This article describes a project that seeks to join the experiences of several fields of knowledge, through systems thinking, promoting the improvement of the quality of life in the Saltillo valley community. All this is done through an action- research process, which integrates most of the available elements. This project considers the history of the community and the complex interaction of population with natural ecosystems. El arribo de la pandemia de influenza a México en 1918 ocasionó una gran crisis. Las autoridades nacionales y estatales se vieron superadas por la virulencia de la enfermedad. Se tomaron diversas acciones preventivas (cuarentenas, consignación a los enfermos en hospitales destinados especialmente para tal fin, limpieza de la vía pública, etc.). Pero, más allá de estas medidas que se habían aplicado en otras crisis sanitarias anteriores, no se plantearon nuevas alternativas. Por su parte, las autoridades estatales si bien trataron (...) de ejecutar las medidas indicadas desde la ciudad de México, problemas económicos, políticos y sociales, ocasionaron conflictos, encuentros y desencuentros, entre autoridades locales, por un lado, y la sociedad civil, por otro, relacionados con la política sanitaria. This article traces the steps of Mikhail Borodin, the first Comintern representative in Mexico and Spain, in 1919-20. He helped create the Mexican and the Spanish communist parties. In order to do this, he latched onto pre-existing networks of transnational activism and recruited a posse of young, committed, and cosmopolitan cadre. Through them, Borodin tried to mobilise the widespread euphoria for Bolshevism that existed among sectors of the Mexican and the Spanish left. However, the potential for vigorous communist movements remained (...) largely untapped due to the recklessness of Borodin and his aides. The Borodin mission is a telling episode in the formative months of the Communist International, pointing to the importance of contingency, individual agency, and transnational activism in the establishment of the international communist movement. In the past two decades, changes in the Mexican government's policies toward the 30 million Mexican migrants living in the US highlight the importance of the Mexican diaspora in both countries given its size, its economic power and its growing political participation across borders. This work examines how the Mexican government's assessment of the possibilities and consequences of implementing certain emigration policies from 1848 to 2010 has been tied to changes in the bilateral relationship, which remains a key factor in (...) Mexico's current development of strategies and policies in relation to migrants in the United States. Understanding this dynamic gives an insight into the stated and unstated objectives of Mexico's recent activism in defending migrants' rights and engaging the diaspora, the continuing linkage between Mexican migration policies and shifts in the US-Mexico relationship, and the limits and possibilities for expanding shared mechanisms for the management of migration within the NAFTA framework. Based on published works and unpublished materials, this article analyses how cybernetics was received by two Spanish thinkers exiled in Mexico: José Gaos (1900–1969) and Eduardo Nicol (1907–1990). This reception is particularly intriguing especially when considering the substantial presence and social impact that Norbert Wiener had in Mexican society because of his friendship with Arturo Rosenblueth. Gaos and Nicol are the first philosophers to develop a complex and original diagnosis of cybernetics in Mexico. It will be shown how the exiled (...) thinkers take on the philosophical implications of this science in the light of their respective theoretical projects, and finally, it will be defended how the critical perspective they develop is particularly significant for Mexico’s political and academic context since it illuminates some negative aspects of cybernetics that Wiener did not foresee and that had not been reported there until then. El objetivo de este artículo es evaluar el desempeño democratizador de las candidaturas independientes en México a partir de su adopción en el año 2014. En específico, este trabajo analiza sus fundamentos jurídicos y sus requisitos legales y económicos en comparación con las candidaturas tradicionales de los candidatos de los partidos políticos. En la segunda parte del trabajo se analiza el desempeño de los candidatos independientes en los procesos electorales llevados a cabo en los años 2015, 2016 y 2017. Finalmente, (...) se proponen algunas conclusiones que giran en torno a una cuestión central: a pesar de que las candidaturas independientes se introdujeron con la finalidad de estimular la participación ciudadana, han recibido poco apoyo electoral y, en general, han sido utilizadas de forma creciente por políticos vinculados a los partidos tradicionales que desean emprender una carrera política personal.The aim this paper is to evaluate the performance of the independent candidates in Mexico, since its legal adoption in 2014. Specifically, this paper analyses its legal foundations, the legal and the economic requirements –compared to the traditional candidacies of the political parties. The second part of the paper analyses the performance of the independent candidates in the electoral processes carried out in the years 2015, 2016 and 2017. Finally, some conclusions are proposed that revolve around a central question: although the Independents candidacies were introduced with the aim of stimulating the citizen participation, they have received generally a minor electoral support, and they have been increasingly used by politicians linked to traditional parties who wish to begin a personal political career. In this autobiographical essay, I contemplate upon my engagement with Nahuatl culture and philosophy, which spans several decades today.

Micro Credit (MC) programs lend money to poor borrowers using innovative mechanisms such as group lending under joint liability while successfully accounting for the presence of asymmetric information in underdeveloped financial markets. MC programs have achieved what the conventional financial institutions and the government have not been able to: lend to the poor, impressive loan recuperation, and a positive impact in poverty reduction. This article analyzes the performance of ALSOL, an MC program in Chiapas, México, for 2151 participants in urban (...) and rural areas for the time period between July 2000 and July 2001. While loan recuperation is high (95%), administrative costs also remain high. Socially responsible lenders and donors play a key role in providing continuous funding to MC programs and assisting in reducing the level of poverty. (shrink)

