ICTs, personal data, digital rights, the GDPR, data privacy, online security… these terms, and the concepts behind them, are increasingly common in our lives. Some of us may be familiar with them, but others are less aware of the growing role of ICTs and data in our lives - and the potential risks this creates. These risks are even more pronounced for vulnerable groups in society. People can be vulnerable in different, often overlapping, ways, which place them at a disadvantage (...) to the majority of citizens; Table 3 in this guide presents some of the many forms and causes of vulnerability. As a result, vulnerable people need greater support to navigate the digital world, and to ensure that they are able to exercise their rights. This guide explains where such support can be found, and also answers the following questions: - What are the main ethical and legal issues around ICTs for vulnerable citizens? - Who is vulnerable in Europe? - How do issues around ICTs affect vulnerable people in particular? This guide is a resource for members of vulnerable groups, people who work with vulnerable groups, and citizens more broadly. It is also useful for data controllers1 who collect data about vulnerable citizens. While focused on citizens in Europe, it may be of interest to people in other parts of the world. It forms part of the Citizens’ Information Pack produced by the PANELFIT project, and is available in English, French, German, Italian and Spanish. In ubiquitous surveillance societies, individuals are subjected to observation and control by authorities, institutions, and corporations. Sometimes, citizens contribute their own knowledge and other resources to their own surveillance. In addition, some of “the watched” observe “the watchers” “through” sous‐veillant activities, and various forms of self-surveillance for different purposes. However, information and communication technologies are also increasingly used for social initiatives with a bottom up structure where citizens themselves define the goals, shape the outcomes and profit from the benefits (...) of watching activities. This model, which we define as citizens’ veillance and explore in this special issue, may present opportunities for individuals and collectives to be more prepared to meet the challenges they face in various domains including environment, health, planning and emergency response. The COVID-19 pandemic forced higher educational institutions to an emergent transition to online education, which required that teachers and students were ICT literate enough to continue with their curricula. As most universities in Japan have already transitioned back to face-to-face lessons, this study aimed to analyze the process of acquisition and use of ICT knowledge in a pre, mid and post-pandemic scenario. Findings showed a drastic gap of ICT literacy between teachers and students. In discussions about justice, development, well-being and equality, the capability approach (CA)Footnote1 founded by economist Amartya Sen and philosopher Martha Nussbaum attaches central importance to individual human capabilities. These are the effective freedoms or real opportunities of people to achieve valuable ‘beings and doings’ (also called ‘functionings’ by capability theorists). Resources—including technical artifacts—may contribute to the expansion of one’s capabilities, but there may also be all sorts of ‘conversion factors’ in place that prevent this. The approach highlights the ‘multidimensionality’ (...) of well-being and sees people as active agents shaping their own lives. In 1998 Sen won the Nobel Prize in economics for his work, which has deeply influenced the United Nations Development Program (UNDP). In the field of development studies the CA has indeed gained popularity, but this is not the only area of application. (shrink)

A growing number of young people with disabilities is pursuing university education. Available research on the impact of Information and Communication Technologies on this matter has mainly focused on assistive technologies and their compensatory role for the adjustment of this group of students to the tertiary setting. However, limited research has looked at the role played by digital technologies such as social media and mobile devices in the transition to university, a critical period of change for all students but more (...) challenging for those with impairments. This paper presents the findings of an empirical study that investigated the experiences of students with vision impairments aged 18 to 24 who were transitioning to a New Zealand university. The findings draw from observations, a researcher diary, focus groups, individual interviews, and data from social media. The study found that new technologies play several enabling roles that help students to manage diverse transition challenges. These roles not only include aspects such as impairment compensation, communication, information, and learning but also support arrangement, collaboration, and social connection and participation. By incorporating in the analysis the potential of digital tools, the article updates and expands the understanding of the role of ICTs in higher education from experiences and views of young people with vision impairments. – The purpose of this paper is to anticipate the potential outcomes of efforts to promote social inclusion of youth from refugee backgrounds by considering diverse research conducted on information and communication technologies, social inclusion, and young people of refugee backgrounds. It is argued that, while social inclusion programs might be successful at the local level, it is unclear whether they might actually do more harm than good in other, transnational contexts., – Literature reporting on projects that use ICTs to (...) facilitate social inclusion is critically examined, with specific attention to identifying the foundational assumptions underlying such projects. These foundational assumptions are considered in relation to findings of research that identifies the transnational character of the experiences, expectations and aspirations of young people of refugee backgrounds., – The analysis highlights a conceptual disjuncture between the local aims of social inclusion and the transnational experiences of youth with refugee backgrounds. This conceptual disjuncture raises important questions about the potential effects of any program that aims to use ICTs to support young people from refugee backgrounds. While it is clear that a number of potentially positive outcomes are likely from using ICTs to promote social inclusion for refugee youth, several potentially negative outcomes are also apparent. It is argued that these potential harms tend to be overlooked because the foundational concepts of social inclusion assume a “local” community. One means of avoiding the potential for such harms could be to adequately recognise the extent to which individuals and groups participate in intersecting local and transnational communities, networks and flows of ideas, resources, and people., – This paper uses evidence of the significance of transnational social and cultural fields to propose an important intervention in social inclusion programs, by pointing to the possible harms that might result from the success of programs that facilitate social inclusion at a local level without appropriate awareness of its effects on non‐local contexts in which participants might also be active. Presented is the research and professional development results carried out by teachers on the use of educational technologies in the classroom in the course of an experimentation based on the PoliCultura&Moodle didactic format. The training course was designed as an integrated model