experiência constitucional moderna em Portugal. De imediato, D. João VI determinou a revogação da Constituição de 1822, assim como das reformas adotadas para apagar a memória do regime constitucional anterior. Em simultâneo, a partir de uma iniciativa espontânea da Câmara da vila de Sernancelhe, formou-se um movimento municipal para anulação das próprias eleições às Cortes vintistas e revogação das procurações outorgadas aos deputados. Este artigo versa sobre ambas (...) as iniciativas, régia e municipal, considerando sobretudo que a anulação municipal das eleições vintistas é muito pouco conhecida e está praticamente por estudar na historiografia sobre a contrarrevolução. No verão de 1957 a União Soviética recebeu mais de 30 mil jovens do mundo todo reunidos para o Sexto Festival Mundial da Juventude em Moscou. Os soviéticos se apresentavam para o mundo de uma nova forma, na tentativa de mostrar um socialismo renovado e muito mais humano, antagonizando com os anos de Josef Stalin no poder. Moscou não era uma capital comunista sombria e atrasada, mas uma cidade moderna e colorida. Durante o festival, todos os cinemas, circos, exposições, eventos (...) esportivos e transportes públicos foram abertos ao público. Os partidos comunistas em todo o mundo foram instruídos a enviar tantos jovens não-comunistas quanto possível, a ideia é que todos poderiam participar independente das convicções políticas e religiosas. Os tradicionais símbolos da foice e do martelo e as faces de Stalin e Mao Tsé-Tung deram lugar à pomba branca de Pablo Picasso sob o lema “por paz e amizade”. Ainda em Moscou, criaram a Rádio Festival que transmitiu sua programação em espanhol e com diversas músicas latinas, o evento era todo voltado aos jovens do chamado Terceiro Mundo. (shrink)

This study examines the linguistic construal and cognitive representation of time and viewpoint in the genre of news narratives. We present a model of mental spaces that involves a News Space in which the deictic center is construed of the news actors at the time the newsworthy events took place, and a Reality Space in which the deictic here-and-now center of journalist and reader is construed. This model explains how the dynamic representation of narrative news discourse, characterized by shifts in (...) time and viewpoint, is steered by linguistic devices. An analysis of Dutch news narratives shows that temporal adverbs such as yesterdayand shifts from present tense to past tense may signal a moveforwardin narrative time, to a viewpoint in the future relative to the narrative now-point, rather thanbackward. These atypical time shifts can be accounted for by presupposing an Intermediate Space located at a point in time between the News Space and the Reality Space where the progression of narrative time comes to a halt and experiences are rather relived than reported. The salience of the Intermediate Space may be signaled by quotative conditionals reflecting the viewpoints of implicitly quoted sources. These results clarify how tense and temporal deixis steer the linguistic construal of time and viewpoint in news narratives, demonstrating that time and viewpoint are closely linked in the cognitive representation of these narratives. The publication of scientific papers has become increasingly problematic in the last decades. Even if we agree that a renewed model is needed for peer-reviewed scientific publication, we think the problem does not essentially lie in professional publishing—with economic incentives—but in the publish-or-perish culture that dominates the lives of researchers and academics.

José A. Díez examines the reasons for claiming that models involve fictions. He opposes the claim that, in order to account for some key features of the practice of modeling in science, such as the existence of unsuccessful representations and also of successful yet inaccurate or idealized ones, it is necessary to accept fictional entities. In resisting such a view, he sketches an account of scientific modeling and argue that according to such account there is no need for strong factionalism, (...) only a weak, unproblematic fictionalist component is needed. Scholars have long debated whether leader's integrity affects managerial decision making with respect to social responsibility. In this paper, we propose a model in which transformational leadership mediates integrity and corporate social responsibility and examine the relationship between these concepts. A survey of 170 senior managers from 50 organizations was conducted. Results indicate that integrity is a predictor of transformational leadership behavior and that transformational leaders’ behaviors are linked to CSR practices. It was also found that leaders rated with higher (...) integrity are engaged in CSR because they exhibit more transformational leadership behaviors. These findings add to the extant literature by demonstrating that integrity is important as transformational leaders engage more actively on ‘responsible’ behaviors. Practical implications call for an understanding among corporate leaders of the benefits of integrity and how it relates to transformational leadership. Organizations can improve their selection and leadership development processes by focusing on these two dimensions. (shrink)

