This article focuses on the accuracy of satellite data, which may then be used in wave power applications. The satellite data are compared to data from wave buoys, which are currently considered to be the most accurate of the devices available for measuring wave characteristics. This article presents an analysis of satellite- (Topex/poseidon) and buoy-measured significant wave heights for a 1-year period at Cape Sorell and Rottnest Island, off the Australian coast. The analysis found that the satellite-measured wave heights (...) showed a slight positive bias. This is contrary to the findings of most other authors, who have analyzed data from the Northern Hemisphere and generally found a negative bias in the satellite-measured wave heights. The implication is that calibration functions to improve the correlation between the buoy and satellite data may vary for different hemispheres or even regions within these. (shrink)

The region of the Middle East is highly conflict-loaded. The absence of one distinct regional power may be considered both cause and consequence of this structural feature. At the same time, there are significant power gaps between states in the Middle East, with Israel among the most powerful actors and accordingly defined as a potential regional power. Due to the specific empirical setting of the Middle East region, an analytical design emphasizing relational and procedural dynamics (...) is required. In attempting to develop such a design, this paper utilizes three well-established schools of thought of international relations: (neo)realism, institutionalism, and constructivism. These three schools of thought are further used for developing hypotheses on both Israeli regional policy and its effects on the Middle East. After illustrating these hypotheses in relation to four periods in the contemporary history of Israel, theoretical lessons to be learned for the analysis of regional powers in other world areas are presented. It is understandable that, since the fall of the Berlin wall, researchers interested in the social and political upheavals brought about by this phase of history should have concentrated their attentions on what had been the immediate sphere of influence of the Soviet centre of power. However we are within our rights today to ask why our understanding of the structural (economic and social) transformations in what is conveniently called the ‘post-communist’ period and space, and of post-bipolarisation regional (...) relationships, should be confined to that region of the world corresponding to the ex-USSR and the Eastern countries. India dropped its target of 500 GW of renewable energy capacity fossil fuel sources by 2030. Its responsibilities the United Nations Framework Convention Climate Change [UNFCCC],and reducing radiations by one billion tonnes by the end of the decade at the COP26 conference, held in Glasgow in November 2022. Researchers are continually searching for inexhaustible and reasonable energy sources. Solar energy is one of the greenest sources of energy and is also one of the cleanest. The most important factor in using (...) solar energy is the location of the solar power plant. The main objective of this study is to find the best location for a new solar power plant in a specific region called Bundelkhand region of Uttar Pradesh in India. Here we offer an extension of ELECTRE III method as two-phase Pythagorean neutrosophic elimination and choice translating reality PN-ELECTRE-III) method to adapt with fuzzy, ambiguous, unsure, and indeterminate criteria. The Pythagorean neutrosophic numbers [PNNs] used by the group decision support system of PN-ELECTRE III to measure performance of the alternatives. The options are entirely outclassed in the subsequent stage in view of the past stage's evaluations of them. By defining PNN we describe the technique of indifference threshold functions, preference treshold and veto threshold functions, which provide a more stable basis to drop outranking relations. By calculating the concordance credibility, discordance credibility and net credibility degrees of each alternative, the ranking module of the PN-ELECTRE III approach is made simpler. In order to confirm the applicability of the strategy suggested in this paper, the location selection problem for solar plants is finaly solved. (shrink)