Abstract Background The first live birth following the use of a new reproductive technique, maternal spindle transfer (MST), which is a mitochondrial replacement technique (MRT), was accomplished by dividing the execution of the MST procedure between two countries, the USA and Mexico. This was done in order to avoid US legal restrictions on this technique. -/- Sources of data Academic articles, news articles, documents obtained through freedom of information requests, laws, regulations and national reports. -/- Areas of agreement MRTs are (...) new reproductive techniques that present novel ethical and legal challenges, since genetic material from three people is employed to create a child. -/- Areas of controversy Could the first MST procedure that culminated in a live birth negatively impact reproductive medicine in Mexico? -/- Growing points The USA and Mexico need specific and clear legislation on MRTs, in order for such techniques not to be governed by prior existing legislation on assisted reproduction that is inadequate for dealing with the new challenges that these techniques present. -/- Areas timely for developing research There is a pressing need for work to be done on the international governance of new reproductive techniques. El artículo analiza e interpreta las posturas expresadas en una mesa de discusión de 1967 en la que participaron Leopoldo Zea, Luis Villoro, Alejandro Rossi, Abelardo Villegas y José Luis Balcárcel, así como el debate posterior, respecto a cuestiones como la relación entre filosofía e ideología, entre filosofía y reflexión sobre las propias circunstancias, y entre filosofía y profesionalismo, con base en las participaciones y los textos de estos filósofos. Además de organizar las ideas que generaron la mesa y el (...) posterior debate, el autor desarrolla su propio punto de vista en lo que corresponde a los temas tratados. La relevancia del artículo reside en la vigencia de dichas cuestiones y de los argumentos en torno a ellas, en las claves hermenéuticas que aporta para una mejor comprensión de la obra de Zea y de Villoro, y en la reflexión que suscita respecto a la naturaleza del diálogo filosófico y de las comunidades filosóficas. Fair trade is an ethical alternative to neoliberal market practices. This article examines the development of the fair trade movement, both in Mexico and abroad, beginning with the experience of UCIRI (Unión de Comunidades Indígenas de la Región del Istmo – Union of Indigenous Communities of the Isthmus Region), an association of small coffee growers in Mexico and a main actor in the creation of the first fair trade seal in the world, Max Havelaar, in 1988. Future success of the (...) fair trade movement depends mainly on resolving the tension between the capitalist business goals and the activist transformation goals of its diverse practitioners. The Mexico-U.S. border is a space considered `smart´ due to the amount of surveillance technology used for national security purposes. The technological ecology consists of integrated fixed towers, remote video surveillance systems, mobile video surveillance systems, Predator B surveillance drones, mobile X-ray units, automated license plate readers, cell phone tracking towers, implanted motion sensors, biometric data collection, and DNA sampling (Aizeki et al. Citation2021). Whilst these instruments are usually linked to irregular border crossers, transborder commuters, who physically cross the border (...) every day, also experience the same surveillance regime. This paper discusses the technological ‘self-defense’ protocol I developed in 2019 when conducting transborder research for my doctoral thesis, which required intense border crossings across Mexico and the U.S. During the ten months of fieldwork, U.S. CBP had the capacity to search my personal device and belongings without a warrant, raising ethical concerns about data protection. As a result, the protocol developed to protect data and participants considered the ‘smart’ border as part of the methods designed that included encrypting information. In hyper-surveilled spaces, data protection represents a challenge for border researchers and the people involved in such a project. (shrink)

En este trabajo realizo un examen crítico del reciente libro de Silvana Gabriela Di Camillo sobre la crítica de Aristóteles a la teoría platónica de las Ideas. El libro de Di Camillo es un trabajo muy serio cuya lectura recomiendo ampliamente. Sin embargo, considero que cuatro de las principales tesis que la autora defiende tienen varias dificultades y mi objetivo aquí es presentar argumentos detallados en contra de ellas: la interpretación de la distinción entre argumentos más y menos rigurosos del (...) tratado Sobre las Ideas; la tesis de que la separación es el blanco esencial de las críticas aristotélicas a las Ideas; la interpretación de las opciones que Platón tiene para responder al argumento del tercer hombre, y la tesis de que la separación de las Ideas debe entenderse como homonimia. In this paper I examine Silvana Gabriela Di Camillo's recent book on Aristotle's criticisms of Plato's theory of Ideas. Di Camillo's book is a very serious work that I highly recommend. Nevertheless, I consider that four of the main theses that the author defends face several difficulties and my aim here is to offer detailed arguments against them: the interpretation of the distinction between more and less accurate arguments of the treatise On Ideas; the thesis that separation is the essential target of Aristotle's criticisms against Plato's Ideas; the interpretation of the options available to Plato to reply to the third man argument; and the thesis that the separation of Ideas should be understood as homonymy. This paper looks broadly at the theme of corporate governance in Mexico. It begins with a brief analysis of the historical corporate governance model in Mexico, including the governance structures, the banking and financial systems, ownership and control patterns, industrial policy, and industrial relations. The paper then examines how and why these various aspects of corporate governance have been changing with processes of economic liberalization currently under way. Finally, it analyzes the consequences of changes in the model of corporate governance (...) for the country's development (e.g. increased consumer goods for middle class consumers, increased disclosure by domestic corporations, less support for corporate social programs, etc.). Over the past two decades the growth of the organic sector has been accompanied by a shift away from first party, or peer review, systems of certification and towards third party certification, in which a disinterested party is responsible for the development of organic standards and the verification of producer compliance. This paper explores some of the limitations of the third party certification model and presents the case of Mexico as an example of how an alternative form of participatory certification (...) has emerged. The paper suggests that participatory guarantee systems (PGS) are reflective of the growing “beyond organic” movement, which focuses on reconstructing the local and re-embedding food systems into their socio-ecological contexts. It argues that PGS offers a number of benefits for producers and consumers, particularly in the South, but that it faces a number of challenges as well, such as a lack of formal recognition, social conflicts and dependence on donated resources.