The apparently obviously true doctrine of opacity has been thought to be inconsistent with two others, to which many philosophers of language are also attracted: the referentialist account of the semantics of proper names and indexicals, on the one hand, and the principle of semantic innocence, on the other. I discuss here one of the most popular strategies for resolving the apparent inconsistency, namely Mark Richard’s theory of belief ascriptions, and raise three problems for it. Finally, I propose an alternative (...) theory of the semantics of belief-ascribing sentences that clearly avoids the three problems that trouble Richard’s theory, and advocate it as the best available strategy for resolving the apparent inconsistency between the doctrine of opacity, referentialism, and the principle of semantic innocence. This article analyses the nature of mental imagery in metaphoric thought as envisaged by the contemporary theory of metaphor in Cognitive Linguistics (Lakoff, Cambridge University Press, 1993). Our study of metaphor in the field of marine biology draws on two crucial aspects of mental imagery, namely dynamicity and pervasiveness. Image metaphors and behaviour-based metaphors have generally been regarded as two different types of resemblance metaphor. In our view, the dynamicity of certain mental images highlights inherent similarities between these two types (...) of metaphor, and makes the differences between them more apparent than real. For this reason, we propose a more refined description of resemblance metaphors in terms of the static or dynamic nature of the mental images underlying them. Our study also underlines the fact that mental images permeate all classes of metaphor, and that the pervasiveness and dynamicity of mental images affords insights into both resemblance metaphors and non-resemblance metaphors. This paper aims to deepen our understanding of so-called covert dogwhistles. I discuss whether a covert dogwhistle is a specific sort of mechanism of manipulation or whether, on the contrary, it draws on other already familiar linguistic mechanisms such as implicatures or presuppositions. I put forward a series of arguments aimed at illustrating that implicatures and presuppositions, on the one hand, and covert dogwhistles, on the other, differ in their linguistic behaviour concerning plausible deniability, cancellability, calculability and mutual acceptance. A violência é um dos conceitos mais importante do pensamento político de Arendt. No entanto, ela observa a falta de um estudo sistemática, bem como a banalização desse conceito, escondendo assim o seu caráter instrumental. O objetivo deste artigo é apresentar a compreensão de Arendt desse conceito no campo da política, como aparece em sua obra sobre a violência.

A partir da obra Origens do totalitarismo de Arendt, este estudo apresenta a ideia totalitária do “tudo é possível” e a sua colocação em prática no século XX, em nome de um projeto político de dominação total que considerou o homem como um ser supérfluo com o qual se poderia fazer qualquer coisa, inclusive transformá-lo em um indivíduo capaz de obedecer cegamente os princípios ideológicos do governo totalitário encarnados na pessoa do “chefe”. Mas, por outro lado também, este estudo apresenta (...) o posicionamento de Arendt que inverte a ideia totalitária do “tudo é possível” para pensar uma nova política que seja o inverso radical do totalitarismo, uma política na qual todos possam manifestar a sua liberdade através de ação e do discurso na presença de seus pares; para isso, a nossa autora aposta na capacidade humana de “começar algo novo” com seus próprios recursos. El llamado «nuevo paradigma arqueológico bíblico» verá consolidado el aprecio que le tengan la teología y las ciencias de la religión en la medida en que sus descubrimientos se vayan aplicando a los principales temas bíblicos, histórico-religiosos y teológicos. Una de estas aplicaciones es la que acaba de darse en un modo significativo con la publicación del libro de Thomas Römer, L’invention de Dieu, que viene a ser en este momento el mejor resumen de los hallazgos –y cuestionamientos– que la (...) nueva arqueología puede aportarnos hoy acerca del Dios bíblico.En un primer momento, este artículo resume las novedades más destacadas de la nueva visión sobre el Dios bíblico desde la perspectiva de la nueva arqueología, tal como aparecen en el libro de Römer, y en un segundo momento trata de poner de relieve algunas consecuencias y sugerencias, tanto en el plano teórico cuanto en el práctico-pedagógico. Denn die deutliche Zunahme der Anwesenheit Fichtes in der Literatur, so beträchtlich sie auch sein mag, reicht nicht, um einen Begriff zu prägen. Lübbe stellt fest: »Zwischen 1890 und 1900 gibt es zu Fichtes Rechts- und Sozialphilosophie kaum mehr als 10 bemerkenswerte Titel. Zwischen 1900 und 1920 sind es gegen 200«. Das ist zwar viel, aber nicht sehr bedeutsam. Wenn wir die Rolle unserer wissenschaftlichen Veröffentlichungen im Leben einer Kulturgesellschaft relativieren, dann (...) entdecken wir, daß die Angaben, die Klaus Christian Köhnke in seiner Arbeit »Philosophische Begriffe in wissenschaftsinterner und -externer Kommunikation. Am Beispiel der Fichte-Festreden des Jahres 1862« vorstellt, viel entscheidender sind. Dort lesen wir nämlich, daß obwohl 1862 keine Monographie über Fichte verfaßt wurde, doch etwas viel Wichtigeres geschah: jenes Jahr stellte einen Wandel in den Beziehungen zwischen Philosophie, Universität und Gesellschaft dar.
