Background: Editorial peer review is universally used but little studied. We examined the relationship between external reviewers' recommendations and the editorial outcome of manuscripts undergoing external peer-review at the Journal of General Internal Medicine. Methodology/Principal Findings: We examined reviewer recommendations and editors' decisions at JGIM between 2004 and 2008. For manuscripts undergoing peer review, we calculated chance-corrected agreement among reviewers on recommendations to reject versus accept or revise. Using mixed effects logistic regression models, we estimated intra-class correlation coefficients at the (...) reviewer and manuscript level. Finally, we examined the probability of rejection in relation to reviewer agreement and disagreement. The 2264 manuscripts sent for external review during the study period received 5881 reviews provided by 2916 reviewers; 28% of reviews recommended rejection. Chance corrected agreement on rejection among reviewers was 0.11. In mixed effects models adjusting for study year and manuscript type, the reviewer-level ICC was 0.23 and the manuscript-level ICC was 0.17. The editors' overall rejection rate was 48%: 88% when all reviewers for a manuscript agreed on rejection and 20% when all reviewers agreed that the manuscript should not be rejected. Conclusions/Significance: Reviewers at JGIM agreed on recommendations to reject vs. accept/revise at levels barely beyond chance, yet editors placed considerable weight on reviewers' recommendations. Efforts are needed to improve the reliability of the peer-review process while helping editors understand the limitations of reviewers' recommendations. © 2010 Kravitz et al. (shrink)

This essay focuses on the systematic role that the concept of “nature in God” plays in Kant’s philosophy, and on the way Fichte and Schelling have drawn on this concept in their respective philosophies. Having expounded Kant’s argument regarding “nature in God” and established Fichte’s and Schelling’s point of congruence, I argue that Schelling’s criticism of Fichte discloses an inherent inconsistency in the latter’s position. I ground my explanation on the difference between the claim that Fichte’s concept of nature is (...) “dead” – mistakenly ascribed to Schelling – and Schelling’s genuine claim, according to which Fichte’s concept of nature is “not even dead”. In the last section I concisely explain why this controversy between Fichte and Schelling is intertwined with Kant’s concept of Ding an sich. (shrink)

The term ‘miracle’ generally refers to events that are not explicable by natural causes alone. Kant’s notion of miracles is usually understood along these lines. However, Kant’s occupation with miracles should be understood in a practical context. Belief in miracles plays a constitutive role in Kant’s philosophy of religion concerning the need to strengthen the will both before and after departing from original evil. I demonstrate how my argument sheds new light on Kant’s claim that theoretical reason precludes the possibility (...) of material miracles. (shrink)

In his essay on theodicy, Kant explicitly claims that while the disproportion between crime and punishment poses a theodicean challenge concerning God’s justice, the suffering of the righteous is compatible with God’s justice [Gerechtigkeit], goodness [Gütigkeit], and holiness [Heiligkeit]. In light of this, Kant’s reason for addressing the book of Job in this context is puzzling. However, the location of Job’s story in the text reveals that Job’s suffering is rendered relevant only concerning the relation between two of God’s moral (...) attributes: goodness as subordinated to holiness, i.e., God’s benevolence [Güte]. Implications concern the difference between ‘authentic’ and ‘doctrinal’ theodicy. (shrink)

A series of attempts have been made to determine Kant’s exact position towards theodicy, and to understand whether it is a direct consequence of his critical philosophy or, rather, whether it is merely linked to some inner development within his critical philosophy. However, I argue that the question of Kant’s critical relation to theodicy has been misunderstood; and that in fact, Kant redefines the essence of the theodicean question anew. After introducing some major aspects of Kant‘s new conception of theodicy, (...) I show how understanding this conception is necessary for correctly analysing his specific arguments against theodicy. I demonstrate this point by examining Kant’s second argument against theodicy, in which he tackles the Leibnizian problem of ‘metaphysical evil’, and show why, in light of the above, interpretations thus far have failed to capture the essence of Kant’s claim in this regard. According to Kant’s dictum, morality leads inescapably to religion. Notably, this implies two unavoidable shifts: From ‘morality’ to the ‘religion of reason’ and from the ‘religion of reason’ to ‘positive religions’ (‘revelation’). I explain the grounds for each shift, focusing on the different kinds of necessity involved. I then analyze Fichte’s Versuch einer Kritik aller Offenbarung (1792), which mainly addresses the second shift, discussed only briefly by Kant. As I show, whereas for Kant revelation is conditioned by a prior free (...) determination of the will, for Fichte it obtains a primordial status. I explain how Fichte’s approach fills in the Kantian gap between the concept of God, which seems to exclude the possibility of revelation, and the unavoidable human need to assume such an occurrence. Originally published in 1986. All students of social science must confront a number of important philosophical issues. This introduction to the philosophy of the social sciences provides coherent answers to questions about empiricism, explanation and rationality. It evaluates contemporary writings on the subject which can be as difficult as they are important to understand. Each chapter has an annotated bibliography to enable students to pursue the issues raised and to assess for themselves the arguments of the authors.

