Because of Paul’s egalitarianism evidenced in his concern for an inclusive salvation that did not discriminate against gentiles, it is widely assumed that Paul opposed all ethnic distinctions as contrary to the message of Christ. A close look at his letters, especially the letter to the Romans, shows that whilst Paul, because of his belief in the impartiality of God, argues against discrimination, he does differentiate clearly between Jew and Greek and does not oppose ethnic distinctions as (...) such. What Paul opposes is the hostility that emerges from a failure to recognize and accept the other in their distinctive identity. He is thus an advocate of social and cultural diversity rather than of uniformity. (shrink)

This study aimed to analyze the levels of personal aggression and victimization, ethnic-cultural aggression and victimization, self-esteem, empathy, social skills and gender in adolescents as potential predictors of bullying in Spain and Ecuador. The wide pluricultural sample comprised Secondary Education students from both countries (N = 25190, average age = 13.92, SD = 1.306; NSpain = 14437; NEcuador = 10753), who took part in the study by filling in a self-report. The results revealed that predictive models of bullying (...) for both countries explain 50-70% of variance. A transnational predictive pattern of personal victimization can be observed based on the levels of ethnic-cultural victimization, ethnic-cultural aggression, personal aggression, self-deprecation and affective empathy. A transnational predictive pattern of personal aggression is evidenced depending on the levels of ethnic-cultural aggression, personal victimization, self-deprecation, ethnic-cultural victimization and the fact of being female. We concluded that bullying can largely be predicted by involvement in ethnic-cultural discrimination. These results are discussed, and educational inferences are drawn for prevention. (shrink)

The Scandinavian welfare states are known for their universal access to healthcare; however, health inequalities affecting ethnic minority patients are prevalent. Ethnic minority patients' encounters with healthcare systems are often portrayed as part of a system that represents objectivity and neutrality. However, the Danish healthcare sector is a political apparatus that is affected by policies and conceptualisations. Health policies towards ethnic minorities are analysed using Bacchi's policy analysis, to show how implicit problem representations are translated from political (...) and societal discourses into the Danish healthcare system. Our analysis shows that health policies are based on different ideas of who ethnic minority patients are and what kinds of challenges they entail. Two main issues are raised: First, ethnic minorities are positioned as bearers of ‘culture’ and ‘ethnicity’. These concepts of ‘othering’ become both explanations for and the cause of inappropriate healthcare behaviour. Second, the Scandinavian welfare states are known for their solidarity, collectivism, equality and tolerance, also grounded in a postracial, colour‐blind and noncolonial past ideology that forms the societal self‐image. Combined with the ethical and legal responsibility of healthcare professionals to treat all patients equally, our findings indicate little leeway for addressing the discrimination experienced by ethnic minority patients. This article examines the Stalin regime’s treatment of the ethnic Germans in the USSR during the 1940s as a case study in racial discrimination. After 1938, Soviet definitions of nationality became racialized. Systematic repression against certain nationalities in the USSR after this time clearly fit the definition of racial discrimination formulated by scholars in the post-war era. This article examines the separate and unequal institutions of the special settlement regime and labor army imposed upon the ethnic (...) Germans in the USSR during World War II in the context of race as a category constructed along lines of primordial and essentialist views of culture. The ethnic-Chinese business is often characterised by a central role of the family both in the structure of the firm and in its corporate culture. This has political, social as well as cultural reasons. The centrality of the family in business has its advantages and disadvantages. On the one hand, it enables a fast, efficient and flexible process of decision-making. On the other hand, it often contradicts modern business professionalism. The younger generation of ethnic-Chinese business actors tend (...) to preserve crucial elements of such family-centred characteristics. Yet, globalisation drives them to transform their business style, lessening its dependence on family resources and adopting more-modern professional ideas. Research has shown that experiences of discrimination cause harm to the health and well-being of people. In terms of the identity of members of a group, a positive evaluation of that group might involve devaluing the out-group as a way of raising the endo-group, causing discrimination toward the out-group. In the Chilean context, the Mapuche people have historically suffered discrimination and violations of their rights. The aim of this study was to assess the relationship between Collective Identity, (...) perceived experiences of discrimination, psychological well-being and distress in the inhabitants of the Mapuche conflict zone according to their sense of belonging to their ethnic group. This descriptive, correlative, and cross-sectional study involved 200 participants, including 94 men, and 106 women, between the ages of 18 and 83 years old, who had lived for at