In recent years, inverse spectra were investigated with imaging optics and a quantitative description with radiometric units was suggested. It could be shown that inverse spectra complement each other additively to a constant intensity level. Since optical intensity in radiometric units is a power area density, it can be expected that energy densities of inverse spectra also fulfill an inversion equation and complement each other. In this contribution we report findings on a measurement of the power area density (...) of inverse spectra for the near ultraviolet, visible and the infrared spectral range. They show the existence of corresponding spectral regions ultra-yellow and infra-cyan in the inverted spectrum and thereby present additional experimental evidence for equivalence of inverse spectra beyond the visible range. National Priority Regions (NPRs) are one of Israel’s most robust tools for redistribution: a resource allocation governmental plan that favors some regions over others, mostly according to their socioeconomic status and peripherality. Drawing on archival research, this article is the first to focus on this topic and provide a detailed description and analysis of this measure. It provides historical and theoretical accounts of NPRs, tracing their history, starting in the 1970s, over three periods and showing how they have been used (...) and abused. This allows for some important observations about the stakes of using a "color-blind" place-based distributive mechanism, and about the complex relationship between redistribution, development, and settlement. At the national level, this article shows how NPRs changed over the years from a discriminatory tool that excluded almost all Palestinian-Arab localities into a more inclusionary mechanism, but one that also works to support and incentivize Jewish settlement in the Occupied West Bank. At the theoretical level, this article lends itself to and supports a ‘region-skeptic’ approach that sees the regional scale, much like other seemingly “race-neutral” criteria, mostly as an elusive exercise of power that often deepens inequality. However, drawing on Israel’s experience with NPRs, this article provides some more specific cautionary tales that can, I suggest, work to improve the regional scale rather than eliminate it altogether. The research concept of the "regionalization of Confucianism" has been extracted as an "ideal type." It can be summarized approximately under the dual aspects of premodern intellectuals as "using the Way to oppose power" and "using the Way to supplement power." At the same time, the process of the "regionalization of Confucian learning" was complete. This created positions for spatially mobile intellectuals both within the professional bureaucratic class and in the class of popular gentry scholars . To address the burden of maternal morbidity and mortality in low‐ and middle‐income countries (LMICs), research with pregnant women in these settings is increasingly common. Pregnant women in LMIC‐context may experience vulnerability related to giving consent to participate in a clinical trial. To recognize possible layers of vulnerability this study aims to identify factors that influence the decision process towards clinical trial participation of pregnant women in an urban middle‐income setting. This qualitative research used participant observation, in‐depth interviews, and focus (...) group discussion with medical staff and pregnant women eligible for trial participation, at a regional hospital in Accra, Ghana. Besides lack of familiarity with modern scientific concepts, specific factors influencing the decision‐making process were identified. These include a wide power difference between health provider and patient, and a different perception of risk through externalization of responsibility of risk management within a religious context as well as a context shaped by authority. Also, therapeutic misconception was observed. The combination of these factors ensued women to rely on the opinion of the medical professional, rather than being guided by their own motivation to participation. Although being a (pregnant) woman per se should not render the label of being vulnerable, this study shows there are factors that influence the decision process of pregnant woman towards trial participation in a LMIC context that can result in vulnerability. The identification of context‐specific factors that can create vulnerability facilitates adaptation of the design and conduct of research in a culturally competent manner. (shrink)

Throughout its four centuries of Ottoman rule, Iraq remained a frontier of geographical, tribal, religious, economic and imperial boundaries. Iraq was an outlying region; it had a large Shi'i population; it remained a tribal and economically poor country; as a frontier region, it was vulnerable to invasion and peaceful penetration by foreign powers, Iran and Britain. The Ottoman central government expended considerable effort to overcoming these challenges, but proved unable to resolve them completely, and as a result, both its authority (...) and reform efforts were undermined. These obstacles to the Ottoman administration of the Iraqi provinces, due to Iraq's location in a frontier region, compounded by the government's inability to satisfy the conflicting desires and interests of those involved, presented a dilemma to the empire which it was unable to transcend. In this paper we study the distribution of power in the Basque Parliament since the restoration of the Spanish democracy. The classic simple games do not fit with the particular voting rule that it is used to invest the president of the regional government. In order to model this voting mechanism we incorporate coalitional externalities to the game. We use the extensions of the most popular power indices to games with externalities that have been proposed in the (...) most recent literature. Moreover, we propose a method to estimate the probability of a given coalition based on the ideological positions of its members in a two-dimensional political spectrum. (shrink)