Drawing primarily from the cultural traditions and beliefs of the Muscogee peoples, I will provide an account of how harmony can play a foundational role in providing a structure to morality. In the process of providing this account, I will begin (§2) by defining two key Muscogee concepts: ‘energy’ (§2.1) and ‘harmony’ (§2.2). I will also explain how the relationship between these two concepts can provide a structure for morality. Then I will explain the conditions that make promoting harmony a (...) normative principle (§3) by explaining why promoting harmony is relevant to humans (§3.1) as well as a providing a prudential reason to promote harmony (§3.2). Finally, I will explain how harmony can be achieved (§4) by explaining two examples that highlight the importance of non-moral knowledge in promoting harmony. I will then conclude with some remarks about how the Muscogee concept of harmony relates to some contemporary metaethical concerns (§5). (shrink)

The mass media uncovered and reported on nuclear waste problems at Rocky Flats in Colorado and Hanford in Washington. Two environmental journalists review efforts to expose problems at these sites, how secrecy hampered reporting, and the effects of media coverage on nearby residents. An environmental communications scholar evaluates media coverage, the role of the U.S. (...) Quantifiers are a test case for an interface between psychological questions, which attempt to specify the numerical content that supports the semantics of quantifiers, and linguistic questions, which uncover the range of possible quantifier meanings allowable within the constraints of the syntax. Here we explore the development of comprehension of most in English, of particular interest as it calls on precise numerical content that, in adults, requires an understanding of large exact numerosities (e.g., 23 blue dots and 17 yellow is (...) an instance of “most of the dots are blue”). In a sample of 100 children 2 to 5 years of age we find that (a) successful most comprehension in cases with two salient subsets is achieved at 3 years, 7 months of age, and (b) most comprehension is independent of knowledge of large exact number words; that is, knowledge of large exact number words is neither necessary, as evidenced by children who understand “most” but not “four,” nor sufficient, as evidenced by children who understand “nine” but not “most.”. It has become fashionable to question attempts to derive internationally agreed duties of clinical care from more general theories of human rights. For example, some argue that such attempts risk moral abstraction through their neglect for the importance of culture and community in shaping moral consciousness and are thus often unhelpful in the resolution of concrete moral dilemmas within medicine. Others denounce the importance of general moral principles altogether in bioethics and attempt to articulate what are claimed to be more (...) practical approaches to resolving moral conflict. This paper challenges such arguments. It does so through arguing that: i) all humans everywhere have the same basic human needs; ii) the satisfaction of these needs varies with culture; iii) the imputation of moral duties on others entails respect for their right to basic need satisfaction, including the right to choose between cultures; iv) internationally accepted clinical duties of care embrace presumptions about the duties and rights of patients which follow from these more general principles and v) problems of moral indeterminacy that arise from putting these principles into practice can be resolved through associated procedural policies of rational negotiation and compromise. The moral importance and practicality of respect for individual human rights within the practice of medicine is thus defended. Indeed, the paper concludes by arguing that without belief in human rights linked to a theory of basic human needs, communitarian theories of morality are incoherent. (shrink)