least 1 year in communities in the Araucanía Region. The sample was stratified according their sense of ethnic identity, including 30% Mapuche, 33.5% Caucasian, and 36.5% Mestizo. The results show that participants with a sense of Mapuche ethnicity experienced more instances of discrimination, had a greater sense of collective identity, and that they also supported the Mapuche social movement and its methods. Based on evidence that well-being is directly related to collective identity, the study undertook a regression analysis of emotional distress and the psychological well-being of participants. The interaction between experiences of discrimination and collective identity has a significant influence. Collective identity and experiences of discrimination in themselves as well as the interaction between them, predict psychological well-being. The results suggest that the importance of the Mapuche group’s identity phenomena are related to a broad socio-historical context that leads them to identify themselves as a collective in conditions of inequality. This relationship between well-being and collective identity could be explained by their sense of cultural belonging, which can be a factor in protecting mental health. (shrink)

Discrimination in the postmodern society can have many different causes and can affect people of different racial, ethnic, national or social backgrounds, such as communities of Asian or African descent, Roma people, indigenous peoples, Aboriginal people and people of different castes. Discrimination can also refer to people of different cultural, linguistic or religious backgrounds, people with disabilities or the elderly. Moreover, people can be discriminated because of their sexual orientation or preferences. Gender-based discrimination is also (...) common, despite progress in many countries. Women are also particularly prone to violent and abusive practices, and therefore often suffer from a double discrimination, both because of their race or origin and because of their gender, which is why feminist literature in recent years points to new acts or forms of discrimination against women. A major problem in the postmodern world is the discrimination that many people are subjected to, especially women and children, because they live in extreme poverty. These circumstances may force them to migrate and further contribute to a conceptual or social contamination, that may aggravate discriminatory tendencies in the societies where they migrate. The article aims to theoretically analyse the degree of functionality that the principle of non-discrimination based on gender, race, religion and sexual orientation has in the contemporary, postmodern, individualistic society. Beliefs, systems, ideologies, and institutions aim to achieve this. This situation forces individuals and groups who live together, whether they want to or not, to get to know and communicate with each other within a trust environment. The most important factor that makes recognizing segments of society with different characteristics and communicate with them (...) in a healthy way is to develop a culture of coexistence among the community members. Coexistence means that people with different identities and affiliations are united around the citizenship denominator and contributing to the continuation of social life in unity and solidarity. This understanding must be transformed into a cultural consciousness in the community members. Because, polarization, marginalization, discrimination, and violence become common among individuals who live in societies where the culture of living together and the awareness of citizenship are not developed. It is not possible to ensure coexistence only by law. In societies where a culture of cohabitation develops, differences are not seen as a cause of separation, but as a richness that diversifies society and gives dynamism to social life. In societies dealing with political, social, economic, and moral problems, religion, language, race, ethnic identity, and regional sense of belonging might be more likely used as terrorization tools. The self-confidence that accurrate religious knowledge gives to individuals might weaken such a possibility. Islam anticipates a social system that facilitates a pecaful and easeful life for the people. Giving importance to principles such as love, respect, tolerance, justice, consultation, assistance, and solidarity in the Qur'an is an indication of the need for this system. The Prophet Mohammad had the opportunity to apply an example of this system in Madinah anticipatedin the Qur'an in Madinah. After the migration, some principles related to the basic rules of coexistence were included in the Madinah agreement, which the Prophet signed with representatives of different segments living in Madinah. It is very important that these principles are able to shed light on the issues happenin in the recent world. The experience of living together in the time of the Prophet Muhammad (pbuh) should be introduced to the next generations with correct information. Because, The Medina Agreement, which has an important place in the history of Muslims, is an important example of the ability to live together in peace and ease by maintaining differences in society. The Medina Agreement is the first written document that allows different groups of people residing in Medina to live together. The main purpose of this agreement, which the Prophet made with the Jewish, Christian, and polytheistic tribes in Medina after the migration, is to protect the fundamental rights stemming from the citizenship of people who live in the same city by having different faiths