The transplanted firm is an important force to promote the network evolution and cluster transformation and upgrading of the undertaking firm. From the micro-analytic perspective of firm network, this paper puts forward a theoretical framework with “relationship-network-evolution” as the main line. Taking the refrigeration industry cluster in Minquan County of China as a case study and keeping the firm networks of economic relation, technical cooperation, and social communication firm network in 2009, 2013, and 2017 as the research objects, this paper (...) analyzes the structure and evolution characteristics of regional firm network system, proposes the degree and effect of the local embeddedness of transplanted firms, and discusses their differences between international and interregional transplanted firms. The results revealed that: the local embeddedness of transplanted firms significantly promotes the development of refrigeration industry network. The network power of large-scale transplanted firms in the cluster is increasing day by day, and the network presents a multi-core trend. The local embeddedness of some transplanted firms is not high, and the overall connectivity of the network is not strong. Network intermediary nodes have strong heterogeneity, and the intermediary role of some large transplanted firms in the network needs to be improved. The three network systems have similar structural characteristics, and social capital plays an important role in the local embeddedness of transplanted firms and the development of regional firm network. Compared with international transplanted firms, interregional transplanted firms are more adaptable in terms of local embeddedness. The Jola are intensive wet-rice cultivators in the Lower Casamance region of Senegal. In this study, the author examines the reasons behind startling contrasts in the organization of agricultural tasks among three Jola communities located within a 45-kilometre radius from Ziguinchor. In Sambujat, situated in the non-Islamisized region south of the river, wet rice is a monocrop cultivated by both men and women. In Jipalom, in the Kajamutay region north of the river, Islam and cash cropping have been adopted; and (...) in Fatiya, in the so-called 'Mandingized' region of the Kalunay, social relations have become hierarchical and this has had profound effects on the cropping system and on the division of labour. The author examines the shift of power relations over time, and their effects on the way in which production has been organized by age and gender, kin and class. Larger issues dealt with are Islamization, women's labour and the introduction of cash cropping. Introduction. For three decades, the subjects of the Russian Federation have been participants in international relations, establishing international, foreign economic, cross-border cooperation with foreign partners. What are the opportunities and limitations of the international activities of the Russian regions? Have they transformed during this period? If so, in which direction and what was the reason for this? The purpose of this article is to find answers to these questions. Methodology. The conceptual basis of this study is the concept of paradiplomacy. (...) The methodological basis of the study was the approach of Manuel Du- ran. The researcher suggests studying four aspects relevant to the study of the role of subnational government (powers, capabilities, abilities and presence). Methods. From the view point of the research design, the article is a case study, because it is based on the method of studying specific cases (case-study). The Sverdlovsk region was chosen as the object of the research. Results. Summarizing the results of the analysis of the Sverdlovsk region’s paradiplomacy, the author comes to the conclusion that Russian regions enter into international / foreign economic agreements, but only with the subjects of foreign federal states, administrative-territorial entities of foreign states. Secondly, the subjects of the Russian Federation take part in the work of international organizations, but only with those created specifically for these purposes. Thirdly, the regions also communicate with foreign states authorities, but only with the consent of the Government of the Russian Federa- tion. Fourthly, the subjects of the Russian Federa- tion open their representative offices outside the country, but in agreement with the Russian Foreign Ministry. Finally, the authorities of the constituent entities of the Russian Federation create institu- tions of paradiplomacy, which is expressed in the activities of regional ministries whose task is to as- sist in the developing international cooperation. Conclusions. The author outlines possibilities and limitations of paradiplomacy at the legislative level. Informally, the heads of the constituent entities of the Russian Federation should be guided by the foreign policy line formulated by the head of the state. On a number of foreign policy events, certain Russian governors can take a firmer position than the federal center. (shrink)

Introduction. The authors clarify and expand the concepts of heterogeneity properties of regional socio-economic and digital spaces. Heterogeneity of space is associated with the regional uneven development and results in their socio-economic and digital differentiation, which, in turn, determines unequal conditions for ensuring the population’s life quality. In the context of the study, heterogeneity of the regional space is defined as a property of uneven spatial development of the Russian Federation’s constituent entities according to the territorial, sectoral, (...) and temporary characteristics that determine and affect the level and quality of life of the population. The citizens’ life quality throughout the country is an absolute priority of economic development at the federal and regional levels. Indeed, only then should we speak of a positive assessment of economic growth when it does not follow the path of the previous inefficient development, but is aimed at achieving a real improvement in people’s wellbeing [3; 4; 17]. Taking into consideration the particular importance of social priorities and their implementation throughout the country, the authors think it necessary to study the properties of the economic space, to determine their impact on the population’s life quality. The aim of the study is to analyze the effect of heterogeneity of the regional socio-economic and digital spaces on the population’s life quality in the Russian Federation’s constituent entities. Methods. To conduct the study, the authors make use of statistical analysis based on the data of the Russian Statistics Agency, Moscow School of Management Skolkovo, Russian Information Agency Rating; content analysis, methods of comparative analysis and positioning of regions. The scientific novelty of the study consists in expanding ideas about heterogeneity of the regional space from the standpoint of the regional socioeconomic situation and the level of their digitalization, which result in differentiating the Russian Federation’s subjects and unequal conditions for the people’s life, to a different extent affecting the population’s life quality throughout the country. In methodological terms, the study is supplemented by a pairwise comparison of the regional space characteristics and the multivariate positioning of regions in the coordinates: socio-economic space - quality of life; digitalization is a quality of life. Results. The authors study the impact of integrated indicators of the socio-economic situation of the regions, their digitalization level on the population’s life quality in the Russian Federation’s constituent entities. At the same time, the authors apply a comparison of various integral nature of the regional space indicators used, as a rule, autonomously, for multi-characteristic typologies (groups of regions I—IV and groups of regions A—D), by means of which a group of the most powerful regions was identified where the life quality is associated with the best socio-economic situation and active digitalization of these regions. Conclusions. It was found that uneven economic and digital territory development leads to interregional differentiation of the population’s life quality, as a result of which the leading regions and the outsider regions are distinguished, characterized by unequal conditions for the citizens’ life. The typology made it possible to identify groups of regions for which selective measures are needed to increase the level and quality of the population’s life. For some regions, the priority is to use their economic potential and new digital technologies, for others, active interregional interaction; the third (the weakest) cannot provide a decent standard of living without profound government support. The work is carried out in line with the Russian dialectology of the German language. Its relevance comes from the fact that it is devoted to one of the territorial forms of German, which was never before linguistically studied. The authors of the paper conducted the field work in the territory of Novosibirsk region and collected data that allow analyzing the language situation of the Germans residing there. In the proposed article, the first results of this analysis are presented, which (...) give an idea of the main social and linguistic characteristics of the native forms of the German language in Novosibirsk region. In particular, the main components of the linguistic situation of the ethnoterritorial community under consideration are identified, the communicative power of each component is described, and the dialect identification of the native forms of the German language in the surveyed region is carried out. When modeling the language situation of the Germans of Novosibirsk region, the phenomena caused by interlingual contacting are emphasized. The authors show that on the territory of Novosibirsk region there are German idioms long staying outside the main continuum of German language and representing unique language formations. These language formations show signs of West Central German, and also includes phenomena caused by language interference. The simulated language situation is characterized as unbalanced - the demographic and communicative capacities of German dialects in the region under consideration are much lower than those of languages with majority status. It is noted that the demographic and communicative capacities of the described territorial forms of German language are in the process of a rapid decline. (shrink)