of presence and online activities and focuses on the use of LCMS Moodle as a resource for achieving a deeper interaction with both the institutions involved in the projects and with students as well as for supporting and disseminating (...) the educational activities carried out in the classroom, with an online environment that would enable the exchange, the interaction and sharing of the study content. In the context of change to the “new modernity” described in Beck’s work, companies develop management modes and methods that focus more and more on individuals. Constitutive of the individualization process, human resources practices have become ambivalent as the process itself. This contribution examines how a managerial and organizational innovation as telework contributes to the process of individualization, and the paradoxes it addresses to management. At the interface of the social and the technical, teleworking appears as a flexible arrangement, (...) meeting employees’ and employer’s demands – which is a characteristic of the process of individualization – by simultaneously fragmenting collectivity, exposing individuals to social risk, and producing exclusion. The authors focus on two consecutive paradoxes of such individualized managerial practices: the individual–collective dilemma and the autonomy–control paradox. Finally, the paper reveals HRM as a new institution of individualization in a world where regulation functions are more and more transferred to individuals themselves. (shrink)

This qualitative study was carried out in two public schools located in the city of São Paulo, SP, Brazil, and involved two primary school science teachers. Its objective was to discuss the relevance of continuing education of Science teachers with the emphasis on the use of ICT in their teaching practice, the challenges faced by the insertion of these technological resources in the school environment, and improvements in school facilities. These aspects guide the need for training that prepares the (...) teacher to deal with this type of situation. Data collection was done through the application of two interviews, at different moments of the research. These results were presented at an international event, Enseñanza de las Ciencias 2017, and we were able to observe the difference of realities between the science education in developed countries and noted the relevance of discussing this topic in the context of science teaching in Brazil. Purpose – The purpose of this article is to provide a commentary to the conceptual article by Norberto Patrignani and Diane Whitehouse, The Clean Side of Slow Tech. This article explores what can be easily overlooked in Information Communication Technology : the uncomfortable truth relating to the production, use and disposal of modern communication technology. Design/methodology/approach – In it, the author picks up on the main ideas that were argued, specifically that there is a need to take a closer look (...) at the production, use and disposal of modern communication technology. Findings – Connecting resource production, use and disposal and its affect on climate change will require those who are in the position to make changes to come up with solutions that also consider values, beliefs and norms that lead to particular types of behaviour. Research limitations/implications – ICT has had an enormous impact on people’s lives. However, there has been primarily focus on its life-accelerating attributes. Slowing down the process of production may open up possibilities for sustainable ICT development. Practical implications – The commentary, combined with Patrignani and Whitehouse’s paper may provide a resource for those responsible in training future ICT professionals. Social implications – If today’s society, and this includes users and producers of ICT, intends to go beyond the mere rhetoric about sustainability, individuals will need to take on a new kind of responsibility that covers the entire life cycle of technology. The teaching of ethics in teacher education programs is crucial for fostering the moral and ethical development of prospective teachers and shaping them into ethical role models for future students. This study, employing qualitative case study research, gathered data from undergraduates in teacher education programs to explore the best approaches for ethics education. It found that combining digital and case-based pedagogical methods, fostering an open-minded attitude among lecturers, and implementing a blend of Socratic and active learning techniques leads to the (...) most favorable outcomes. Additionally, continuous formative assessment throughout the academic year is essential. To cultivate a teaching workforce with strong ethical and moral values, undergraduate courses in ethics and morality should be thought-provoking, integrating real-life cases with a mix of digital and tangible resources. The ethics course lecturer should not only serve as a role model and exhibit a caring disposition but also use effective teaching methodologies. Field practices are ideal for the acquisition of specific competencies and for students to get a first-hand experience of the real environment of their profession. The COVID19 pandemic stopped them, forcing a move to online teaching. This research aims to define a new teaching approach to adapt them to the online environment, ensuring that the competencies are acquired in the same way as traditionally. It was decided to use various available audio-visual materials (documentaries, video reports, interactive web resources) from (...) different sources. An exploratory qualitative research was carried out in Madrid, Spain, focusing on early adolescents and adolescents from low-income families, most of them with a migration background. The main subject was to describe their perceptions about risk and harm in the use of information and communication technologies. Focus groups and creative workshops were conducted in order to identify risk perceptions, conflicts, solutions and the main agents involved in each case. Despite their lack of financial resources, these adolescents intensively use media (...) and modern technologies with the support of formal and informal institutions outside the family. In this context, they use technology as a set of different resources coordinated in a network in order to achieve specific goals of early adolescence and adolescence. Generally, the solutions based on information and communication technologies provide positive outcomes for both companies and employees. However, the process of digital transformation can be the cause of digital transformation stress, when the work demands caused by fast implementation of ICT are elevated and employees’ resources are limited. Based on the Job Demand-Resources Model we claim that DT, rapidly accelerating in the COVID-19 pandemic, can increase the level of DTS and general stress at work. To reduce these negative (...) effects of DTS, we propose the online intervention aimed to strengthen employees’ resources, such as self-efficacy. In this article we evaluate the effectiveness of the blended intervention, based on cognitive behavioral therapy and social cognitive therapy, composed of a prototyped online training and series of interactive online workshops. In a longitudinal study, we examined the change in DTS, perceived stress at work, attitudes toward DT, self-efficacy and burnout in two time points, before and after the intervention. We compared five groups of participants, three groups not qualified, and two groups qualified to intervention. Our results revealed that the designed blended intervention decreased DTS and one of the dimensions of burnout, namely disengagement. More