and cultural values. If so, the Madinah Agreement might be an example for many societies that recently experience discord and unrest due to their characteristics such as religion, language, race, political thought, and etc. In this regard, this article focuses on the importance of the culture of coexistence in the context of the Madinah Agreement and the process of formation of this culture and offers some suggestionsthat will facilitate peace and ease for different groups living in the same society. Some of these suggestions are as follows: Differences such as language, religion, race, culture, and political thought among the realities of social life should not be seen as an element of discrimination, everyone should contribute to the peace and well-being of society by combining in the common denominator of citizenship. In educational institutions, it should be taken into account values such as human love, respect for the other, tolerance, freedom of thought, empathy, and peace. In addition to educational institutions, all segments operating in the field of law, politics, economics, religion, and media should unite, and thus, should develop a consciousness of citizenship in society, where differences in race, religion, language, culture and political views are seen as richness. Social segregation was due to poverty rather than racial prejudice. Social theorist Robert Blauner contests this view. The theory that black culture is only a lower class life-style is flawed because it ignores the culture-producing effects of racism which is the basis for a distinctive African-American culture. Following Blauner, this paper argues that racism is a more complex phenomenon (...) than discrimination because it asserts a type of inferiority that is not diminished by economic participation in the dominant culture. Racism encourages recurring social separations that set limits to assimilation. This paper also draws upon the work of Davis, Hacker and Winant to demonstrate how the bipolar construction of racial identity characteristic of racial relations in the United States precludes full social assimilation. Martin Heidegger was not only one of the greatest philosophers of the twentieth century but also a supporter of and a contributor to one of the most discriminatory ideologies of the recent past. Thus, "the Heidegger's case" gives us philosophers an opportunity to work on discrimination from a philosophical perspective. My aim in this essay is to question the relationship between freedom and discrimination via Heidegger's philosophy. I will show that what bridges the gap between Heidegger's philosophy and (...) a discriminatory ideology such as the National Socialist ideology is Heidegger's conceptualization of freedom with the aid of a monolithic understanding of history--one that refuses to acknowledge the plurality and heterogeneity in the socio-historical existence of human beings. Accordingly, I will claim that the Heideggerian freedom depends on the social, if not literal, murder of the marginalized segments of a given society. However, I will refuse to conclude that Heidegger's philosophy is a Nazi philosophy and that it should never be appropriated as long as we want to purify our thoughts from discriminatory ideas. Rather, I will re-appropriate Heidegger, against Heidegger, to read and interpret Michel Foucault's and Judith Butler's philosophies. My aim here is to construct a social ontology that may justify anti-discriminatory policies. More specifically, through my Heideggerian readings of Foucault and Butler, I will argue that one's freedom is dependent on the cultural resuscitation of socially, and sometimes literally, murdered racial, sexual, ethnic, religious, and sectarian/confessional minorities. Ethical clinical practice requires cultural competency. In the United States, Hispanics report stronger attitudinal barriers to drug abuse treatment than any other racial/ethnic group. Hispanics report feeling that drug abuse treatment providers do not understand their unique cultural needs and are unfamiliar with their experiences of discrimination and immigration. Using this case study to explore broader ethical and policy issues, this study investigates the extent to which US universities train counselors to address the culturally specific needs (...) of Hispanic patients and how this is reflected in practice in Los Angeles County. Based on a content analysis of the required courses, syllabi, and course descriptions at 30 universities related to culture/race/racism/ethnicity/diversity at the undergraduate and graduate levels on the addiction therapist track, and thematic analysis of eight in-depth interviews with counselors working in outpatient rehabilitation centers in Los Angeles, I argue that cultural competency education for drug abuse counselors is too surface level and infrequent to adequately prepare students for a career in addiction counseling for Hispanic clients. Significant changes must be made to how cultural diversity is valued and prioritized in the field of psychology to provide better care for Hispanic people with a substance use disorder and fulfill the moral obligation to eliminate this health disparity. Although this study focuses on counselors in Los Angeles, these findings are relevant for professionals and healthcare systems across the United States and beyond who seek to provide equitable and effective care for Hispanic patients. The book addresses the representation of three groups of "others" in Israeli schoolbooks: Holocaust victims, presented as the stateless persecuted Jews "we" might become again if "we" lose control over the second group of "others" - Palestinian