Food systems are made of a myriad of actors, visions and interests. Collaborative governance arrangement may foster their transformation towards greater sustainability when conventional means, such as state-oriented planning, technological developments or social innovations provide insufficient impetus. However, such arrangements may achieve transformative results only under certain conditions and in specific contexts. Despite an abundant literature on participatory schemes, the success for collaborative governance arrangements remains partially understood and deserves academic attention, in particular in the field of food systems reform. This article provides an in-depth analysis of an empirical case study in the Walloon Region (Belgium), where the administration for sustainable development initiated a six-month participatory process to collectively construct a roadmap towards a sustainable regional food system. The article explores the extent to which the process has allowed transformative voices to emerge, and assesses whether the outcome provides a promising tool for adopting a transformative policy at the regional scale. It argues that the facilitation process insufficiently attenuated existing power relations and highlights key underlying factors (including time, resources, expertise and coalition building) that, like in classical negotiation settings, strengthen or weaken specific actors. It discusses the link between the results of the participatory process and the potential for policy-makers to build upon these to guide further the region’s food system towards a sustainable future. Ethical perspectives on regional, rural, and remote healthcare often, understandably and importantly, focus on inequities in access to services. In this commentary, we take the opportunity to examine the implications of normalizing metrocentric views, values, knowledge, and orientations, evidenced by the recent (2022) New South Wales inquiry into health outcomes and access to hospital and health services in regional, rural and remote New South Wales, for contemporary rural governance and justice debates. To do this, we draw on the (...) feminist inspired approach to rural health ethics involving analysis of power relationships developed by Simpson and McDonald and related ideas from critical health sociology. This collection of essays is unlike others in the field of African studies, for it is based on three very precisely delineated focal points: a particular geographical region, the sub-Sahara; specific modes of cultural production, literature and cinema; and a focus on works of French expression. This three-fold approach to exploring the relationships between power and culture in a non-Western environment greatly contributes to making this book unique from a variety of perspectives: African, Francophone and postcolonial studies, as well (...) as cross-disciplinary, cultural, transnational and diasporic studies. Moreover, the book offers deft and innovative analyses that move beyond the rhetoric of crises on the African continent we so very often hear of, so as to present a critical reflection on the subject at hand that is specific to the sub-Sahara and at the same time intimately linked to global culture, economy and politics. The authors' three-fold approach also presupposes that disciplinary compartmentalization increases power conflicts in academia. If only in part, compartmentalization is the result of antagonistic and competitive relations between specialization and multidisciplinary education. This book is thus a modest attempt at presenting an alternative to excessively fixed and homogeneous academic frontiers while considering that disciplinary expertise remains a must. Keeping in mind that an increasing number of scholars in Anglophone Postcolonial studies and Francophone African studies have been attempting for quite some time now to open interstices and build crossroads that can better connect them to each other, keeping in mind that these scholars work at revealing mechanisms by which any antagonistic discourses can mix, influence, act upon or react to one another, this book seeks to take a constructive step in establishing enduring grounds for multidisciplinary, cross-disciplinary and transnational academic research and collaboration. Through empirical investigation of the Eurozone and Greek debt crisis 2010–12, this article demonstrates how a peak organization of financial firms—the Institute of International Finance —was able to mobilize its members transnationally to secure several key political and economic objectives. At the height of the crisis, large European banking firms were threatened by the prospect of a disorderly Greek default, coercive intervention by governments, and, potentially, a regional banking collapse. In this context, representatives from the IIF entered the policymaking (...) process to facilitate concerted private sector action, assisting EU officials with the negotiation of a substantial and orderly creditor writedown, and cooperating with legal action by the Greek government to sideline a minority of financial firms hostile to the deal. The article shows that the IIF’s disproportionate influence over policymaking was a result of their technical expertise, their ability to recruit individuals with long-standing experience of sovereign debt restructuring from the public and private sector, and the operation of elite revolving-door processes. In contrast to recent studies showing that financial actors are able to exercise more power at the national level by remaining collectively inactive, these findings suggest that, at the transnational level, financial actors can be most effective at securing their preferences when they are well organized and when they coordinate politically on the basis of collective interests. . Effective text region extraction and binarization of image embedded text documents on mobile devices having limited computational resources is an open research problem. In this paper, we present one such technique for preprocessing images captured with built-in cameras of handheld devices with an aim of developing an efficient Business Card Reader. At first, the card image is processed for isolating foreground components. These foreground components are classified as either text or non-text using different feature descriptors of texts and images. (...) The non-text components are removed and the textual ones are binarized with a fast adaptive algorithm. Specifically, we propose new techniques for foreground component isolation, text extraction and binarization of text regions from camera captured business card images. Experiments with business card images of various resolutions show that the present technique yields better accuracy and involves low computational overhead in comparison with the state-of-the-art. We achieve optimum text/non-text separation performance with images of resolution 800×600 pixels with an average recall rate of 93.90% and a precision rate of 96.84%. It involves a peak memory consumption of 0.68 MB and processing time of 0.102 seconds on a moderately powerful notebook, and 4 seconds of processing time on a PDA. (shrink)

