Originally published in 1913, this text was written in anticipation of the King's Speech for that year, which was due to include a Bill for the development of a National System of Education. The text puts forward the view that 'unless the Bill succeeds in making the most of the movement for reform springing from the schools themselves, it can but grant opportunities which will be incompletely utilised'. All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. These results are consistent with previous measurements of the object. (shrink)

Dr. Cyril Bailey and Dr. C. M. Bowra have most recently analysed Virgil's method of using the expressions of Lucretius and Ennius respectively, and Mile A.-M. Guillemin has lately added significant considerations to Father F.-X. M. J. Roiron's long examination of Virgil's method of using again his own former expressions. Since then other work has been done with the purpose of clarifying the less rational part of Virgil's self-repetition; it might be called complementary to the well-known researches of Mr. (...) John Sparrow. With such a purpose I have tried to suggest how Virgil reached the strange phrase in the first Eclogue, rapidum Cretae, or cretae, Oaxen, by a not unparalleled confusion of the names of several different rivers and at least one town. This useful anthology comprises seventy-nine selections arranged under three headings. Part I is titled "Ancient and Classical Ideas of Space"; part II, "The Classical and Ancient Concepts of Time"; part III, "Modern Views of Space and Time and their Anticipations." According to the general editors of the Boston series, R. S. Cohen and Marx W. Wartofsky, Capek’s choice of contents was governed by the desire to show that "parts of our view of nature greatly and mutually influence other parts, and (...) that our conception of the world keeps evolving. Thus, ideas of time intertwine with ideas of space, and both with ideas of matter and force." F. M. Cornford’s essays, "The Invention of Space" and "The Elimination of Time by Parmenides," introduce parts I and II respectively. In part I, while Descartes, Pascal, Gassendi, Newton, etc., speak for themselves, the ancients and medievals are given other mouthpieces—Duhem’s monumental Le système du monde, for Plato, Aristotle, and the medievals; C. Bailey, for Leucippus, Epicurus and Lucretius; Koyré, Höffding, Jammer, for the period from Bradwardine to William Gilbert. On the subject of time, however, both ancient and classical authors are allowed to express their opinions in their own words, with the understandable exception of the Stoics. Part III begins with the prerelativistic critique of Newton as well as the well-known Clarke-Leibniz discussion on the nature of space and time. This third part, however, is dominated largely by the implications of Einstein’s general and special relativity theories. For instance, we have Minkowski’s "Union of Space and Time." Four items, at least, are devoted to the twin-paradox. Some argue for a static, subjective, or even idealistic conception of space-time whereas positivists like Frank attack Sir James Jeans’ and other idealistic interpretations of relativity as instances of meaningless metaphysics. Part III concludes with Weyl’s objectivistic interpretation of quantum-mechanical indeterminacy. While it is difficult to find an anthology that will please all readers or teachers, this work goes far towards dealing comprehensively with the subject of space and time. As Cohen and Wartofsky note, what is distinctive of Capek’s approach within the field of philosophy of nature and its history is that "he is greatly appreciative of Bergson, James, Peirce and Whitehead" and though influenced by them, he is also critical because of the "understanding of the philosophical import that contemporary physics brings into our picture of the world." In a lengthy introduction, the editor explains his rationale for each item he includes. In general this is very helpful, but in some instances the suggested historical connections are misleading at best, if not simply false or questionable. Einstein for instance is said to have "rejected any absolute frame of reference which would be a substrate of absolutely simultaneous events... within the context of Michelson’s vain search for the absolute motion of the earth." This seems to imply—as many others have claimed—that the negative results of the ether-drift experiment influenced Einstein in formulating his relativity theory, whereas historians have pointed out that if Einstein referred to the experiment, it would have to be as a confirmation of his theory, since he did not learn of the results obtained by Michelson and Morley until after the publication of his revolutionary paper in 1905. Though there are other generalizations in the introduction which might be open to dispute, Capek’s prefatory remarks are in general helpful, and the essay collection as a whole stands on its own feet. It is valuable, if for no other reason, that a number of the selections appear in English translation for the first time.—A.B.W. (shrink)

In this paper, we outline a theory of the nature of self-directed agents. What is distinctive about self-directed agents is their ability to anticipate interaction processes and to evaluate their performance, and thus their sensitivity to context. They can improve performance relative to goals, and can, in certain instances, construct new goals. We contrast self-directedness with reactive action processes that are not modifiable by the agent, though they may be modified by supra-agent processes such as populational adaptation or external design.Self-directedness (...) lies at the nexus of issues concerning the evolution and nature of intentionality, intelligence, and agency. It provides some insight into the evolution of intelligence because it helps explain how organisms are able to manage variable interaction processes, e.g., a hunting strategy that varies with prey type, ground condition, and hunger level. Simple self-directed organisms like bumblebees manage variability in one or a few dimensions. (shrink)