specifically, the results showed that in the group of active participants of the blended intervention DTS significantly decreased [MT1 = 3.23, MT2 = 3.00, t = 1.96, p = 0.051], and in the group of ineligible participants DTS significantly increased [MT1 = 1.76, MT2 = 2.02, t = 4.17, p < 0.001]. This research paves way for the creation of blended online intervention which could help in addressing employee digital transformation stress before it starts having adverse effects on employee performance and well-being. Our aim is to analyse whether ICT resources influence the use of pedagogical models and active methodologies by secondary school teachers in Melilla to teach Mathematics. In this cross-sectional quantitative study, a sample n= 61 (83.56% of the population) was evaluated using a validated 20-item questionnaire with three indicators: B.1 Methodologies and Pedagogical Models, B.2 Teaching Practice and C.3 ICT Resources in the teaching environment. Being a member of both local and global teams requires constant distribution and re-distribution of attention, engagement, and intensive communication over synchronous and asynchronous channels with remote and local partners. We explore in this paper the increasing number of social worlds such participants distribute their attention to, how this affects their level of engagement and attention, and how the workspace, collaboration technologies, and interaction modes afford and constrain the communicative events. The use of information and collaboration technologies (ICT) shapes and (...) reshapes work spaces, processes, and social interactions among team members, and team members reshape ICT and the way it is used. We use as a testbed the AEC Global Teamwork course established at Stanford in 1993 in collaboration with universities worldwide and provide examples from two sites—Stanford PBL Lab, California USA and Chalmers University, Goteborg Sweden. We used temporal analysis and qualitative methods of inquiry in order to study participants’ attention, how they used the site and the means, i.e., their social and material resources, to accomplish their interaction needs, and how they engaged throughout project reviews. The use of the capability approach as an evaluative tool for Information and Communication Technology (ICT) policy and programs in developing countries, in particular at a grass-roots community level, is an emerging field of application. However, one of the difficulties with ICT for development (ICT4D) evaluations is in linking what is often no more than a resource, for example basic access, to actual outcomes, or means to end. This article argues that the capability approach provides a framework for evaluating the (...) strength of this linkage and that the latter is a key determinant of whether or not communities sustain ICT4D programs beyond the initial start-up phase. The argument is made by describing an evaluative application of the capabilities approach to community ICT4D programs using two Indigenous community case studies conducted in Cape York, in the far north-east of Australia. Key to the evaluative approach is the identification of community defined, context specific concepts of well-being and constitutive valued functionings and the derivation from this of required capabilities. This move away from normative definitions of capabilities or capability types to a definition that reflects the Indigenous culture, history, circumstances, and well-being aspirations of each community is intended to give a voice to the people and at the same time provide a deeper informational base—through narrative—for policy and program design than has previously been available. The article concludes that by operationalising the capability approach in a context and purpose specific way, policy and program design can be improved so as to include more communities on the margin and thereby achieve more socially inclusive ICT based development. The capability approach of Martha Nussbaum and Amartya Sen places human capabilities at the centre stage of discussions about justice, equality, development and the quality of life. It rejects too much emphasis on mere preference satisfaction or resource provision and highlights the importance of human agency and freedom. This approach has already significantly influenced different fields of application, such as economics and development studies. Only recently have scholars started to explore its relevance for and application to the area of technology (...) and design, which can be crucial factors in the expansion of human capabilities. How does technology influence human capabilities? What difference could a capability approach make to policies and practices of applying ICT in development processes in the South? How can we criticize and improve the design of technology from the perspective of the capability approach? Time theft is a prevalent, costly, and generally discreet employee activity in firms; nonetheless, very limited research is available on it. To explore why, how, and when employees exhibit time theft, we investigate the influence mechanism of work-related use of information and communication technologies after hours (W_ICTs) on time theft from the perspective of resource gain and loss. Our study found that W_ICTs significantly promotes employee time theft. Emotional exhaustion and moral disengagement play a mediating role in the relationship between (...) W_ICTs and time theft, respectively, and these two variables have a chain-mediating role in the relationship above. Perceived organizational support moderates this chain mediation by moderating the positive effect of W_ICTs on emotional exhaustion. Such a change is often much more profound than an emphasis on information technology and society can capture, for not only does it bring about ethical and policy vacuums that call for a new understanding of ethics, politics and law, but it also "re-ontologizes reality", as propounded by Luciano Floridi's philosophy and ethics of information. The informational turn is transforming our understanding of (...) reality by challenging the conventional ways we have of thinking about our world and our identities in terms of stable and enduring structures and beliefs. The information age we inhabit brings to completion our self-understanding as informational systems that produce, process, and exchange information with other informational systems, in an environment that is itself made up of information. The present volume provides us with a better understanding of the normative nature and role of information, helping us to grasp the sense and extent to which informational resources serve as "constraining affordances" guiding our behaviours. It does so by delineating the background against which we build our beliefs about reality, make decisions, and behave, through our interactions with a multi-agent system that is increasingly dependent on ICTs. This is actually began in the pre-election program (...) of the President of Ukraine Vladimir Zelensky, which aims to perceive possibilities of modern information and communication technologies in the administration of the state and the organization of public and politic life of the country in a qualitative and new way. Purpose of the research is the end-epitualization of the electronic paradigm of Ukraine in the context of the formation of information legislation for the innovative development of the state. Objectives of the research: 1) to identify new problems of information of the state to achieve a more active implementation of innovative ICT in the coordinates of the requirements for creating an e-government system in the country; 2) analysis of the implementation of the state information and communication functions, in