A very large hydroelectric generating project has been proposed for the northern regions of Quebec. Numerous benefits will be derived from this project: inexpensive power, reduced pollution, and improved quality of life. The native peoples living in the region object strongly, however, and claim that the project will destroy their culture. A 35-minute video describes this conflict and challenges students to make the “build/don't build” decision.

Speech sounds are an essential vehicle of information exchange and meaning expression in approximately 7,000 spoken languages in the world. What functional constraints and evolutionary mechanisms lie behind linguistic diversity of sound systems is under ongoing debate; in particular, it remains conflicting whether there exists any universal relationship between these constraints despite of diverse sounds systems cross-linguistically. Here, we conducted cross-linguistic typological and phylogenetic analyses to address the characteristics of constraints on linguistic diversity of vowel systems. First, the typological analysis (...) revealed a power-law based dependence between the global structural dispersion and the local focalization of vowel systems and validated that such dependence was independent of geographic region, language family, and linguistic affiliation. Second, the phylogenetic analysis further illustrated that the observed dependence resulted from correlated evolutions of these two structural properties, which proceeded in an adaptive process. These results provide empirical evidence that self-organization mechanisms helped shape vowel systems and common functional constraints took effect on the evolution of vowel systems in the world’s languages. Regional and local value creation is seen as one solution for reducing the environmental impact of the agri‐food system. The point of reference for this research is the powerless position of small actors in agri‐food chains. This paper gives insights into the motivation of small‐scale producers in developed countries to exit national and export markets and to opt for a sustainability orientation. Specifically, we explore how the powerlessness of small actors in global value chains may fuel the formation of (...) regional and local value chains. Through a regional case study, we map the dairy value system and identify three different value chain structures in the Northern German dairy industry. Then, we illustrate how some small (organic) raw milk producers have changed their position in the value chain and bargaining strength by following different upgrading strategies. Their increase in bargaining power comes with efficiency losses and increased risk. Implications for small‐scale producers and society are discussed and brought together in a framework that demonstrates the drivers and challenges for sustainability‐oriented small‐scale agricultural producers to achieve a stable and competitive position within the market. Language is a powerful tool that enables communication and shapes our identity and cultural practices. The right to choose one's language is a fundamental human right that helps preserve personal and communal identities. In a multilingual nation like Ethiopia, language goes beyond communication to define administrative boundaries. Consequently, depriving Ethiopians of their linguistic rights becomes a more complex punishment than food embargoes. This research investigated the motives and means by which the Amhara Regional State-enforced a monolingual and monocultural language (...) education policy in western Tigray through the lens of linguistic genocide. The study involved interviews with ten teachers, selected using a snowball sampling method, and document analysis to reinforce the result. Political and economic factors and a desire to promote the assimilation of Tigrayans into Amhara culture and language, a process known as "Amharanization", appear to have impacted the implementation of the language education policy in western Tigray. Authorities have implemented a variety of measures, including bans, restrictions, penalties, enforcement, forced relocation, and even heinous acts, which have caused the Tigrayan community severe physical and psychological distress. Collectively, these policies, actions, and outcomes constituted an act of linguistic genocide. This study sheds light on the severe repercussions of such policies, examines their implications, acknowledges the inherent limitations, and offers valuable recommendations for future research in this crucial area. Green finance plays a crucial bridge as an intermediary between finance and the environment, facilitating resource allocation. The disclosure of environmental information (EID) is vital for promoting sustainable economic development. This study utilizes panel data covering the period from 2012 to 2019, focusing on Chinese companies listed in high-polluting industries. The findings demonstrate that green finance policies have a significant positive impact on EID, while increased managerial power has a detrimental effect. However, green finance policies can mitigate the negative (...) consequences arising from moral hazard and adverse selection resulting from managerial power. They enhance the quality of EID by restricting long-term loan resources for polluting entities. The heterogeneity test reveals that the effectiveness of green finance policies in promoting EID varies across different regions of China. In non-state-owned companies, green finance policies are more effective in constraining managerial power. The moderating effect of green finance on managerial power is weakened by improvements in internal control. Green financing can offset the adverse impact of managerial power on EID when debt levels are high. Our research plays a crucial role in advancing micro-academic studies in the field of green finance. By strengthening internal controls for corporate managers and promoting EID policies, we provide essential support and guidance to decision-makers. (shrink)

