This paper examines the availability and adequacy of schools’ infrastructural facilities for implementation of the Universal Basic Education program in Nigeria. Adopting the ex post facto design, the researchers used existing school data on physical facilities, including a survey of key stakeholders in the education sector. Data analysed revealed inadequacy of physical facilities for effective implementation of the UBE program. The value of education is commonly measured in terms of its ability to improve economic growth or the earnings of individuals. According to that approach, education enables society or individuals to accumulate a stock of human capital, which can then be used to generate macro or micro level income growth.1 In this chapter our aim is to examine education in Turkey based on the human capabilities approach developed by Amartya Sen and, more recently, by Martha Nussbaum (Sen, (...) 1999; Nussbaum, 2000). The capabilities approach rejects a development strategy based on human capital, firstly, because it does not require that all individuals receive a sufficient education and, secondly, because it is based on an impoverished metric of human well-being. In the first place, an approach to development that is based on human capital may postpone extending a basic education to some children if that is the optimal strategy for expanding economic growth or combating income poverty. It may be argued, for example, that the social conditioning of gender roles means it is more costly to expand the educational attainment levels of female children. Thus, prioritizing investment in the length and quality of education available to male children may be seen as a more cost effective way of driving economic growth. The postponement strategy may be further defended on the grounds that income poverty can be best overcome by letting the fruits of growth trickle-down or be redistributed to the poor, rather than by directly improving the earnings potential of the poor. According to the capabilities approach each individual has a fundamental right to at least a basic education because without it they lack the necessary preconditions for doing things and achieving results that they have reason to value. In other words, society has a duty to ensure that each individual can acquire at least a sufficient education, irrespective of their relative ability to contribute towards income growth.. (shrink)

Objectives: The study determined the competencies of teachers and performance of learners in 2017-2018 National Achievement Test. It identified the influence of teachers’ competencies on performance of learners. Methods: It employed descriptive-correlational and explanatory designs and it involved three divisions in Northern Mindanao region, Philippines. Findings: The Grade 10 and 6 teachers have possessed very satisfactory competencies across areas, while the Grade 10 and Grade 6 learners had a low mastery and very low mastery, respectively. Furthermore, there was no significant (...) relationship between the competencies of teachers and the performance of learners, while their competencies did not significantly influence the performance of learners. Conclusion: Teachers were deemed competent in all areas and learners had not acquired most of the competency standards of the curricula. Hence, no matter how competent teachers are, this would not contribute significantly to improving the performance of learners in the National Achievement Test. Thus, competencies of teachers cannot determine the performance of learners. (shrink)

The study aims to build a model that predicts the behavior of the use of blended learning by English teachers of basic education in China in the environment of repeated lockdowns during the COVID-19 pandemic. It examines the relationships between ICT self-efficacy, organizational support for blended learning, attitudes toward blended learning, and the use of blended learning. Data were collected from 562 teachers using a survey questionnaire. Employing partial least squares structural equation modeling, a hypothesized model was tested (...) for path coefficients and predictive power. This study found that ICT self-efficacy and organizational support for blended learning are sound predictors of teachers' use of blended learning and that the former appeared to be a stronger determinant. In addition, attitudes toward blended learning can directly influence teachers' use of blended learning and mediate the relationship between ICT efficacy and the use of blended learning and between organizational support for blended learning and the use of blended learning. These three variables account for 54.7% of the variance in teachers' use of blended learning. (shrink)