a broader sense of the understanding of the concept of "state information policy"; 3) analysis of the role of high technology and the scientific and educational sphere in the conditions of the information civilization; 4) identification of the goal of the country's existence in the global world as an electronic state. The research methodology is a systematic and structural-functional analysis of the problem of the electronic paradigm of Ukraine in the context of the formation of information legislation for the innovative development of the state. The scientific novelty of the research is in structuring the problems of the electronic paradigm of Ukraine and finding ways to solve them. Conclusions - the practical implementation of the tasks of the electoral program of the new President of Ukraine V. The urgency of the study of "stem-education" as a factor in the development of "smart-society" is that this kind of society is a continuation of information and "knowledge society", which is developing on the basis of smart technologies. The concept of smart society is at the heart of modern state -owned development programs of South Korea and Japan. In South Korea, the National Social Agency has developed a "Smart Society Strategy" that introduces the technological foundations of smart societies. The central (...) issue of Smart-society is business, which makes managing more intelligent and activities aimed at using knowledge and innovation. The objectives of the study are to identify the "stem-education" endpoint through the use of electronic and collective technologies, which become more massive and effective, and through the use of natural, engineering and maternal education. It is no coincidence that this concept is documented in the Europe 2020 Strategy: Smart Growth Strategy, which includes the development of an economy based on knowledge and innovation, fosters sustainable growth, more efficient use of resources, and inclusive growth and strengthening of high employment. Countries such as the United States, China, Australia, the United Kingdom, Israel, and Singapore carry out state-of-the-art stem-education programs. The methodological basis of the study is systematic, structural, axiological, synergetic methods and approaches that have allowed disclosing stem -education as the leading trend in the world of educational space. Conclusion - It is proved that stem-education is an innovation that combines the traditions of natural and mathematical education, is based on the principles of fundamentalism and knowledge -based, combining technological, organizational, material and technical resources and human capital. As a result of the development of stem-education at the expense of ICT, business processes, governance, and management reform are undergoing change, leading to economic, social and managerial processes at a higher level in some of those societies. Smart society is a new quality of society in which the combination of the use of new technologies will allow people to improve the quality of their lives. This article presents philosophical and educational reflection of smart -society as a new model of the information society and presents its impact on human capital. It reveals timeliness of this topic, which is innovative and hardly developed. It analyses international experience in establishment and growth of smart -society and dimensions of axiological field of smart-society, which is based on axiological matrix of information and knowledge, which are considered and being civilized dimensions of modern society. The main idea is to prove the evolution of the information society to smart -society and the possibility of establishment of smart-society in Ukraine. Clinical practice is a part of the integral learning method in nursing education. The use of information and communication technologies (ICT) in clinical learning is highly encouraged among nursing students to support evidence-based nursing and student-centered learning. Through the information-processing lens of the mindsponge theory, this study views performance expectancy (or perceived usefulness) and effort expectancy (or perceived ease of use) as results of subjective benefit and cost judgments determining the students’ ICT using intention for supporting clinical learning, respectively. Therefore, (...) the study examines whether effort expectancy moderates the relationship between performance expectancy and the intention to use ICT among Moroccan nursing students. The Bayesian Mindsponge Framework (BMF) analytics was employed on a dataset of 702 Moroccan nursing students. We found that nursing students’ performance expectancy is positively associated with the intention to adopt ICT and social media, while effort expectancy positively moderates this relationship. Moreover, the model with effort expectancy as the moderator was discovered to have a significantly larger weight than the model with effort expectancy as the direct predictor, validating our information-processing reasoning. This study provides a new perspective on the interplay between the benefit and cost perceptions of ICT use to support clinical learning methods in nursing education. Moreover, given the limited education resources, especially in developing countries like Morocco, we recommend nursing education and training prioritize communicating the benefits of ICTs and social media over ease of use. Doing so would help improve the effectiveness and efficiency of nursing education and training while lowering costs. (shrink)

Cognition, Education, and Communication Technology presents some of the recent theoretical developments in the cognitive and educational sciences and implications for the use of information and communication technology (ICT) in the organization of school and university education. Internationally renowned researchers present theoretical perspectives with proposals for and evaluations of educational practices. It demands an understanding of the complex processes contributing to human learning and how they interact with new technologies. This text provides theoretical perspectives on the learning processes that can be used as a foundation for constructing pedagogically valuable tools based on ICT. The combination of results--from cognitive science and pedagogy, with more practically oriented suggestions for how ICT can be used in various forms of education--makes this book suitable for researchers and students in the cognitive and educational sciences, as well as for practitioners and planners of education. The article analyzes the technological shifts which took place in the second half of the twentieth and early twenty-first centuries and predict the main shifts in the next half a century. Sociocultural changes associated with the development of information and digital technologies lead to structural shifts in society – a new format of heterogeneity of structural elements and the system of social relations between these elements is created. As a result, in the conditions of the modern information society, new class-forming stratification criteria of inequality arise, which relate to the presence/absence of digital resources and access to them. The existing level of digital capital of the agent of the social system (...) will be important in this sense. The influence of digitization and ICT technologies leads to the fact that “in the information society, classes are replaced by socially undifferentiated “information communities” (E.Masuda). “Small” economic forms are replacing traditional bulky corporations: individual activity at home, “electronic college” (O.Toffler), changes in traditional printing with “electronic books”, changes in ideology, transformation of unemployment into secured