This chapter presents the successive stages to make changes in the Polish development policy after 1989. The national administration reform of 1990 in the Third Commonwealth of Poland restored the local government after 40 years of non-existence during the time of Polish People’s Republic that was a satellite state of the Soviet Union after the Second World War. Another reform took place in 1998 as a part of preparations for the country’s membership in the European Union from 2004. Currently developed (...) strategic documents are suggesting the use of the "polarization and diffusion model of the development." The authors also discuss the regional policy currently implemented in Poland, which was designed in years 2009-2014. The process of creation of new policy includes plans to reform the policy instruments and to update the strategic framework. Conclusions highlight a need for a clearer division of powers between the center and regional governments and the importance of strengthening the financial basis and institutional capacity building. ObjectiveSchizophrenia is a mental disorder that is characterized by progressive cognitive impairment. Objective measures of cognitive function may provide reliable neurobiomarkers for patients with schizophrenia. The goal of the current work is to explore the correlation between resting theta power and cognitive performance in patients with schizophrenia.MethodsTwenty-two patients with schizophrenia and 23 age-, sex-, and education-matched healthy controls were included in this study. The MATRICS Consensus Cognitive Battery was used for cognitive evaluation and the Positive and Negative Syndrome Scale (...) for evaluation of clinical symptoms. EEGs were acquired in the resting state with closed and opened eyes. Between the two groups, we compared the relative theta power and examined their relationship with cognitive performance.ResultsCompared to healthy controls, patients with schizophrenia showed significantly higher theta power, both with eyes closed and open. When the eyes were open, negative correlations were found in patients with schizophrenia between theta power in the central and parietal regions with processing speed scores, and between the theta power of the Pz electrode and verbal learning and reasoning and problem-solving scores. In the control group, theta power over the Fz electrode was negatively correlated with processing speed.ConclusionsOur findings showed that theta activity increased in certain brain regions during resting state in schizophrenia. Negative associations between resting theta power over the parietal-occipital regions with MCCB domains scores suggest that altered theta activity can be used as a neurobiological indicator to predict cognitive performance. Nursing has evolved, yet media representation has arguably failed to keep up. This work explores why representation has been slow in accurately depicting nurses' responsibilities, impacts on public perceptions and professional identity. A critical realist review was employed as this method enables in-depth exploration into why something exists. A multidisciplinary approach was adopted, drawing from feminist, psychological and sociological theories to provide insightful understanding and recommendations. One main feminist lens has been implemented, using Laura Mulvey’s ‘Male-Gaze’ framework for content analysis (...) of three nurse-related advertisements to explore how the profession's female status influences representation, public perception and how this might impact nursing. Nurse representation has important real-world consequences. It is essential to improve unnecessary negative portrayals and contest ingrained stereotypes as there are costs to public opinion and nursing's self-identity. Nursing's female status has an impact within a male-dominated media industry, with a leisurely approach adopted toward changing representation. Media images become societally ingrained, this reiterates the significance of accurate/positive depictions. Social media is an instant method of communication with the public to combat stereotypes and maintain engagement to provide better understanding of what nurses do. (shrink)