To harness this virtue through the introduction of philosophy at the basic education levels will be a great milestone in the quest for human development and environmental protection and sustainability. O trabalho apresenta os resultados de um estudo realizado em torno do tema da qualidade nas políticas educacionais para a educação básica. Destaca o significado do termo em documentos exarados pelo MEC nesta primeira década de século e o compara com os resultados educacionais alcançados por um conjunto de municípios catarinenses no tocante às suas metas de qualidade. Realça que o cenário desafiador que se impõe aos municípios pesquisados traduz-se tanto no encargo pelo alcance das metas nacionais do IDEB, diretamente (...) implicado na melhoria do desempenho dos estudantes na Prova Brasil, quanto na devida atenção a outros referenciais orientadores das ações voltadas à construção da qualidade social da educação, dentre eles projeto político-pedagógico e as diferenças sociais. Conclui apontando a necessidade de acompanhamento atendo das condições que consubstanciariam a qualidade social almejada, em um contexto de crescente tendência ao uso de informações majoritariamente quantitativas na formulação de políticas educacionais. Este artigo discute os impactos do PIBID UNIVALI – Programa Institucional de Bolsas de Iniciação à Docência – na Educação Básica. O PIBID é uma política pública brasileira de valorização do magistério implementada pela CAPES, a partir de 2007. A pesquisa seguiu a abordagem qualitativa e quantitativa e a coleta de dados deu-se a partir da pesquisa documental. Os dados apresentados revelam que uma política pública bem articulada pode promover a parceria entre a Educação Superior e a Educação Básica, voltadas (...) para a formação dos futuros professores, introduzindo os licenciandos no espaço escolar para que possam compreender o seu cotidiano e assim melhor articular a teoria e a prática a partir de situações educativas concretas. O considerável aumento do número de unidades de ensino que passaram a fazer parte do PIBID UNIVALI, a partir de 2012, ampliou as possibilidades de envolvimento dos participantes do processo num movimento amplo de aprendizagem, valorização do magistério e realização profissional. Os dados apresentados indicam que o PIBID promove o resgate da função da escola e esta passa a ser percebida como uma oportunidade de realização profissional. Os futuros professores percebem que os problemas podem deflagrar ações criadoras e criativas e a universidade problematiza situações educativas concretas. Há uma movimentação nas escolas, pois se desacomodam práticas pedagógicas e institui-se um ritmo mais dinâmico ao cotidiano escolar, principalmente no que diz respeito à criação de materiais didáticos e instrucionais e à vivência estética. O programa ainda cultiva espaços para a socialização de experiências e de formação dos envolvidos. (shrink)

Today, the skills-based approach is increasingly in demand by companies due, in large part, to the fact that it favors the management of human resources by focusing on individual capabilities; which, finally, improves the job profile of a company. As a result, choosing the right candidates has become increasingly selective. Universities, therefore, need to teach skills to improve the incorporation of graduates into the workplace making it as successful as possible. For this reason, it is of special relevance to know (...) if college students consider that the acquisition of skills is key for their incorporation into the workplace. The main objective of this study was to analyze and compare the importance assigned to the acquisition of basic skills in the university education of 694 students studying four different bachelor degrees: pedagogy, early childhood education, primary education, and psychology. For this purpose, a Likert-type questionnaire on basic skills was distributed with four possible options and the following five dimensions that grouped basic skills: organizational and planning capacity; access to information sources; analysis and synthesis of texts, situations, and people; teamwork; and problem solving. The results show that as a whole all students across different bachelor degrees gave a high score to the acquisition of basic skills, with early childhood education students giving it greater importance compared to the students from other disciplines and, more specifically, differences were observed in some dimensions depending on the bachelor degree that they have started. The paper starts by reflecting on what senior engineering students don't know how to do when they confront a real-world project in an industrially sponsored senior design project. Seven, largely qualitatively, skills are found to be lacking: questioning, labeling, qualitatively modeling, decomposing, measuring, ideating, and communicating. These skills, some of the most important critical and creative thinking skills in the arsenal of modern civilization, are termed "the missing basics" and contrasted with what engineering faculty usually call "the basics." The paper (...) critically examines the term "the basics" and other terms that are conceptual hurdles to fundamental reassessment of engineering education at this time. The paper concludes that the engineering academy is stuck in a Kuhnian paradigm born in the cold war, that the reflexive belief in the superiority of math, science, and engineering science to the exclusion of other topics is not itself scientific, and that the use of tired code words is not an argument or a rational defense of a paradigm that may have outlived its usefulness. The paper concludes by highlighting the role philosophy can play in clearing away the conceptual confusion, thereby permitting a more reasoned conversation on the needs of engineering education in our times. A school that adopts a curriculum, that aims for a holistic understanding of technology, does so because it produces a better educated person than a curriculum which does not. How do we know when we are teaching technology holistically and why must we do so? Increasingly, more is asked of technology educators to be holistic in the understanding conveyed to learners of technology itself in order to make better informed technical and design decisions in a wider range of applied settings. The ability of the learner to naturally consider social and environmental factors, for example, when seeking solutions is seen by some State education systems in Australia as fundamental to a genuine education in technology (New South Wales Board of Studies, 2000 & 2002). In philosophy, the holist position asserts that to understand the particular one must understand its relation to the whole and that only through reflection of one's sensation based applications can genuine knowledge be critically affirmed (Matthews, 1980, p.87 & p.93). The combined apparently independent paths of the State and the Holist positions set a compelling scene not only for the socio-economic necessity for holistic technology education in the curriculum but also for Technology's status as a key curriculum agent in the knowledge formation process of educated individuals. -/- This paper asserts that the general elements of Applied Setting (including Time), Human (as Agent), Tool and Environment are well placed to be the necessary basics to any holistic human technological activity. How and why these elements work together, their schema, will be referred to in this paper as the 'Basic Principles'. The paper presents the thesis that Technology cannot be reduced to less than these general elements and as such, Technology is their product. We therefore may need to understand and teach these elements and their relations to each other explicitly, in ways that reveal the utility of such understanding when making technical choices and design decisions for all the genres of technology and at all their scales of application and discovery. The case is made for technology to not merely be a 'know how' learning experience, but necessarily also a holistic 'know why' learning experience essential for developing and transferring technological knowledge. Matthew Clayton, David Stevens and Laura D’Olimpio have advanced a series of objections to arguments I set out in my recent book A Theory of Moral Education – in particular to the problem-of-sociality justification for basic moral standards. Here I reply to their objections.