leisure (H.Evans)”. The purpose of the article is to develop the conceptual basis for the study of digital inequality in the conditions of a digitalized society. The methodological basis of the article is the structural-constructivist paradigm, the concepts of the information and network society of E.Masud, M. Castells, and O.Tofler, theoretical aspects of the scientific works of Z.Bauman, J.C.Ramo, M.Rogers. In the preparation of the scientific work, general scientific methods of cognition - analysis and synthesis, comparative studies, generalization and directly sociological method - secondary data analysis were used. This scientific work is dedicated to the study of the impact of digitalization on the processes of structuring Ukrainian society and the sociological conceptualization of a new mode of the stratification system - digital inequality. The article characterizes the main features of the information society, formulates markers of digital inequality, offers a conceptualization of the concepts of digital poverty and digital capital. Electronic government is a phenomenon that is linked to the information society and the advantages associated with it. E-government allows government departments to network and integrate their services using information and communication technologies in order to improve service delivery and enhance the relationship between the government and the public. The major ingredients of e-government are infrastructure, human resources and information. The reality in Sub Saharan Africa is that all these ingredients are insufficient. The ICT infrastructure is not widely available (...) to rural populations. In most cases, both government officials and the people who may want to use government services online lack basic skills. Purpose The purpose of this paper is to provide a systematic literature review of available research evidence on marginal participation of women in ICT-related jobs. In this study, it has been attempted to identify gaps in these literature studies according to the Global Index of Gender dimensions and briefly has been explained guidelines for policymakers to improve the participation of women in this area. Design/methodology/approach The authors follow from the method of for conducting a systematic literature review. Then key words (...) were searched and appropriate resources with this study were evaluated. Accidentally, 55 articles in the period 2000 to 2014 were investigated, and articles were reviewed according to the Global Index of Gender dimensions. Findings A review of previous studies indicated that despite considerable attention given to open access to information and women’s skills, role of women in ICT has been underestimated. Results indicated that to keep pace with today’s information society, we would have to reinforce knowledge and abilities of women and provide them employment grounds in jobs that require new skills in ICT. To reinforce participation of women in the jobs, we need to invest in education and design policies to increase the number of women in educational courses related to ICTs. Also, we need to promote equal educational opportunities. Libraries are suitable platforms to create bold employment of women in jobs related to ICTs. Because it seems that majority of professionals are women in these places. In current information communities, we have to raise the level of individual development for reaching total development. Thus, women’s progress at professional jobs is needed to remove barriers of creativity and entrepreneurship for women. Also, development of strategies for providing contribution of women in ICT jobs should not be neglected. Originality/value This study is the first comprehensive study on the systematic review of the literature in the field of Gender Gap to show marginal participation of women in the ICT-related jobs. Information plays a major role in any moral action. ICT have revolutionized the life of information, from its production and management to its consumption, thus deeply affecting our moral lives. Amid the many issues they have raised, a very serious one, discussed in this paper, is labelled the tragedy of the Good Will. This is represented by the increasing pressure that ICT and their deluge of information are putting on any agent who would like to act morally, when informed about (...) actual or potential evils, but who also lacks the resources to do much about them. In the paper, it is argued that the tragedy may be at least mitigated, if not solved, by seeking to re-establish some equilibrium, through ICT themselves, between what agents know about the world and what they can do to improve it. In this essay, I describe and explain the standard accounts of agency, natural agency, artificial agency, and moral agency, as well as articulate what are widely taken to be the criteria for moral agency, supporting the contention that this is the standard account with citations from such widely used and respected professional resources as the Stanford Encyclopedia of Philosophy, Routledge Encyclopedia of Philosophy, and the Internet Encyclopedia of Philosophy. I then flesh out the implications of some of these well-settled (...) theories with respect to the prerequisites that an ICT must satisfy in order to count as a moral agent accountable for its behavior. I argue that each of the various elements of the necessary conditions for moral agency presupposes consciousness, i.e., the capacity for inner subjective experience like that of pain or, as Nagel puts it, the possession of an internal something-of-which-it is-is-to-be-like. I ultimately conclude that the issue of whether artificial moral agency is possible depends on the issue of whether it is possible for ICTs to be conscious. (shrink)

Increasing complexity of projects is mentioned as one of the reasons for project failure—still. This paper presents a comparative research to investigate how project complexity was perceived by project practitioners in different industry sectors. Five sectors were included: process industry, construction industry, ICT, high-tech product development, and food processing industry. In total, more than 140 projects were included in the research, hence providing a broad view on Dutch project practice. From the complexity assessments, it is concluded that only one complexity (...) element was present in the top complexity elements of projects across the five sectors: the high project schedule drive. The variety of external stakeholders’ perspectives, a lack of resources and skills availability, and interference with existing site were found in the top lists of three sectors. It was concluded that a framework to grasp project complexity could support the management of complex projects by creating awareness for the complexities. Further research could be focused on the subjective character of complexity as well as on the application of cross-sector learning, since this research does show similarities between large technical projects in different sectors. Purpose This paper aims to look at shifts in internet-related content and services economies, from audience labour economies to Web 2.0 user-generated content, and the emerging model of user computing power utilisation, powered by blockchain technologies. The authors look at and test three models of user computing power utilisation based on distributed computing two of which use cryptocurrency mining through distributed pool mining techniques, while the third is based on distributed computing of calculations for scientific research. The three models promise (...) benefits to their users, which the authors discuss throughout the paper, studying how they interplay with the three levels of the digital