The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. In this essay, we aim to provide an overview of the political and philosophical issues pertaining to asexuality. The first section, “What Is Asexuality?,” offers an account of asexuality. The second section, “Asexuality as a Unique Sexual Orientation,” argues that asexuality should be understood as a unique sexual orientation. The third section, “Asexuality and Oppression,” discusses the various forms of oppression facing asexual persons today. The fourth section, “The Goods of Asexuality,” articulates some goods that asexuality brings to human lives, (...) and we do this with an eye toward conceiving of asexuality as something other than a mere deficit. Aristotle's treatise De Interpretatione is one of his central works; it continues to be the focus of much attention and debate. C. W. A. Whitaker presents the first systematic study of this work, and offers a radical new view of its aims, its structure, and its place in Aristotle's system, basing this view upon a detailed chapter-by-chapter analysis.By treating the work systematically, rather than concentrating on certain selected passages, Whitaker is able to show that, contrary to traditional opinion, it forms (...) an organized and coherent whole. He argues that the De Interpretatione is intended to provide the underpinning for dialectic, the system of argument by question and answer set out in Aristotle's Topics; and he rejects the traditional view that the De Interpretatione concerns the assertion and is oriented towards the formal logic of the Prior Analytics. This volume, which is part of the Clarendon Aristotle Series, offers a clear and faithful new translation of Books II to IV of Aristotle's Nicomachean Ethics, accompanied by an analytical commentary focusing on philosophical issues. In Books II to IV, Aristotle gives his account of virtue of character in general and of the principal virtues individually, topics of central interest both to his ethical theory and to modern ethical theorists. Consequently major themes of the commentary are connections on the one (...) hand with other relevant Aristotelian texts and on the other with modern writings, both text-related and thematic. Since the main aim of the volume is to make Aristotle's thought as accessible as possible to readers who do not know Greek, considerable care is taken to elucidate both his technical vocabulary and significant features of his Greek idiom. C. C. W. Taylor also provides systematic comparisons with other translations into English and other languages, and frequent references to other commentaries, ancient, medieval, and modern. These features make the work useful to other scholars in the field as well as to students of philosophy, both undergraduate and graduate.In view of the widespread contemporary interest in the topic of virtue, the volume should appeal to students of ethics and to any reader who is concerned to see how fundamental questions of life and conduct were approached in a culture significantly different from our own. Amyloid-beta peptide plaque in the brain is the primary diagnostic criterion of Alzheimer's disease . The physiological role of Abeta are poorly understood. We have previously determined an Abeta interacting domain in the promoters of AD-associated genes . This AbetaID interacts in a DNA sequence-specific manner with Abeta. We now demonstrate novel Abeta activity as a possible transcription factor. Herein, we detected Abeta-chromatin interaction in cell culture by ChIP assay. We observed that human neuroblastoma cells treated with FITC conjugated Abeta1-40 (...) localized Abeta to the nucleus in the presence of H2O2-mediated oxidative stress. Furthermore, primary rat fetal cerebrocortical cultures were transfected with APP and BACE1 promoter-luciferase fusions, and rat PC12 cultures were transfected with polymorphic APP promoter-CAT fusion clones. Transfected cells were treated with different Abeta peptides and/or H2O2. Abeta treatment of cell cultures produced a DNA sequence-specific response in cells transfected with polymorphic APP clones. Our results suggest the Abeta peptide may regulate its own production through feedback on its precursor protein and BACE1, leading to amyloidogenesis in AD. (shrink)

If Catullus' poems as we have them faithfully reproduce their order in the original roll or rolls, and if that order reflects a design of the poet's, then the last piece in our manuscripts naturally merits close attention. But even one who has vigorously upheld these hypotheses writes: ‘it is tempting to suppose that the poem is a spurious addition, attached after the publication of the collection; Catullus may indeed have written it, but not wanted to include so illepidus a (...) piece of versification in his published works’. Nor has the poem attracted much interest in its own right; it seems to be generally considered just another slice of biography, and as such hardly susceptible of a poetic meaning. The remarks which follow try to show that it has one, and perhaps also a significant position. (shrink)

(Expected) adverse effects of the ‘ICT Revolution’ on work and opportunities for individuals to use and develop their capacities give a new impetus to the debate on the societal implications of technology and raise questions regarding the ‘responsibility’ of research and innovation (RRI) and the possibility of achieving ‘inclusive and sustainable society’. However, missing in this debate is an examination of a possible conflict between the quest for ‘inclusive and sustainable society’ and conventional economic principles guiding capital allocation (including the (...) funding of research and innovation). We propose that such conflict can be resolved by re-examining the nature and purpose of capital, and by recognising mainstream economics’ utilitarian foundations as an unduly restrictive subset of a wider Aristotelian understanding of choice. This article discusses two complementary themes that play an important role in contemporary South African political philosophy: (1) the racist tradition in Western philosophy; and (2) the role of ubuntu in regaining an authentic African identity, which was systematically suppressed during the colonial past and apartheid. These are also leading themes in Mogobe Ramose’s African Philosophy Through Ubuntu. The first part concentrates on John Locke. It discusses the thesis that the reprehensible racism of many founders of liberal political philosophy has (...) lethally infected liberal theory. This view neglects the distinction between genesis and justification. Political liberalism has since cleansed itself of the prejudices of its spiritual ancestors. Liberal human rights exclude racism as a matter of principle. The second part discusses the claim that the ubuntu philosophy provides a better basis for a constitution in a modern society than political liberalism. A major problem is that ubuntu is an essentially contested concept. Some philosophers consider ubuntu to be a moribund notion (Matolino); others see it as a vital concept par excellence. In the latter case, it is elaborated from sundry incompatible political views, ranging from African nationalism (Ramose) via humanist communitarianism (Metz) to liberalism (Mboti). Conclusion: as an essentially contested ideological concept, ubuntu should not be a decisive constitutional standard for the application of state force. In contrast, the constitutional model of political liberalism provides a reasonable alternative, as it is designed precisely to solve the problem of social plurality and ideological contest. The reader of Catullus' fiftieth poem can hardly fail to be struck by the poet's use of erotic language to his friend Calvus. Sleeplessness and lack of appetiteare symptoms of love, and the threat of Nemesis is commonly used againsta haughty beloved; miserum, incensus, and indomitus furore are words to describe a lover, and ocelle, as Kroll observes, is naturally addressed to a beloved. Even ut tecum loquerer simulque ut essem suggests a lover's yearning, if we recall how Plato in (...) erotic contexts stresses the desire to have company and conversation with the beloved. It is strange then that Kroll should comment onpreces in line 18 that their content is not clear. (shrink)