Arabs - who are racialized, demonized and Nazified, and presented as "our" potential exterminators. The third group comprises non-European (Mizrahi and Ethiopian) Jews, portrayed as backward people who lack history or culture, requiring constant acculturation by "Western" Israel. Thus, a rhetoric of victimhood and (...) power evolves, and a nationalistic interpretation of the "never again" imperative is inculcated, justifying the Occupation and oppression of Palestinians and the discrimination of non-European Jews. Advocating a multidirectional memory, the book proposes an alternative Hebrew-Arabic, multi-voiced and poly-centered curriculum that would relate the untold accounts of the people whom the pedagogic version of history seeks exclude. Instead of traumatizing and urging vengeance, it will encourage discussion and celebrate diversity and hybridity. (shrink)

On the 3rd of April, 2023, the Doctor of Philosophy, Larisa Viktorovna Anzhiganova celebrated her anniversary. She is the first and currently the only woman in the region with a degree of the Doctor of Philosophy. Her research interests are related to the study of ethnocultural problems of Khakassia, in particular, the philosophy of ethnos, ethnic culture, interethnic relations, gender studies. Her scientific activity was conducted within the walls of the N. F. Katanov Khakass State University (since 1980), Khakass (...) Research Institute for Language, Literature, and History (1994–1998). It is of particular interest due to the relevance of the topic of the doctoral dissertation “The evolution of the worldview of an ethnic group (by the example of the Khakass people)” (1999, Moscow) and other works that cover the value problems of the ethnic group, including women’s family values. The researcher pays significant attention to the issues of the Khakass’ ethnocultural foundations. An important stage in the development of scientific and organizational activities of L.V. Anzhiganova was the holding of the Interregional Сonference “Ethnic Capital: Resources and Institutional Forms”, which promises to become regular. The philosopher’s ideas played an important role in the formation of the ethnic culture of the Khakass people. (shrink)

Women and children have often been affected by conflicts taking place in India’s Northeast. Although human rights abuse by armed forces and militias has been addressed in academia time and again, the weaponisation of ‘rape’ has not declined in the region as evinced by the recent incident in Manipur. As such this essay argues that solidarity among women can not only prevent such heinous crimes but can also dismantle the patriarchal structures that breed rape cultures. Further, literature can work as (...) an agency through which such consciousness of protest and solidarity can be generated. By taking into account the political and cultural discourses of this region and its manifestation in literary works with reference to Arupa Patangia Kalita’s novel The Story of Felanee the essay argues that ethnic assertions diminish the rights of women due to the patriarchal nature of these societies. Since the inter-ethnic conflicts are engineered by the patriarchs of a community in which the women are hapless sufferers, Felanee’s resilience, like the grannies of Shaheen Bagh, exemplifies resistance against oppressive structures. The essay explores the literary representation of patriarchal conditioning of ethnic resurgence, its contestation with cultural hybridisation, and the subsequent dehumanisation of women. (shrink)

Si può comprendere come la nozione di razza, qualunque sia la giustificazione biologica adottata, non sia mai stata altro che una costruzione mitologica volta ad autorizzare il pensiero che riproduzione, trasmissione, educazione, memoria, tradizione, avvengano nei limiti di una comunità dotata di una identità riconoscibile.This essay deals with the relationship between nationalism and racism, and it revolves around the notions of fictitious ethnicity and genealogical scheme. Both these notions refer to the idea that the nation must find an institutional and imaginary mechanism in order to transfer and reproduce at a political level the symbolic function which binds the succession of generations under the sign of ‘cultural heritage’ and ‘hereditary identity’. A careful analysis shows how these notions are the residue of the idea of ‘race’ after the de-legitimation of its application to the violent discrimination of colonial subjects, or descendants of slaves, or ethnic alterity. It can be understood how the notion of race, whatever biological justification is adopted, was nothing else than a mythological construction, its aim being to support the idea that reproduction, transmission, education, memory, tradition, occur within the limits of a community with a recognizable identity. As part of a vigorous debate about the politics of multiculturalism, Will Kymlicka has sought to find grounds within liberal political theory to defend rights for cultural groups. Kymlicka argues that the individual's ability to choose the good life necessarily takes place in a cultural context such that access to one's ethnic or national culture constitutes a condition of autonomy. Thus, in liberal societies where the culture of minority ethnic groups or nations is under threat, these (...) groups should enjoy certain special rights so as to up hold the autonomy of their individual members. However, Kymlicka's ‘liberal nationalist' argument relies on a problematic isomorphism between culture and identity. This article compares the experiences of U.S.