divide. Design/methodology/approach The goal of this article is twofold as follows: first to discuss how using the mining hype may reduce digital inequalities, and secondly to demonstrate how these services offer a new business model based on value rewarding in exchange for computational power, which would allow more online opportunities for people, and thus reduce digital inequalities. Finally, this contribution discusses and proposes a method for a fair revenue model for content and online service providers that uses user device computing resources or computational power, rather than their data and attention. The method is represented by a model that allows for consensual use of user computing resources in exchange for accessing content and using software tools and services, acting essentially as an alternative online business model. Findings Allowing users to convert their devices’ computational power into value, whether through access to services or content or receiving cryptocurrency and payments in return for providing services or content or direct computational powers, contributes to bridging digital divides, even at fairly small levels. Secondly, the advent of blockchain technologies is shifting power relations between end-users and content developers and service providers and is a necessity for the decentralisation of internet and internet services. Originality/value The article studies the effect of services that rely on distributed computing and mining on digital inequalities, by looking at three different case studies – Coinhive, Gridcoin and Cryptotab – that promise to provide value in return for using computing resources. The article discusses how these services may reduce digital inequalities by affecting the three levels of the digital divide, namely, access to information and communication technologies, skills and motivations in using ICTs and capacities in using ICTs to get concrete benefits. Utviklingen innenfor informasjons- og kommunikasjonsteknologi har gitt opphav til en type etisk-politisk utfordring som gjerne kalles digital ulikhet. Tradisjonelt har det dreid seg om sosiale ulikheter i tilgangen til IKT på individnivå. Nyere forskning på området er mer opptatt av bruk og dermed av tilbudet av aktiviteter og tjenester gjennom Internett. I denne artikkelen ser vi på hvordan det kan oppstå geografisk digital ulikhet som følge av at norske kommuner tilbyr digitale tjenester – herunder informasjon og ressurser for lokalpolitisk deltakelse (...) – i svært forskjellig omfang. Det betyr at kommunene står overfor etisk-politiske utfordringer knyttet til digital ulikhet som følge av deres strategier for bruk av hjemmesider, og for digital utvikling av kommunen mer generelt. Selv om det er få kommuner som tilbyr særlig mye når det gjelder lokalpolitisk deltakelse, er ulikhetene i tilbudet av informasjon og digitale tjenester betydelige. From social to geographical digital dividesThe development of information and communication technologies has raised a kind of ethical–political challenge usually referred to as a digital divide. Traditionally, this has fomented concerns about social inequalities with respect to individual access to ICT. More recent scholarship argues the need to be more focused on use rather than access; accordingly, also on the supply of activities and services through internet. In this article, we study how geographical digital divides may appear as a consequence of the fact that Norwegian local governments supply digital services – including information and resources for local political participation – to quite a different extent. This means that local governments face ethical–political challenges related to digital divides as a consequence of their strategies for the development of home pages and for digital development of local government services more generally. Even though only a few local governments offer much with regard to local political participation, the inequalities with respect to the supply of information and digital services are considerable. In addition, apparently, well–developed home pages make the local government more transparent and more accessible. We believe this to be of advantage to local citizens. In this paper, we study the interactional organization of an instructed object exploration among sighted and visually impaired people (VIPs) in order to contribute to studies of instructional activities and the observable accomplishment of haptic perception. We do this by showing the situated, interactional, and co-operative organization of achieving object understanding. We focus on the dynamics of haptic perception as being reliant on instructions, while at the same time being an observable production that furnishes further instructions. We show the organization (...) of visual and verbal instructions versus the touching of objects for haptic perception. Based on ethnomethodological conversation analysis of video data, we study a VIP’s haptic actions in interaction with a professional, sighted ICT consultant who provides instructions on what an object is and what it can do. We show how the instructions are sequentially adjusted to make them relevant for a simultaneous, emerging exploration in which the VIP uses their hands and fingers to perceive very specific details of the object. We argue that achieving object understanding is accomplished in and through the fine-tuned coordination of haptic exploration, both as a response to verbal instructions and also as a means of conveying perception-related actions, which the ICT uses to build new actions. The paper thus makes a case for instructed and distributed haptic perception as observable in social interaction and as a resource for building object understanding within phenomenal fields. In modern ELP teaching practices online media products are commonly used as resources of educational content. Although the idea that ICT has brought classrooms in our pockets is generally perceived as a positive trend, the overview of recent inquiries into the use of technology in education has revealed a number of contradictory findings connected with multimedia learning. On the one hand, a multiplicity of strengths of online environments such as YouTube channels, Apps, podcasts, etc. is highlighted in the studies (...) exploring the potential of multimedia applications for language learning. On the other hand, there is a significant number of studies which demonstrate opposite observations resulting from the research of the effects of the medium on learning outcomes: some authors argue that students overwhelmingly prefer print over electronic formats for learning purposes, others infer that multiple factors affect learners’ actual behaviors and there is no solid evidence proving the priority of one over the other. Cognitive psychologists are more precise in this point: looking into how people process information they affirm that to be effective instructional framework should not ignore human cognitive architecture. Drawing upon recent studies in the field of designing educational media with regard of cognitive, behavioral, and attitudinal aspects of learning the exploratory study reported in this paper attempts to bridge the cognitive and educational theories to specify the framework of technology-based classes for ELP students. Through three courses of in-depth structured interviews with 58 Russian undergraduate law students doing an ELP course in Saratov State Law Academy, Russia, particular focus was placed on an individual learner’s information coding style, information processing style and reading style. The results of the research suggest some ideas on developing an instructional framework for ELP technology-based classroom tuition taking considering the principles of cognitive teaching. (shrink)

