This paper makes the case for an environmental justice approach to the practice and study of participation and effectiveness in agrobiodiversity governance. It is argued that, in order to understand the conditions under which participation leads to improved outcomes, the concept has to be rethought, both from a political and a methodological perspective. This can be done by applying an ex-ante environmental justice approach to participation, including notions of distribution, recognition and representation. By exploring the approach through empirical examples of (...) participation in biodiversity and environmental governance, a research framework is outlined, attempting to bridge normative and practical approaches to environmental justice, and tested on two cases of agrobiodiversity governance in Western Europe. European states, including Belgium, have looked at the construction of Europe through an economie and a political prism. Both dimensions have evolved following parallel paths. In Belgium a large consensus has always existed concerning the economie dimension of the European construction. In this respect Belgiums post-1945 European policies area direct continuation of the interwar efforts to build a West-European economic area, based on a free trade philosophy and a rejection of economic nationalism which always handicapped small trading states such as (...) Belgium. Even before the second world war the Belgian elite thus accepted the principles of economic multilateralism.In the political dimension however a consensus on a federal Europe only emerged at the end of the seventies. Till then, important parts of the Belgian political elite remained sceptical and even hostile to the construction of a supranational Europe, based on a traditional view on political autonomy and independence. The reasons why Belgian views on the political dimension of Europe slowly shifted to a federal objective were partly domestic and partly the result of the growing awareness that a small countries' political interests in the world can be best pursued through supranationality. This reconsideration of Hume’s classic essay “Of Miracles” via the lens of American pragmatist ways of thinking about history and power shifts our attention from Hume’s epistemic concerns about the legitimacy of witnesses and testimony to his distaste for sacred history, his critical stance regarding the social force of revelation, and his disdain for religious authority. To view Hume’s essay both as an articulation of a critical philosophy of history and as an exercise in moral dynamism (social power or, authority, (...) is a result of epistemic transactions), is to intervene in both Hume studies and Contemporary Pragmatism. From an informal group of a dozen faculty and graduate students at Temple University, the Jean Piaget Society grew in seven years to 500 members who have interests in the application of genetic epistemology to their own disciplines and professions. At the outset Piaget endorsed the concept of a society which bore his name and presented a major address on equilibration at the society's first symposium in May, 1971. Had he not done so the society would no doubt have remained (...) a small parochial group, like so many others throughout the country, interested in Piaget and his theory. With the encouragement of Genevans and the leadership of its first four presidents, Lois Macomber, Barbara Press eisen, Marilyn Appel, and John Mickelson, the society undertook a number of programs to collect and disseminate the results of scholarly work in genetic epistemology. Particular emphasis was placed upon applications of Piaget's theory to developmental psychology, philos ophy, and education. One of these programs was the publication of an annual series on the development of knowing, of which this volume is the first. In 1973, the society asked Hans Furth with the assistance of Willis Overton and Jeanette Gallagher to initiate and plan a series of yearbooks with the result that in addition to this volume, a second volume on education was commissioned, and a third one on the decalage issue was planned. Die Reihe wird auch weiterhin neue Impulse für die Forschung setzen und die zentrale Einsicht der Sprachwissenschaft präsentieren, dass Fortschritt in der Erforschung der menschlichen Sprachen nur durch die enge Verbindung von empirischen und theoretischen Analysen sowohl diachron wie synchron möglich ist. Daher laden wir hochwertige linguistische Arbeiten aus allen zentralen Teilgebieten der allgemeinen und einzelsprachlichen Linguistik ein, die aktuelle (...) The unique character of the socio-economic negociations in Belgium has lost much of its glamour and prestige during the last quarter of the 20th century. While before 1975, there was more or less agreement among the social partners to redistribute welfare to the whole society, after the first oil crisis employers tended to see themselves in competition with other employers, with the trade unions and with the state. Both employers' organisations as trade unions wanted to safeguard their own priorities, respectively (...) the competitiveness of the enterprises and the system of indexation. As a consequence, it became very difficult to reach agreements and hence, there have been no or only very small interprofessional agreements signed since 1975.The role of the government in this period evolved from the role of host for the negociations to that of co-actor and finally to director. When no agreement was possible between the social partners, the govenrment itself took the initiative and both trade unions and employers' organisations tried to lobby the government rather than being partners in negociations. The measures of the government, especially those taken with extra-ordinary powers, were often beneficial for the employers. Despite the emphasis by the trade unions on employment, their efforts beared not much fruit. The first priority of both the government and the employers was the enhancement of the financial and the economic situation of the country. Since the interprofessional agreement of 1999-2000, a new period bas begun. Trade unions and employers' organisations are constrained by what happens in the rest of Europe. Between these constaints, they can negociate and conclude agreements on the basis of freedom and responsibility.The level of negociations shifted in this period from the interprofessional level to the level of the sector or even to the level of the enterprise. Another trend is the creation of an institutional framework for social talks on the Flemish level.The challenges for the future are the installation of a European or even an international world-wide institutional framework for social negociations and the development of themes as permanent education, quality of life and work and the enhancement of the socio-economic democracy.