-born white women, Asian men, and Asian women immigrant engineers in Silicon Valley. It focuses on two particular characteristics of the region’s economic structure: the norm of job-hopping and the centrality of networks to high-skilled workers’ career livelihoods. While these characteristics might be assumed to exacerbate ethnic and gender inequality, the specific history of these groups’ entrance into Silicon Valley’s hi-tech industry enabled them to use these characteristics to their advantage in circumventing bias. The comparison of white women’s strategies to Asian immigrant men’s and women’s strategies highlights the interaction between the structure of opportunities, group histories, and network resources. The predominance and global expansion of homogenizing modes of production, consumption and information risks alienating non-Western and Western people alike from the intellectual and moral resources embedded in their own distinctive cultural traditions. In reaction to the erosion of traditional cultures and civilizations, we seem to be witnessing the re-emergence of a tendency to “re-ethnicize the mind” through renewed and more or less systematic cultural revivals worldwide (e.g., “hinduization,” “ivoirization,” “sinofication,” “islamicization,” “indigenization,” etc.). How do and should _philosophers_ (...) understand and assess the significance and impact of this phenomenon? Authors acquainted with the contemporary situation in Africa, Asia, the Middle-East, South-America, and Europe try to answer this question. In the final analysis, the authors of this original and groundbreaking collection of essays plead for a full critical engagement with one’s own particularity while at the same time rejecting any form of cultural, national or regional chauvinism. They consider various ways in which local and global conceptions as well as practices can and already do judiciously inform and positively fertilize each other. At this juncture of history, they argue, societies and peoples must articulate their self-identity by looking critically at their respective cultural resources, and beyond them at the same time. In this article, the city and the urban space shall be understood as a political platform, where identities and powers are bargained, and as a screen on which they are projected. In this context, I will reflect on the strategies of identity management ‘from below’ employed by Tatar young people in Kazan and on their attempt to build a ‘Tatar urban youth culture’. These identity strategies are mainly oriented against the ‘Russian other’, a decadent consumerist West and an ignorant rural (...) Tatar culture and their main issue is the ‘repossessing’ of Kazan and the Tatarisation of the city. Such strategies namely include the use of the Tatar language in predominantly Russophone public spheres, the introduction of Tatar folkloristic elements in music and fashion as well as the appeal to a (lost) Tatar urban culture associated with an enlightened approach to Islam and to the pre-revolutionary Tatar intelligentsia. Tatar youth scenes thus use ethnicity as a resource in the linguistic, religious, historic and cultural (re)appropriation of the urban space, which in turn has to be understood as a symbolic political act in a specific historical as well as ‘glocal’ context. Thus, this article can be seen as a contribution to a critical approach towards cosmopolitanism introducing alternative concepts to reflect relationships, norms and values in urban life. (shrink)

The article is devoted to the analysis of the role of the phenomena of ethnic diversification and identity in the social development of polyethnic countries. These phenomena are considered as complex socio-cultural constructs that are traditionally based on ethnicity, culture and social aspects of human life and the nature of their functioning depends on the specific conditions of development of a society. Based on the study of the works of domestic and foreign researchers, the contents of both phenomena (...) are clarified, and their key characteristics are presented. Attention is drawn to the fact that in their interpretations of the phenomenon of ethnic diversification, researchers start primarily from the fact that there are representatives of different peoples and cultures in one state, united in a community based on the ethnic origin of their members. This factor is largely due to the presence of many types of identities. Particular attention is paid to the influences (positive and negative) of ethnic diversification on social processes, the role of identity in social cohesion in polyethnic countries. The contexts and fields of interaction of ethnic diversification and identity in the social space of countries with ethno-cultural diversity of their population are outlined. Attention is drawn to the historical longevity of research as the essence of the phenomena themselves, as well as their interaction. The role of ethno-political management in governance the dynamics of ethnic diversification and in the process of forming identities in order to find compromises in their interaction and achieve adequate impact of the consequences of this interaction on social processes, as well as state policy on ethno-national communities and migration. It is proposed to improve research methods of ethnic diversification based on the base of the clarification of the philosophical approach to the study of ethnic and cultural groups, the identity of which together forms the ethnic diversity of a country, and emphasizes the need to adapt them to the realities of Ukrainian ethnic diversity. Zionist national identity in Israel is today challenged by two mutuallyantagonistic alternatives: a liberal, secular, Post-Zionist