Public universities in Poland receive fairly limited financial support for creating e-textbooks (interactive online textbooks) and lack the appropriate ICT competences among teaching staff, especially in the case of non-technical universities. The authors propose a pedagogical and technological paradigm for e-textbooks in medical education using open source software with minimal IT skills required. Technologies used to develop e-textbooks are connected with: publication and distribution of e-textbooks, e-book readers, and editing tools. The article deals with the self-education of future specialists in the field of culture and art within the context of philosophical, psychological, and pedagogical studies of the postmodern era. This substantiates the need to use e-learning in professional training. The use of cloud computing technologies is one of the educational process’ innovations. As shown by our research and personal experience implementing cloud computing technologies into the educational process proves to be feasible for training future professionals in the field of culture (...) and art, including their self-education. The article shows that the aim of self-education of the future professionals in the field of culture and art is personal and professional perfection, and also achievement, at the maximum possible level, of the creative ideal. Today their professional training is focused on self-perfection, ability to self-educate, skill to foresee the consequences of their professional activity and search for the new ways to solve their professional tasks using ICT. The article justifies that cloud computing technologies allow spreading content in the Internet, they facilitate posting the text messages, photographs, pictures and musical files. Accessibility, openness, interactivity of the cloud computing technologies cause their wide use for both on-line and off-line communication, data sharing of text, multimedia and audio resources for all participants of the educational process that enriches the self-education of future professionals in the field of culture and art and makes it rich in content, practically-oriented and enhances professional competence. At a time when social and ethical responsibilities of companies and CEOs are being increasingly emphasised, this paper examines conduct of social business in a different age and culture to discern features of enduring relevance for ethical business practices today.The personal correspondence of three fourth‐century saints gives insights into their relationships and decision‐making.Community expectations were those of sharing rather than of outright giving, with ‘fusion of interest’ prevailing over concerns for ‘con?ict of interest’. Selected incidents show two entrepreneurial bishops, Basil (...) and Gregory of Nyssa, struggling to balance tensions between ’liberality’ and ‘fairness’.They compromised, competed robustly for revenues and were vexed over limited budgets and resources for projects while their disapproving cousin, the academic Gregory of Nazianzus, criticised their worldliness. Their historical experiences suggest four pragmatic and possibly normative ways of blending altruism and self‐interest for the overall advancement of bene?cial change. (shrink)

Actuality of the conducted research is practically oriented character. Without the use of information and communication technologies in the field of higher education, it is impossible to carry out qualitative training of specialists in engineering, the results of which are necessary for the implementation of a national strategy for modernizing the economy and forming a progressive state of European type. The use of information technologies in the educational process is the foundation of innovative development of the educational system. The rapid development of ICT provides not only significant pace of innovative progress, but also requires the definition of information resources that guarantee the quality of learning, the choice of techniques that are in line with the general strategy for the formation of professional competences. This Article develops an understanding of authority as the ability to establish content-laden reference points that participants in legal discourse can hardly escape. Situating authority between coercion by force and persuasion through argument, it carves out recognition and constraint as constitutive elements of authority. Delegation - a conditional grant of authority from principals to agents - is typically taken to account for the authority of international courts and tribunals. But the Article argues that delegation is at best only the starting (...) point of ICTs’ authority. The dynamics of the legal discourse stabilize authority and account for its further growth. The conception of authority that emerges from the discussion herein is less one of a command that demands blind obedience than a reference point that redistributes argumentative burdens. Communication is authority’s medium. Taking a step back from immediate normative questions, the Article shows what it takes for ICTs to have authority. It presents the communicative dynamics that build up ICTs’ authority and showcases the discursive resources ICTs themselves use to induce deference. The Article suggests in conclusion that a better understanding of what it takes for ICTs to have authority will also advance questions about such authority’s normative legitimacy. (shrink)

The urgency of the study of "stem-education" as a factor in the development of "smart-society" is that this kind of society is a continuation of information and "knowledge society", which is developing on the basis of smart technologies. The concept of smart society is at the heart of modern state-owned development programs of South Korea and Japan. In South Korea, the National Social Agency has developed a "Smart Society Strategy" that introduces the technological foundations of smart societies. The central issue (...) of Smart-society is business, which makes managing more intelligent and activities aimed at using knowledge and innovation. The objectives of the study are to identify the "stem-education" endpoint through the use of electronic and collective technologies, which become more massive and effective, and through the use of natural, engineering and maternal education. It is no coincidence that this concept is documented in the Europe 2020 Strategy: Smart Growth Strategy, which includes the development of an economy based on knowledge and innovation, fosters sustainable growth, more efficient use of resources, and inclusive growth and strengthening of high employment. Countries such as the United States, China, Australia, the United Kingdom, Israel, and Singapore carry out state-of-the-art stem-education programs. The methodological basis of the study is systematic, structural, axiological, synergetic methods and approaches that have allowed disclosing stem-education as the leading trend in the world of educational space. Conclusion - It is proved that stem-education is an innovation that combines the traditions of natural and mathematical education, is based on the principles of fundamentalism and knowledge-based, combining technological, organizational, material and technical resources and human capital. As a result of the development of stem-education at the expense of ICT, business processes, governance, and management reform are undergoing change, leading to economic, social and managerial processes at a higher level in some of those societies. Smart society is a new quality of society in which the combination of the use of new technologies will allow people to improve the quality of their lives. This article presents