This paper aims to determine the major axes of the economic policy implemented by the Walloon Region since it acquired significant powers in january 1989. A brief summary of the mechanisms introduced by the Special Financing Law demonstrates how much federal entities suffer from financial constraints imposed by the budgetary sourcing from the National Government. As a result the resources made available are lower than 1988 expenditure on items which have since been 'federalized". The balance will have to be financed (...) by Regional borrowing.We discuss several budgetary policies scenarios and their effects. The Walloon Region has chosen a middle way between two extremes. It has avoided an unchanged expenditure policy, which would have led to an undesirable increase in the debt of the Region, followed by a chronic budgetary shortage. neither has it introduced an excessively strict policy - obtaining a balanced budget by 1996 would have meant a 20% cut in current expenditures. The Walloon Region has opted for a policy of distributing growth between the present and the future by accepting a reasonable level of debt with borrowing limited to the financing of investments which increase the Region's earning assets.When it comes to the budgetary policy of the French Community, we confine ourselves to a brief presentation of the budget because of uncertainty about how it will be made up. Studies of food waste claim that its main causes are technological and logistical deficiencies in the first stages of the agri-food chain. The present article discusses this statement using a specific case as a starting point: the production of fruit in Lleida (Catalonia, Spain). Since the 1980s, fruit production in this region has undergone a process of innovation and development. However, the agents who participate in the sector claim that the wasted volume of edible foodstuffs is greater than in previous (...) times. This article argues that studies of food waste do not consider the power relations existing within the agri-food chain. When these relations are asymmetrical, technological innovation and logistics optimisation do not improve the efficiency of the system; rather, they help the hegemonic players to monopolise the commercial margin and transfer some of their running costs to the weaker agents. The ethnographic data for the study were obtained between 2017 and 2019 using qualitative research techniques. (shrink)

Cities and local governments loom large on the sustainability agenda. Networks such as Fair Trade Towns International (FTT) and the Organic Cities Network aim to bring about global policy change from below. Given the new enthusiasm for local approaches, it seems relevant to ask to what extent local groups exercise power and in what form. City networks present their members as “ethical places” exercising _power with_, rather than _power over_ others. The article provides an empirical analysis of the (...) class='Hi'>power of FTT and Organic Cities in Germany. In both cases, we found cities that are eager to emphasize their inclusive potential. Their willingness to compromise is demonstrated most illustratively by the fact that several cities are members of both networks: While the FTT campaign aims to address problems of international trade but does not abandon it, Organic Cities advocate for a new localism based on food supply from farmers in the same region. In both cases, city networks use their purchasing power to increase the share of certified products. By doing so, the city networks reproduce privileged positions of consumers benefitting from the global capitalist order (_power over_). However, our analysis revealed that networks also make citizens reflect upon agri-food challenges and allow developing alternatives for more sustainable systems (_power with_). (shrink)

Neuroimaging technologies have improved our understanding of deception and also exhibit their potential in revealing the origins of its neural mechanism. In this study, a quantitative power analysis method that uses the Welch power spectrum estimation of functional near-infrared spectroscopy signals was proposed to examine the brain activation difference between the spontaneous deceptive behavior and controlled behavior. The power value produced by the model was applied to quantify the activity energy of brain regions, which can serve as (...) a neuromarker for deception detection. Interestingly, the power analysis results generated from the Welch spectrum estimation method demonstrated that the spontaneous deceptive behavior elicited significantly higher power than that from the controlled behavior in the prefrontal cortex. Meanwhile, the power findings also showed significant difference between the spontaneous deceptive behavior and controlled behavior, indicating that the reward system was only involved in the deception. The proposed power analysis method for processing fNIRS data provides us an additional insight to understand the cognitive mechanism of deception. (shrink)