civic identity, on the one hand, and ethnic, religious, Neo-Zionist nationalistic identity, on the other. The other, Zionist, hegemony contains an unsolvable tension between the national and the democratic facets of the state. The Post-Zionist trend seeks a relief of this tension by bracketing the nationalcharacter of the state, i.e., by separation of state and cultural community/ies; the Neo-Zionist trend seeks a relief (...) of the same tension by bracketing the democratic nature of the state, i.e., by consolidating the Jewish ethno-national character of the state. BackgroundDiscrimination in health care is an international challenge and a serious obstacle to justice and equality in health.Research objectiveThe purpose of this study was to design a grounded theory of discrimination in health care based on the experiences and perceptions of Iranian healthcare providers and patients.Research designThis qualitative study was conducted using by the grounded theory method.Participants and research contextData were collected through semi-structured interviews with 18 healthcare providers including 11 nurses, two physicians, two nurse’s assistants, and three patients (...) in two general hospitals in Tehran, Iran. Participants were selected through purposeful sampling and analyzed simultaneously using the Corbin and Strauss (2015) approach.Ethical considerationsThe study was approved by the Research Ethics Committee of the University of Social Welfare and Rehabilitation Sciences (Ethics code: IR.USWR.REC.1398.023). Also, after explaining the objectives of the study, all the participants completed and signed the written consent form.FindingsThe “culture of discrimination” was the study’s core category, reflecting the nature of discrimination in health care. The theory of “culture of discrimination in health care” is the result of five main categories: “individual social stimuli,” “culture of discrimination,” “unintentional discrimination,” “conflict with discrimination,” and “dissatisfaction with discriminatory behavior.” These categories cover the underlying factors, strategies, and outcomes of the discrimination process in health care.DiscussionThe results of the study showed that nurses and other health care providers experience unintentional discrimination. Unintentional discrimination refers to discriminatory behaviors and practices of health care providers.ConclusionThe theory of culture of discrimination in health care can be used as a practical guide to describe and understand the role of health care providers, especially nurses. According to the United Nations, the Rohingya people are the most persecuted minority group in the world. The atrocities perpetrated by Myanmar authorities could by any reckoning be called ethnic cleansing. This paper delves into the level of discrimination against the Rohingya population perpetrated by Myanmar authorities in myriad of ways. A team of researchers interviewed 37 victims. The pattern of persecution goes back to 1948 – the year when the country achieved independence from their British colonizers. Today, (...) this population group is the single largest “stateless” community after Palestinians in the world. Their “statelessness” or lack of citizenship increases their vulnerability owing to the lack of entitlements to any legal protection from the government. Without citizenship, they are deprived of basic rights such as access to health services, education and employment. The illiteracy rate among the Rohingya, for example, is a staggering 80 percent. However, so far, no unified responses either from the ASEAN or the EU were provided to the crisis. As a result, the level of discrimination against and brutality towards them kept escalating. This article is about the rights of the Roma in Sweden and the level of discrimination that Roma are facing. The aims and objectives of the article is theoretical and practical understanding of the situation of the Roma and their human rights through our research and analysis of reports from international organizations, civil society organizations, deep interviews and data from the collected 57 questionnaires. The data is collected during the two study visits in November 2016 and February 2017. The (...) article sumarises the actual situation of the Roma in Sweden and shows new data I have collected while visiting Göteborg, Stockholm, Vänersborg and Trollhättan. I did 4 deep interviews with representatives from Civil Right Defenders, Kronan School and members from UNHCR Sweden. The interviews were composed out of 22 questions about the current condition of Roma in Sweden, implemented projects for improving the Roma human rights, discrimination, police harasment, Roma register, legal remedies against discrimination, financial benefits if persuing education, non-governmental organization working for and with Roma, equitable representation of Roma in the state bodies, affirmative actions, Romani political parties, allocated funds for projects improving the Romani situation, system of minority right protection, equality of Roma among the Swedish citizens. The questionnaire about discrimination is composed out of 15 questions about the forms of discrimination, feeling or witnesing discrimination, discrimination in delivering services, discrimination in employment, and reporting discrimination. Durante las últimas dos décadas las culturas de los pueblos originarios del país quedan inscritas en el corazón de las movilizaciones étnicas y de la política indígena de los recientes gobiernos democráticos y, con ello, experimentan una nueva dinámica e importantes transformaciones. La cultura es a la vez el fundamento y objeto