ABSTRACT Education is in itself a project of Enlightenment. The critical theory of the Frankfurt School, whose origin and development bear the imprint of self-destructive social-cultural processes of modernity and of the Holocaust, can count as an attempt to continue the process of Enlightenment through radical self-criticism. The paper presents the approach of the first generation of critical theory and then Jurgen Habermas' critique of this approach and his reconstruction of critical theory in his theory of communicative action. Special (...) emphasis is laid on the discussion of the ethical implications of human communication. From this background the paper enquires what significance these reflections could have for a revised concept of education. (shrink)

Education reform is pointless if it does not influence what students can learn, what they want to learn, and most important, what they care about. This is a lesson that John Dewey tried to teach us, but one we have either forgotten or willfully neglected.In Back to Basics, Francis Schrag builds on Dewey's fundamental principles and offers a probing and thoughtful exploration of the most basic questions in education today: What is the purpose of schooling and what (...) should our educational aspirations be? What should be taught and how? Who is accountable and what are they accountable for? Besides the task of conveying information, methods and skills to their pupils, teachers are also expected to mediate certain basic values. In this paper we are interested in the educational task of mediating such values in societies imbued with individualist values and attitudes. As a background we use the results from the recurring "World Values Survey" (WVS) which maps the evaluative profile of citizens in about 80 different countries worldwide. The results from WVS reveal that Swedes in general stand (...) out as remarkably individualist with respect to their reported value judgements. Hence, Sweden constitutes our example of an individualist society, i.e., a society whose members to a large extent share an individualist evaluative profile. One important feature of such an individualist evaluative profile is a tendency to regard questions of value as largely a private matter and to downplay the importance of ethics in general. Against this background we investigated the evaluative outlook of 134 Swedish teacher students, using questions from WVS as a point of departure. The results indicate that these students do not differ to any significant degree from the Swedish population in general as regards their evaluative outlook, and yet they are supposed to mediate both individualist and social basic values in their coming profession. The purpose of this paper is to make visible and problematize the tension between an individualist evaluative profile and the educational task of mediating a set of basic values. This tension, it is argued, poses special challenges for teachers and the teacher education in societies on the individualist side of the scale. (shrink)

The article discusses two basic paradigms of western educational theory, namely the concept of “influence” and the concept of “development”. Two historical contextes are analyzed, John Locke's theory of human learning and Jean-Jacques Rousseau's theory of natural development. Both theories are rejected in favour of a position beyond “influence” and “development”. This position of a theory of education ( Erziehung ) is marked with the term “moral communication”.