This paper is concerned with rethinking the nature of social life in terms of how it appears — not to us academics at the centre of it, as consisting in a system, or a plurality of systems -but how it might appear from a position more in on the margins, at those moments when ordinary people must relate themselves to each other, unsystematically and practically. To do this, we must also rethink the nature of language and thought as possessing within (...) these moments, a formative or creative character — for it must have the ability to create practical connections between aspects of people's lives, as required, on the spot. This is to privilege the role of rhetoric in these regions over that of logic. This also leads to a rethinking of ideology and power: as being to do with, not ideas, but the practical shaping (or not) — in moments when in practical communication with others — of collective, sharable forms of life. Where it is in such moments, in which different people meet each other in socially constructing their lives together, that political struggles are their most intense, and where ideology can be detected at work. Power-law city-size distributions are a statistical regularity researched in many countries and urban systems. In this history of science treatise we reconsider Felix Auerbach’s paper published in 1913. We reviewed his analysis and found (i) that a constant absolute concentration, as introduced by him, is equivalent to a power-law distribution with exponent $$\approx 1$$ ≈ 1, (ii) that Auerbach describes this equivalence, and (iii) that Auerbach also pioneered the empirical analysis of city-size distributions across countries, regions, and time (...) periods. We further investigate his legacy as reflected in citations and find that important follow-up work, e.g. by Lotka (Elements of physical biology. Williams & Wilkins Company, Baltimore, 1925) and Zipf (Human behavior and the principle of least effort: an introduction to human ecology, Martino Publishing, Manfield Centre, CT (2012), 1949), does give proper reference to his discovery—but others do not. For example, only approximately 20% of city-related works citing Zipf (1949) also cite Auerbach (Petermanns Geogr Mitteilungen 59(74):74–76, 1913). To our best knowledge, Lotka (1925) was the first to describe the power-law rank-size rule as it is analyzed today. Saibante (Metron Rivista Internazionale di Statistica 7(2):53–99, 1928), building on Auerbach and Lotka, investigated the power-law rank-size rule across countries, regions, and time periods. Zipf’s achievement was to embed these findings in his monumental 1949 book. We suggest that the use of “Auerbach–Lotka–Zipf law” (or “ALZ-law”) is more appropriate than “Zipf’s law for cities”, which also avoids confusion with Zipf’s law for word frequency. This paper examines the planning process and architecture of two public psychiatric institutions built around 1900 in Trieste and Lower Austria. From 1864, the building of new asylums was the responsibility of Crown land governments, which by the end of the nineteenth century had emerged as sites of power and self-presentation by minority groups and new political parties. At the same time, the area of asylum planning was establishing itself as a branch of asylum psychiatry and promoting the idea (...) of the asylum as model settlement, contributing to social reform. I analyse the interaction of psychiatrists, architects and government officials involved in planning the two institutions in the context of Crown land governments’ self-positioning within the empire and internationally . The Trieste asylum planners were working for a government controlled by Italian nationalists, but their desire for a ‘modern’ asylum turned them towards German models. The Christian Social government in Lower Austria sought to supplant Germany as the leader in this branch of science. The spatial arrangement and visual articulation of the two asylums is interpreted in the context of the interaction of psychiatry and the politics of regional autonomy. (shrink)

China has undergone a rapid process of modernization since 1949. The modernization process has accelerated with the development of the market economy and rural-to-urban migration after the 1980s. Nevertheless, Chinese regions still exhibit substantial differences in terms of individualist/collectivist cultural orientations. The rice theory and the climato-economic theory have attempted to explain this variation by analyzing provincial-level data. Based on a quantitative analysis of more granular, county-level variables spanning from the early 1990s until 2010, we offer an alternative account of (...) this cultural variety based on lineage development in different Chinese regions. Using the ArcGIS geographic information system, we first present the regional distribution of individualism/collectivism indicators at the county level through descriptive statistics and spatial analysis. We also run a regression model to analyze county-level data on individualism/collectivism that includes three periods. Our multi-level analysis shows that lineage development is a critical variable that explains more regional variation of culture in China when compared to other variables. While rice farming, the key variable of the rice theory, is a significant variable, its explanatory power is less than the lineage variable. Finally, our analysis shows that the climato-economic theory fails to explain the regional variation of culture. (shrink)

AbstractCritics charge that agriculture has reached an unsustainable level of consolidation and expropriation, as exemplified by the supply-chain breakdown of the COVID-19 pandemic. Simultaneously, advocates suggest the current system serves consumers well by keeping prices low and access to choices high. At the center of this debate rests a disagreement over how to compute market power to identify monopolies and oligopolies. We propose a method to study power across different sectors by using Social Network Analysis to analyze key (...) players, the presence of core-periphery structures, and agricultural consolidation. We test our market network approach to power through an analysis of the top ten pork powerhouses. We find that Big Finance is closely tied to Big Ag, and that key players limit the capacity for more peripheral actors, like growers, equipment producers, and regional banks, to engage in the network. We identify system level risk of collapse and suggest pathways for reform. (shrink)