estratégico de acción en la emergencia indígena desarrollada en el periodo. Su conformación como sujetos colectivos se establece desde el recurso a la cultura propia, que les otorga especificidad. (...) También se constituye en objeto de una política cultural y de diversos cursos de acción. Participan de ello agentes culturales indígenas, agencias públicas especializadas y grupos e instituciones de la sociedad civil. De su concurrencia se gesta un proceso nuevo de construcción social de lo cultural indígena, cuya estructuración toma la forma de un dominio o campo de lo cultural indígena en Chile. Cultural issues in Chile are undergoing new dynamics and important transformations. During the past two decades, Chilean indigenous people’s cultures have been circumscribed in the core of ethnical mobilizations and indigenous policies deployed by recent democratic governments. Cultural issues are both the basics and the strategic action object within the indigenous ethnogenesis developed during this period. Their formation as collective subjects rises up from access to their culture, which bestows upon them specificity. It also set itself up as an object of cultural policy and diverse ways of action. Indigenous cultural agents, specialized public agencies and civil society groups and institutions participate in this phenomenon. From this concurrence, a new process of social construction of indigenous cultural issues rises. Its structure takes the shape of a scope or a field of indigenous cultural issues in Chile. (shrink)

In the United States, healthcare providers, institutions, and society have failed to ensure the conditions necessary for racial and ethnic minority communities to be in good health. Many scholars and federal government officials consider racial and ethnic disparities in health to be an injustice and have called for national attention and strategies to eliminate them. Several of these strategies, including cultural competency, focus on addressing deficiencies within the health care system. Cultural competency is the ability of (...) a healthcare provider to function effectively in the context of cultural differences with the clients they serve. Increasing cultural competency among healthcare providers has been shown to improve the quality of healthcare received by racial and ethnic minorities, which contributes to reducing health disparities. Achieving equity in the quality of healthcare received is a necessary strategy, but is insufficient for eliminating disparities in the health status of racial and ethnic minority populations. A growing body of literature reveals that health disparities are determined, not only by inequities in health care, but by social factors. The implication is that strategies that focus solely on healthcare perpetuate the misconception that health status is determined by access to or quality of healthcare. To eliminate racial and ethnic disparities in health status, the fundamental conditions for good health, which include but are not limited to healthcare equity, must be acknowledged and ensured for all people. Niebuhr's definitions of "Christ" and "culture" set up a problematic dualism that leads to a misrepresentation of the Christ-against-culture type. The paper proposes that instead of Niebuhr's "idealized" Christ, an embodied Christology locates Christ within culture. The tension, then, is not between Christ and culture, but between different cultural visions. A cultural vision with Christ as norm provides a discriminating ethic of normative practices to engage culture. Many scholars have recognized that Niebuhr not only develops a descriptive typology (...) in Christ and Culture, he also argues that the fifth type, Christ-the-transformer-of-culture, is the most adequate position. Almost everyone identifies with this type. Why is that? The problem is that the variety of meanings of "transformation" is not illuminated by Niebuhr's typology. An alternative typology is proposed which addresses these two problems: a richer development of three types that Niebuhr lumps together in his Christ-against-culture type; and the development of a typology to show that there are four different ways to understand what the church has meant by Christ-the-transformer-of-culture. This article asks whether it is morally acceptable for a liberal democratic state to consider refugees' religious beliefs when determining which refugees it will allow to resettle in its territory. I examine four arguments that might be advanced to defend such religious discrimination: i) that it is not even pro tanto wrongful; ii) that refugee resettlement is a supererogatory act, and therefore the way in which a state might choose to engage in it cannot be a proper subject of (...) moral criticism; iii) that religious discrimination is necessary in the refugee resettlement context in order to preserve the political culture of the receiving state; and iv) that selecting refugees for resettlement in a religiously discriminatory manner may lead to a net increase in the total number of the world's refugees that are resettled. I conclude that the first and second rationales should be rejected outright. I argue that the third argument could theoretically succeed in justifying religious discrimination in refugee resettlement decisions, but is not at all plausible in the actual world we inhabit today, given the very low number of refugees that are resettled. I recommend caution in advancing the fourth defence of religious discrimination, and elucidate the range of considerations - as well as the empirical facts that cannot be assumed into existence in advance - upon which its success would depend.
