This article argues that Rawlsian liberal political institutions are incapable of ensuring that the basic welfare needs of the worst off are met. This argument consists of two steps. First, I show that institutions are incapable of ensuring that the basic needs of the worst off are met without pursuing certain non-taxation-based courses of action that are designed to alter the work choices of citizens. Second, I argue that such actions are not permissible for Rawlsian institutions. It follows that a (...) state governed by a Rawls-type political conception of justice is parasitic on the willingness of citizens to be sufficiently motivated by concern for the worst off, but it cannot require or even encourage them to be so motivated. Cowan's review shows that a short-term memory limit of four items is consistent with a wide range of phenomena in the field. However, he does not explain that limit, whereas an existing theory does offer an explanation for capacity limitations. Furthermore, processing capacity limits cannot be reduced to storage limits as Cowan claims.

Using explicit memory measures, Cowan predicts a new circumstance in which the central capacity limit of 4 chunks should obtain. Supporting results for such an experiment, using continuous old-new recognition, are described. With implicit memory measures, Cowan assumes that short-term repetition priming reflects the central capacity limit. I argue that this phenomenon instead reflects limits within individual perceptual processing modules.

A paediatric clinical trial conducted in a developing country is likely to encounter conditions or illnesses in participants unrelated to the study. Since local healthcare resources may be inadequate to meet these needs, research clinicians may face the dilemma of deciding when to provide ancillary care and to what extent. The authors propose a model for identifying ancillary care obligations that draws on assessments of urgency, the capacity of the local healthcare infrastructure and the capacity of the research (...) infrastructure. The model lends itself to a decision tree that can be adapted to the local context and resources so as to provide procedural guidance. Commentators expressed a wide variety of views on whether there is a basic capacity limit of 3 to 5 chunks and, among those who believe in it, about why it occurs. In this response, I conclude that the capacity limit is real and that the concept is strengthened by additional evidence offered by a number of commentators. I consider various arguments why the limit occurs and try to organize these arguments into a conceptual framework or “metatheory” of storage (...) capacity limits meant to be useful in future research to settle the issue. I suggest that principles of memory representation determine what parts of the representation will be most prominent but that limits of attention (or of a memory store that includes only items that have been most recently attended) determine the 3- to 5-chunk capacity limit. This study analyzes discussions from online language teacher education to understand how conversations between monolingual and bilingual preservice teachers (PSTs) in the US create and delimit structural constraints on teachers’ agency, (re)positioning teachers’ capacity to act in the instruction of emergent bilingual students (EBs). Employing positioning theory within a critical discursive psychology approach, findings demonstrate how bilingual PSTs pushed back on structural constraints introduced as potential barriers to achieving linguistic pluralism in monolingual teachers’ posts, asserting teachers’ agency by simultaneously (...) positioning themselves and others as capable and responsible for education of EBs. These findings inform theoretical understandings of agency as a discursive construct and offer insights for teacher educators as they conceptualize the role of discursive exchanges in developing PSTs’ understanding of structures and agentive possibilities regarding the equitable education of EBs. As the debate about holism and reductionism in ecology has ebbed in the last twenty years, this article aims to reassess the traditional opposition between holistic and reductionist epistemologies during the development of population biology. The history of the notion of carrying capacity, the upper demographic limit of a viable population, will be analyzed as a paradigmatic case of the progressive imposition of reductionist strategies, from both an epistemological and a semantic point of view, since the middle of the (...) twentieth century. Then, Richard Looijen’s reduction of the carrying capacity concept to the niche partitioning theory will be assessed and rebuked for both empirical and logical reasons. Eventually, some recent “weak” and “hard” emergent conceptualizations of the notion of carrying capacity, in logistic map models or in coupled niche-population systems, will be presented in order to show how they call into question the nature and the use of the notion of carrying capacity as a predefined ecological limit. The discovery of a quaternary complexity limitation to mature cognitive operations raises important theoretical issues. We propose that cognitive limitations arise naturally in a complex dynamic information processing system, and consider problems such as the distinction between parallel and serial processes and the representativeness of the empirical data base used by Halford et al. to support their relational complexity scheme.

Cowan assumes a unitary capacity-limited attentional focus. We argue that two main problems need to be solved before this assumption can complement theoretical knowledge about human cognition. First, it needs to be clarified what exactly the nature of the elements (chunks) within the attentional focus is. Second, an elaborated process model needs to be developed and testable assumptions about the proposed capacity limitation need to be formulated.

Working memory limits are best defined in terms of the complexity of the relations that can be processed in parallel. Complexity is defined as the number of related dimensions or sources of variation. A unary relation has one argument and one source of variation; its argument can be instantiated in only one way at a time. A binary relation has two arguments, two sources of variation, and two instantiations, and so on. Dimensionality is related to the number of chunks, because (...) both attributes on dimensions and chunks are independent units of information of arbitrary size. Studies of working memory limits suggest that there is a soft limit corresponding to the parallel processing of one quaternary relation. More complex concepts are processed by or In segmentation, tasks are broken into components that do not exceed processing capacity and can be processed serially. In conceptual chunking, representations are to reduce their dimensionality and hence their processing load, but at the cost of making some relational information inaccessible. Neural net models of relational representations show that relations with more arguments have a higher computational cost that coincides with experimental findings on higher processing loads in humans. Relational complexity is related to processing load in reasoning and sentence comprehension and can distinguish between the capacities of higher species. The complexity of relations processed by children increases with age. Implications for neural net models and theories of cognition and cognitive development are discussed. (shrink)

Although discriminative deep neural networks are currently dominant in cognitive modeling, we suggest that capacity-limited, generative models are a promising avenue for future work. Generative models tend to learn both local and global features of stimuli and, when properly constrained, can learn componential representations and response biases found in people's behaviors.

The empirical data do not unequivocally support a consistent fixed capacity of four chunks. We propose an alternative account whereby capacity is limited by the precision of specifying the temporal and spatial context in which items appear, that similar psychophysical constraints limit number estimation, and that short term memory (STM) is continuous with long term memory (LTM).

Consent's capacity to legitimise actions and claims is limited by conditions such as coercion, which render consent ineffective. A better understanding of the limits to consent's capacity to legitimise can shed light on a variety of applied debates, in political philosophy, bioethics, economics and law. I show that traditional paternalist explanations for limits to consent's capacity to legitimise cannot explain the central intuition that consent is often rendered ineffective when brought about by a rights violation or (...) threatened rights violation. I argue that this intuition is an expression of the same principles of corrective justice that underlie norms of compensation and rectification. I show how these principles can explain and clarify core intuitions about conditions which render consent ineffective, including those concerned with the consenting agent's option set, his mental competence, and available information. This is a response to the response by Robyn Bluhm to my paper, and I am again arguing for a limited role of capacities in psychiatry, given the current scientific uncertainties.

A temporal account of the mental capacities for processing information may not be relevant in a context where the goal is to search for storage capacity expressed in chunks. However, if mental capacity and information processing is the question, the time issue can be rehabilitated. A very different temporal viewpoint on capacity limit is proposed in this commentary.

The distinction between uninformed learning (type-1) and learning based on recoding using prior information (type-2) helps to clarify some long-standing psychological problems, including misunderstanding of mathematics by children, the need for active construction of concepts in cognitive development, and the difficulty of configural learning tasks. However, an alternative to recoding some type-2 tasks is to represent the input as separate dimensions, which are processed jointly. This preserves the original structure, but is subject to processing capacity limitations.