philosophical and educational reflection of smart-society as a new model of the information society and presents its impact on human capital. It reveals timeliness of this topic, which is innovative and hardly developed. It analyses international experience in establishment and growth of smart-society and dimensions of axiological field of smart-society, which is based on axiological matrix of information and knowledge, which are considered and being civilized dimensions of modern society. The main idea is to prove the evolution of the information society to smart-society and the possibility of establishment of smart-society in Ukraine. The analysis of smart-society formation was made and its characteristics were defined, which claims priority role in the world information space formation and contribute to the competitiveness of Ukraine in the international information space. L'émergence des TIC et deux changements politiques successifs ont amené une troisième vague de mouvements sociaux à Taïwan. Ces mouvements ont commencé à s'affranchir des partis politiques ; ils se préoccupent de problèmes sociaux et mobilisent différents modes de participation à la base. Cependant, les TIC ne peuvent à elles seules garantir leur succès. La plupart des études sur les nouveaux mouvements sociaux suggèrent que les TIC accroissent l'adhésion à ces mouvements parmi la population, ce qui facilite leur extension. Cette (...) étude analyse deux mouvements récents au sein de la société civile taïwanaise et conclut que ni la théorie de la mobilisation des ressources ni la théorie des nouveaux mouvements sociaux ne montrent comment les TIC seraient suffisantes pour structurer les mouvements de la société civile. En l'absence d'organisation concrète et réelle de la société civile, la participation purement virtuelle de la base risque d'en compromettre le leadership, la mobilisation, les prises de décision et les liens au niveau international.The emergence of ICT and two successive political changes have led to a third wave of social movements in Taiwan. These movements have begun to overcome the political parties they are concerned about social issues and mobilizing different modes of grassroots participation. However, ICT alone can not guarantee success. Most studies on new social movements suggest that ICTs increase adherence to these movements among the population, which facilitates their extension. This study analyzes two recent movements in civil society Taiwanese and concludes that neither the theory nor the resource mobilization theory of new social movements did not show how ICT would be sufficient to organize the movement of civil society. In the absence of concrete and actual organization of civil society participation purely virtual database could compromise leadership, advocacy, decision-making and international links. (shrink)

South Africa’s groundbreaking constitution explicitly confers a right of access to sufficient water. But the country is officially ‘water-stressed’ and around 10 % of the population still has no access to on-site or off-site piped or tap water. It is evident that a disconnect exists between this right and the reality for many; however the reasons for the continuation of such discrepancies are not always clear. While barriers to sufficient water are myriad, one significant factor contributing to insufficient and unpredictable (...) access to water is the high percentage of broken water pumps. Previous studies have reported that between 20 and 50 % of all hand operated water pumps installed on the African continent are broken, or out of use. Monitoring and maintenance of pumps, which in South Africa is the responsibility of local municipalities is often ineffective, in part due to the distances between municipal centres and rural communities and the consequent costs of site visits, as well as breakdowns within the local bureaucratic system. The emergence of new telemetry tools that can remotely monitor water applications constitutes a novel and cost-efficient alternative to undertaking regular sites visits. Sustainable, appropriate, low-cost telemetry systems are emerging that could be used to monitor the operational performance of water pumps, or a wide range of other field parameters, and to communicate this information swiftly and cheaply to water service providers, using SMS messages. Data on the performance of water pumps could also be made available to the public online. This is an example of how ICT can be used for water resources management and environmental regulation, as well as in the governance of socio-economic rights: helping to optimize water allocation by improving communication and strengthening accountability. The aim of this study was to investigate how job crafting, work engagement, and workaholism were related in public sector organizations. The participants were civil servants from three Finnish public organizations, representing different professions, such as school personnel, secretaries, directors, parking attendants, and ICT specialists. We duly operationalized job crafting, work engagement, and workaholism by using the Job Crafting Scale, the UWES-9, and the Work Addiction Risk Test. The current study focused on the Finnish public sector, since work engagement is (...) recognized at the governmental level and has been shown to be strongly and positively associated with economic activity and productivity, while workaholism is associated with poor wellbeing. We analyzed the data by using structural equation modeling and found that three job crafting dimensions were strongly intertwined with one another. These dimensions were increasing structural job resources, increasing social job resources, and increasing challenging job demands. In the structural model, dimension “increasing structural job resources” was positively related to work engagement, whereas dimension “decreasing hindering job demands” was negatively associated with workaholism. This study highlighted the relevance of employees learning to balance their job resources and demands. We recommend that, in the public sector, employees be systematically encouraged to practice job crafting behavior by enabling them to increase structural job resources. These results are of high relevance, considering the heavy workload of public sector employees during the COVID-19 pandemic. (shrink)

The trajectory of beneficial use of information and communication technologies (ICT) in Hungary, Poland, Lithuania and Ukraine is analysed, especially in industry. With respect to telecom access, availability, affordability and uptake indicators, the four countries are generally behind EU cohesion countries. Between the four countries, there are huge differences in development of information society services. In industry, the use of information technologies usually has not attained the phase in which they are most rewarding. Among the most important barriers to a (...) beneficial use of computer networking in industry are the attitude of management, lack of financial resources and a lack of facilitative environment for enterprises. As a result there is an increased role for knowledge intermediaries; one of these, advertising, plays an important role in affecting consumer choice and knowledge. Ethical issues which arise for traditional purveyors of intangibility – cultural industries such as art, music, or film, spread to advertising. La integración y el uso de las TIC en los centros educativos es un proceso complejo en el que intervienen diversos factores, como son, el nivel de competencia digital docente, la infraestructura tecnológica o el acceso y uso de internet. De ahí que sea necesario abordar los estudios sobre TIC en educación desde enfoques multivariados.