Income distribution continues to be a major problem of the countries. Turkey is one of the countries that are in the high Gini Coefficient if we compare it with the EU members. It is known that Turkey has applied various economic policies to solve this problem. In order to ensure social justice the application of redistribution policies is the first solution that comes in mind. However, its implementation option is limited due to its negative effect on economic growth. The most (...) effective option to ensure social justice is to give importance to the education sector without compromising on the economic growth. In this study we will discuss, firstly, income distribution movements over the years and analyze its impact on the political economy. Especially in the time period of 1977-2014, the effects of an increase in the economic growth due to an increase in the number of primary, secondary and university graduates will be investigated by using the ARDL boundary test approach. The obtained finding of the long term relationship of these variables and the contribution of their relationship on the estimated result of an increase in the education index caused by a decrease in the Gini Coefficient that is shown in the form of improvement effects of income distribution. According to the findings in the literature the investments made for education in Turkey have made a significant contribution to the improvement of income distribution. Lastly, in order to increase the influence of education on economy some policy recommendations have been discussed in the study. (shrink)

A programme of research into conflict (e.g. violence, absconding, medication refusal) and containment (e.g. seclusion, special observation, physical restraint) in inpatient psychiatry has been under way at City University, London, UK, for the past 10 years. Recent research findings, plus the challenges posed by ongoing projects, have made apparent the need for greater clarity about the overarching concepts of ‘conflict’ and ‘containment’. This paper pulls together research findings pertaining to this issue, and conducts a reasoned analysis of what common characteristics (...) might underlie ‘conflict’ and ‘containment’. It is concluded that these are patient threats to safety, and the staff maintenance of safety. Details are presented on the inclusions and exclusions that follow from taking such a position, and potential definitions offered. On the grounds of this conceptual analysis, plus evidence for moderate degrees of statistical association between behaviours and events in each domain, it is concluded that it is legitimate to conduct analyses at the level of total conflict and containment rates, as well as at the level of individual types of behaviours and events (e.g. verbal abuse, sedation). Some of the mathematical difficulties in the analysis of total conflict and containment are addressed, and results of a weighting exercise presented. This exercise challenges our perception of the severity of some containment measures that are becoming more commonly used in acute psychiatry. (shrink)

The intensity of the opposition to health reform in the United States continues to shock and perplex proponents of the Patient Protection and Affordable Care Act. The emotion and the apocalyptic rhetoric, render civil and evidence-based debate over the implications and alternatives to specific provisions in the law difficult if not problematic. The public debate has largely barreled down two non-parallel yet non-intersecting paths: opponents focus on their fear of government expansion in the future if PPACA is implemented now, while (...) proponents focus on the urgency and specifics of our health care market problems and the limited number of tools we have to address them. Frustration on both sides has led opponents to deny the seriousness of our health system’s problems and proponents to ignore the risk of governmental overreach. These non-intersecting lines of argument are not moving us closer to a desired and necessary resolution. (shrink)

Can paradoxical or ambiguous sexual identities and practices change, or even go beyond, the meanings of masculinity and femininity? In other words: can the body be a source of social change? To answer this question I turn to the work of two theorists: Luce Irigaray and Judith Butler. After an account of their ideas, various sexual practices and identities will be described. The question is whether these practices and identities affect the meanings of masculinity and femininity. It will be concluded (...) that, even in our postmodern world with its technological opportunities the division into the two sexes is extraordinarily persistent. Given that most faculty and administrators at these universities are laypeople and many are not Catholic, the universities depend largely on their campus mission/ministry offices for this purpose. (...) One of the primary methods of sharing their worldview has been to provide retreats for students.The retreats are introspective with a religious and Jesuit orientation. Most student retreats are conducted over a weekend; some over a full week. Most Jesuit universities get fewer than ten percent of their students to attend one retreat in their four years on campus. Far fewer students attend more than one retreat. These schools also attempt to encourage faculty and staff to attend similar retreats, and participation in these retreats is similarly modest.Retreats have been a primary tool for the formation of Jesuit priests. Their formation program includes taking at least two retreats of twenty-eight to thirty days each. These retreats use the Spiritual Exercises of Ignatius of Loyola, a specific pattern of reflective meditation and introspection over twenty-eight days that leads to greater clarity about one’s life. The Spiritual Exercises are deeply theistic and are focused on the person of Jesus.Jesuit universities have an increasing number of non-Catholics and non-Christians.
