Investigating school performance and competencies, especially on leadership, received a considerable attention in the past. In fact, there have been multitudes of evidence that leadership can impact school performance, student achievement, or outcome. Also, there was no single measurement of school performance. This study examined the influence of leadership and core behavioral competencies on the school performance of school heads. This was to build a new model of school performance. Using an explanatory research design, it administered a survey questionnaire to (...) 192 randomly chosen school heads from the 37 districts of Department of Education Division of Surigao del Sur. Also, it used data mining for the performance ratings of school heads from the division office. Regression analysis tested three hypothesized models of school performance where leadership and core behavior competencies serve as independent variables. Results showed that leading people was a significant predictor of school performance. Thus, leading people can best explain the school improvement as a proposed model. The results have implications for future research, leadership practice, and theoretical development of school performance model among school heads. (shrink)

In the Schrödinger equation, time plays a special role as an external parameter. We show that in an enlarged system where the time variable denotes an additional degree of freedom, solutions of the Schrödinger equation give rise to weights on the enlarged algebra of observables. States in the associated GNS representation correspond to states on the original algebra composed with a completely positive unit preserving map. Application of this map to the functions of the time operator on the large system (...) delivers the positive operator valued maps which were previously proposed by two of us as time observables. As an example we discuss the application of this formalism to the Wheeler-DeWitt theory of a scalar field on a Robertson-Walker spacetime. (shrink)

This paper finds out whether a higher degree matters in school performance, and in demonstrating leadership and core behavioral competencies among school heads. This was conducted to support the existing and future policies of the Department of Education and interested funders for the scholarship and advanced studies of school heads. Using a cross-sectional method, it involved 192 randomly selected participants. Data on school performance was obtained at the office of Surigao del Sur Division, while data on competencies were gathered through (...) the self-administered assessment tools developed by the Department of Education. These data were analyzed using descriptive statistics and analysis of variance. Results revealed that there was no significant difference in the school performance of school heads. This implies that the highest degree obtained is not a guarantee for better school performance. As found, those with doctorate degrees had a very high and consistent demonstration in all dimensions of leadership and core behavioral competencies. As unveiled, there were significant differences in the demonstrated competencies based on the highest educational qualifications. These imply that obtaining the highest degrees can allow school heads to acquire, develop, and demonstrate the competencies consistently better than their counterparts. The possibility of obtaining stem cells from human embryos has given rise to an intensive legal and ethical debate. In this paper, attention is paid to the normative disparity and ambiguity in Europe. An argument for the need for a minimal legal harmonization is made; and a prudent and flexible way to reach this successfully is suggested. Establishing a common legal framework seems to be the only way to guarantee true competitiveness for the European scientific community.

The collected volume Plato’s Statesman: Dialectic, Myth, and Politics presents some of the new interesting research being conducted on the Statesman. The volume is edited by John Sallis who is well known for his work in phenomenology, including writings on such authors as Jacques Derrida, Martin Heidegger, Friedrich Nietzsche and Immanuel Kant, and he has a continental approach to reading Plato. The new research on the Statesman will proceed by ways of the following three points in the collected volume. We (...) will look at the new trend among scholars to read into the Statesman the complete rejection of the existence of an ideal statesman in our contemporary society. Further, we will discuss the unexplored terrains in the dialogue scholars are gravitating to. And finally, we will comment on the fact that all contributors in the volume show a certain degree of sensitivity to the dramatic context of the dialogue and refrain from attributing Plato’s voice to a single character. Moral emotions (i.e. guilt, shame) and interpersonal processes such as fairness have been theorised to facilitate cooperation within society. However, empirical tests to support this association have yielded inconsistent results. The present research investigated whether guilt and shame have an impact on fairness-related decision-making and reciprocity-driven cooperation. College students (N = 94) were assigned to one of three experimental conditions (Guilt vs. Shame vs. Control) and instructed to complete an iterated Ultimatum Game against two anonymous partners. We manipulated social context (...) so that one partner would appear as predominantly fair, and the other as predominantly unfair. For guilt, we found that participants (assigned as proposers) reciprocated fair partners with significantly larger amounts of money (i.e. positive reciprocity). For shame, we found that participants had higher rejection rates of unfair splits, and subsequently offered less money to unfair partners (i.e. negative reciprocity). We argue that both guilt and shame benefit fairness-related judgments, guilt by endorsing fairness, and shame by punishing unfairness. Our results also show that guilt and shame benefit reciprocity-driven cooperation, although they do so via different pathways. Our findings suggest that guilt promotes cooperation via positive reciprocity, whereas shame stabilises cooperation via negative reciprocity. (shrink)

There are none who know what democracy means, where it came from or indeed where it is going despite it being the system of governance that is most widely heralded for its modernity and promotion of equality. For example, the theory and principles that underpin democracy are unimaginably complicated while its institutions across time and space are contradictory. The risks of uncontrolled dissemination of GMOs has made it clear that biosafety is a very relevant matter that goes beyond the State boundaries. This approach has had its corresponding reflection at the policy level, which reveals that the public powers and the legislators have been sensitive to this existing preoccupation in ever-growing sectors of society. The new generation of psychopharmacological products have proved their efficacy. Some neuro-degenerative diseases, such as Parkinson's and Alzheimer's diseases, could be treated by means of the gene therapy. Although the aetiology of such diseases is still not completely known, it has been proven that the patients lack some substances that could be produced by means of the transfer of in vivo or ex vivo genes that codify them in the proper places of the brain. Furthermore, it is announced that the (...) implantation in laboratory grown stem cells of diverse origins is very hopeful. Cerebral (micro)electronic implants could be effective to fight some motor diseases as well as sensory functions. All of these kinds of new treatments need to be tested through clinical research. Most national legislation includes provisions on the clinical trials of drugs and a series of guarantees, procedures and conditions which are designed to ensure protection for individuals used in experiments and to assure that the trial is indeed of scientific relevance. However, few lay down similar regulations or provide for specific controls for the research of other treatments. Finally, enhancement of psychic capacities pose new problems for society as well as do the need for new legal decisions. (shrink)
